DALLAS (CBSDFW.COM) – The Dallas Independent School District Board of Education has cleared the way for a teacher performance evaluation plan.
Dallas teachers will get their customary pay raises next school year, but the following year, they must earn their salaries via an evaluation process called the Teacher Excellence Initiative. The initiative uses five classroom observations per semester to evaluate teaching effectiveness. Student achievement and test scores will also be used to determine the level of salary increase for teachers.
The plan has been three years in the making and has been endorsed by Dallas Mayor Mike Rawlings, but teacher’s groups are not convinced the plan is a good idea.
Rena Honea, President of Alliance AFT, said, “Teachers are not afraid of accountability, but it should not be on a test score for one day when there are factors the teachers have no influence on whatsoever.”
Eric Cowan, who leads the the Dallas School Board, said, “We want teachers to have the opportunity to make more money based on their performance, which is tied to student performance, but also how they manage their classroom, how they deliver instruction.”
Dallas will be the first public school system in Texas to tie pay rates to student test results.
