Dedication:

DeafDigest dedicates this edition to Gertrude Scott

Galloway, Austin, TX that departed us. For years

since she was a young woman, she has refused to

accept the limitations the society would place

on deaf women. She was a fighter – and over the

years she was an advocate, a leader and an educator.

She broke many barriers and paved the way for

young deaf women to accomplish. Only a couple of

week ago she gave a video speech, congratulating

Gallaudet on its 150th anniversary.

DeafDigest also dedicates this edition to

Robert Smithdas that departed us. As a deaf-blind

individual, he was an administrator with

The Helen Keller National Center for Deaf-Blind

Youths and Adults. Going one up, he was a national

spokesperson, advocating the needs of his deaf-blind

peers. He appeared on the Barbara Walters TV talk show

and she said he was the most inspirational man she

has ever met. That from a famous TV personality person

that has interviewed countless individuals.

Top stories about the deaf:

A business-oriented web site in South Africa is saying that

the TV industry is making a big mistake by ignoring the needs

of the deaf (sign language newscaster and captions)

Deaf British people are already sick and tired of these

hearing “deaf-for-a-day” deaf awareness events. A deaf activist

says there is too many of these and has accused these celebrities

of being interested in these events only because they were paid

do perform these pretend-deaf roles.

DVDs on Fire Safety for the Deaf has been distributed at no

charge in Oklahoma.

The Nilgiris Association for the Deaf, in India, said that the

government neglects the deaf when it comes to finding employment

for them in the government sector.

In Zambia, because of lack of interpreters, deaf people had to

rely on family members or on hearing friends to interpret for

them. This was the accusation filed by a deaf advocate.

A LONG TIME AGO DEAF BOXER HELPED CREATE 10-COUNT RULE

Deaf Burke was a famous early 19th century boxer. Before one

big match, the referee was worried about Burke not able to

hear the shouted 10-count rule. If a boxer is knocked to the

floor, he must get up before the end of the 10-count rule or

he is knocked out. Instead, the referee used his arms to show

Burke each count. This is the rule that boxing uses today -

thanks to deaf Burke!

LABOR DEPARTMENT ORDERS CONTRACTORS TO CONSIDER DEAF APPLICANTS

Contractors, with over 100 employees that do business with

the federal government, are required to hire deaf/disabled

employees equal to seven percent of its labor force. What this

means is that big contractors (AT&T, Dell, Big Oil companies,

etc) must hire more disabled people. Hopefully this means

more deaf employees. This is a new rule that was established

few months ago. So far, it is working out for the disabled,

but not sure for the deaf.

COMMENTS FROM A CART OPERATOR – continuing series

Names can lead to many word boundary problems for captioners

and CART providers. Captioners write phonetically syllable by

syllable on their steno machines.

Someone might say, “Where is the bag Dad brought in from the car?”

I’m sure you can see the trouble for a captioner. That sentence

may translate as, “Where is the Baghdad brought in from the car?”

A captioner must be alert and try to anticipate when something may

translate incorrectly, but sometimes errors will be made. If someone is

speaking over 200 words a minute, and the captioner is attempting to hear,

understand, and write everything that is being said, some word boundary

problems may slip through the cracks.

Because many syllables that are parts of words can also be the first or

last syllable of names, sometimes the computer will hook the syllable

together with the wrong word.

Someone could say, “We are going to add Amtrak to our list of carriers.”

A captioner or CART provider would need to be cautious that that didn’t

translate as, “We are going to Adam track to our list of carriers.”

Trying to anticipate these sorts of problems in advance can sometimes

be a difficult task.

News of the Week – Looking Back 10 Years Ago:

DeafDigest dedicates this edition to Barbara A. Brauer, Ph.D.

who departed us last week.

She, much more than anyone else, revolutionized the way psychologists

(and even psychiatrists) treat deaf patients. Her long list of

contributions to this field is too lengthy to be abbreviated into one

short sentence here. The DeafDigest editor remembers two things about her:

* at the Gallaudet snack bar in the late sixties, Barbara was sitting

in a corner, eating something and chatting with someone, amid hushed

attention with much reverence from others in the same room. She was

one of the first, if not the first, deaf women to undertake studies

towards a doctorate in a demanding field. The DeafDigest editor, as a

young man, entered the snack bar clueless but immediately sensed the

hushed attention and got the hint. Never forgot this magical moment.

* at a wedding in the mid-eighties, DeafDigest editor was privileged to sit

at the same table with Barbara and her husband Allen E. Sussman. Casual

conversation led into an interesting discussion on Clinical Psychology.

Barbara explained, in simple terms, that DeafDigest editor never forgot,

that we are suffering from an acute shortage of trained clinical

psychologists, preferably deaf, that would be in a much better

position to treat their deaf patients. Nearly twenty years later

Barbara’s comments continue to strike true with all of us.

Thank you, Barbara for all of your efforts to make lives much

better for all of us

News of the Week – Looking Back 5 Years Ago:

We have deaf people that ride horses; we have deaf pilots;

we have a world champion deaf motocross racer; we have deaf

auto racers, and even two deaf players in the National

Football League. These are “dangerous” sports, that even

people that can hear also can get hurt.

This being said, Walt Disney World is saying that Segways

is too dangerous for the deaf to use and is trying to enforce

their anti-deaf ruling via the courts!

Disability Rights Advocates for Technology is fighting

this ruling in Florida.

Deaf Apocalypse of the Week:

A California billionaire is proposing to split the

huge state of California into six states. Will he

succeed? No, but this leads to a question – what is

going to happen to the deaf? The Deaf Access program

has eight service regions – each region has an

agency serving the needs of the deaf – Deaf Community

Services, Center on Deafness Inland Empire, Orange

County Deaf Equal Access Foundation, Greater Los Angeles

Agency on Deafness, Tri County, Deaf and Hard of Hearing

Services Center, NorCal Services for Deaf and Hard of

Hearing and Deaf Counseling, Advocacy and Referral Agency.

If California is broken up into 6 new states, then

it may be worrisome. Each state deals differently from

other states when dealing with the needs of the deaf.

Some states are great; some states are not so great!

the Hearn Academy by one of its teachers, O. P. Fannin. A log cabin and a

$5000 legislative grant began a more than 160-year-long tradition of

service to children across the state. GSD was the eleventh residential

school for the Deaf established in the United States. GSD has an

expansive campus of 480 acres in the small community of Cave Spring. The

relationship between Cave Spring and GSD is unique because many residents

and business owners are able to communicate with sign language.

REPORTS TO: Principal

JOB DESCRIPTION: This is a non-exempt, full-time 187 day position. The

Teacher Aide works with a teaching staff to assist in carrying out

educational program for a student. Provides coverage in classrooms when

needed during IEP meetings and at other times. Assists with teaching and

reinforcing living skills. Reinforces behavior programs and plans that

may be in place for a child. Assists with transporting student from place

to place when needed. Acts as an assistant to the teacher in helping to

reinforce any academic, social, emotional or behavior goals on the child’s

IEP.

MINIMUM QUALIFICATIONS:

To be considered, Associate’s degree with general training

or experience in child development and/or experience working with deaf

children is preferable. The individual must be familiar with needs of

deaf students. Some experience in the area of deafness is preferred.

REPORTS TO: Dean of Students

JOB DESCRIPTION: This is a full-time, non-exempt position working 40 hours

per week, 187 days/year. The Residential Supervisor supervises and

interacts with children during recreational times, meal times, and study

times. Assists students with homework assignments; some tutoring may be

involved. The Residential Supervisor is also responsible for the safety

and security of the students.

MINIMUM QUALIFICATIONS:

Bachelor’s Degree preferred; high school diploma required;

individual must be of strong moral character, enthusiastic, and work well

with children in recreational activities. The individual must be able to

respond to a variety of situations including emergencies. Experience

working with deaf children is helpful.

Detailed Job Description:

General Summary

The Community Advocate partners with deaf and hard of hearing individuals

to address their individualized needs within the WNY community while

maintaining their full access to the rights, privileges, and opportunities

available to the general public. Using a strengths-based, problem solving

approach, the Advocate promotes the client’s self-determination,

independence, and celebration of his/her language, identity, and culture.

The Advocate also works with businesses, agencies, and service providers

on both an individual and systems basis in order to educate them on the

needs and rights of deaf and hard of hearing individuals as required by

the Americans with Disabilities Act (ADA). Domains within which the

Advocate may provide support to clients include but are not limited to the

following: communication assistance, peer counseling, disability benefits,

health care, housing, money management, transportation, independent

living, assistive technology, and employment.

Major Responsibilities

1. Guide deaf and hard of hearing clients in the selection of the

communication method(s) that will provide them full access to community

information and services (i.e., interpreters, relay services, CRT

services, and document translation).

2. Educate deaf and hard of hearing clients and the community at

large on the provisions of the Americans with Disabilities Act (ADA) and

the rights and responsibilities contained therein.

3. Provide individual and small group assistance to deaf and hard

of

hearing clients in the areas of disability benefits, health care, housing,

money management, transportation, independent living, assistive

technology, employment, the ADA, and more.

4. Peer counsel clients by providing them with empathetic support

and

guidance as they deal with everyday problems and crisis situations,

referring them to community mental health providers and support groups,

when appropriate.

5. Work with underserved individuals and groups, including senior

citizens, school transition youth, and deaf refugees.

6. Collaborate with the Community Education Coordinator to educate

businesses, agencies, and other service providers in small and large group

settings on topics that include but are not limited to the following:

American Sign Language (ASL), Deafness, Deaf Culture, the ADA, and the

various laws and programs that benefit and protect the rights of deaf and

hard of hearing persons.

7. Screen all new clients and document needs and recommended

services

via an intake form.

8. Document services provided to clients via a daily log sheet, and

submit a monthly report to the Executive Director.

9. Collaborate with the Public Relations Coordinator to promote the

advocacy services DAS provides.

10. Work with the Executive Director and business office to

establish

and manage a sustainable budget for the services provided by the Community

Advocate.

Other Responsibilities

1. Assist, as needed, at DAS activities and events (including

fundraising events).

2. Perform other tasks and projects, as assigned by the Executive

Director.

Required Minimum Qualifications:

Education

Bachelor’s Degree in Human Services or Social Work preferred.
