Dedication:

DeafDigest dedicates this edition to Sandra Frankel-Fontana,

who departed us. As a young woman she was one of these

pioneering NTID students when this school opened for

business in late sixties. She has been a long time

ASL instructor in Maryland before moving to Riverside, CA

DeafDigsest dedicates this edition to Linda Raymond.

A Gallaudet graduate, she was a long time administrator

of deaf programs in the state of Nevada.

They, however, are very aware of the hearing

aid device.

After so many years, West Virginia legislators have

agreed to fund the renovation of facilities

at West Virginia Schools for the Deaf and Blind.

Buildings were practically run down for years.

Pete Seiler, Linsay Darnall and Jonathan Scherling

spoke at the State Board on behalf of the deaf in

Nebraska pushing for tighened interpreting

standards. Three organizations – Nebraska

Commission for the Deaf and Hard of Hearing,

HLAA and Hands and Voices worked together

to make these testimonies possible.

A deaf thief in Trinidad & Tobago was arrested.

Because he did not know sign language, it

was impossible for the court to provide him with

an interpreter. The only person who could communicate

with him with home-made signs was a family member.

The family member could not be located, and so,

the judge had no choice except to let him go on bail!

GESTURES ARE IMPORTANT

Many hearing people do not gesture when they talk. Lack of

gestures often hurt the deaf when they try to communicate

with the hearing.

Gestures important? Well, Jerome Bettis is a famous ex-pro

football player. When he retired, the TV people realized he

was a great speaker – smooth voice and good comments. He

had one problem – he never gestured!

Jerome had to practice for a long time to use gestures when

speaking on TV.

Gestures is not ASL – but it helps a little bit with the

deaf.

What should we do if we have a complaint about closed captioning?

Here is information from the FCC’s Web site about what steps we

should take.

For captioning problems during non-emergency programming, you may

file a written complaint with either the FCC or your video

programming distributor (i.e., your cable or satellite TV service, or

the TV station if you do not pay for cable, satellite, or another

subscription video service). If you file your complaint with the FCC,

the FCC will forward the complaint to your video programming

distributor.

The FCC rules establish specific time limits for filing closed

captioning complaints. Your written complaint must be filed within 60

days of the captioning problem. After receiving a complaint, either

directly from you or from the FCC, the video programming distributor

will have 30 days to respond to the complaint. If you filed your

complaint with your video programming distributor and they do not

respond within 30 days, or if a dispute remains, you can send your

complaint to the FCC.

News of the Week – Looking Back 10 Years Ago:

Years ago, during World War I and World War II years

a beehive of deaf employment activity was the tire

factories of Akron, especially Goodyear Tire and

Rubber Company.

An era has come to an end. The last deaf employee

retired after 40 years of employment. This honor of

being the last one belongs to Jim Bittner, whom

basketball fans would immediately recognize. Jim, 6-6

tall, turned down collegiate basketball offers to play

ball at Gallaudet, and he was notorious for his wicked

elbows, keeping opposing defenders out of the way.

Jim never played football. But had he joined the

Goodyear plant in the early 1920’s he would have

been pressed into service as a member of the

mighty Goodyear Silents championship semi-pro

football teams.

There was a story in a newspaper that Andrew Wong and

his research team claimed that ASL users speak as fast

Deaf Apocalypse of the Week:

Gallaudet University is 100 acres big. RIT,

where NTID is located, is 1300 acres big.

At Gallaudet it is possible for a deaf student

to know who the other student is even if they

do not belong to the same clique.

At NTID, it is often possible for a deaf student

not to know who the other deaf student is because

the campus is huge.

Manages all aspects of Southwest Community Services. (SCS) Community

Outreach Program for the Deaf (COPD) – New Mexico to include budget

development, staff management, policy development, contract/license

compliance, grant/contract proposal development and property/lease

management. Position assures a local presence for the interpreting program

in New Mexico through working with the interpreting community, Deaf

community and funding partners to ensure continual quality services to the

local community. Assists SCS. Executive Director with organizational

structure development, strategic planning, fiscal operations and

fundraising activities. Works with the Operations Director to assure local

interpreting needs and structure are met. Position may from time to time

be stressful and require a high demand of performance. May perform other

duties as assigned.

ESSENTIAL FUNCTIONS

. Assists in formulating administrative and operational policies needed

for agency and SCS

. Oversees the daily operation of the agency, contracts and collections

processes; quality of services and billing processes

. Develops and refines organizational structure for service delivery

. Assists in the selection of training and supervision of staff, interns

and volunteers

. Develops yearly budget, oversees revenue/expenditures, and tracks

billing processes

. Assists in the preparation of fiscal and programmatic reports, as needed

Deaf persons and persons with a hearing loss in the areas of interpreting,

independent living, vocational services, Deaf-Blind and other hearing loss

populations and services

. Works as part of the SCS Executive Director’s team to assure that local

New Mexico issues and concerns are reviewed

. Works with the Operations Director to assure continual quality

interpreting and that operations are effective.

. Provides information for continual growth of interpreting services

. Conducts monthly Board meetings

. Facilitates community involvement and sets a responsive tone with staff,

the community, and Board members

. Works as a team in development of reports that determine continual

adherence to productivity measurement and monthly fill rates and works

with the team to develop procedures to accomplish stated recommendations

. Consults with agencies regarding professional and ethical conduct of

contract interpreters

. Evaluates interpreter services and develops recommendations of changes

based on community needs and service operation; shares information with

the Executive Director and Director of Operations for future planning.

. Provides information to the Agency Advisory Board regarding all aspects

of COPD-NM services

. Assists in policy and program development

. Assures that staff are aware, trained and knowledgeable of CCS and SCS

policies

. Assists in the preparation of grants and contract proposals

. Develops and performs staff, program and agency evaluations

. Plans project and grant activities to assure that goals and objectives

are met in a systematic and timely fashion

. Manages contracts and grants related to Vocational Rehabilitation,

private foundations and other governmental entities

. Develops and prepares required contract monitoring reports for all

agency programs

. Works with the community to provide education on deafness and to develop

private funding sources

. Acts as a liaison to other community agencies

. Communicates all contractual, staff and funding issues with Executive

Director

. Works with New Mexico Community leaders at the Commission, Governor’s

Council, Vocational Rehabilitation and other stakeholders to assure

continued development of programs to address the needs of consumers with a

hearing loss

. Ensures that all programs, services and staff actions adhere to contract

requirements, licensing and accreditation standards, and CCS Personnel

. Develops methods of assessing staffing patterns needed, productivity and

the quality of services provided

. Responsible for recruiting, hiring, training, evaluating, providing

The National Technical Institute of the Deaf at Rochester Institute

the Assistant Professor rank in Criminal Justice to start August

2015. Responsibilities include teaching introductory courses in the

Criminal Justice major, as well as relevant interdisciplinary courses

in the General Education core as needed.
