Dedication -
DeafDigest dedicates this edition to Teresa Ann Marshall,
Carmel, Indiana, who departed us. Very difficult to abbreviate
into just a few words her long list of accomplishments while
serving the Deaf Community in Minnesota and then in Indiana.
But to sum it up, many of her former students said that she
was the best teacher they ever had!
While it is better late than never, as DeafDigest didn’t know
about it until this week, this edition is also dedicated to
Dale Hovinga, Austin, TX but also a long time resident of
Council Bluffs, IA, that departed us. Like with Teresa
he was a long time educator at Iowa School for the Deaf.
Top stories about the deaf:
The Archibald Memorial Home Inc’s Deaf Services at the
Millers Senior Living Community in Indiana has a
new director in Gail Fewell.
The Burma Council of People with Disabilities has
been formed. The director is Yadanar Aung. She is deaf.
Four schools for the deaf is being established in
Kohistan, a city of some 475,000 people, in Pakistan.
This is interesting – four schools in a low population
area!
Two deaf pianists have surfaced in the news on the
same day! First one was Rana Mahmood, a deaf man
who played the piano during his graduation ceremony from the Spokane Falls Community College.
The second one was Ron Tan, a deaf man, playing
the piano at concerts in the Philippines.
Pierce College in California, a junior college, now
has its ASL/English Interpreter Education Program taught by part-timers. The surviving full time
teacher has retired and the college has no plans
to replace her.

WORKING WITH THE DEAF OR WORKING WITH THE DISABLED
Almost all deaf leaders work with their deaf organizations.
But there are a few deaf leaders that work with disabled
organizations and not with deaf organizations.
They do not want to work with the deaf, and prefer
the disabled. Why?
A deaf person involved with a disabled organization said
disabled groups are more powerful with politics and with
community contacts. And that deaf organizations are weak
with politics and community contacts!

COMMENTS FROM A CART OPERATOR – continuing series
Many people occasionally type “teh” when they really want to type “the.” Sometimes stenocaptioners and CART providers also make fingering errors. Because captioners do not type one key at a time, but instead they write whole words or phrases at one time, their errors look different from the errors of someone typing on a computer keyboard.
If a stenocaptioner realizes that he or she made a mistake, it can be corrected immediately. The usual method for a captioner to correct an error is to hit the asterisk key, and that will delete the immediately prior stroke. However, if the captioner has already entered two or three more strokes after the mistake, it is usually too late to go back and correct it.
If a captioner realizes that he or she made a mistake two or more strokes previously, what most captioners do is enter a dash stroke (–) and attempt to rewrite the wrong words. This is also the same method most stenocaptioners use to indicate a mistake or change of thought by the speaker, so you may not be able to tell if it was the captioner’s mistake or the speaker’s mistake.
If you see a sentence captioned like, “They did an analysis of the fail you’re rate among — failure rate among students at the university,” that would probably be a correction to a fingering error by the captioner.

News of the Week – Looking Back 10 Years Ago:
There is an epidemic going on right now – called
relayphobia.
More and more relay providers are getting these
“I refuse to accept relay calls” from these business
places, restaurants and other establishments.
First it was the Nigerian Scam, and then it was
the restaurant (mentioned last week) and a hotel
(again mentioned last week). More establishments are
following suit and are not accepting relay calls.
We, the deaf and the hard of hearing, need to fight back.

The hearing businesses have hung up on our relay TTY
calls. Nowadays these hearing businesses have hung up
on our video relay calls.
Our technology has changed but the hang-ups remain
the same. Could the FCC do anything to prevent these
hang ups? Do read below!

News of the Week – Looking Back 5 Years Ago:
Postponement is the name of the game at the
FCC. First they postponed the deadline to convert
analog to digital TV.
And this one – they have postponed from June
30th to November 12th the deadline for us, the
deaf, to register our 10-digit numbers with
video relay carriers.
Why the postponement? FCC says more time is
needed to smooth over the transitional details.
editor’s note: since then FCC has been much better
in being responsive to our needs, especially after
hiring deaf staffers. During the early eighties,
the FCC basically laughed at our needs, even with
the advent of closed captions!

Deaf Apocalypse of the Week:
When a deaf person filed a job discrimination lawsuit
against Portrait People, the EEOC people had this
lawsuit filed on its web site. The website screamed
“Picture People Harassed and Discharged Deaf Employee”
This story stayed on the web site for more than a year.

SCHOOL HISTORY
Northwest Georgia’s picturesque Vann’s Valley is the home of the Georgia School for the Deaf, Georgia’s only residential school serving Deaf and Hard-of-Hearing students. GSD was established in 1846 on the grounds of the Hearn Academy by one of its teachers, O. P. Fannin. A log cabin and a $5000 legislative grant began a more than 160-year-long tradition of service to children across the state. GSD was the eleventh residential school for the Deaf established in the United States. GSD has an expansive campus of 480 acres in the small community of Cave Spring. The relationship between Cave Spring and GSD is unique because many residents and business owners are able to communicate with sign language.

JOB DESCRIPTION: This is a non-exempt, full-time 187 day position. The Teacher Aide works with a teaching staff to assist in carrying out educational program for a student. Provides coverage in classrooms when needed during IEP meetings and at other times. Assists with teaching and reinforcing living skills. Reinforces behavior programs and plans that may be in place for a child. Assists with transporting student from place to place when needed. MINIMUM QUALIFICATIONS:
To be considered, Associate’s degree with general training or experience in child development and/or experience working with deaf children is preferable. The individual must be familiar with needs of deaf students. Some experience in the area of deafness is preferred.

Residential Supervisor, Afternoon Shift
Scranton School for Deaf and Hard of Hearing Children
REPORTS TO: Dean of Students
JOB DESCRIPTION: This is a full-time, non-exempt position working 40 hours per week, 187 days/year. The Residential Supervisor supervises and interacts with children during recreational times, meal times, and study times. Assists students with homework assignments; some tutoring may be involved. The Residential Supervisor is also responsible for the safety and security of the students.
MINIMUM QUALIFICATIONS: Bachelor’s Degree preferred; high school diploma required; individual must be of strong moral character, enthusiastic, and work well with children in recreational activities. The individual must be able to respond to a variety of situations including emergencies. Experience working with deaf children is helpful.
The Sign Language Proficiency Interview (SLPI) for this position is “Advanced”. The minimum level accepted at hire is “Intermediate”.

General Summary
The Community Advocate partners with deaf and hard of hearing individuals to address their individualized needs within the WNY community while maintaining their full access to the rights, privileges, and opportunities available to the general public. Using a strengths-based, problem solving approach, the Advocate promotes the client’s self-determination, independence, and celebration of his/her language, identity, and culture. The Advocate also works with businesses, agencies, and service providers on both an individual and systems basis in order to educate them on the needs and rights of deaf and hard of hearing individuals as required by the Americans with Disabilities Act (ADA). Domains within which the Advocate may provide support to clients include but are not limited to the following: communication assistance, peer counseling, disability benefits, health care, housing, money management, transportation, independent living, assistive technology, and employment.
Major Responsibilities
1. Guide deaf and hard of hearing clients in the selection of the communication method(s) that will provide them full access to community information and services (i.e., interpreters, relay services, CRT services, and document translation).
2. Educate deaf and hard of hearing clients and the community at large on the provisions of the Americans with Disabilities Act (ADA) and the rights and responsibilities contained therein.
3. Provide individual and small group assistance to deaf and hard of hearing clients in the areas of disability benefits, health care, housing, money management, transportation, independent living, assistive technology, employment, the ADA, and more.
4. Peer counsel clients by providing them with empathetic support and guidance as they deal with everyday problems and crisis situations, referring them to community mental health providers and support groups, when appropriate.
5. Work with underserved individuals and groups, including senior citizens, school transition youth, and deaf refugees.
6. Collaborate with the Community Education Coordinator to educate businesses, agencies, and other service providers in small and large group settings on topics that include but are not limited to the following: American Sign Language (ASL), Deafness, Deaf Culture, the ADA, and the various laws and programs that benefit and protect the rights of deaf and hard of hearing persons.
7. Screen all new clients and document needs and recommended services via an intake form.
8. Document services provided to clients via a daily log sheet, and submit a monthly report to the Executive Director.
9. Collaborate with the Public Relations Coordinator to promote the advocacy services DAS provides.
10. Work with the Executive Director and business office to establish and manage a sustainable budget for the services provided by the Community Advocate.
Other Responsibilities
1. Assist, as needed, at DAS activities and events (including fundraising events).
2. Perform other tasks and projects, as assigned by the Executive Director.
Required Minimum Qualifications: Education
Bachelor’s Degree in Human Services or Social Work preferred.
