Dedication
Better late than never, DeafDigest dedicates this
edition to Arthur Verney, a British deaf man, who
departed us on September 24, 2013. As the general
secretary of the British Deaf Association, he
was able to change control of this organization
by hearing people to the deaf. It was a long time
in the making, but he succeeded.
DeafDigest also dedicates this edition to Neil
Battle, Knoxville, Tennessee who departed us.
He was a long time teacher and coach at Tennessee
School for the Deaf. Said a former student – he
was my role model as my math teacher; I will
always miss him.
This just in – Gallaudet lost to Hobart 34-7 in
first round NCAA-III playoffs. The Dream Season has
come to an end.
Top stories about the deaf:
In Bolton, a town in Great Britain, sign language
is being taught to a group of firefighters so that
they can better communicate with deaf residents
in case of fire emergencies.
A very frustrated deaf student at University of
Central Florida is Jacob Salem, a senior majoring
in political science. He is saying that the
university does not accommodate him on his need
for interpreters throughout his four years.
New York bus driver Edwin Cora, not deaf, was
profiled by the New York Post as the “signing
bus driver.” He uses his ASL with deaf passengers
that steps on the bus.
Deaf Activists in Great Britain are complaining that
pharmacists refuse to have private consultations
with deaf patients – advising them on medicine
for their health problems, eye infections, upset
stomachs, allergies, etc. They are then forced to
have physician appointments for these same reasons.
The U.S. Senate has had its second hearing on the
Convention on the Rights of Persons with Disabilities.
on November 21st. Everyone agrees that we, the deaf and the disabled, are entitled to rights and needs – but no one agrees on how this piece of treaty should be worded!

A COP STOPPING A DEAF DOG WALKER
DeafDigest editor was walking his dog at 4 AM in
Washington, DC. The dog wanted to go out for a walk,
and DeafDigest editor cannot say no.
He was walking the dog when a cop, driving his police
car, stopped, used his speaker to say something.
DeafDigest editor was not scared – because he was not
breaking any laws – but had to make sure the cop was
aware that he is deaf.
The editor waited for about one minute, raised his
arms slowly to his ear to tell the cop that he is deaf.
The cop took the hint, waved his hands and drove away.
The important thing is – do not panic!

LAST TO ADD ASL PROGRAM IN OHIO
Miami University (Ohio) has finally added ASL courses
as an offering to its students.
The university officials admitted they delayed in adding
these courses, acknowledging the fact that they were the
last university in the state to offer such courses.
Better than nothing!
A COMMENT BY A DEAF PHYSICIAN
Scott Smith is a deaf physician in the Rochester, NY area.
At a recent workshop he said:
I had a lot of challenges in medical school and in my career. It would
have been nice to have someone I could have talked to discuss those
issues, someone I could share those frustrations with or I could share
with the challenges I was faced with
WHAT DO INTERPRETERS HATE?
in a mixed deaf-hearing conversation, hard of hearing
signers would shout aloud to the interpreter what the
hearing person was saying. Said the angry interpreter:
I can hear!

COMMENTS FROM A CART OPERATOR – continuing series
With computer-aided transcription (CAT), more and more court
reporters found things that they wrote on their steno machines that
would not translate with the correct spelling when written
phonetically. New ways of writing had to be developed. One of the
things reporters found they had to change was how they wrote certain
vowel sounds.
What is a reporter to do with the words “pare,” “pair,” and
“pear”? Before using the computer to translate their notes, most
court reporters wrote them all the same. Even after using the
computer, many reporters still found it easier to just let the
computer translate it as “pare/pair/pear,” and then pick 1, 2, or 3
when editing the transcript.
Some reporters found they could write “pair” differently, but they
chose to let the computer translate “pare/pear,” and then the
reporter would choose between those two words when editing the
transcript.
It can still be a challenge for even the best court reporter or
captioner when writing at over 200 words a minute to remember how to
differentiate among these words.

In 2007, the Michigan Legislature passed a law that
entitles the state Division on Deaf and Hard of Hearing
to write interpreter regulations. Much easier said than
done, because these regs still have not been written -
no fault of the deaf agency.

Did you know that -
Petra Howard, a deaf woman, was appointed as the
chief of the Minnesota Bureau of the Deaf in 1915.
In these days Bureau of the Deaf was equivalent
to today’s Commission for the Deaf and Hard of
Hearing. She only stayed in this position for
a few years – but had a long career in the
deaf counseling field. When she retired, she
received letters of congratulations from
the President and from the Governor.

News of the Week – Looking Back 10 Years Ago:
The superintendent of the three Ontario schools for the
deaf in Belleville, Milton and London, just submitted her
resignation, effective at end of this week.
Not a big deal as superintendents come and go – except that
the superintendent, hired despite lack of background in Education
of the Deaf, stayed on the job for only 3 1/2 months.

Could we be driving a car with a special device
that flashes when someone behind us honks his
horn?
Well, the horn-honking alerting device won the
amateur inventor Rashid Hussein Rahimi a silver
medal at the 2nd International Fair Middle East 2008
that took place recently at Qatar.

The Department of Business invites applications for a tenure-track faculty position in its undergraduate business administration program.

Responsibilities:
Teach undergraduate business administration core courses, with an emphasis on accounting, (especially Financial Accounting, Non-profit Accounting, and Auditing) and quantitative business courses. Serve as advisor and mentor to undergraduate business majors. Conduct research, individually and/or collaboratively with other members of the academic community. Fulfill program, department and university service assignments. Perform other duties as assigned by the chairperson of the Department of Business.
Salary and Rank: Instructor or Assistant Professor Position. Rank and salary are commensurate with experience and qualifications. Appointment will be for the regular nine-month academic year.

salary of $76,368 annually
Qualifications: Master’s Degree from an accredited college or university in education of deaf and hard of hearing, special education, school administration and supervision, or a related field; Three years successful experience as an administrator of programs for students who are deaf or hard of hearing and/or school administration and supervision; Missouri certification in school administration or special education administration.
Prerequisites: Knowledge of effective teaching and learning practices; Knowledge of the development, abilities and unique psychology of students who are deaf or hard of hearing; Knowledge of Missouri’s Learning Standards and Educator Standards; Knowledge of organization and administration in the area of special education; Knowledge of and ability to effectively implement collaborative data teams focused on using formative assessments to guide the use of effective teaching and learning practices; Ability to organize and analyze data as part of a focused strategic planning and implementation process; Ability to organize, supervise, and coordinate the activities of a professional staff; Ability to communicate effectively in writing, American Sign Language-ASL (at the advanced or higher level) and a variety of other modes; Ability to work under supervision as well as to assume leadership responsibilities; Ability to apply effective fiscal and human resource policies and practices.

Supervises and provides leadership to MSD staff in the design, development, execution and evaluation of a systemic plan to educate students and accelerate improvement of student outcomes, meet residential responsibilities, and improve outreach outcomes for deaf or hard of hearing students and their families; Administers a program for staff development and educator evaluation consistent with state standards and requirements and aligned to the systemic plan; Recruits and recommends all personnel for employment to the State Board of Education; Coordinates development of the annual operating budget with the Division of Financial and Administrative Services and the Office of Special Education; Coordinates, plans, and directs meetings of MSD.s Board of Advisors; Works and communicates effectively with parents and patrons, including individual parent contacts and groups such as the MSD Parents Organization; Promotes and coordinates public relations programs designed to acquaint the general public with MSD; Follows all policies, rules, and regulations adopted by the Board and makes decisions consistent with Board policies; Assures compliance with all federal and state regulations governing MSD; Coordinates the care and maintenance of buildings and grounds with the Office of Administration, Division of Facilities Management; Performs other duties as assigned.

The American Sign Language Program, Department of Educational Psychology,
College of Education and Human Development, University of Minnesota
invites applications for a full-time Teaching Specialist position in the
area of American Sign Language.
Description: This is a 9 month, Professional Academic (P&A) appointment,
100% time, annually renewable, non-tenured position that involves fulltime
teaching, but includes time for course content preparation, student
performance evaluation, professional development projects and meeting with
individual students as needed. This position focuses on teaching American
Sign Language at the undergraduate level with responsibilities that
include, but are not limited to:
Teaching (90%: Provide instruction at the undergraduate levels, teaching
courses in American Sign Language (ASL 1701, 1702, 3703, 3704, and 3705).
The individual appointed will prepare course content; evaluate student
performance, meet with individual students as needed and complete
professional development assignments.
Other Duties (10%) Participate in internal program/department meetings.
Provide external support services/outreach. Other duties as assigned.
Responsibilities:
. Teach 6 sections of American Sign Language at the undergraduate
level per Academic year.
. Prepare course content
. Evaluate student performance
. Meet with individual students as needed
Minimum qualifications for Teaching Specialist Position:
. BA/BS degree in ASL Studies, Deaf Studies, Linguistics or related
fields (candidates with BA/BS in other fields will be considered only if
that individual can provide evidence of two years full-time teaching ASL
using the Signing Naturally Curriculum)
. Native or Native-like fluency in ASL
Desired qualifications
. MA/MS degree in ASL Studies, Deaf Studies, Linguistics or related
fields.
. Two or more years teaching ASL using Signing Naturally curriculum,
Levels I, II, and III.
Appointment Details: The person hired will be appointed to a full time
position as a Teaching Specialist beginning January 13, 2014 and ending
May 25, 2014.

Basic Functions:
Responsible to work under the direction of the Executive Director to expand and enhance community relations and development activities of the organization including but not limited to: grant writing, developing sponsorships, marketing, public relations activities and supporting the agency and board in their efforts to develop unrestricted funds for agency programs and services.
Specific Duties:

JOB SUMMARY: Responsible to provide direct services, case management and linkage to other services/HH adults with mental illness in the community and in the home.
1. Coordinate receipt of entitlements, linkages to medical and non-medical services, provide transportation when necessary. 2. Complete all documentation requirements, including development of a comprehensive care plan and progress notes.
3. Teach independent living skills, recreational/leisure skills, oversee medications coordinate medical appointments.
4. Use appropriate therapeutic approaches to engage and motivate clients.
5. Identify potential crisis situations and use appropriate crisis intervention skills to diffuse situations and/or coordinate care.
6. Perform outreach services to absent and/or missing clients.

Qualifications: Caseworker – Bachelor’s degree in Social Work, Counseling or related field.
Residential Counselor – BA/BS Social Work/Counseling/MH/Health discipline OR 1 or more years college PLUS related work or life experience OR h.s. diploma PLUS 4 years of related work exp. This position is a 12 month position with vacation hours accrued monthly.
Description:
Under the direction of the Superintendent, the Director of Instruction
oversees and supervises the Curriculum Supervisor, Technology and Training
Services Supervisor, Special Instructional Projects Supervisor and all
Instructional Principals.
Responsibilities:
Provide daily leadership, guidance, supervision and direction to nine
program supervisors
Provide training, support, and visionary leadership in the areas of
curriculum implementation, dual language philosophy, positive behavior
intervention, professional learning communities, standards- based
education and classroom observations
Conduct Instructional Management Team meetings as well as some general
faculty meetings
Serve as a member of the Superintendent’s Cabinet team with the other
Directors to discuss school wide issues
Provide leadership and training to ensure school wide consistency to
school and state policies, state education code, and federal legislation.
Utilize communication systems which promote and maintain a positive,
professional school climate
Oversee the recruitment and hiring processes for teachers, teaching
assistants, and program supervisors.
Supervise Director of Instruction secretary in the overall operations of
the Instruction Division
Promote positive relationships with staff, parents, students and the
community by soliciting their input and participation in school programs
and activities
Work closely with administrators and support staff in the Business office,
Student Services and Residential program to facilitate coordination of all
services which support the Instructional program
Coordinate and monitor all visiting interns and substitute teachers
Serve as a Disaster Team Leader for the Instructional staff in all
practice drills and in the event of disaster.
Work with Instructional supervisors on staff evaluations and all
disciplinary actions
Required Qualifications:
Five years experience as a classroom teacher in a program for the Deaf
Three years experience as a Supervisor or Principal of teachers
Fluency in ASL and standard written English
Master’s degree and possession of or eligibility for California
credentials authorizing teaching and administrative services
Knowledge of state and federal laws related to education
- Ability to use technology effectively

fulfilling the mission of the school
