THE NEW SUBWAY $3.00 SANDWICH DEAL IS FRUSTRATING
The Subway fast food outlets are pushing a $3.00
sandwich deal.
It is frustrating to the deaf. There are no signs
inside the restaurants explaining what the deal is
about. And also, people need to ask the Subway people
for details.
Many immigrants, with limited English, work at
these Subway outlets. To ask them to explain
the special $3.00 sandwich deal – without posters
or without hand out menus – is very frustrating
for the deaf. Many can’t read handwritten notes and
many do not fully understand the gestures.

MANY HEARING PEOPLE DO NOT KNOW ABOUT THE DEAF
When a hearing person meets a deaf person for the
first time in his life, he has many questions in his
mind, such as:
1. how can a deaf person wake up in the morning?
2. how can a deaf person drive a car?
3. how can a deaf person read and write?
4. etc
We have many deaf awareness events; there are many
stories in newspapers about the deaf; there are TV
programs about the deaf, etc. Yet, these hearing
people still do not realize these things!

Advocating
Right now in Vermont, we are working together for a rally to Save Austine
School!
The school closed in June with little warning and all deaf services provided
under Vermont Center for the Deaf and Hard of Hearing closed abruptly
September 12th!
Deaf activists have been working around the clock.
For me, it is difficult, since I have been an advocate for the Deaf, the
Hard of Hearing and the DeafBlind for many years.
I am not able to just jump in the car and drive and join others to discuss
plans.
I have done a few tasks for the group via emails. Contacting Government
officials is not very easy.
They use web forms to request their involvement or assistance. The Save
Austine School rally is planned for September 27 at our capital in
Montpelier for all afternoon.
Volunteers interpreters are on stand-by!
Rene’s show business started in year 2010 and it focuses on the
Deaf-Blind.

Vocational Program Director I

STATUS Exempt
PRIMARY FUNCTION
Oversees consumers into the main COPD-NM service program performing
intakes and triaging person to appropriate individuals. Develops
employment options and coordinates job placement efforts by improving the
employment outcomes for Deaf and Hard of Hearing persons and persons with
disabilities. Coordinates with employers, Vocational Rehabilitation,
Workforce Investment Act (WIA), and training delivery systems. Maintains
contractual relationship with funding source, maintains unit records of
consumer contacts to include unit counts, attendance sheets, SOAP notes
and daily checklists while ensuring that all contractual documentation in
client files is complete. Supervise and independently evaluate employees.
Position may from time to time be stressful and require a high demand of
performance. May perform other duties as assigned.
ESSENTIAL FUNCTIONS
- Oversees consumers into the main COPD-NM service program

- Works with team of COPD-NM staff to review intake information and
to coordinate services
- Develops consumer plans and coordinates consumer activities
through the Agency system
- Reviews referrals and provides intake and initial assessment for
program eligibility; completes all required program paper work
- Provides assessments addressing training needs, support needs and
environmental adaptation needs of the work site
- Develops relationships with community employers to provide a
network of training and job placement opportunities for the Deaf and Hard
of Hearing and persons with disabilities
- Performs vocational counseling, job development, and job coaching
- Collaborates and coordinates with Vocational Rehabilitation, WIA,
Welfare to Work, youth opportunity programs, dislocated worker programs,
school systems, employers, consumer based organizations, training delivery
systems and community vocational rehabilitation programs to increase
access to training and job opportunities
- Assures that staff are aware, trained and knowledgeable of CCS and
SCS policies
- Management and oversight of contracts and grants related to
Vocational Rehabilitation, private foundations and other governmental
entities
- Develops and prepares required contract monitoring reports for all
agency programs
- Acts as a liaison to other community agencies
- Ensures that all programs, services and staff actions adhere to
contract requirements, licensing and accreditation standards, and CCS
Personnel Policies and Procedures
- Supports Agency growth through the development of enclave options
and NISH contracts
- Supports the Agency’s use of best practices
- Consults with staff supervisor, as needed, to assure the
competencies of the strategies with staff and the use and integration of
techniques with consumers in the program
- Meets with employers and supports the development of training and
employment options for consumers
- Enters data on consumer demographics, caseload size, and
performance measures and develops reports, as requested
- Maintains communication with referral sources
- Works with schools and the County to set up classes for Deaf youth
and adults in the areas of cognitive therapy and employment retention
skills
- Develops job options and markets potential job openings to include
development of OJT contracts; monitors the expenditures of all OJT
contracts
- Writes monthly progress reports, as required
- Maintains an up-to-date employer contract record
- Maintains unit records of consumer contacts to include unit
counts, attendance sheets, SOAP notes and daily checklists
- Ensures all contractual documentation in client file is complete
- Provides follow-up services to ensure client and employer
satisfaction
- Coordinates vocational information workshops for Deaf and Hard of
Hearing consumers and employers
- Represents agency on planning committees as determined by
supervisor

coaching needs

PRIMARY FUNCTION
Supervises and directs Vocational/Placement Department in the areas of
competitive placement, job site training, job placement services, summer
youth, Source America and contract maintenance. Oversees Source America,

to their employment. Job developing / sales experience a plus.
Candidate with BA/BS preferred. Must possess at least an AA/AS degree
and be computer literate. Must be proficient in American Sign Language.
Must be willing and able to work weekend and evening/night hours as
needed.
For Long Island locations, a valid driver’s license and dependable car
needed. Ability to work in NYC metro area preferred.

Job Description: The Division of Rehabilitation Services (DRS) at
the Virginia Department for Aging and Rehabilitative Services is
currently seeking a motivated Vocational Rehabilitation Counselor
RCD (Rehab Counselor for the Deaf) to provide comprehensive vocational
rehabilitation services, in compliance with federal, state, and agency
policy and procedures, which result in employment and enhanced
independent living for persons with disabilities. Core case management
services include guidance and counseling, training, physical/mental
restoration, and job placement services. Caseloads consist of
individuals who are deaf and hard of hearing and a general caseload
of adults / students with disabilities.
Responsibilities: Provides case management services including guidance,
counseling, training and physical/mental restoration services. Plans,
develops, and implements vocationally focused service plans that identify
customer goals, services and costs to help them achieve an employment
outcome. Coordinates service provision to include training/vocational
preparation, job placement services, job development, job seeking skills
training and rehabilitation technology services. Participates in community
outreach, collaborates closely with local Community Services Boards and
School Districts, and serves as a liaison to other treatment providers
in the community.
The agency has the option of filling this job at the Counselor I (Trainee)
level if fully qualified applicants are interviewed and not selected. The
minimum salary for a Counselor I (Trainee) is $28,782. The minimum salary
for a Counselor II (fully qualified) is $37,047. This is minimum, entry
level salary and may be higher based on work history.
Minimum Qualifications Requirements: Demonstrated knowledge of the
social,
economic, medical, vocational and emotional issues impacting persons with
disabilities; interviewing, evaluation, and counseling techniques; methods
and tools for career counseling; ADA compliance; fluency in American Sign
Language; extensive knowledge and understanding of the communication,
cultural and psycho-social needs of persons who are deaf and hard of
hearing;
working knowledge of Windows based software; and demonstrated ability to
establish and maintain good working relationships with community resources
and individuals from diverse environments.
Master’s Degree in Rehabilitation Counseling or closely related field or
current
CRC credential are required of fully qualified Counselor II candidates. To
be
considered as a Counselor I (Trainee), individuals must have a Bachelor’s
degree in a human services or related field and applicable work
experience.
An individual hired as a Counselor Trainee will be required to sign a
Conditions of Employment and must enroll within six months of being hired
in
an academic program to obtain a Master’s degree in Rehabilitation
Counseling
or a closely related field. Successful candidate must pass criminal
background
investigation. College transcripts must accompany application and must
display
the date the degree (Master’s or Bachelor’s) was awarded.
Preferred Qualifications: Special Requirements – This is a sensitive
position,
and the successful candidate will be fingerprinted, and a background
investigation will be conducted.

Detailed Job Description
The Master of Science in Secondary Education of Students Who Are Deaf
or Hard of Hearing (MSSE) Program prepares teachers to work in public
high schools and schools for the deaf. Program graduates receive
certification in a subject area (grades 7-12) and in the education of
deaf and hard of hearing students (K-12). We are seeking an
individual with expertise in English Education and Deaf Education.
The responsibilities of this faculty position include:
- Design, develop, implement and assess student teaching.
- Teach courses from the pedagogy sequence and/or other courses
within one’s expertise.
- Conduct research in areas related to the department such as:
pedagogy, language/communication development, foundations of
education, history/legal aspects of education, cognition, or
instruction of a secondary content area.
- Provide academic and job placement advising.
- Assist the chair in writing grants.
- Assist the chair in marketing the program and in reviewing
applications for admission.
- Participate in department, college and university committees and
activities.
- Participate in professional organizations and professional
development activities regarding teacher education and supervision.
Required Minimum Qualifications
- Earned doctorate degree (or ABD*) in education of the deaf, English
or a relevant field, for example, English literacy, reading,
linguistics, English Education.
- Professional certification from the Council on Education of the
Deaf (CED) and New York State professional or permanent certification
in teaching deaf and hearing students (or equivalent from other
states), grades 7-12.
- Minimum of three years teaching deaf and/or hard-of-hearing
students at the middle-school or secondary levels.
- Record of scholarly productivity: for example, recent relevant
publications, presentations, editorship, professional service and
contributions in relevant area of expertise.
- Demonstrated proficiency in sign language and knowledge of deaf
culture.
- Two years experience as a cooperating teacher or university
supervisor.
- Additional expertise and interest in one or more of the following
areas: language development of deaf people, educational change,
curriculum studies, history and philosophy of education, cognition,
theories of teaching and learning, and history/legal aspects of the
education of deaf and hard-of-hearing students.

*This tenure-track position requires that the candidate possess a
doctoral degree in a relevant field. If the successful candidate is
ABD, he or she will begin his or her employment with lecturer

in the letter of hire will begin.
