Another individual – Russia’ s Valery Rukhledev has surfaced

as the candidate for the presidency of the International

Committee of Sports for the Deaf.

Hardly a week goes by without another deaf ADA complaint

hitting the newspapers. This time it is the Pueblo County

Sheriff’s Office and Pueblo City Police Department (Colorado)

accused of not providing interpreters. It is now in the

U.S. District Court of Colorado.

One way to deal with deafness is to spend hours at a pond

with these lillies. This is what Richard Manganaro, Coplay,

PA, is doing. He is writing a book under his author name

Richard Osborne. He was written up in a newspaper story.

New Zealand giving CI’s at no cost. The government recently

announced a new goal, 40 CIs per year; yes, the waiting list

gets longer and longer.

Famed deaf South African Olympics swimmer Terence Parkin,

trying cycling at the Deaflympics, suffered a nasty spill

while in training. He posted on his facebook page that he

may withdraw!

Dulles International Aiport has a ticket booth clerk. His brother is

deaf. He said his brother will be enrolling at Gallaudet this new

semester. He also said that his brother has a CI.

Why do hearing people always mention CI everytime they mention deaf? If

the deaf brother has a hearing aid, would the brother mention hearing aid?

SIGN LANGUAGE AGENCY IN NANTES, FRANCE

DeafDigest editor, while vacationing in France,

visited the Steum Langue Sourde. Official name is

Organisme de formation en langue sourde.

It is an all-deaf agency which teaches French

Sign Language to people interested in signs -

be it late deafened, oral deaf or hearing people.

The director, Stephane Amosse, is deaf and he has

led the agency to a great period of growth and

expansion. And for the first time this coming

September, the classes will be funded by the

Nantes city government!

RELAY IN FRANCE

France does not have deaf telephone relay services.

Money is tight and the French government do not like

to spend money on some services for the deaf.

Instead, deaf people use email to reach hearing

people.

COMMENTS FROM A CART OPERATOR – continuing series

Throughout the 1980s and ’90s, more and more court reporters began to

use computer-aided transcription (CAT). These court reporters were

able to take advantage of software and hardware being designed and

marketed for the individual user.

Using the same keyboard design, the steno machine manufacturers were

now designing machines that could interface with the personal

computer. The steno machines were able to capture the court

reporters’ steno strokes, and the reporters could then transfer the

data to their computer for translation, editing, and printing of

transcripts.

By the end of the 20th century, CAT had become the dominant method

for taking and preparing the record for court reporters.

DeafLaw

Melissa Pignatelli-O’Brien is a late deafened-attorney. She is taking

a time out from the legal profession but wanted to continue to

stay in touch wiht law. She is now volunteering for a part time

mediator position with the Summit County small-claims court in

Utah. Part of the reason for becoming is a mediator is to help

the deaf with their small claims legal needs.

Did you know that -

Betty Broecker was a long time activist on the rights and

needs of the deaf; she passed away in 2012. In a long

career she was a teacher, a sign language consultant,

administrator of agencies serving the deaf, etc, etc.

One career, however short, was something she never dreamed

of – editor of the Silent News, a newspaper which closed

up in 2003. The Silent News needed a new editor and so,

hired her then relocated to New Jersey after living on

the west coast. It was slightly misleading. She thought

her new job was as a full time writer. But on her first

day of the job she was told she was the editor. The

Silent News did not want to make it public they were

hiring a new editor until she came on board. to her.

She only lasted a short time because of disagreement

over direction the newspaper was to take.

Well-known deaf actor Ed Waterstreet was featured in the

July 10th edition of Wall Street Journal which chronicled his

career in drama.

News of the Week – Looking Back 5 Years Ago:

Is it possible for a nation to be considered

first rate (high standard of living) and to be

considered third world – at the same time?

This is in reference to New Zealand! This

nation has been rated as one of the best in

the world. Yet for the needs of the deaf, it

might very well as be considered the worst!

For Marlin Flanagan, a deaf resident of

New Zealand, the nation is the worst when it

comes to providing interpreters. The nation

only has a handful of interpreters. Marlin

wants to become a mechanic and needs to attend

a technical school. He cannot, because of

shortage of interpreters.

(editor’s note: a paradox – continuing

interpreting problems but a big increase

in free CI’s! )

Deaf Apocalypse of the Week:

While at Starbucks in Paris, DeafDigest editor was

standing in line behind a tourist that wanted to

place an order. A big language barrier took place,

and the first barista gave up and asked another barista

to help her.

No luck; he left Starbucks, frustrated at not being

able to order something.

DeafDigest editor? He simply pointed at a sign and

immediately got his coffee.

A Lipreading Problem: What did that person say?

With so many English-speaking people on the streets

of Paris, a single English word may result in different

lipreaded pronounciations from Britons, Americans,

Australians, India, New Zealanders, Canadians,

South Africans, etc.

For example, the word – automobile – can be pronounced

in different ways that would give DeafDigest editor

terrible fits.

This position is a 12 month position with vacation hours accrued monthly.

Description:

Under the direction of the Superintendent, the Director of Instruction

Services Supervisor, Special Instructional Projects Supervisor and all

Responsibilities:

Provide daily leadership, guidance, supervision and direction to nine

Program Manager – Community Rehabilitation Services

Maine Center on Deafness is on the fast track, seeking applications

for the position of Program Manager for a newly developed,

grant-funded position to provide Community Rehabilitation Services to

Deaf individuals and people with hearing loss in the Greater Portland

area. This is a position for a highly motivated self-starter with

management skills and experience who can comply with new requirements

and expectations for job development and job coaching. The Program

Manager will follow enhanced standards for serving nontraditional job

seekers who are Deaf or have hearing loss. This is a 20 hour per week

benefits-eligible position with the potential to expand.

Position Overview: The Program Manager will be responsible for the

following duties and expectations:

* Work with the State of Maine Bureau of Rehabilitation Services to

learn the newly-developed structure of Community Rehabilitation

Providers (CRP) in Maine

* Develop relationships with employers to “sell” them on the idea

of hiring these job seekers

* Develop and direct an Advisory Council of invested partners to

meet on a quarterly basis to ensure program quality and service

provision

* Recruit, manage, and supervise three CRP’s (job coaches) in their

work directly with job seekers and employers, and the completion

of required paperwork

* Prepare and report to Director of Financial Operations

qualitative and quantitative program data to satisfy City of

Portland HUD grant funding requirements

* Provide some direct CRP service to job seekers.

Position Requirements: The Program Manager must meet the following

requirements:

* Fluency in American Sign Language along with strong written

English and face-to-face communication skills

* Comfort and ability to communicate via live video technology and

other adaptive equipment

* Familiarity with Word, Excel, PowerPoint computer systems,

including documentation in a standardized database

* Completion of ACRE (Association of Community Rehabilitation

Educators) certification course or commitment to successfully

complete the course by January 1, 2014

* Ability to work in a fast-paced environment with clients of

varying communication methods who may have multiple disabilities

* The chosen candidate will be required to submit to a criminal

background and a motor vehicle record check that meets company

standards.

Additional Requirements: Applicants must possess excellent

interpersonal, communication and writing, time management and

follow-through skills. Any applicant must be a self-starter able to

manage multiple assignments with minimal oversight, must be able to

work effectively as a member of a small team and in collaboration

with the community, and be fluent in American Sign Language.

Interviews will contain components in both English (may be written)

and ASL. Candidates must possess a valid driver’s license and use of

a reliable, insured vehicle. Extensive travel expected and some

periodic overnight travel may be required. Experience in office

management, Microsoft Office and Access, and front-line service

delivery is a must. Strong customer relations and/or sales background

and previous experience working with D/deaf, Hard of Hearing,

Late-Deafened and Deaf-Blind populations is greatly desired.

The position reports directly to the Executive Director, coordinates

projects with other managers and contributes to the advancement of

MCD’s mission and vision.
