In 2009, Marywood bought the old property of the

Scranton State School for the Deaf. Six years

later, the property remains as is, as Marywood

reportedly has no plans for it!

William Parr, who is deaf, is the author of an

upcoming book that profiles the leading families

ANTI-DEAF POLICE OFFICERS FIRED

There was a crime committed against a group of

deaf people. The police came to investigate

the crime, and did not arrest the hearing

criminals.

The top court was not too happy about it and

fired these police officers.

SIGN LANGUAGE GESTURES THAT ARE INSULTING

The Washington Post ran a story of sign language

gestures, some of which are really insulting.

Giving examples of these insulting sign languages

was Gallaudet employee Melissa Malzkuhn. The

story will make you laugh if some of these signs

do not bother you.

WHAT DO INTERPRETERS HATE?

COMMENTS FROM A CART OPERATOR – continuing series

When people find out what I do for a living, one topic that many

people immediately bring up is captioning errors. People are always

reading the screens of CART providers and realtime captioners as we

write what is being said, and because we are human, there will always

be some mistakes. Captioners and CART providers cannot stop and go

back to correct mistakes. Everyone sees the mistakes that we

make.

It is very important that users of realtime captioning understand

what an acceptable error rate is and what is not acceptable.

Unfortunately, even if a captioner is writing at 99.9% accuracy,

there will still be 10 misstrokes for every 10,000 steno strokes.

People often focus on those 10 misstrokes rather than the 9,990

strokes that are correct.

To do a little comparison with something that most of us are familiar

with, imagine if you were typing on a computer keyboard and you were

typing 10,000 keystrokes without taking a break.  If you only had 10

incorrect keystrokes, you would probably be very happy with your

accuracy.

Of course, there are some captioners and captioning programs out

there that may not be doing a good job, and consumers of captioning

should voice their concerns to help to improve the quality. If there

is a mistake in every sentence or if one in every 10 or 20 words is

wrong, let the people in charge know that the captioning is not good

enough. Sometimes the people in charge have no idea what good

captioning is.

A PET PEEVE OF BEING DEAF

You have a problem with something and you walk to the

customer service booth. You tell the representative that

you are deaf; he suddenly turns on his voice volume to

very loud levels. Very embarrassing!

Cued Speech, late-deafened, hearing aid user, CI user,

News of the Week – Looking Back 10 Years Ago:

Not too many of us knew who Dennis Flanagan was.

But some of us read Scientific American magazine.

Dennis, who passed away earlier in the week

at the age of 85, was deaf.

He served as the editor of Scientific

American, making it his lifetime profession.

Dennis was praised for his work in helping

the magazine raise its circulation from 40,000 to

600,000 subscribers.

News of the Week – Looking Back 5 Years Ago:

A while ago the District of Columbia police department

was thinking of disbanding its special units to deal

with special communities. One of the units slated for

closing was the Deaf and Hard of Hearing Liaison Unit.

It was announced that these special units will

continue as is – much to the relief of deaf and

hard of hearing residents of Washington, DC.

PRIMARY FUNCTION

Manages all aspects of Southwest Community Services. (SCS) Community

Outreach Program for the Deaf (COPD) – New Mexico to include budget

development, staff management, policy development, contract/license

compliance, grant/contract proposal development and property/lease

management. Position assures a local presence for the interpreting program

in New Mexico through working with the interpreting community, Deaf

community and funding partners to ensure continual quality services to the

local community. Assists SCS. Executive Director with organizational

structure development, strategic planning, fiscal operations and

fundraising activities. Works with the Operations Director to assure local

interpreting needs and structure are met. Position may from time to time

be stressful and require a high demand of performance. May perform other

duties as assigned.

ESSENTIAL FUNCTIONS

. Assists in formulating administrative and operational policies needed

for agency and SCS

. Oversees the daily operation of the agency, contracts and collections

processes; quality of services and billing processes

. Develops and refines organizational structure for service delivery

. Assists in the selection of training and supervision of staff, interns

and volunteers

. Develops yearly budget, oversees revenue/expenditures, and tracks

billing processes

. Assists in the preparation of fiscal and programmatic reports, as needed

an Agency Advisory Board

. Works with the interpreting community to assure quality programming and

best practices

. Works as a team with the SCS Super Center to assure quality interpreting

in New Mexico

. Works throughout the state to determine issues and concerns affecting

Deaf persons and persons with a hearing loss in the areas of interpreting,

independent living, vocational services, Deaf-Blind and other hearing loss

populations and services

. Works as part of the SCS Executive Director’s team to assure that local

New Mexico issues and concerns are reviewed

. Works with the Operations Director to assure continual quality

interpreting and that operations are effective.

. Provides information for continual growth of interpreting services

. Conducts monthly Board meetings

. Facilitates community involvement and sets a responsive tone with staff,

the community, and Board members

. Works as a team in development of reports that determine continual

adherence to productivity measurement and monthly fill rates and works

with the team to develop procedures to accomplish stated recommendations

. Consults with agencies regarding professional and ethical conduct of

contract interpreters

. Evaluates interpreter services and develops recommendations of changes

based on community needs and service operation; shares information with

the Executive Director and Director of Operations for future planning.

. Provides information to the Agency Advisory Board regarding all aspects

of COPD-NM services

. Assists in policy and program development

. Assures that staff are aware, trained and knowledgeable of CCS and SCS

policies

. Assists in the preparation of grants and contract proposals

. Develops and performs staff, program and agency evaluations

. Plans project and grant activities to assure that goals and objectives

are met in a systematic and timely fashion

. Manages contracts and grants related to Vocational Rehabilitation,

private foundations and other governmental entities

. Develops and prepares required contract monitoring reports for all

agency programs

. Works with the community to provide education on deafness and to develop

private funding sources

. Acts as a liaison to other community agencies

. Communicates all contractual, staff and funding issues with Executive

Director

. Works with New Mexico Community leaders at the Commission, Governor’s

Council, Vocational Rehabilitation and other stakeholders to assure

continued development of programs to address the needs of consumers with a

The National Technical Institute of the Deaf at Rochester Institute

of Technology invites applications for a tenure-track appointment at

the Assistant Professor rank in Criminal Justice to start August

2015. Responsibilities include teaching introductory courses in the

Criminal Justice major, as well as relevant interdisciplinary courses

in the General Education core as needed.

Liberal Studies, the college of NTID, and RIT through research and

through mentoring of pre baccalaureate and baccalaureate Deaf and

cultural studies, structure of American Sign Language and social
