The special was part of many animated multi-screen "Panic Adventure" crossovers of [[Shueisha]] manga series that have been screened at special events called "''Odaiba Boken-Oh''" (お台場冒険王; lit. "Odaiba Adventure King") in Japan. These events were held from 2003 to 2008 to commemorate Fuji TV's 45th anniversary. The crossover was featured exclusively at the Fuji TV headquarters in the Kyutai (orb) section, where smaller screens partially surrounded the audience watching, each showing a point of view, while a bigger one would ocassionally change between the scenes featured on each screen. In the following year it had a sequel called ''[[Kyutai Panic Adventure Returns!]]''

The movie starts with [[Bulma]], [[Master Roshi]] and [[Oolong]] traveling around [[Fuji TV]]'s orb section. [[Frieza]] then suddenly appears and attacks the visiting tourists, blasting the orb section free from the rest of the Fuji TV building in Odaiba and throwing it at the ocean. [[Goku]], [[Gohan]] and [[Krillin]] arrive to help the tourists, pushing the orb back at its place. Frieza then tries to destroy the orb with a [[Death Beam]], but Goku puts himself in front of it to save the tourists, receiving the attack head-on. Krillin and Gohan, unable to lift the orb without Goku, slowly descend with it to the ocean. Goku turns into a [[Super Saiyan]] while Frieza uses 100% of his power and they start to fight. Krillin and Gohan rush to help Goku, but stop midtracks after seeing the [[w:c:onepiece:Going Merry|Going Merry]] near the battle, with the [[w:c:onepiece:Straw Hat Pirates|Straw Hat Pirates]] [[w:c:onepiece:Monkey D. Luffy tries to extend his arms to lift the orb, but the Going Merry is attacked with cannon balls shot by the [[w:c:onepiece:Arlong Pirates|Arlong Pirates]] [[w:c:onepiece:Hatchan|Hatchan]], [[w:c:onepiece:Chew|Chew]], [[w:c:onepiece:Kuroobi|Kuroobi]], [[w:c:onepiece:Mohmoo|Mohmoo]] and their captain [[w:c:onepiece:Arlong|Arlong]]. A battle of cannonballs start between the two groups of pirates, some almost hitting the orb, until Luffy uses his Gomu Gomu no Fusen to inflate himself and is hit by one of the balls, which is reflected back at the fishmen's headquarter [[w:c:onepiece:Arlong Park|Arlong Park]]. From a little far, [[w:c:astroboy:Astro Boy|Astro Boy]], [[w:c:astroboy:Uran|Uran]] and [[w:c:astroboy:Professor Ochanomizu|Ochanomizu]], [[w:c:astroboy:Yuko Kisaragi|Yuko]] and [[w:c:astroboy:Momo|Momo]] watch the battle. Astro Boy rushes to the scene, avoiding the cannon ballls flying all over the place, lifts the orb back to its place and the special ends with Astro Boy, the Strawhats and the [[Z Fighters]] giving goodbye to the audience.
