Dedication
DeafDigest dedicates this edition to Eugene Hairston
that departed us. A reprint is below:
Eugene Hairston, who is deaf, passed away recently. There
was confusion as some thought it was Ernest Hairston, another
deaf person, that passed away. Both Hairstons are not
related to each other. Eugene, in the days when pro boxing
was a big time sport, was one of the world’s best boxers.
He faced and defeated some of the champion boxers. Suddenly,
at the age of 21, he retired. A bad gash above his eyebrow
would not heal properly and he was advised to stop boxing
or he could go blind. Hairston’s contribution to boxing,
however, was huge. Because of his deafness, opposing boxers
would continue to punch him after the bell has rung. Because
of this unfairness, red lights were installed at corners
to tell boxers that the round has ended!

Vermont Interpreter Referral Service is saved
despite the closing of the Vermont Center for
the Deaf and Hard of Hearing. The Vermont Center
for Independent Living has taken over the
operations.
The Malaysian Federation of the Deaf has asked
the government to punish those that discriminate
against the deaf!
The deaf business incubation center was established
in Derby, in Great Britain, in 2009 – in hopes of
encouraging the deaf to set up businesses for
themselves. Five years later, this idea has flopped.
As a result, the center operators are now focusing
on hearing would-be entrepreneurs.
The Congress is thinking of a new law that would
give the deaf a tax-free savings account. It would
be called ABLE (Achieving a Better Life Experience)
Gallaudet has signed an agreement with Central Piedmont
Community College to help train more new interpreters.

RIT Sponsors Math Competition for Middle School Students
Who Are Deaf or Hard of Hearing
Rochester Institute of Technology’s Math Competition for Middle School
Students who are Deaf or Hard of Hearing welcomes 6th, 7th and 8th graders
to RIT in Rochester, New York, for a weekend of math competition and fun
April 10 – 12, 2015.
Now in its 8th year, this annual math competition for middle school
students makes math fun and engaging. Participants solve a variety of math
problems within designated time periods. Trophies and cash prizes go to
the winners in several categories. And there also is time to socialize and
make new friends. The first 25 schools that submit completed registration
forms and payment, or payment authorizations, will be accepted to
participate in the competition. Registration will be closed when the 25
school limit is reached. The final registration deadline is December 15,
2014.

that involves a deaf actor.
And sometimes hiring the consultant is a waste of time
and waste of money.

WHAT DO INTERPRETERS HATE?
being shouted at during a church event like this –
“I don’t speak sign language; I think you are doing
a marvelous job.” This shout forced the interpreter
to respond “thank you” in a whisper
COMMENTS FROM A CART OPERATOR – continuing series
“There are television news programs where some of the people speaking
are from foreign countries (Afghanistan, Iran, Libya, Pakistan,
Syria, etc.). English is not the language of these countries;
however, the captioning is in English. How is the captioner doing
that?”
If a person does not hear the sound of a newscast, what he or she may
not realize is that there may be times when the video shown on the
screen does not match the sound that is being heard. In this case, an
interpreter’s voice may actually be heard even though the video
depicts a leader from a different country who may be speaking.
In other instances, the people at the television station may show a
clip of a news event where a person is speaking; yet the voice that
is heard is that of the television anchor or reporter.
For television programs that are captioned in advance, one of the
ways that some captioning companies indicate that a person is
speaking who is off screen is by putting the text in italics.
However, it would not be possible to do that when a program is being
captioned “live” or in realtime. A realtime captioner will usually
write everything that is being said without indicating that the voice
is coming from someone who cannot be seen.

Curling is a popular winter sport in Canada; it is slowly
catching on in the rest of the world.
Croatia is one of the competing teams at the European
Curling championships (hearing).
What is the big deal is that all of the participants on the
Croatian national curling team is deaf! The deaf team defeated
all hearing teams on Croatia for the rights to represent the
nation at the world championships!
It is the first time that an all-deaf team is representing
its own nation at a world championship athletic event!

the general public. Provides independent living skills training for

including those with multiple disabilities.
Creates and maintains service records of activities and participants.
Prepares reports and statistics. Mentors other team interpreters, as
required. Provides back-up assistance in scheduling/coordinating
interpreter services and other office duties, as required.
Interpreters holding Level III, IV or V certification or equivalent may
provide interpreting services in legal (not court) situations, which may
include meetings with Attorneys.
MINIMUM REQUIREMENTS:
Bachelor’s degree in Deaf Education, Interpreting, Linguistics,
Communications, Liberal Arts, Social or Behavioral Sciences or a directly
related field AND three (3) years interpreting services experience in a
variety of community, health, governmental and social situations,
including medical, one-on-one, and small groups.
Licenses, Registrations, Certifications, or Special Requirements:
Must be certified by the Board of Evaluation of Interpreters of the Texas

Detailed Job Description
Please note-this is Temporary Position
Teach three or four courses per semester in the broad areas of Deaf
cultural studies, structure of American Sign Language and social
sciences. Participate in Institute service as time permits.
We are seeking an individual who has the ability and interest in

Our Agency Director will manage all aspects of COPD . New Mexico to
include budget development, staff management, contract/license compliance,
grant/contract proposal development and property/lease management. This
individual will ensure continual quality services to the local community
by working with the interpreting community, Deaf community and funding
partners.
This is a mission oriented position; the individual will have a clear
sense of personal direction and the mission of our corporation and COPD.
We require significant professional/technical experience, a command of
budgeting and contract management, a Master’s in Rehabilitation,
Psychology, Business, Public Administration, Social Science, Social Work
or Education. You should have five years progressive experience supervising
and managing a community service program plus fluency in American Sign Language.
Salary is $40,560 – $62,878 depending on experience and educational
background plus excellent benefits.

Vocational Program Director I
COPD Albuquerque

PRIMARY FUNCTION Oversees consumers into the main COPD-NM service program
performing intakes and triaging person to appropriate individuals.
Develops employment options and coordinates job placement efforts by improving the
employment outcomes for Deaf and Hard of Hearing persons and persons with
disabilities. Coordinates with employers, Vocational Rehabilitation,
Workforce Investment Act (WIA), and training delivery systems. Maintains
contractual relationship with funding source, maintains unit records of
consumer contacts to include unit counts, attendance sheets, SOAP notes
and daily checklists while ensuring that all contractual documentation in
client files is complete. Supervise and independently evaluate employees.
Position may from time to time be stressful and require a high demand of
performance. May perform other duties as assigned.
ESSENTIAL FUNCTIONS
– Oversees consumers into the main COPD-NM service program performing
intakes and triaging person to appropriate individuals
– Works with team of COPD-NM staff to review intake information and to
coordinate services
– Develops consumer plans and coordinates consumer activities through
the Agency system
– Reviews referrals and provides intake and initial assessment for
program eligibility; completes all required program paper work
– Provides assessments addressing training needs, support needs and
environmental adaptation needs of the work site
– Develops relationships with community employers to provide a network
of training and job placement opportunities for the Deaf and Hard of
Hearing and persons with disabilities
– Performs vocational counseling, job development, and job coaching –
Collaborates and coordinates with Vocational Rehabilitation, WIA, Welfare
to Work, youth opportunity programs, dislocated worker programs, school
systems, employers, consumer based organizations, training delivery
systems and community vocational rehabilitation programs to increase access to
training and job opportunities
– Assures that staff are aware, trained and knowledgeable of CCS and
SCS policies
– Management and oversight of contracts and grants related to
Vocational Rehabilitation, private foundations and other governmental
entities
– Develops and prepares required contract monitoring reports for all
agency programs and Acts as a liaison to other community agencies
– Ensures that all programs, services and staff actions adhere to
contract requirements, licensing and accreditation standards, and CCS
Personnel Policies and Procedures
– Supports Agency growth through the development of enclave options
and NISH contracts
– Supports the Agency’s use of best practices
– Consults with staff supervisor, as needed, to assure the
competencies of the strategies with staff and the use and integration of
techniques with consumers in the program
– Meets with employers and supports the development of training and
employment options for consumers
– Enters data on consumer demographics, caseload size, and performance
measures and develops reports, as requested
– Maintains communication with referral sources
– Works with schools and the County to set up classes for Deaf youth
and adults in the areas of cognitive therapy and employment retention
skills
– Develops job options and markets potential job openings to include
development of OJT contracts; monitors the expenditures of all OJT
contracts
– Writes monthly progress reports, as required
– Maintains an up-to-date employer contract record
– Maintains unit records of consumer contacts to include unit counts,
attendance sheets, SOAP notes and daily checklists
– Ensures all contractual documentation in client file is complete
– Provides follow-up services to ensure client and employer
satisfaction
– Coordinates vocational information workshops for Deaf and Hard of
Hearing consumers and employers
– Represents agency on planning committees as determined by supervisor
– Review staff monthly reports for submittal to state entity
– Reviews all job placements and works with staff and employers on
coaching needs
– Supervise and independently evaluate employees
– May drive agency or personal vehicle on company business

MINIMUM QUALIFICATIONS
– Bachelor’s in Sociology, Rehabilitation, Counseling or related field
– 5 years of experience serving as a Vocational Counselor
– 2 years of experience working directly with Deaf individuals
– Fluent in American Sign Language skills
– 1 year of supervisory experience
– Knowledge of the Vocational Rehabilitation system
– Pass drug screening
– Pass FBI Background Check
– Valid New Mexico Driver License, proof of insurance and New Mexico
Motor Vehicle Division Motor Vehicle Report
DESIRED QUALIFICATIONS

Detailed Job Description
We are seeking an individual who will contribute to a community
committed to student centeredness; scholarship; integrity and ethics;

This faculty member will:
– Provide tutoring support for deaf and hard-of-hearing students
enrolled in Engineering or Engineering Technology courses in the
College of Applied Science and Technology and the College of
Engineering.
– Provide direct instruction at the introductory level in our Applied
Mechanical Technology associate degree program
– Develop curriculum for existing programs and/or potential new
programs.
– Perform research and publish results in peer-reviewed journals in
scholarship of teaching and learning, or engineering-related
journals.
– Promote partnerships with industry and other academic settings.
– Work with the NTID Center of Employment to assist students in
finding cooperative work experiences.
– Mentor and advise students.
– Fulfill other faculty expectations including those related to
service necessary for tenure and promotion in rank
Required Minimum Qualifications
Ability to contribute in meaningful ways to the college’s continuing
commitment to cultural diversity, pluralism, and individual
differences.
-Doctorate in Engineering or Engineering Technology with a strong
background in mechanical, industrial or civil engineering. A
candidate who holds a doctorate in a different field but who holds a
master’s degree in Engineering or Engineering Technology will be
