Dedication:
DeafDigest dedicates this edition to Bob Furman,
Knoxville, TN that departed us. As a described by
a friend – I have known him as a colleague/teacher
in the middle school department at the Tennessee
School for the deaf during the nineties. Bob was
a much loved figure in the Knoxville Deaf Community
as a coach, sign language teacher and as advocate
for deaf issues, as well as a strong advocate of
Deaf Culture. At Gallaudet he starred in football
and baseball during the sixties.
DeafDigest dedicates this edition to Timothy
Holmes, a graduate student at NTID that departed
us. People on the NTID campus are in a state of
shock. He was active in a range of campus activities
during his undergrad days.

The World Federation of the Deaf thanked the
Fédération Internationale de Football Association for
captioning the recent televised World Cup matches.
With thanks to deaf MP Mojo Mathers, the New Zealand
government has agreed to caption all political debates.
General election takes place in October.
The Bombay high court of India ordered the
Union Public Service Commission to enforce the three percent
set aside rule. This is to make sure that the deaf and the
disabled find employment in the government sector.
Future of Vermont’s Austine School for the Deaf, which
closed with hope of re-opening in two years. According
to a newspaper story, no one knows the school’s future
direction. All depends on funding, and plenty of it.
The first deaf resident of the new deaf group home on a
college campus will be moving in real soon. This group
home, on the campus of Springfield College in Massachusetts
is run by the Center for Human Development.

A FAMOUS DEAF ENTERTAINER WITH A SCARY NAME
The word Asphyxia is scary. It means choking the neck
to prevent the person from breathing. Well, there is
a famous entertainer whose name is Asphyxia. She is from
Australia and performs shows for the Grimstones, which
is a circus group that travels all over the world.
And she is deaf! She has been deaf all her life. She
performs everything – puppets, trapeze, hula hoops, etc.
Why Asphyxia? Do not know! Anyway, she is now writing a
book about her life.

3D PRINTING MAY HELP THE DEAF
DeafDigest mentioned that 3D printing cannot work with
CI – but it may help the deaf in another way. It may
print a “perfect” hearing aid mold – the one that never
whistles and never makes your ear feel sore.

WHAT DO INTERPRETERS HATE?

COMMENTS FROM A CART OPERATOR – continuing series
It is the beginning of a new school year, and many CART providers are
beginning new assignments. Some students are using CART for the very
first time.
Once again, CART stands for Communication Access Realtime
Translation. Many students and professors will be curious about this
service. If a student is comfortable disclosing his or her use of
CART to the rest of the class, it is an opportunity to explain what
CART is to people who have never seen CART.
Before using CART in the classroom, everyone involved should have a
solid understanding of what will take place. A couple questions that
need to be answered are: Will I be using remote CART or onsite
CART? Will I be provided transcripts of the classes by the CART
provider?
Before the school year begins, it is sometimes a good idea to have
someone from the disabilities services office, the CART provider, and
the user of CART services sit down and discuss everyone’s
expectations.
The disabilities services office will expect the user to notify the
CART provider promptly if the user is not able to attend class for
some reason. The user will expect the CART provider to show up on
time and ready to provide services.
CART users should realize that the CART providers will be blocking
out the time periods for their classes for the entire semester. If a
CART user cancels the provider’s services by deciding he or she no
longer needs services or by dropping a class, the CART provider may
have already turned down other assignments and may be losing that
income.

A man in India fell down and hurt his head. He filed an
insurance claim because of this accidental fall. The
claim was turned down because of a pre-existing
condition – his deafness! He appealed several times
in several courts, and lost each time.

News of the Week – Looking Back 10 Years Ago:
Michael Dorman, of the Speech and Hearing Department, Arizona
State University, implanted nearly 20 teeny weeny electrodes
into a deaf patient’s inner ear.
These electrodes ran wires to a “black box” buried in
the patient’s skin.
Dorman is claiming that the deaf man is now able to
distinguish nearly 1,500 words.

News of the Week – Looking Back 5 Years Ago:
Rhode Island will shut down the state government
operations for 12 days. The state, like with other
states, is broke and must find ways to save money.
Exception to the shutdown is the Rhode Island
School for the Deaf. It will continue to operate
as usual.

Deaf Apocalypse of the Week:
DeafDigest mentioned several times that a deaf kid
was given an interpreter so that he could play
soccer with hearing kids in Greensburg, PA. Already
there are fears that other disabled kids would demand
funding to accommodate their needs during recreational
play. The town will then have no more money, meaning
no interpreters for the deaf kid in the future!

Director who is retiring. The center is looking for someone who
understands the center’s mission and has innovative leadership with which

2) Communication: Ability to develop sound working relationships and
cooperative arrangements with community groups and organizations through
effective communication with a wide variety of people (written, oral and
other possible modalities). 3) Budget and Finance: Knowledge of community
foundations, governmental bodies and philanthropic communities, ability to
procure funding for the center, contract management by ensuring
established funding requirements are maintained as prescribed by the
lender, expertise in financial management and understanding financial
sources as well as the ability to adapt to ongoing changes. 4) Personnel:
Expertise in organizational management and supervision of
staff/volunteers, maintain a climate which attracts, motivates and retains
a diverse staff of top quality people, ability to manage and or delegate
all aspects of the center as well as cross training of the different
programs within Nexus.
A master’s degree is preferred, but a Bachelor’s or equivalent, with 5
years. experience, will be considered. Traveling in order to provide

PRIMARY RESPONSIBILITIES:
The Director of Business Operations is the chief financial officer of the
Rochester School for the Deaf (RSD), responsible for the overall financial
operations of the school, including budget development and administration,
payroll and benefits, cash flow management, accounting, records management,
financial reporting, and purchasing and supply management. The Director
supervises an office staff of four people. Additionally, the Manager of
Facilities and the Manager of Information Technology (IT) are directly
responsible to the Director.
Reporting to the Superintendent/CEO, the Director is a key member of the
administrative team. The Director works closely with the Finance and Audit
Committee of the Board of Directors and consults with the New York State
Education Department (SED) on budget issues.
DESIRED QUALIFICATIONS:
The ideal candidate should possess a broad training and background in
financial administration, strong leadership and conceptual skills, and
strong communication and interpersonal skills. A bachelor’s degree in
accounting or a closely related field with at least three years of experience
in accounting; a Master’s degree in business administration or Certified
Public Accountant (CPA) is desirable.

TITLE: ASL Specialist
GENERAL STATEMENT OF DUTIES: Provides leadership in ASL development to
students and staff in the acquisition, development and refinement of
American Sign Language (ASL) knowledge and skills and support school-wide
programming in ASL and Deaf culture for students and staff and parents.
SUPERVISION RECEIVED: Works under the supervision of the Director with
latitude to exercise independent judgment in the performance of
assignments. Work is subject to review on a periodic basis or upon
completion for results achieved and for adherence to professional
standards of conduct.
SUPERVISION EXERCISED: Generally none. Will work as part of teams and in
collaboration with others to achieve results. May supervise specific ASL
tasks of Teachers and other staff and follow-up on assignments delegated
by the Director.
ILLUSTRATIVE EXAMPLES OF WORK PERFORMED AND ESSENTIAL FUNCTIONS:
Develop, refine, coordinate, train and assist teachers in implementation
of ASL curriculum in all classes and subject areas.
Provide ASL instruction and support in development of age-appropriate ASL
skills and knowledge in the classroom group instruction and support to the
teacher including designing and implementing lessons/activities that
support student needs using best practice bilingual strategies.
Provide support to teachers as they develop, implement, monitor, and
revise Individual Education Plans (IEP) related to ASL language
development.
Create, maintain and coordinate administration of ASL assessments for
entering students, 3 year evaluations, annual evaluations and classroom
progress monitoring.
Promote ASL proficiency and appreciation of Deaf Culture awareness
school-wide through coordination of the ASL/Deaf Culture Events Committee,
Statewide ASL Poetry Competition and other similar activities and events.
Work with the school librarian to expand and maintain ASL and Deaf Studies
resources for students and staff.
Keep abreast of current research & best practices in ASL teaching and
learning.
Consistently model ASL/English bilingual communication.
Provide ASL Linguistics training for staff.
Coordinate and assist with family signacy & literacy events.
Provide direct ASL instruction and support to families to develop ASL
skills and knowledge to communicate with and advocate for their child.
REQUIRED QUALIFICATIONS
Knowledge, Skills & Abilities:
Knowledge of the unique educational needs of deaf and hard of hearing
students.
Knowledge and ability to apply bilingual teaching/learning principles and
strategies.
In-depth knowledge and appreciation of Deaf culture and community.
Ability to communicate effectively with teachers, school staff, parents,
school district personnel and deaf and hard of hearing students using ASL
and English.
Qualifications:
Fluency in American Sign Language and in written English as evidenced by a
SLPI rating of Superior plus
Experience providing ASL services to students who are deaf and hard of
hearing.
ASLTA training preferred.
Teamwork and leadership skills.
EDUCATION: Master degree in American Sign Language, Deaf Education, Deaf
Studies or related field preferred.
EXPERIENCE: Minimum of five years experience in providing ASL services to
students who are Deaf and hard of hearing. and/or any combination of
education, knowledge, skills, and experience that is substantially
equivalent.

SCHOOL HISTORY
Northwest Georgia’s picturesque Vann’s Valley is the home of the Georgia

the Hearn Academy by one of its teachers, O. P. Fannin. A log cabin and a
$5000 legislative grant began a more than 160-year-long tradition of
service to children across the state. GSD was the eleventh residential
school for the Deaf established in the United States. GSD has an
expansive campus of 480 acres in the small community of Cave Spring. The
relationship between Cave Spring and GSD is unique because many residents
and business owners are able to communicate with sign language.
