but powerful bond between sisters. Jade and Marla don’t have much in

When talking about the writing speed of captioners, I have been asked

questions similar to these: If our captioner has more speed and is able to

write faster, will that eliminate the two-second delay in captioning after a

word is said? If a captioner is really fast, will we be able to see the word

immediately as it is said?

Unfortunately, the speed of the captioner has very little to do with the

delay most people experience in broadcast captioning. That is more a function

of the technology involved in the broadcast.

When you are watching your evening news in one city, the captioner may be

located across the country in another city. When the news anchor says a word,

that word must travel over a phone line across the country so that the

captioner can then hear the word and write it on his or her steno machine.

After the captioner writes the word, the steno machine sends the word to

a computer containing software that translates that word into English. That

computer then sends that translated word via modem over a phone line to the

encoder back at the television station in your home city, where that encoder

then merges that word with the video signal being broadcast to your TV


The fact that this whole process results in only a couple-second delay in

seeing the words after they are said still amazes me!

ADA has this interesting guideline . in reference to amplification

in theaters for deaf and hard of hearing patrons. If there is no

amplification for the hearing people, then ADA does not require amplification for the deaf! This is a troubling loophole.

News of the Week – Looking Back 10 Years Ago:

Baseball legend Dummy Hoy has been elected to a hall of fame. Not the

real one in Cooperstown but the Baseball Reliquary Hall of Fame.

He is being inducted in a ceremony, taking place on July 18th at the

Donald R. Wright Auditorium, Pasadena Central Library, Pasadena, California.

Honored along with Hoy are Dick Allen and Roberto Clemente. The

Baseball Reliquary honors past ball players that have overcome adversary

or have been involved in community service work, over and above exploits

on the field.

Hoy’s memory has been perpetuated by the annual Dummy Hoy Baseball

and Softball Tournaments played by residential schools for the deaf

that field both teams.


News of the Week – Looking Back 5 Years Ago:

It is official. Scranton State School for the Deaf

will not close, but oversight of that school will be

assumed by the Western Pennsylvania School for the

Deaf (WPSD).

Agreement was made on a three-year plan to convert

the school into a day K-8 program. The school property may

be leased to a third party, possibly Marywood University.

If the university opts not to lease the land, then WPSD

will be the option.

In the long run, Scranton SSD will change into a new

WPSD satellite program.

This is the second such development this year involving

schools for the deaf. Two charter programs for the deaf

in St Paul, Minnesota merged into a single charter


We probably will be seeing more such significant

developments down the road as schools for the deaf

adapt to the changing times.

a success story)


Deaf Apocalypse of the Week:

We have some deaf organizations run by hearing people that cannot

sign and have no connection whatsoever with the deaf. And they

deaf people they appoint to the board is tokenism to satisfy critics

that there are deaf people on it. And when the token deaf person

speaks up, he is asked to hush up. One deaf person refused, and he

was forced to leave the board!

General Summary

The Community Advocate partners with deaf and hard of hearing individuals to address their individualized needs within the WNY community while maintaining their full access to the rights, privileges, and opportunities available to the general public.  Using a strengths-based, problem solving approach, the Advocate promotes the client’s self-determination, independence, and celebration of his/her language, identity, and culture. The Advocate also works with businesses, agencies, and service providers on both an individual and systems basis in order to educate them on the needs and rights of deaf and hard of hearing individuals as required by the Americans with Disabilities Act (ADA).  Domains within which the Advocate may provide support to clients include but are not limited to the following: communication assistance, peer counseling, disability benefits, health care, housing, money management, transportation, independent living, assistive technology, and employment.

Major Responsibilities

1.    Guide deaf and hard of hearing clients in the selection of the communication method(s) that will provide them full access to community information and services (i.e., interpreters, relay services, CRT services, and document translation).

2.    Educate deaf and hard of hearing clients and the community at large on the provisions of the Americans with Disabilities Act (ADA) and the rights and responsibilities contained therein.

3.    Provide individual and small group assistance to deaf and hard of hearing clients in the areas of disability benefits, health care, housing, money management, transportation, independent living, assistive technology, employment, the ADA, and more.

4.    Peer counsel clients by providing them with empathetic support and guidance as they deal with everyday problems and crisis situations, referring them to community mental health providers and support groups, when appropriate.

5.    Work with underserved individuals and groups, including senior citizens, school transition youth, and deaf refugees.

6.    Collaborate with the Community Education Coordinator to educate businesses, agencies, and other service providers in small and large group settings on topics that include but are not limited to the following: American Sign Language (ASL), Deafness, Deaf Culture, the ADA, and the various laws and programs that benefit and protect the rights of deaf and hard of hearing persons.

7.    Screen all new clients and document needs and recommended services via an intake form.

8.    Document services provided to clients via a daily log sheet, and submit a monthly report to the Executive Director.

9.    Collaborate with the Public Relations Coordinator to promote the advocacy services DAS provides.

10.    Work with the Executive Director and business office to establish and manage a sustainable budget for the services provided by the Community Advocate.

Other Responsibilities

1.    Assist, as needed, at DAS activities and events (including fundraising events).

2.    Perform other tasks and projects, as assigned by the Executive Director.

Required Minimum Qualifications: Education

Bachelor’s Degree in Human Services or Social Work preferred.

Position Purpose

Provides direct services including case management and advocacy for individuals who are deaf, hard of hearing and deafblind in the areas of vocation, life management, and personal growth in community settings, home residences and/or at job sites.  Coordinates and facilitates community training and education classes, and maintains necessary case records and client file documentation.  Major emphasis is placed on providing services to individuals who are deafblind, and coordinating, training, and scheduling Support Service Providers.  Position may from time to time be stressful and require a high demand of performance. May perform other duties as assigned.

Essential Functions

-        May provide intake services to include reviewing referral information, completing appropriate management forms (e.g., Intake, History, etc.), presenting information at client coordination meetings, and completing and implementing consumer service plans

-        Provides support and assistance, training, and case management to consumers who are deafblind in the areas of life management, independent living skills, how to use Support Service Providers (SSP) effectively, and vocational options

-        Provides direct service to individuals in community settings, home residences, and/or at job sites; assists consumers with appointments and arranging necessary access

-        Provides advocacy in the areas of public benefits programs, education and working with employers and other systems in the community

-        Identifies community supports for consumer needs and makes appropriate referrals

-        Tracks referrals to outside agencies (DVR, SSA, DHS, etc.) to ensure  services are accessible and provided in a timely manner

-        Coordinates, trains and supervises Support Service Providers; coordinates, develops and presents quarterly SSP training; oversees SSP scheduling

-        Participates on consumer service teams

-        Ensures consumer program meets identified and authorized services according contracts

-        Ensures documentation in consumer files is to-date and complete

-        Maintains unit records of consumer contact to include unit counts, file notes using (SOAP format) and other documentation required by CCS/COPD and/or contracts

-        Aids in the review and/or development of contractual deliverables to include training curriculum, DVDs, and system software

-        Supports consumers who are deafblind at legislative level, as requested

-        Participates in training and in-services to enhance professional growth

-        Attends required weekly and/or monthly meetings of the Deafblind and Special Services department as well as the regularly scheduled meetings of the New Mexico Deaf-Blind Task Force -        May drive agency or personal vehicle on company business

Responsible for the review of billable revenue, invoicing and posting accounts receivables related to tuition, outreach, birth to three, adult vocational services, other billable revenue to include but not limited to rental income, facility rentals, summer school, Camp Isola Bella, and fundraising sponsorships.

Administers all aspects of the National School Lunch Program to include, but not limited to determining initial participants eligibility, review of monthly claims support documentation, calculation and submission of monthly claims, and maintenance of all files.

Maintains general ledger account reconciliations as ongoing part of duties and as directed by the Controller.  General Ledger reconciliations include, but are not limited to, the reconciliation of all accounts receivable, deferred revenue and income accounts, including contributed income as identified by the Controller.  Provides recommendations to streamline work flow and monthly closings processes.

Responsible for maintaining Policies and Procedures with respect to Accounts Receivable, Collection and Cash Receipt processing, Blackbaud’s Financial Edge’s Accounts Receivable, Student Billing and Cash Receipt modules and General Ledger. Suggests and implements up to date accounting policies and procedures to assure the organization has proper internal controls and budgetary procedures. Incumbent will also be responsible for the review, update and operating recommendation to streamline work flow as it relates to Accounts Receivable, Student Billing, and Cash Receipt.

Prepares and posts accounts receivable payments and contributed income, to the student billing and accounts receivable systems. Receives and researches inquiries as related to accounts receivable invoicing and payment status, cash receipts, and contributed income.

Assists with month-end and year-end closing process to include, but not limited to preparing monthly journal entries and account analysis. Provide necessary lead schedules and supporting work papers related to the general ledger to the outside auditing firm as it relates to year-end audit.

The Department of Counseling offers nationally-accredited masters. degree programs in school counseling and mental health counseling. It is our mission to prepare graduates to be multiculturally competent professional counselors able to work skillfully with deaf, hard of hearing, and hearing clients of diverse backgrounds. The Department is currently seeking a full-time tenure track faculty member to join our dedicated faculty starting August 2014, contingent upon funding.   Applicants with school counseling background and experience are strongly encouraged to apply.


1.        An earned doctorate in counselor education or closely related field.  Exceptional candidates with doctoral degrees in progress may be considered.
