A man from Turkey was ruled guilty for employing

illegals in his place of business. One of these

illegals was a deaf person.

Mariella Paulino, a young deaf woman, completed a

fellowship with the Code For Progress. Her task

was to create software that allows the deaf

to filter only what they want to hear not

what they don’t want to hear.

The new superintendent of Rochester School

for the Deaf is Antony McLetchie. He is

deaf and he replaces the retiring Harold

Mowl.

In Troy, Wisconsin, a small town, a hearing

mother of a deaf child, is threatening action

if drivers do not slow down in front her

house. She is afraid that her deaf child

would be hit while playing outside.

WASHINGTON, DC POLICE DEPARTMENT IS DIFFERENT

In Washington, DC, there is a special police unit

that is called the Deaf and Hard of Hearing Liaison

Unit. This unit communicates with the deaf and

the hard of hearing on serious issues. They can

be found on the Gallaudet campus during big events.

Do other cities have it? Yes, there are police

officers in other cities that know ASL, but are

there special units that work with the deaf?

Job Description: The Division of Rehabilitation Services (DRS) at

the Virginia Department for Aging and Rehabilitative Services is

currently seeking a motivated Vocational Rehabilitation Counselor

RCD (Rehab Counselor for the Deaf) to provide comprehensive vocational

rehabilitation services, in compliance with federal, state, and agency

policy and procedures, which result in employment and enhanced

independent living for persons with disabilities. Core case management

services include guidance and counseling, training, physical/mental

restoration, and job placement services. Caseloads consist of

individuals who are deaf and hard of hearing and a general caseload

of adults / students with disabilities.

Responsibilities: Provides case management services including guidance,

counseling, training and physical/mental restoration services. Plans,

develops, and implements vocationally focused service plans that identify

customer goals, services and costs to help them achieve an employment

outcome. Coordinates service provision to include training/vocational

preparation, job placement services, job development, job seeking skills

training and rehabilitation technology services. Participates in community

outreach, collaborates closely with local Community Services Boards and

School Districts, and serves as a liaison to other treatment providers

in the community.

The agency has the option of filling this job at the Counselor I (Trainee)

level if fully qualified applicants are interviewed and not selected. The

minimum salary for a Counselor I (Trainee) is $28,782. The minimum salary

for a Counselor II (fully qualified) is $37,047. This is minimum, entry

level salary and may be higher based on work history.

Minimum Qualifications Requirements: Demonstrated knowledge of the social,

economic, medical, vocational and emotional issues impacting persons with

disabilities; interviewing, evaluation, and counseling techniques; methods

and tools for career counseling; ADA compliance; fluency in American Sign

Language; extensive knowledge and understanding of the communication,

cultural and psycho-social needs of persons who are deaf and hard of hearing;

working knowledge of Windows based software; and demonstrated ability to

establish and maintain good working relationships with community resources

and individuals from diverse environments.

Master’s Degree in Rehabilitation Counseling or closely related field or current

CRC credential are required of fully qualified Counselor II candidates. To be

considered as a Counselor I (Trainee), individuals must have a Bachelor’s

degree in a human services or related field and applicable work experience.

An individual hired as a Counselor Trainee will be required to sign a

Conditions of Employment and must enroll within six months of being hired in

an academic program to obtain a Master’s degree in Rehabilitation Counseling

or a closely related field. Successful candidate must pass criminal background

investigation. College transcripts must accompany application and must display

the date the degree (Master’s or Bachelor’s) was awarded.

Preferred Qualifications: Special Requirements – This is a sensitive position,

and the successful candidate will be fingerprinted, and a background

investigation will be conducted.

Detailed Job Description

The Master of Science in Secondary Education of Students Who Are Deaf

or Hard of Hearing (MSSE) Program prepares teachers to work in public

high schools and schools for the deaf. Program graduates receive

certification in a subject area (grades 7-12) and in the education of

deaf and hard of hearing students (K-12). We are seeking an

individual with expertise in English Education and Deaf Education.

The responsibilities of this faculty position include:

- Design, develop, implement and assess student teaching.

- Teach courses from the pedagogy sequence and/or other courses

within one’s expertise.

- Conduct research in areas related to the department such as:

pedagogy, language/communication development, foundations of

education, history/legal aspects of education, cognition, or

instruction of a secondary content area.

- Provide academic and job placement advising.

- Assist the chair in writing grants.

- Assist the chair in marketing the program and in reviewing

applications for admission.

- Participate in department, college and university committees and

activities.

- Participate in professional organizations and professional

development activities regarding teacher education and supervision.

Required Minimum Qualifications

- Earned doctorate degree (or ABD*) in education of the deaf, English

or a relevant field, for example, English literacy, reading,

linguistics, English Education.

- Professional certification from the Council on Education of the

Deaf (CED) and New York State professional or permanent certification

in teaching deaf and hearing students (or equivalent from other

states), grades 7-12.

- Minimum of three years teaching deaf and/or hard-of-hearing

students at the middle-school or secondary levels.

- Record of scholarly productivity: for example, recent relevant

publications, presentations, editorship, professional service and

contributions in relevant area of expertise.

- Demonstrated proficiency in sign language and knowledge of deaf

culture.

- Two years experience as a cooperating teacher or university

supervisor.

- Additional expertise and interest in one or more of the following

areas: language development of deaf people, educational change,

curriculum studies, history and philosophy of education, cognition,

theories of teaching and learning, and history/legal aspects of the

education of deaf and hard-of-hearing students.

- We are seeking individuals who are committed to contributing to

RIT’s core values, honor code, and statement of diversity.

*This tenure-track position requires that the candidate possess a

doctoral degree in a relevant field. If the successful candidate is

ABD, he or she will begin his or her employment with lecturer

status. The position will be converted to tenure track at the start

of the contract year after the candidate has completed the degree.

By employing deaf professionals, RHA ensures that the unique needs of the

deaf community and deaf culture are respected and integrated into all

services, including mental health and employment services.

Our services are designed to offer support to deaf individuals as they

seek to establish stable living arrangements, learn new skills and

information, find helpful resources, and gain meaningful employment. We

believe that people should be as independent as possible in their lives,

while receiving the support they need to be successful in reaching their

goals.

Our Deaf and Hard of Hearing (DHH) Therapists provides comprehensive

clinical assessments and evaluations, as well as medically necessary

outpatient therapy services to deaf and hard of hearing adults and

children with mental health, developmental disabilities and/or substance

abuse challenges so they may attain personal outcomes and lead full,

meaningful lives that they envision.

Our DHH Therapists rely on experience, knowledge and education with

limited direction to provide quality services to the Deaf and Hard of

Hearing populations.

Quality Management/Clinical

- Facilitates clinical intakes and assessments for adults and

children with a wide variety of mental health, developmental disabilities,

and substance abuse challenges

- Provides comprehensive clinical assessments to determine services

needed and medically necessary

- Effectively evaluates and treats clients

- Formulates comprehensive person-centered treatment plans that are

individualized to the individual/family’s specific treatment needs and are

based on clinical experience and knowledge.

- Utilizes various, best practice therapy modalities of treatment

- Provides individual and group therapy services to promote optimum

mental health and overall wellbeing

- Establishes and maintains the confidence and cooperation of

individuals and families on service, other staff members, and community

stakeholders in carrying out the goals and objectives of the treatment

plan

- Maintains and exhibits self-awareness and professional boundaries

- Establishes a non-threatening therapeutic treatment environment

- Prepares/obtains correspondence reports as necessary to implement

effective assessments, treatment plans and therapy services

- Performs clinical role consistent with RHA policy and procedures,

State and Federal rules and statutes

- Serves as a member of the QA Audit Team to review various charts

for accuracy

Advocacy and Mentoring/Coaching

- Encourages individuals and families receiving services to explore

their feelings, thoughts, and behaviors and to develop insights into

themselves, their relationships, and how to achieve their desired

outcomes

Operations

- Submits and obtains authorizations from Value Options and Local

Management Entities

- Ensures that services rendered to persons served are billable via

management of cases and/or providing direct services

- Ensures treatment service records are in compliance with and

corrected in accordance to agency, state, local, federal, and

accreditation standards.

- Ensures that documentation of service planning, authorization,

billing and provision is completed in a manner consistent with RHA policy

and procedure and state rules, definitions, or laws

- Ensures adherence to confidentiality of records and documentation

consistent with HIPPA guidelines

. Ensures that incident reports are completed and submitted to

appropriate state/local agencies and consistent with RHA policy and

procedure.

Team Work

- Participates in treatment team meetings

- Provides on-call/first responder services as scheduled at local

office. Provides crisis intervention and response for individuals assigned

to caseload or as additional on-call role.

- Refers individuals inquiring about services or receiving services

to appropriate community agencies and resources

- Communicates ideas on improving services to Team Leader and/ or

Director

- Provides clinical, technical assistance to team in case

conceptualization, development, and/or implementation of PCP

- Attends clinical team meetings

- Coordinates clinical team meetings as requested or directed by the

Director or Team Leader to enhance clinical knowledge and ensure quality

provision of integrated services

- Provides training other teams on clinical and diagnostic material

at the request of the Director or Vice President of Operations

Communication

- Maintains consistent communication with Team Leader, Therapist,

and State Director (as appropriate) regarding documentation,

authorizations, consumer progress toward goals, and consumer satisfaction.

- Maintains regular contact with the persons served, their treatment

teams, guardian and significant others in the person’s life

- Business Performance

- Provides clinical services and supports in attainment of budgetary

goals

- Collaborates with management to promote the growth of the company

by making sound clinical decisions regarding revenue and expenditures as

related to current and new services.

JOB REQUIREMENTS

Education/Experience/Certifications/Licenses

- The minimum requirement for this position is either:

* A Doctorate Degree in Psychology, Social Work, Education, Nursing,

Sociology, or related field with at least two years of mental health,

developmental disabilities, and/or substance abuse clinical services

experience; or

* Masters Degree in Psychology, Social Work, Education, Nursing,

Sociology, or related field with at least two years of mental health,

developmental disabilities, and/or substance abuse clinical services

experience; or

- Licensure or provisional licensure in one or more of the following

categories: Psychologist (PhD-level), Licensed Psychological Associated

(LPA), Licensed Clinical Social Worker (LCSW), Licensed Marriage and

Family Therapist (LMFT), Licensed Professional Counselor (LPC), Nurse

Practitioners approved to practice and certified by the American Nurses

Credential Center as an advanced practice nurse practitioner in

psychiatric nursing.

- Must have knowledge and experience with the age and population

served

- Fluent in sign language

- Valid driver’s license including personal vehicle coverage.

This is an exempt, full-time, 12-monthposition. Responsibilities include

regularly observing, evaluating, and advising academic staff regarding

educational techniques and procedures, developing written reports as

necessary with the Director. Supervising student discipline and serves

as a resource to teachers in planning and implementing behavior

management procedures. Obtains support services for students in

need of counseling, evaluation, or diagnosis not provided within the

department. Reviews student progress, makes recommendations, and

develop reports regarding changes in curriculum, classes or program.

Meets and consults with parents, school districts, intermediate units,

and/or other service agencies in order to develop/provide appropriate

programs with compliant IEPs and IFSPs. Support parents in efforts

to obtain the most appropriate placement for their children.

MINIMUM QUALIFICATIONS:

PDE Principal Certification or PDE Supervisory Certification and PA

Instructional II Certification in Hearing Impaired are required.

Master’s Degree in Education of Deaf and Hard of Hearing is highly

preferred. The extensive knowledge of the educational needs of Deaf

and Hard of Hearing children and the ability to develop, revise, and

adapt curriculum to meet program needs is required. In addition,

extensive knowledge of special education regulations and standards

including IEP process is required.
