Top stories about the deaf:
Gallaudet will be hosting a conference at the end of October -
Advancing Disability Rights Around the World. DeafDigest is not
sure if it is a deaf/hearing event or if it is a hearing
event. Gallaudet routinely hosts many conferences, not at
all connected with the deaf or of deafness.
Yet another captioning lawsuit – this one by the Connecticut Association of the Deaf filed against Bow Tie
Cinemas.
Wyoming School for the Deaf is no longer in existence.
Yet the school building is still around in Casper, Wyoming,
and there are plans to demolish it. The alumni is fighting
the demolition.
The deaf employees that filed a lawsuit against the Post Office
for discriminating against them, will be getting $10,000 each
as part of settlement that was reached. Easy $10,000? Not
really because the case took nearly ten years to make its
way through the courts!
More bad news for the deaf of Bristol, England. It was already
bad enough that the University of Bristol shut down the
Centre for Deaf Studies – only to find that the Deaf
Centre building has been sold to a church.

A DEAF BUSINESS CARD
Many deaf people have their own business cards which advertise
their own part time businesses – such as computer repairs, painting,
handyman work, photography, etc.
One business card by a British deaf photographer is interesting. It asks for hearing customers to call him on voice phone, but to wait for the fifth ring to leave in a text message because there is no relay service.
Does it help? No – hearing people have no patience!

THE WORD “SKILLED” IS FISHY
A hospital in Ghana told a newspaper reporter that they have
35 staff members that are skilled in sign language.
Skilled? In USA, skilled interpreters mean certified
interpreters. In Ghana, skilled probably means knowing about
10 gestures.
If a sick patient points to his stomach, the staff member would
know it is a stomach problem – but what is it? Very scary.

THE KINECT AND THE SIGN LANGUAGE
The Chinese Academy of Sciences has worked with the
Microsoft Research Asia to come up with the Kinect that works with sign language recognition.
It is an avatar that “communicates” with the deaf.
Hopefully it will work, taking into consideration so many
variations of sign language even with our ASL.

Recently I traveled to California to attend a camp for the DeafBlind.
I also planned a short visit to San Francisco.
I had to make plans to get the support I needed to accomplish this trip.
I searched for qualified folks in my area to SSP during the trip.
A volunteer contacted me and things worked out for us for 10 days!
We developed an “independent study” for her to earn CEUs from RID.
She just happened to be a certified interpreter!
What a rich experience I had in San Francisco!

Behavior Specialist Consultants

Warwick Family Services is seeking Full Time Behavior Specialist Consultants for its Specialized Wraparound Programs in Philadelphia, PA. These programs have been developed specifically for children and adolescents between the ages of 3 and 21 who are Deaf/Hard of Hearing and who have Autism Spectrum Disorder and who demonstrate significant related behavioral challenges.
The goal of these programs is to demonstrate and transfer effective intervention techniques to the child’s caregivers (parents, teachers and guardians) so that more productive and meaningful interactions with the child may occur. Our treatment team will assess the clinical and behavioral needs of each child/family to create a plan to help the child and provide emotional support, which may include individual or family therapy when needed. The Behavior Specialist’s primary function is to stabilize the child’s behavior and to be involved with the ongoing treatment. The specialist will take responsibility for formulating and implementing the treatment plan. Cases are available in Philadelphia and Bucks Counties.
The Behavioral Specialist Consultant (BSC), in conjunction with the family, develops an individual treatment plan for the child. The treatment plan will incorporate the principles of Functional Behavioral Assessment and Applied Behavioral Analysis (ABA) and will focus on all systems in the client’s life (school, social, home etc) for the purpose of demonstrating and transferring the skills and techniques necessary to enable the client’s participation in those activities which their challenging behaviors may preclude.
Qualified Applicants will meet the following requirements:
1. Licensed psychologist or Master’s level mental health professional with documented training and experience in the field of behavior modification techniques, (minimum of 8 hours prior to hire, 8 hours annually thereafter). PA BSC license, or licensing in process, preferred.
2. Two (2) years verified post-Master’s experience providing mental health treatment to children, and at least one (1) year experience using behavior analysis/modification techniques.
3. Valid Child Abuse (Act 33), Criminal History (Act 34), and FBI clearances (when applicable). Ability to pass a drug screen.
4. Meet all mandatory in-service training, education, and supervision requirements as set forth by managed care entities.
5. Proficiency in American Sign Language (ASL).

Job Description
This job contributes to the success of the Deaf and Hard of Hearing Service Center by serving Deaf and Hard of Hearing clients in the areas of communication access, case management, referral, advocacy, independent living skills, and job placement and development. Please note that this position is temporary, and there is no guarantee of future employment or change to full-time status.
The following is a list of major duties and responsibilities for this position. It is not all-inclusive; other duties and responsibilities may be added as needed and management may modify this job description when appropriate.
Tasks, Duties, and Responsibilities
Client Services
* Informs and assists Deaf and Hard of Hearing clients in obtaining communication access.
* Prepares timely and accurate reports for grant-funded program activities and expenses on demand by supervisors.
* Listens to and provides information and referrals to the Deaf and hearing communities.
* Provides information and refers individuals to public or private agencies or community services for assistance.
* Advises clients regarding food stamps, childcare, food, money management, sanitation, or housekeeping.
* Visits clients in homes or attends group meetings to provide information on agency services, requirements, and procedures.
* Provides advocacy for the Deaf and Hard of Hearing clients who seek help which includes, but is not limited to interpreting, translating, counseling, and finding clients places to live.
* Helps clients fill out and understand forms.
* Attends doctors’ appointments so that the client may understand the doctor better.
* Reports client services statistics each quarter for the report to the California Department of Social Services.
* Creates and updates case files on all clients.
* Provides intake for all new clients.
Workshops
* Provides workshops that educate the Deaf and hearing communities about their rights and the resources available to meet their needs.
* Provides presentations to local agencies, schools, and businesses about deafness, DHHSC’s services, assistive technology, and other related information.
* Provides workshops monthly at DHHSC for the Deaf community.
Other Responsibilities
* Other duties assigned by supervisors.
Minimum Qualifications
* Case Management or a related field (1-2 years preferred)
* Fluent in American Sign Language (required)
* High school degree or GED
* Bachelors in Social Services preferred
* Experience in working with deaf and hearing communities (1-2 years)
* Skilled in assessing clients’ needs
* Skilled in providing options to clients and letting them decide
* Knowledge of principles and processes for providing customer and personal services
* Knowledge of the Americans with Disability Act
* Knowledge of agencies that can further help deaf clients
* Knowledge of SSI
* Knowledge of counseling tactics
* Ability to work cooperatively with a diverse constituency of clients and maintain confidentiality
* Ability to project a positive image of the job and the agency
* Possession of a valid California Driver’s License

The physical demands listed are representative of those that must be met by an employee to successfully perform the essential functions of the job. The Abused Deaf Women’s Advocacy Services (ADWAS) is a non-profit agency that serves Deaf and Deaf-Blind victims of domestic violence and gender assault, and provides prevention education to the general community.
The ADWAS Property Manager is responsible for the following duties:
o Provide oversight of inspection of facility, grounds and residential units
o Oversees the LLC budget
o Assure staff and resident compliance with Seattle Housing Authority policies
o Ensures compliance with Tax Credit Housing regulations, Seattle Housing Authority rules and guidelines, Washington State Landlord/Tenant Law, and other applicable rules, regulations and laws pertaining to providing subsidized housing
o Completes required paperwork and reports to housing funders and other entities accurately and in timely manner
o Manage lease and rules enforcements as established. Refer residents to appropriate service provider
o Develop and maintain procedure development and implementation
o Recruit tenants and market program by identifying recruitment materials. Select and screen for qualified tenants to ensure compliance with Seattle Housing Authority and Washington State Housing Finance Commission
o Oversees eviction proceedings, tenant grievances if necessary
o Work with Building Manager to identify, prioritize and evaluate/repairs and/or improvements for property

Required Qualifications:
o Minimum of 2-3 years of office or program/project management experience
o Required to be detail oriented and organized

o Fluency in American Sign Language

Description of Work: This position provides culturally affirmative mental health services to deaf and hard of hearing adults coping with mental health issues in Duluth, MN and Northeast Minnesota. The main responsibility of the Mental Health Specialist is to provide psychotherapy/ counseling services and the remaining of time will include clinical case management/coordination, consultation, training, aftercare planning, and community placement assistance for deaf and hard of hearing adults. The candidate will be housed in Duluth and will travel in Northeast Minnesota on a regular basis.
Main Responsibilities: Provide direct mental health services (independently or with supervision) to deaf and hard-of-hearing adults and their families. Responsibilities include: individual/couples/family/group psychotherapy, intake evaluation, treatment planning, some clinical case management, inter-agency coordination, and psycho-education. Complete intake evaluations, treatment plans, progress notes, discharge summaries, and other reports as required. Some consultation duties are also involved (in-services and workshops on Deaf culture and mental health). Maintain close contact with local acute psychiatric units and group homes ensuring that their services are accessible for deaf and hard-of-hearing clients. Assist in client capacity building in the regions covered.
Preferred Qualifications:
Fluency in American Sign Language (ASL)
Master’s Degree in Counseling, Psychology, Social Work or behavioral-health related field
At least 2 years advanced profession experience, OR 1 year advanced professional experience plus 2 years professional experience providing direct mental health services to deaf and hard of hearing individuals Licensed or license-eligible for LPC, LPCC, LP, LICSW or LMFT in the state of Minnesota

Program Manager – Community Rehabilitation Services

Maine Center on Deafness is on the fast track, seeking applications
for the position of Program Manager for a newly developed,
grant-funded position to provide Community Rehabilitation Services to
Deaf individuals and people with hearing loss in the Greater Portland
area. This is a position for a highly motivated self-starter with
management skills and experience who can comply with new requirements
and expectations for job development and job coaching. The Program
Manager will follow enhanced standards for serving nontraditional job
seekers who are Deaf or have hearing loss. This is a 20 hour per week
benefits-eligible position with the potential to expand.
Position Overview: The Program Manager will be responsible for the
following duties and expectations:
* Work with the State of Maine Bureau of Rehabilitation Services to
learn the newly-developed structure of Community Rehabilitation
Providers (CRP) in Maine
* Develop relationships with employers to “sell” them on the idea
of hiring these job seekers
* Develop and direct an Advisory Council of invested partners to
meet on a quarterly basis to ensure program quality and service
provision
* Recruit, manage, and supervise three CRP’s (job coaches) in their
work directly with job seekers and employers, and the completion
of required paperwork
* Prepare and report to Director of Financial Operations
qualitative and quantitative program data to satisfy City of
Portland HUD grant funding requirements
* Provide some direct CRP service to job seekers.
Position Requirements: The Program Manager must meet the following
requirements:
* Fluency in American Sign Language along with strong written
English and face-to-face communication skills
* Comfort and ability to communicate via live video technology and
other adaptive equipment
* Familiarity with Word, Excel, PowerPoint computer systems,
including documentation in a standardized database
* Completion of ACRE (Association of Community Rehabilitation
Educators) certification course or commitment to successfully
complete the course by January 1, 2014
* Ability to work in a fast-paced environment with clients of
varying communication methods who may have multiple disabilities
* The chosen candidate will be required to submit to a criminal
background and a motor vehicle record check that meets company
standards.
Additional Requirements: Applicants must possess excellent
interpersonal, communication and writing, time management and
follow-through skills. Any applicant must be a self-starter able to
manage multiple assignments with minimal oversight, must be able to
work effectively as a member of a small team and in collaboration
with the community, and be fluent in American Sign Language.
Interviews will contain components in both English (may be written)
and ASL. Candidates must possess a valid driver’s license and use of
a reliable, insured vehicle. Extensive travel expected and some
periodic overnight travel may be required. Experience in office
management, Microsoft Office and Access, and front-line service
delivery is a must. Strong customer relations and/or sales background
and previous experience working with D/deaf, Hard of Hearing,
Late-Deafened and Deaf-Blind populations is greatly desired.
The position reports directly to the Executive Director, coordinates
projects with other managers and contributes to the advancement of
MCD’s mission and vision.

REPORTS TO: Executive Director
BROAD SCOPE OF POSITION: To provide education leadership and supervision of the High School faculty, staff and students in the development and implementation of curriculum and instructional programs to meet the student learning needs.
MAJOR RESPONSIBILITIES: . To provide leadership and participate in the development and implementation of curriculum designed to prepare students to meet NY State learning standards, and to satisfy the requirements for NY State High School and /or IEP Diplomas, as appropriate
. Plan, develop and implement instructional programs to prepare students for post-secondary education, training, employment and community living, and to integrate vocational and career education into overall high school program
. Develop and implement a program of transition planning that meets all State and Federal requirements, that involves students and families in long-range academic and career planning, and that is fully integrated within the Annual Review process as required by the IEP
. Review course requirements and determine class assignments and develop master schedule, student schedules and teacher and teacher assistant schedules
. Oversee student placement, grading, advancement and recommend students for graduation
. Direct and assist in management of student’s behavior and discipline as needed
. Evaluate the performance of teachers, teacher assistants and other departmental staff and recommend techniques and methods of improvement as needed
. Provide models of effective teaching strategies to instructional staff as needed
. Recommend the transfer, promotion or termination of high school faculty and staff . Recommend purchase of supplies, materials and equipment for the high school
. Supervise and monitor all state education requirements, such as RCT/Regents and other testing programs, the IEP process, fire drills, etc.
. Approve all extra-curricular time for high school faculty and staff.
. With other administrators, develop, coordinate and direct professional development programs for all high school teachers and teacher assistants. . With other administrators, recommend and monitor new or revised school policies and procedures.
. Communicate regularly with parents about High School activities and meet with parents to discuss individual needs or special problems as needed
. Ensure sensitivity to cultural differences within the school community.
. Prepare necessary reports pertaining to students, staff and programs in the High School
. Respond to inquiries and general correspondence regarding education programs and ensure the general welfare of students and staff.
. Ensure that obligations under the labor contract are executed properly. Attempt to resolve differences or disputes before they become issues.
. Work cooperatively with local schools districts, agencies, parents, staff and students on intramural and extramural educational programs of benefit to Fanwood students.

QUALIFICATIONS:
. Possess NYS Certification as Teacher of the Deaf
. Possess or eligible for NYS Certification in Supervision and/or Administration
. Masters Degree in Deaf Education or other related field
. A sign language SCPI level of Advanced with a minimum entry level of Intermediate Within first 30 months of employment, candidate must obtain Advanced level . Strong written communication skills
. Ability to work flexible hours as needs of the program dictate
. Minimum of five years of successful teaching experience, preferably with high school students

The Lane Regional Program, located in beautiful Lane County Oregon, (Eugene and vicinity) has one Educational Interpreter position opening for the 2012-13 school year.
This position:
7 hours a day
189 days per year (same days as teachers).

Our program serves Kindergarten – 21 year old students who are Deaf or hard of hearing who are mainstreamed throughout Lane County. We have 18 Educational Interpreters working with 22 students.
Minimum qualifications summary
· Graduation from an Interpreter Education Program or equivalent combination of knowledge, experience and skills in interpreting.
· Educational Interpreter Performance Assessment (EIPA) at level 3.5 or above or the ability to achieve within 1 year.
· Previous experience interpreting in an educational setting preferred.
The Lane Regional Program provides a exceptional environment where:
