Wheeler Wolfenden and Dwares, CPAs  welcomed Doug Meenan to its audit and tax practices as a staff accountant. Meenan earned a Bachelor of Science in Accounting from York College of Pennsylvania. Prior to joining WW&D, Meenan worked as a tax reviewer for Tice Associates, P.C. in York. WW&D is a full-service CPA firm with offices in Wilmington and Lewes, offering a broad range of tax, accounting and advisory services to individuals, businesses and nonprofit organizations.

Hudson takes state budget post

Alan Brangman, executive vice president and University treasurer announced that Chris Hudson will become director of budget development, planning and administration in the state of Delaware’s Office of Management and Budget, effective March 20.

Also effective March 20, Mandy Minner, currently senior budget analyst in the University Budget Office, will serve as interim chief budget officer while a national search is conducted to fill the chief budget officer position.

Wear  earns  designation

Katie J. Wear, SHRM-CP, recently became a Certified Professional through the Society for Human Resource Management (SHRM-CP). To obtain this certification, an individual must fulfill a combination of education and work experience criteria and pass the SHRM-CP exam, which tests knowledge of behavioral and technical competencies. Earning this distinction signifies expertise and leadership in the HR field.

Wear joined Becker Morgan Group as the Human Resources Manager in January 2016. She graduated with a Bachelor of Science in Business Management Finance from East Stroudsburg University in 2005 and was previously a Human Resources Manager at a Pennsylvania based company.

Knight appointed to five-year term

The Board of Trustees of the Financial Accounting Foundation (FAF) reappointed veteran governmental auditor James E. Brown to a second term on the Governmental Accounting Standards Board (GASB), the FAF announced. The Trustees also appointed Kristopher E. Knight, Delaware’s deputy secretary of state and director of the state’s Division of Corporations, to a five- year term on the GASB.

The GASB is the independent, private-sector organization that sets accounting standards for state and local governments in the United States. The FAF oversees the activities of the GASB and its sister accounting standard setter, the Financial Accounting Standards Board (FASB).

Prior to joining the GASB in 2012, Brown served for more than 25 years as a partner at BKD, LLP, a large regional public accounting firm headquartered in Springfield, Missouri.

Knight is Delaware’s deputy secretary of state and director of the state’s Division of Corporations. In his role, he oversees the state’s $1 billion corporate franchise and servicing of the 1.2 million business entities that make their legal home in Delaware. Knight also supervises several other divisions of the Delaware Department of State, including the Office of the State Banking Commissioner, the state’s Corporate and International Development office, and Delaware’s abandoned property Voluntary Disclosure Agreement program. Since 2012, he has also served as treasurer of the Delaware Sustainable Energy Utility’s Board of Directors. There, he led a comprehensive overhaul of the utility’s financial policies and practices.

Previously, Knight served as the director of Delaware’s Division of Accounting. In that role, he administered policy related to the state’s procurement card program, which has an $80 million annual budget. Prior to his career in public service, He served in positions of increasing responsibility at KPMG LLP for more than a decade. As senior audit manager, he managed all aspects of governmental client audits, including those for the University of Delaware, the state of Delaware, and Philadelphia Gas Works. Knight holds a bachelor’s degree in business administration— accounting from Loyola University. He is a certified public accountant and a member of the AICPA.

Delaware SPCA names three board members

The Delaware SPCA recently expanded its Board of Directors by voting in three new members. With the addition of Jim Carlo, Lona Crist, and Kim Williams, the organization now has seven people on its Board.

Jim Carlo worked at IBM Corporation in Washington, D.C. for 30 years in various financial management capacities. After retiring in 2007, he moved to Rehoboth Beach. He will serve as treasurer for the Delaware SPCA, the same position he also currently holds with his homeowners’ association.

Lona Crist retired in 2013 from a 40-year career as a high school teacher in Maryland. She now lives in Sussex County and works part time as a veterinary assistant with an equine veterinarian. She has volunteered with the Delaware SPCA at many fund raising and adoption events.

Kim Williams was first elected to represent the 19th District in the Delaware House of Representatives in November 2012. She has since been re-elected twice. A lifelong New Castle County resident, Williams is a licensed real estate agent with Berkshire Hathaway. She has served on the Animal Welfare Task Force.

Minster to wear realty hat

Will Minster, director of Business Development for Downtown Visions and full-time Program Manager for Main Street Wilmington, a division of Downtown Visions, has  also joined Patterson-Woods Commercial Properties/CORFAC International as a licensed real estate agent.

With this dual role, he will be adding professional skills and resources needed to concentrate on small business recruitment and investment in the Downtown Business District.

Garman joins Berkshire Hathaway

Walt Hurtt, sales leader of Berkshire Hathaway HomeServices Fox & Roach, Realtors, Brandywine Office, welcomed Vincent Shea Garman as a sales associate. Garman is a member of the New Castle County Board of Realtors. He has background in property management for Lang Development Group and is a professional caddie at Merion Golf Club in Ardmore, PA. Garman serves New Castle and Delaware Counties.
