Dedication:
DeafDigest dedicates this editon to deaf-blind educator/activist
Harry Anderson, that departed us. His biggest role was as a
principal investigator for a federal grant designed to study the
Demographics and Vocational Potential of the Deaf and Blind.
Said a colleague – Harry was the consumer researcher. Harry
worked with deaf-blind programs at Florida, California and
Arizona.
Top stories about the deaf:
Australia has launched a Braille telephone, designed
to help the deaf-blind. This nation is claiming it is
the world’s first such device.
University of Edinburgh, helped by a group of deaf
scientists, have published a sign language book
of science signs.
In Karachi, Pakistan, the Deaf Reach School, working
with the Family Education Services Foundation, will
give vocational training for female students.
Another deaf woman is trying to serve on the jury in
Queensland in Australia, but is being blocked.
It was a big newspaper story in Australia. This woman
is not giving up.
Because of declining enrollment, Iowa Western Community College
is terminating its ASL interpreter program. Impact will be
felt in the Deaf Community in the western part of Iowa.

A VERY BITTER DEAF EMPLOYEE
A deaf man was encouraged by his boss to go to college
at night so that he will be promoted when he gets his degree.
The deaf man was very excited and went to night college
for few years. But the supervisor retired. A new supervisor
was hired. The deaf man showed the new supervisor his college
degree and expected a promotion. The new supervisor said no,
saying he does not follow promises by the previous supervisor.
That made the deaf man very bitter for the rest of his life.
A real sad story.

In Japan, the elections took place, and there were two
big winners – both deaf women. Rie Saito, a former
nightclub hostess, won the election for a seat in
the assembly of Kita Ward, Tokyo. The second one was
Atsuko Yanetani who won the seat on the city assembly
in Akashi, Hyogo Prefecture. Already the Japanese
Federation of the Deaf is celebrating this double
victory.

A COMEDY ABOUT A PEN
In a past Reese Witherspoon movie, there was a scene that
Reminded DeafDigest editor of a pen.
In the movie, the attorney asked for a pen to sign some
papers, and everyone did not have it. They all touched their
pockets looking for a pen but no one had it.
Suppose in that same movie, the attorney asked the
deaf people for a pen, everyone will give him the pen!
Pen not important to hearing, but pen very important
to the deaf!

WHAT DO INTERPRETERS HATE?

audience on how beautiful the sign language is even
if they do not understand a single sign!
COMMENTS FROM A CART OPERATOR – continuing series
We have seen that some of the mistakes that stenocaptioners make are
what we call stacking errors, when one hand moves down for a new
stroke before the other hand comes all the way up or the keys don’t
completely release from the previous stroke.
With the newer, computerized steno machines, the manufacturers have
attempted to help the steno writers by having the machine detect the
possible stacking errors and split these strokes before they become a
stack.
While this is generally quite helpful, another type of error has also
been created called a splitting error. The stenocaptioner may have
intended for the keys to all be depressed in one stroke, but the
machine detected that it might be a stack and split it into two
strokes.
An example of a splitting error would be when the stenocaptioner
would attempt to write the steno OR in one stroke for the word “or.”
The O would be depressed with the left thumb, and the R would be
depressed with the right hand.
If the steno machine detected a slight difference in when the two
hands depressed the keys, it may split these into two steno strokes
of O and R rather than one. In that case, the translation may come
out as “oh are.”
As you can see, the proper adjustment of a steno machine is critical
to accurate translation.
A PET PEEVE OF BEING DEAF
CI people bragging that implants helps them a great big
deal even though they’ve not been able to discriminate
all types of sounds and noises!

Cued Speech, late-deafened, hearing aid user, CI user,
etc, share these pet peeves. You may laugh or cry)

Settlement has been reached in the lawsuit filed by
inmates of the Monterey County Jail in California.
As part of the settlement, interpreters will be
provided for deaf inmates.

News of the Week – Looking Back 10 Years Ago:
It is bad enough that the Deaf Community is hit
by a double whammy – shortage of interpreters and
budget cuts.
DeafDigest has learned that Tacoma Community College
(Washington) will drop its ASL program next semester.
A good number of TCC graduates have become interpreters.
And with the closing of this program, those interested
in becoming interpreters will be forced to look elsewhere.

News of the Week – Looking Back 5 Years Ago:
A hot issue among the deaf in California is
AB 2072, a piece of legislation that would
amend the California Newborn Hearing Screening
Program, banning deaf groups from giving
parents information about ASL, Deaf Community
and Deaf Culture.
The State Senate Health Committee will conduct
a hearing on this bill on June 16th.
It is being watched by deaf groups across the
country because of the feared Domino effect.
If one state passes it, other states may
copycat it. As a result, deaf groups are
mobilizing their forces to oppose the bill.

SCHEDULE: 181 School Days / 2015- 2016 School Year
EMPLOYMENT DATE: Immediate
JOB DESCRIPTION: Teach students at the appropriate level utilizing state
and local assessments, state standards, curriculum guides, and any other
materials/tests deemed necessary. Perform work associated with student
instruction; prepares lesson plans and appropriate classroom materials,
direct and monitor student progress in attaining IEP goals, maintain
classroom control, begin and end class in a timely manner, keep students
on task, and supervise students outside of instructional time. Use
appropriate communication skills with students, staff, and public as
determined by the ASL/English evaluation. Complete and turn in to the
designated person; all student evaluation reports, lesson plans, sub
plans, I.E.P..s, comprehensive evaluations, grade cards, and other written
reports as assigned by the due date. Maintain current school records as
mandated by the State. Provide direct instruction to group of students
in High School and Post High School Program (PHSP), and conduct group &
individual job coaching, training, and counseling for students in the
PHSP.
MINIMUM REQUIREMENTS: Qualify for Kansas certification by KSDE for
Secondary and Hearing Impaired (1911); Education/Deaf/HH with emphasis in
Social Studies (7-12). Fluency in American Sign Language (ASL).

and businesses or organizations
. Enters interpreter payroll and billing information into computer
and documents interpreting hours for billing purposes
. Assists supervisor with negotiating new agreements or billing
arrangements for interpreting services
. Receives and processes requests for information regarding ADA and
legal obligations for the provision of interpreters
. Maintains current information for contracted interpreters,
consumers and billing actions
. Provides internal and walk-in interpreting services, as needed
. Assists with community and emergency coverage, as schedule permits
. Assists department with other assignments or special projects
related to the interpreting service program
. May drive agency or personal vehicle on company business

Essential Functions
. Oversees the daily operations of the Vocational, the Deafblind and
Special Services, Tutoring programs which provides case management/service
coordination, advocacy, job development/placement, tutoring, vocational
skills, job coaching, Support Service Provider/Community Intervener
services, technology, and other services to eligible clients who are deaf,
hard of hearing, or deafblind including those with significant
disabilities
. Monitors both programs to assure the delivery of high quality
services and contractual requirements of funding entities
. Works with staff and prepares monthly reports required by
contracts which fund the Vocational, Deafblind and Special Services, and
Tutoring programs.
. Assists in the billing for the Vocational, Deafblind and Special
Services, and Tutoring programs.
. Assists in the developing of administrative and operational
policies and procedures for the Vocational, Deafblind and Special
Services, and Tutoring programs
. Supervises the programs. staff (e.g., Program Coordinators,
Vocational Personnel, Schedules, Support Service Providers/Community
Interveners, Tutors/Learning Specialists, etc.) to assure that the
quantity (i.e., billable unit counts) and quality of work meets
contractual requirements as well as SCS standards of service delivery
. Monitors and manages work/caseloads of the staff in all programs
to ensure quality of services and the meeting of any contractual
requirements
. Plans, coordinates, and/or conducts personnel development
trainings so that direct service staff in all programs are knowledgeable
of effective practices in deafness, hearing loss, deafblindness,
vocational programming, driving vehicles, as well as CCS./SCS. policies
and procedures, and other content areas to ensure high quality services as
well as compliance with Federal, New Mexico, and local laws and agency
policies and procedures.
. Has responsibility for recruiting, hiring, training, evaluating,
providing constructive performance feedback and separating for the staffs
in those programs
. Recommends adjustments in staffing patterns for the programs in
response to clients and contractual needs.
. Develops and implements, with staff assistance, a single, central
system that manages referrals to CODP-NM as well as the coordination of
client services for all three programs (which includes intake and
assessment (which should include both ecological assessments and true
person centered planning) development and implementation of service plans
(which includes staffing, regular/periodic review of plan implementation,
etc) for clients receiving services from the Vocational, Deafblind and
Special Services, and/or Tutoring/Learning Specialist programs.
. Oversees the management of the client services process.
. Conducts intakes, assessments, and other components of the client
services process.
. Collaborates with other agencies and organizations to identify
individuals who are deaf, hard of hearing, or deafblind . including those

. Provides advocacy for clients for services and supports provided

. Assists Agency Director in the planning of agency wide staff
development trainings
. Participates in the Agency’s Administrative team
. Provides supervision to interns/practicum students in bachelor and
graduate programs
. Attends meetings of stakeholder groups and agencies (e.g., the New
Mexico Commission for the Deaf and Hard of Hearing and various consumer
organizations) as needed/required
. Collaborates with the Agency’s Administrative Team, the Agency’s
Advisory Board, and funding sources to foster the enhancement and growth
of the Vocational, Deafblind and Special Services, and Tutoring programs

Position Purpose
Provides interpreting and transliterating services for Deaf and Hearing
consumers in a variety of educational and community settings including
medical, mental health, vocational and social services. Responsible for
agency community interpreter referral services. Processes interpreter
requests, schedules staff and contract interpreters, and confirms
interpreting schedules for all three cities in the Supercenter. Documents
interpreting hours for billing purposes and inputs payroll/billing data
for processing. Position may from time to time be stressful and require a
high demand of performance. May perform other duties as assigned.
Essential Functions
. Provides interpreting and transliterating services for Deaf and
Hearing consumers in a variety of educational and community settings

. Assists with in-house and walk-in interpreting services
. Documents interpreting time for billing purposes
. Assists with educational interpreting and emergency coverage as
schedule permits
. Meets the productivity requirements as outlined in the employment
agreement
. Maintains high professional standards in accordance with the RID
Code of Professional Conduct, ensuring quality interpreting services for
the Hearing and Deaf consumers
. Receives and processes interpreter requests; schedules staff and
contracted interpreters matching interpreting skill level and
experience with the demands of the situation with consideration given to
the preference of the Deaf or Hard of Hearing consumers
. Assists with after-hours coordination of Emergency Requests as
needed
. Confirms interpreting schedule with interpreters, deaf consumers
and businesses or organizations
. Enters interpreter payroll and billing information into computer
and documents interpreting hours for billing purposes
. Prepares Estimates or Bids for services for various government and
private entities
. Receives and processes requests for information regarding ADA and
legal obligations for the provision of interpreters
. Maintains current information for contracted interpreters,
consumers and billing actions
. Assists department with other assignments or special projects
related to the interpreting service program
. May drive agency or personal vehicle on company business

General Information: The Department of Social Work has graduate (MSW) and
undergraduate (BSW) programs, both accredited by the Council on Social
Work Education (CSWE). The BSW program has approximately 50 majors
enrolled annually who represent diverse backgrounds, cultures, learning
styles, and educational experiences. The overwhelming majority of the
undergraduates are deaf or hard of hearing. The position is contingent
upon funding.
Responsibilities: There are two available positions. Both are full time,
nine-month, tenure track BA Social Work faculty positions. Under our
current department model, incumbents will be responsible for oversight and
instruction of the micro and macro practice sequences in the curriculum.
Incumbents will be responsible for infusing research-based content and
multicultural content into practice courses at all levels to reflect
evidenced based practice. Incumbents are responsible for ongoing course
development for both on campus and distance education, for assessment
purposes for the Office of Academic Quality and CSWE reaffirmation and
other compliance-related activities, advising students, service to the
department, university, and community; and, involvement in scholarly and
professional activities. The instructor rank requires an MSW and the
assistant professor rank requires a Ph.D.
Minimum Qualifications:
1. Candidates must have an MSW degree from a CSWE-accredited program
with three (3) years post-MSW social work practice experience. If an
incumbent does not have a completed Ph.D., (s)he will be expected to
complete a doctoral program prior to all tenure and promotion actions; a
plan for obtaining a Ph.D. should be addressed in the application.
2. Candidates must provide evidence of teaching ability (e.g., higher
education courses, professional workshops, presentations, online
teaching).
3. Candidates must have experience working with linguistic and
culturally diverse Deaf communities.
4. Proficiency in American Sign Language (ASL) is highly desirable;
if not already proficient a new faculty member must develop proficiency in
ASL in accordance with Gallaudet University guidelines.
Preferred Qualifications:
. Current, valid Master-level social work licensure or
license-eligible (for the micro-practice position, a license is required
within 1 year of appointment).
. Expertise in teaching a diverse student population, including Deaf
and hard of hearing students with various learning styles and learning
needs.
. Experience in active social work research and record of scholarly
activities (e.g., publications, presentations, program assessments and
evaluations, grant-writing activities).
