DeafDigest dedicates this edition to Barbara McDevitt,

Tucson, AZ, a Coda, who served as an interpreter and as

case manager at Catholic Outreach Programs for the Deaf

for many years. She was well known in the Deaf Community

because of her services.

Top stories about the deaf:

A first in Japan is a Sign Language TV channel, being

aired in Tottori. Not sure if it is a 24/7 channel

focused on deaf-related issues and topics.

Governor Umaru Al-Makura, of Nasarawa State in Nigeria,

has ordered the state civil service to give extra

attention to the deaf and the disabled during their

search for state employment.

Many deaf people try to go into business for themselves

for one simple reason – no one would hire them, very

especially true in Kenya. A deaf man operates his own

carpentry business in Nairoba. People are saying he is

doing very well.

The deaf and the disabled groups of Malaysia are upset.

The government appointed Bathmavathi Krishnan to

oversee the needs of the deaf and the disabled. The groups

were upset because they were never consulted for feedback

prior to the appointment.

Who pays – is the big issue in Japan among telephone users!

After the bad earthquake in 2011, the Nippon Foundation

donated funds for a VRI service as an experiment. This

experiment is coming to an end. This service was popular

among the deaf of Japan – but who is paying for it?

WON’T TELL DEAF DAUGHTER SHE HAS A DEAF COUSIN

Many years ago DeafDigest editor, as a young

man, was at a deaf party. He was chatting with

a young deaf woman, and asked her about her

deaf cousin.

The deaf woman was shocked, not aware she had

a deaf cousin.

She was angry about it and confronted her mother,

asking her why no one told her about a deaf cousin.

The mother was vague and would not explain.

Why? Good question!

A MYSTERY AMONG PARENTS OF THE DEAF

Many hearing parents have two or more deaf

children in their families.

Some parents will send their first born deaf

child to a mainstreamed program but send their

second born deaf child to a deaf school.

THESE AUTOMATIC ALERTS

Many of us are not aware that Wireless Emergency Alerts are automatic, sent to cell phones.

These are AMBER alerts and weather emergency updates. It

is different from messages sent by local governments and by

local agencies.

OUR SHINKING NUMBER OF DEAF THEATERS

We used to have many Deaf Theaters. Most were amateur, but there

were a number of professional deaf theaters.

Times have changed. Most of the amateur theaters have closed

up. And the number of professional deaf theaters have gotten

smaller.

One surviving theater is Deafinitely Theatre in London.

It was written up in a newspaper story.

COMMENTS FROM A CART OPERATOR – continuing series

Realtime captioners, CART providers, and court reporters use the same

basic skills to do their jobs.  Even though you may know that they

all use the steno machine to perform their functions, what you may

not realize is that they may be performing more than one of these

jobs at the present time.

You may think a person is only a court reporter, a CART provider, or

a captioner.  However, the fact is that a court reporter may go to

court and act as a court reporter at a trial during the day, and that

same person may go home that night and put on his or her headphones

and be the one who captions your 11 o’clock local news.  The CART

provider in a college class this morning may be the court reporter in

a deposition being taken at a law firm this afternoon.

Although many captioners, CART providers, and court reporters

specialize in a single area, there are some who work in combinations

or even all of these professions.

you live in Ohio and ignore a speech by an orator

on Decoration Day. This very old law incurs a fine

of $25.00. Does not matter if the speech is not

interpreted, the deaf person has to be there!

Sam Edwards, a 1965 Gallaudet graduate, was a professional

dancer; he participated in many dance concerts; highlight

of his dancing career was an appearance on national TV

with his dance troupe. He passed away some years back.

News of the Week – Looking Back 10 Years Ago:

Here is an accomplishment from China, but with a double edged

sword. CCTV, China’s leading TV network, has announced its list

of nominees to receive its “People that have inspired China”

honor.

One of the nominees is professional dancer, Tai Lihua, who

is deaf.

It is great that deaf dancer Lihua is being recognized but

it is not great that she is being noted as deaf-mute as written

up in the Chinese newspapers.

DeafDigest does not care of it is the accepted custom in the

Third World to call all deaf people as deaf-mutes. Calling all of

us deaf-mutes is wrong.

News of the Week – Looking Back 5 Years Ago:

States, because of bad economy, are cutting back on their

expenditures. And it impacts on many universities that rely

on state funds.

Washington State University is no exception. Planned cuts

may eliminate positions in the deaf teacher training program.

Possibly other universities are suffering the same fate,

as far as Deaf Education Programs are concerned but are

not saying anything, at least publicly.

Deaf Apocalypse of the Week:

If Australia is the Cochlear Implant capitol of the world, then

Denmark, with just 6 million people, is the Hearing Aid capitol

of the world. Approximately half of the world’s hearing aids

were built in Denmark.

The Department of Business invites applications for a tenure-track faculty position in its undergraduate business administration program.

Responsibilities:

Teach undergraduate business administration core courses, with an emphasis on accounting, (especially Financial Accounting, Non-profit Accounting, and Auditing) and quantitative business courses. Serve as advisor and mentor to undergraduate business majors. Conduct research, individually and/or collaboratively with other members of the academic community. Fulfill program, department and university service assignments. Perform other duties as assigned by the chairperson of the Department of Business.

Salary and Rank: Instructor or Assistant Professor Position. Rank and salary are commensurate with experience and qualifications. Appointment will be for the regular nine-month academic year.

salary of $76,368 annually

Qualifications: Master’s Degree from an accredited college or university in education of deaf and hard of hearing, special education, school administration and supervision, or a related field; Three years successful experience as an administrator of programs for students who are deaf or hard of hearing and/or school administration and supervision; Missouri certification in school administration or special education administration.

Prerequisites: Knowledge of effective teaching and learning practices; Knowledge of the development, abilities and unique psychology of students who are deaf or hard of hearing; Knowledge of Missouri’s Learning Standards and Educator Standards; Knowledge of organization and administration in the area of special education; Knowledge of and ability to effectively implement collaborative data teams focused on using formative assessments to guide the use of effective teaching and learning practices; Ability to organize and analyze data as part of a focused strategic planning and implementation process; Ability to organize, supervise, and coordinate the activities of a professional staff; Ability to communicate effectively in writing, American Sign Language-ASL (at the advanced or higher level) and a variety of other modes; Ability to work under supervision as well as to assume leadership responsibilities; Ability to apply effective fiscal and human resource policies and practices.

Examples of Work Performed:

Supervises and provides leadership to MSD staff in the design, development, execution and evaluation of a systemic plan to educate students and accelerate improvement of student outcomes, meet residential responsibilities, and improve outreach outcomes for deaf or hard of hearing students and their families; Administers a program for staff development and educator evaluation consistent with state standards and requirements and aligned to the systemic plan; Recruits and recommends all personnel for employment to the State Board of Education; Coordinates development of the annual operating budget with the Division of Financial and Administrative Services and the Office of Special Education; Coordinates, plans, and directs meetings of MSD.s Board of Advisors; Works and communicates effectively with parents and patrons, including individual parent contacts and groups such as the MSD Parents Organization; Promotes and coordinates public relations programs designed to acquaint the general public with MSD; Follows all policies, rules, and regulations adopted by the Board and makes decisions consistent with Board policies; Assures compliance with all federal and state regulations governing MSD; Coordinates the care and maintenance of buildings and grounds with the Office of Administration, Division of Facilities Management; Performs other duties as assigned.

Teaching Specialist Position

American Sign Language Program

The American Sign Language Program, Department of Educational Psychology,

College of Education and Human Development, University of Minnesota

invites applications for a full-time Teaching Specialist position in the

area of American Sign Language.

Description:  This is a 9 month, Professional Academic (P&A) appointment,

100% time, annually renewable, non-tenured position that involves fulltime

teaching, but includes time for course content preparation, student

performance evaluation, professional development projects and meeting with

individual students as needed.  This position focuses on teaching American

Sign Language at the undergraduate level with responsibilities that

include, but are not limited to:

Teaching (90%: Provide instruction at the undergraduate levels, teaching

courses in American Sign Language (ASL 1701, 1702, 3703, 3704, and 3705).

The individual appointed will prepare course content; evaluate student

performance, meet with individual students as needed and complete

professional development assignments.

Other Duties (10%) Participate in internal program/department meetings.

Provide external support services/outreach.  Other duties as assigned.

Responsibilities:

.       Teach 6 sections of American Sign Language at the undergraduate

level per Academic year.

.       Prepare course content

.       Evaluate student performance

.       Meet with individual students as needed

Minimum qualifications for Teaching Specialist Position:

.       BA/BS degree in ASL Studies, Deaf Studies, Linguistics or related

fields (candidates with BA/BS in other fields will be considered only if

that individual can provide evidence of two years full-time teaching ASL

using the Signing Naturally Curriculum)

.       Native or Native-like fluency in ASL

Desired qualifications

.       MA/MS degree in ASL Studies, Deaf Studies, Linguistics or related

fields.

.       Two or more years teaching ASL using Signing Naturally curriculum,

Levels I, II, and III.

Appointment Details:    The person hired will be appointed to a full time

position as a Teaching Specialist beginning January 13, 2014 and ending

May 25, 2014.

Application Process:   This position will remain open until filled,

however the search committee will review complete applications on October

18, 2013.   Complete applications will consist of a letter of application,

curriculum vita, official transcripts that substantiate degree, two

letters of recommendation by individuals who are familiar with the

applicant’s teaching experience and qualifications for this position, and

Basic Functions:

Responsible to work under the direction of the Executive Director to expand and enhance community relations and development activities of the organization including but not limited to: grant writing, developing sponsorships, marketing, public relations activities and supporting the agency and board in their efforts to develop unrestricted funds for agency programs and services.

Specific Duties:

Skills:

JOB SUMMARY:  Responsible to provide direct services, case management and linkage to other services/HH adults with mental illness in the community and in the home.

1.  Coordinate receipt of entitlements, linkages to medical and non-medical services, provide transportation when necessary. 2.  Complete all documentation requirements, including development of a comprehensive care plan and progress notes.

3.  Teach independent living skills, recreational/leisure skills, oversee medications coordinate medical appointments.

4.  Use appropriate therapeutic approaches to engage and motivate clients.

5.  Identify potential crisis situations and use appropriate crisis intervention skills to diffuse situations and/or coordinate care.

6.  Perform outreach services to absent and/or missing clients.

7.  Educate and advocate for clients.

Qualifications: Caseworker – Bachelor’s degree in Social Work, Counseling or related field.

Residential Counselor – BA/BS Social Work/Counseling/MH/Health discipline OR 1 or more years college PLUS related work or life experience OR h.s. diploma PLUS 4 years of related work exp. Work Schedule:

This position is a 12 month position with vacation hours accrued monthly.

Description:

Under the direction of the Superintendent, the Director of Instruction

oversees and supervises the Curriculum Supervisor, Technology and Training

Services Supervisor, Special Instructional Projects Supervisor and all

Instructional Principals.

Responsibilities:

Provide daily leadership, guidance, supervision and direction to nine

program supervisors

Provide training, support, and visionary leadership in the areas of

curriculum implementation, dual language philosophy, positive behavior

intervention, professional learning communities, standards- based

education and classroom observations

Conduct Instructional Management Team meetings as well as some general

faculty meetings

Serve as a member of the Superintendent’s Cabinet team with the other

Directors to discuss school wide issues

Provide leadership and training to ensure school wide consistency to

school and state policies, state education code, and federal legislation.

Utilize communication systems which promote and maintain a positive,

professional school climate

Oversee the recruitment and hiring processes for teachers, teaching

assistants, and program supervisors.

Supervise Director of Instruction secretary in the overall operations of

the Instruction Division

Promote positive relationships with staff, parents, students and the

community by soliciting their input and participation in school programs

and activities

Work closely with administrators and support staff in the Business office,

Student Services and Residential program to facilitate coordination of all

services which support the Instructional program

Coordinate and monitor all visiting interns and substitute teachers

Serve as a Disaster Team Leader for the Instructional staff in all

practice drills and in the event of disaster.

Work with Instructional supervisors on staff evaluations and all

disciplinary actions

Required Qualifications:

Five years experience as a classroom teacher in a program for the Deaf

Three years experience as a Supervisor or Principal of teachers

Fluency in ASL and standard written English

Master’s degree and possession of or eligibility for California

credentials authorizing teaching and administrative services

Knowledge of state and federal laws related to education

- Ability to use technology effectively

Desired Qualifications:

- Knowledge of Deaf culture and ability to engage the Deaf community in

fulfilling the mission of the school

- Knowledge of the professional standards for the teaching profession

- Knowledge of dual language philosophy

- Ability to make presentations to groups and using effective techniques
