See Hear is a popular TV program for the deaf in Great
Britain. It was threatened with closure because of
funding by the BBC. Good news came when the BBC agreed
to extend the program until year 2015.
To move West Virginia School for the Deaf and Blind or
continue to stay in Romney, WV? Superintendent Lynn
Boyer told the state board of education that the school
should stay in Romney. Good news? Well, the board has
to vote on it in their January 2014 meeting.
Something interesting is going on with sign language research in Spain. The Basque Center on Cognition, Brain and Language wishes to compare Catalan and Spanish
sign languages. It is strange because people in Basque
have their own language which is different from Catalan
and Spanish. Should the Basque people study their own
sign language?
The world famous Mayo Clinic in Minnesota has celebrated
something. It is their 1,000th CI operation. This clinic
has been implanting these CI’s for 30 years. We are
talking about 33 implants per year.
The Egyptian assembly is drafting a bill to give interpreters
for deaf prisoners when in the courtroom.

A DANGEROUS SIGN LANGUAGE
What is a dangerous Sign Language? A long time
ago, three deaf friends, using ASL, was in a hot
debate.
One of them was signing wildly, showing his
disagreement about some issues in the debate.
His hand slammed on a coffee table in a
friend’s home, and broke it!
Very embarrassing for everyone. So, is

SIGN LANGUAGE OR SIGNALING WITH HANDS
What is sign language? Is it using signs? Is it using
gestures? Or is it using hand signs?
Whatever – A group of Australian Aborigines are coming up
with a web site to show us what the hand signs are all about.
What is the name of the project? It is Iltyem-Iltyem!
A STRANGE COMMENT – ELITE DEAF
Someone made a strange comment about the Elite Deaf. It has
nothing to do with intelligence or wealth or holding down a
big job, etc.
Rather, it has a lot to do with being Profoundly Deaf. Because
it is in the minority, among all types of hearing losses, those
who are Profoundly Deaf is considered to be Elite Deaf.

COMMENTS FROM A CART OPERATOR – continuing series
Another common stacking type of problem occurs with
punctuation. Many captioners write a period as “FPLT” and
a comma as “RBGS” although some of the captioning companies
are recommending new strokes for the punctuation. The “FPLT”
and “RBGS” are written with the right hand only, and this
can make it easy to have a stroke with the left hand end up
in the same stroke. If you see something like “I went to
the store. was Saturday,” that actually is a stacking mistake
and should be translated as “I went to the store. It was
Saturday.” It is written as “T” by many stenocaptioners,
and that “T” ended up in the same stroke with the period
because of stacking.

Hearing people ignoring the deaf. Deaf people ignoring
the hearing – does it really work both ways?

Did you know that -
Louis Frisino was an amazing deaf Maryland artist.
After graduating from Maryland School for the Deaf,
he won a job as a newspaper artist despite being
told there is no future in art. Wanting to move on
he left his newspaper job to become his own artist,
specializing in wildlife stamp artwork (animals
in nature). After winning too many Maryland
wildlife stamp competitions, the state officials
restricted his participation to give fair breaks
for other artists. Undaunted, he branched out
to other states and still won these competitions.
He is still at it with the brush and the canvas.

News of the Week – Looking Back 10 Years Ago:
Much to the anger of the Deaf Community, the TV Guide
is missing the closed captioning icon on the programs listed
in their guides in some locales.
Whose fault is it? Each network programming department
sends their captioned lists to TV Guide. And when a certain
list is incomplete, the TV Guide has no choice except not to
use the captioning icon.
Whose fault is it? Maybe we need to bark at the network
programming people as opposed to barking at the TV Guide.

News of the Week – Looking Back 5 Years Ago:
We have a deaf beer; it is Grateful Deaf beer;
DeafDigest editor wishes he could taste it but it is not
brewed in the Washington, DC area where he lives.
Anyway, this Deaf Beer won plaudits at the
Great British Beer Festival. The British people, known for
their love of beer, are fussy with what they drink,
but immediately loved the Deaf Beer.

Collaborates and coordinates with Vocational Rehabilitation, WIA, Welfare to Work, youth opportunity programs, dislocated worker programs, school systems, employers, consumer based organizations, training delivery systems and community vocational rehabilitation programs to increase access to training and job opportunities
. Assures that staff are aware, trained and knowledgeable of CCS and SCS policies
. Management and oversight of contracts and grants related to Vocational Rehabilitation, private foundations and other governmental entities
. Develops and prepares required contract monitoring reports for all agency programs . Acts as a liaison to other community agencies
. Ensures that all programs, services and staff actions adhere to contract requirements, licensing and accreditation standards, and CCS Personnel Policies and Procedures
. Supports Agency growth through the development of enclave options and NISH contracts
. Supports the Agency’s use of best practices
. Consults with staff supervisor, as needed, to assure the competencies of the strategies with staff and the use and integration of techniques with consumers in the program
. Meets with employers and supports the development of training and employment options for consumers
. Enters data on consumer demographics, caseload size, and performance measures and develops reports, as requested
. Maintains communication with referral sources
. Works with schools and the County to set up classes for Deaf youth and adults in the areas of cognitive therapy and employment retention skills
. Develops job options and markets potential job openings to include development of OJT contracts; monitors the expenditures of all OJT contracts
. Writes monthly progress reports, as required
. Maintains an up-to-date employer contract record
. Maintains unit records of consumer contacts to include unit counts, attendance sheets, SOAP notes and daily checklists
. Ensures all contractual documentation in client file is complete
. Provides follow-up services to ensure client and employer satisfaction
. Coordinates vocational information workshops for Deaf and Hard of Hearing consumers and employers
. Represents agency on planning committees as determined by supervisor
. Review staff monthly reports for submittal to state entity
. Reviews all job placements and works with staff and employers on coaching needs

MINIMUM QUALIFICATIONS:
. Bachelor’s in Sociology, Rehabilitation, Counseling or related field
. 5 years of experience serving as a Vocational Counselor

Position Purpose: Supervises and directs Client through COPD in the areas of counseling, advocacy, case management, client intake, assessment, supported employment and day treatment programs for Deaf, Hard of Hearing and Deaf-Blind individuals and provides therapeutic counseling. Essential Functions

. Provide supervision to interns and practicum MA level students
. Responsible for recruiting, hiring, training, evaluating, providing constructive performance feedback and separating employees
. Assure that client service programs meet contract standards, staffing patterns, staffing oversight and CARF standards

Description:
Under the direction of the Superintendent, the Director of Instruction
oversees and supervises the Curriculum Supervisor, Technology and Training
Services Supervisor, Special Instructional Projects Supervisor and all

Responsibilities:

Required Qualifications:
Five years experience as a classroom teacher in a program for the Deaf
Three years experience as a Supervisor or Principal of teachers
Fluency in ASL and standard written English
Master’s degree and possession of or eligibility for California
credentials authorizing teaching and administrative services
Knowledge of state and federal laws related to education

Duties include: Implementing effective techniques for STAP voucher exchanges including vendor payments, and consumer inquiries; establishing goals and objectives; providing consultative services and technical assistance to plan, implementing, monitoring, and serving as contract manager for voucher exchange services and voucher exchange assistance to consumers; providing guidance to consumers and vendors in the development and integration of new methods and procedures; determining trends and resolving operational problems.
