SMALL TOWN DEAF JOB SEEKERS
Years ago when times were great, it was not hard for
deaf people to find jobs, even in small towns.
A deaf service agency in the small town would refer deaf
clients to hearing agency that finds jobs for them.
Not any more. Both agencies have constantly been referring
deaf clients to each other, hoping the “other” agency will
find jobs for them.
Times have changed and this is sad.

Western Oregon University’s Rehabilitation Counselor Education program prepares Master’s level counselors to work with Deaf and hard of hearing clients. The need for qualified rehabilitation counselors is at an all time high. Graduates from this program find employment in such professional areas as state vocational rehabilitation, community mental health, and other partnering agencies. The nationwide employment rate for recent graduates is 96 . 100% within six months of graduation.
A Bachelor’s (B.S. or B.A.) degree is required to apply, as well as proficiency in American Sign Language (ASL).
Individuals who are Deaf, hard of hearing, deaf blind, or members of traditionally underrepresented groups are strongly encouraged to apply.

DEAFNESS AS A PHYSICAL CHALLENGE?
Is deafness considered to be physically challenged?
No, but according to a newspaper story in Kashmir,
it is!
It was about a local deaf cricket player being
called up to play for the national deaf cricket
team to play some games against the national deaf
team of India.
This story said the deaf player is physically
challenged! Cricket is a sport just like baseball;
physically challenged individuals do not play
a normal game of baseball or of cricket. Adaptive
baseball and adaptive cricket, yes, but not normal
baseball and cricket.
This writer does not know what he is writing about.

COMMENTS FROM A CART OPERATOR – continuing series
National Court Reporting and Captioning Week will be celebrated
February 16-22, 2014. This awareness week is a nationwide effort to
recognize the contributions of stenographic court reporters and
captioners to society and to showcase the career opportunities that
exist in the court reporting and captioning fields.
This week will be filled with promotional events and marketing
nationwide, including a grassroots social media campaign,
presentations at high schools across the country about court
reporting and captioning career opportunities, and community
demonstrations such as producing transcripts of veterans’ oral
histories.
Captioning is a growing profession with many wonderful people who
provide captioning for daily television broadcasts. Not many people
realize that it’s a profession, let alone how it is facilitated.
Captioners and CART providers do wonderful work to help better the
lives of millions of Americans who are deaf and hard of hearing by
providing captioning in real time for live sporting and theater
events, church services, movie houses, classrooms, and many other
venues.

A PET PEEVE OF BEING DEAF
at a bar with a deaf friend that you converse in ASL,
the bartender gives you a drink you have not ordered,
thinking that you ordered it because of a sign he
misunderstood!

for better prison jobs, filed a lawsuit, asking for $600,000
in damages. He won, but the damages were reduced to $150,00.

Did you know that -
Diana Orlando, who was deaf, but did not mingle
with the deaf, was a corporate executive with the
Regan Communications Group, responsible for the
company finances. This company was based in Salem, MA. Reason for her success was her ability to
mingle with the hearing, despite her hearing loss.
She passed away early in 2014.

News of the Week – Looking Back 10 Years Ago:
A raucous FCC hearing took place recently in San Antonio,
Texas.
Yes, sign language interpreters were everywhere. Plus
open captions were shown at the site of the hearing.
Did these captions appear on the citywide cablecast
by Time Warner Cable?
No. And DEAFDIGEST thought FCC chief Michael Powell was our
friend as far as captions are concerned.
How disappointing!

News of the Week – Looking Back 5 Years Ago:
Is a punishment actually a non-punishment in the
case of Air Canada that refused to accept a
deaf-blind passenger unless he was accompanied by
a fully sighted fellow passenger?
The Air Canada was ordered to pay $10,000
in damages. But Air Canada was not required to
admit future deaf-blind passengers.
Contradictory? Yes, hence this non-punishment!

The University of New Mexico Department of Linguistics seeks applications for a full-time Lecturer II position in the Signed Language Interpreting Program to begin August 2014. Responsibilities will include teaching undergraduate courses in American Sign Language (ASL) and signed language studies, and service.
The UNM Bachelor of Science degree in Signed Language Interpreting has been meeting the needs of the deaf citizens of New Mexico, the region, and indeed the country since 1983, having trained and graduated more than 300 professional interpreters in that period. The program is a part of the Department of Linguistics. The Department of Linguistics specializes in cognitive-functional approaches to the study of language, including corpus and empirically-based studies, cross-linguistic research, and typology. In addition to the linguistic study of signed languages, we have special strength in Native American linguistics and language revitalization, and Spanish linguistics.
Minimum Qualifications: - Master’s Degree in ASL, deaf studies, linguistics, or related field
Preferred Qualifications: - A strong record of teaching ASL or related studies in a university or college setting
- Ability to teach courses in the interpreter education program
- Ability to work effectively with students and colleagues
- Bicultural; ability to interact comfortably in Deaf and hearing communities
- Native or near-native ASL competence
- Ability to assume administrative and to mentor lecturers and part-time instructors as needed
- ASLTA and/or RID certification
- Experience with instructional media (video, digital media, computer technology for signed language learning)

Assistant Professor; Signed Language Interpreting Program

Position Summary:
The Department of Linguistics seeks applicants for an appointment as Assistant Professor of Linguistics, Signed Language Interpreting Program, at the University of New Mexico (UNM). This is a probationary appointment leading to a tenure decision. The position is contingent upon final budgetary approval.
Appointment will begin in August 2014. The Ph.D. must be in hand by time of application. Responsibilities will include teaching in the areas of specialization and service. Competitive salary. The Department of Linguistics at UNM specializes in cognitive-functional approaches to the study of language, including corpus and empirically-based studies, cross-linguistic research, and typology. The Signed Language Interpreting Program offers a B.S. Degree in Signed Language Interpreting. The mission of the Signed Language Interpreting Program is to prepare entry level interpreters and transliterators with a thorough understanding of the practice and ethics of the interpreting profession within a liberal arts environment. We emphasize cultural awareness, foster intellectual growth, and encourage academic excellence. In keeping with the mission of the Department of Linguistics, the program recognizes and values linguistic diversity. Instilling respect for the language and communication preferences of all deaf and hard of hearing people is an essential value of our program.

Minimum Qualifications:
Ph.D. in hand by time of application. Specialization in interpreting.
Preferred Qualifications:
(a) Commitment to and experience in teaching interpreting courses, including theory and skills courses; (b) documented experience supervising interpreters and/or student interpreters; (c) evidence of an active research program; (d) NAD-RID and/or ASLTA certification; (e) minimum of 3 years of experience as a working interpreter.

DCARA has an opening for the position of Interpreter/Employment
Specialist. This position is based at the Employment Development
Department branch in Concord and reports to the Director of
Employment Services. The Interpreter/Employment Specialist will
provide services including interpretation for employment services staff,
office support, and telephone and document assistance to clients on a walk-in
and/or appointment basis.
RESPONSIBILITIES
- Develop employer contacts to increase the number of deaf and hard of
hearing persons employed
- Maintain a cooperative relationship with the business community and
employers
- Provide employer education on employability of deaf/hard-of-hearing
workers, and deaf awareness and
technical assistance workshops
- Advocate for employability and communication access for clients
- Arrange job interviews and interpreter client’s job interviews and
orientation
- Provide job retention assistance and follow-up services as needed
- Provide document assistance services for staff and clients as needed
- Assist in the recruitment of potential clients, determine eligibility of
clients, enroll and orient them to services
- Compile statistical information and maintain files/case notes on clients
- Provide support to the agency and community and other duties as assigned
by Director of Employment Services
QUALIFICATIONS:
- Fluent in American Sign Language, Candidate without a certificate may be
hired, provided that he/she obtains
certification within six/6 month of employment
- BA preferred
- Strong background knowledge in the field of deafness and Deaf Culture
- Ability to use computer and word processing software; knowledge of MS
office (Word, Excel, power point, and
Outlook) preferred
- Able to travel to appointments within the work week

Position summary: This full-time position is responsible for coordinating and implementing outreach activities designed to promote Captioned Telephone Service (CapTel®) for Tennessee Relay Service. Individual will be required to travel within the state of Tennessee as well as outside the state as needed, while residing in Tennessee.
Preferred Education, Experience and Skills:
- Bachelor’s degree and two or more years of experience in the design and implementation of public outreach, public relations or related marketing experience are required. - Experience in the telecommunication field, Traditional Relay Service or Captioned Telephone Service is a strong plus.

This position is located in the Commission of Deaf, DeafBlind and Hard of Hearing for Minnesotans. This position exists to advance the education collaborative for children who are deaf and hard of hearing. The incumbent will provide leadership and advocacy for a statewide education plan for students who are deaf, deafblind and hard of hearing by engaging diverse cross agency, cross-sector stakeholders, including parents and disability advocates, teachers, schools and administrators to improve outcomes.

Responsibilities Include:
- Planning, developing, implementing and evaluating statewide educational collaborative plan with Steering Committee and Stakeholders and ensures that activities and goals align with and support the Commission’s strategic plan.
- Identifying and making available appropriate human, fiscal and material resources so that institutions, parents, students and school districts and other educators will have available to them to implement the Collaborative Plan. - Creating an environment that encourages and facilitates input from all stakeholders by developing a communications plan and communicates education activities to the general public, stakeholders and policy makers.
Required Qualifications:
- Bachelor’s degree in a related field.
- A teacher of the Deaf and Hard of Hearing with a current or past license.
- 3 years of related advanced-professional experience.
- Proficiency in ASL at an intermediate or Level 3 in the SLIPI.
Work experience must demonstrate the following:
- Knowledge of theory and practices for developing and conducting educational programs for children who are Deaf, Hard of Hearing, deafblind or who have multiple disabilities.
- Knowledge of advocacy and support systems for parents in education settings. - Knowledge of the Individuals with Disabilities Education Act Part C, Part B.
- Knowledge of educational trends, issues and developments occurring at the pre-school, elementary, secondary, post-secondary levels sufficient to be able to appraise and incorporate potentially effective solutions into state wide programs.
- Knowledge of the structure of Minnesota’s educational, public health, vocational rehabilitation services, human services and services for the blind system sufficient to provide solutions to policy and operational questions. - Knowledge of public/private organizations that provide services to children who are deaf and hard of hearing.
- Knowledge of state and federal resources and agencies that provide services to children with disabilities.
- Knowledge and respect for parent concerns, concerns of the deaf, hard of hearing and deafblind community and the goals of organizations that advocate for children.
- Knowledge of educational theory, administrative fundamentals, Minnesota’s educational structure, and state and federal legislation governing specific programs sufficient to resolve issues that require constructive thinking and to identify and recommend alternatives that meet program and legislative intent. - Experience with large and small group facilitation and conflict management.
Preferred Qualifications:
- Master’s degree in Child Development, Early Childhood Education, Public Policy or a related field.
- Knowledge of Early Hearing Detection and Intervention systems in Minnesota and goals set by the Joint Commission on Infant Hearing.
- Ability to write grant proposals.
- Knowledge of content management systems and ability to generate and post content on state website.
