Dedication

DeafDigest dedicates this edition to Argentinean delegate

Fabian Roberto Dotto. He departed us while arriving in Russia

for the Winter Deaflympics.

DeafDigest dedicates this edition to Alec Naiman, who

departed us. He had a zest for adventure – climbing

to the top of Mt Rainier and flying airplanes. His

real job was Associate Professor of ASL at Nassau

Community College. He, unfortunately, was involved

in a bad airplane crash enroute to Deaf Pilots

Association (DPA) conference in 2008. It left him

confined to a wheelchair. Despite not being able to fly

airplanes again, he continued to be supportive of DPA

goals and objectives.

DeafDigest dedicates this edition to William and Judith

Schmidt, Youngstown, Ohio, that departed us because of

a tragic house fire. They were the pillars of the

Youngstown Deaf Community.

Top stories about the deaf:

There is talk in Staunton, VA about building a new public

high school on the land owned by Virginia School for the

Deaf and Blind. Many people are not too happy about it.

Obama has recognized John Tilak Ratnanather, a deaf man

at Johns Hopkins University for his work with deaf students

in high schools interested in science.

Researchers at the College of Brockport (NY) are

studying the barriers that deaf people deal when they

travel everywhere – airports, hotels, public transportation,

etc.

It never changes in South Africa. Two years ago deaf people

were angry about a fake interpreter. And now this – many

deaf people attended a disability summit only to have an

interpreter not show up. As a result, the event was

cancelled rather than to face the ire of the Deaf and the

Disabled Community.

Embezzlement has been suspected among the officials

of the Botswana Society for the Deaf. The funds

were supposed to be distributed for schools for

the deaf. Officials have been pointing fingers

at each other.

COMMENTS FROM A CART OPERATOR – continuing series

When you are watching the output of a CART provider or a realtime

captioner, there may be times when something comes up on the screen

that makes no sense. Unfortunately, with technology, there is always

an opportunity for a glitch to take place.

One of the most difficult parts of the process for consumers is

figuring out what the problem is. Is it a problem with the equipment

of the television station or distributor? Is it a problem with a

telephone or Internet connection? Is it a problem with the equipment

of the captioner?

Even though you may not know exactly what the problem is, it is

important that you communicate with the people providing the services

to let them know that there is a problem.

There are times when people providing captioning services do not know

that there is a glitch in the system. If the people watching

captioning do not communicate with them, the people providing the

captioning think everything is fine and continue to do what they have

always done.

Unfortunately, there are also people who may know that there is some

sort of problem, but they may not want to spend the time or the money

to fix the problem. Again, it is extremely important that you

continue to communicate with them until the problem is fixed.

It can be very frustrating dealing with a situation like this, and it

might be tempting to just ignore it. The problem is that, if you

ignore it, the people providing the captioning think no one is

watching captioning, and they think that providing captioning is not

important.

It is very important that we all learn to be educated consumers and

advocate for quality captioning.

has filed a lawsuit against the American Heart Association.

He says this association does not caption its on-line

videos and have refused to do so.

News of the Week – Looking Back 10 Years Ago:

One of nation’s most promising rodeo performers

on the pro rodeo circuit is a young deaf man, a senior

at Georgia School for the Deaf – Clint Thomas.

He recently finished runnerups at a regional

contest at Lake City, Florida in steer wrestling

and tie down roping. He will be competing again

at Bewman, Georgia and Conyers, Georgia this

month.

What is interesting is that Georgia is not

a hotbed of rodeo.

News of the Week – Looking Back 5 Years Ago:

It was announced that the Broadway revival of

“The Miracle Worker” will close on April 4th.

This play portrays the growing up years of

Helen Keller. We will always remember the huge

protests by deaf actors when a hearing girl

was selected for the Helen Keller role.

Poetic justice? Well, no producers like to

lose $2.5 million, be it a deaf play or a

hearing play.

Deaf Apocalypse of the Week:

DeafDigest does not want to mention the state involved,

but the story is true. The state, over the objections

of the deaf community, enacted a bill to establish

a state-wide referral center for parents that

wanted to know more about options in Deaf Education.

The deaf community was afraid the referrals would

bypass the deaf school and would steer parents

towards other educational options.

The law is still on the books, but the state has no

money to set up a full time referral center!

Position Purpose

Supervises the Vocational, Deafblind and Special Services, and Tutoring

programs which provide the following services to New Mexicans who are

deaf, hard of hearing, or deafblind including those with significant

disabilities:  case management/service coordination, advocacy, emergency

support, tutoring, job development and placement, skills training, 1:1

support services, access technology, etc.  Assures that programs comply

with contractual requirements of funding sources.  Plans, develops, and

conducts professional development trainings to ensure high quality service

delivery and compliance with established Agency policies and procedures.

Conducts community outreach and training activities which promote

awareness of services as well as local capacity.  Assists in program

budget development. Position may from time to time be stressful and

require a high demand of performance. May perform other duties as

assigned.

Essential Functions

.       Oversees the daily operations of the Vocational, the Deafblind and

Special Services, Tutoring programs which provides case management/service

coordination, advocacy, job development/placement, tutoring, vocational

skills, job coaching, Support Service Provider/Community Intervener

services, technology, and other services to eligible clients who are deaf,

hard of hearing, or deafblind including those with significant

disabilities

.       Monitors both programs to assure the delivery of high quality

services and contractual requirements of funding entities

.       Works with staff and prepares monthly reports required by

contracts which fund the Vocational, Deafblind and Special Services, and

Tutoring programs.

.       Assists in the billing for the Vocational, Deafblind and Special

Services, and Tutoring programs.

.       Assists in the developing of administrative and operational

policies and procedures for the Vocational, Deafblind and Special

Services, and Tutoring programs

.       Supervises the programs. staff (e.g., Program Coordinators,

Vocational Personnel, Schedules, Support Service Providers/Community

Interveners, Tutors/Learning Specialists, etc.) to assure that the

quantity (i.e., billable unit counts) and quality  of work meets

contractual requirements as well as SCS standards of service delivery

.       Monitors and manages work/caseloads of the staff in all programs

to ensure quality of services and the meeting of any contractual

requirements

.       Plans, coordinates, and/or conducts personnel development

trainings so that direct service staff in all programs are knowledgeable

of effective practices in deafness, hearing loss, deafblindness,

vocational programming, driving vehicles, as well as CCS./SCS. policies

and procedures, and other content areas to ensure high quality services as

well as compliance with Federal, New Mexico, and local laws and agency

policies and procedures.

.       Has responsibility for recruiting, hiring, training, evaluating,

providing constructive performance feedback and separating for the staffs

in those programs

.       Recommends adjustments in staffing patterns for the programs in

response to clients and contractual needs.

.       Develops and implements, with staff assistance, a single, central

system that manages referrals to CODP-NM as well as the coordination of

client services for all three programs (which includes intake and

assessment (which should include both ecological assessments and true

person centered planning) development and implementation of service plans

(which includes staffing, regular/periodic review of plan implementation,

etc) for clients receiving services from the Vocational, Deafblind and

Special Services, and/or Tutoring/Learning Specialist programs.

.       Oversees the management of the client services process.

.       Conducts intakes, assessments, and other components of the client

services process.

.       Collaborates with other agencies and organizations to identify

individuals who are deaf, hard of hearing, or deafblind . including those

with significant disabilities . who would be eligible for services from

COPD

.       Collaborates with other agencies and organizations to develop

supports as well as social and educational opportunities in the community

for individuals who are deaf, hard of hearing, or deafblind . including

those with significant disabilities

.       Provides advocacy for clients for services and supports provided

by federal, state, and local agencies and organizations as needed

.       Assists Agency Director in the developing of budgets for the

programs

.       Assists Agency Director in the planning of agency wide staff

development trainings

.       Participates in the Agency’s Administrative team

.       Provides supervision to interns/practicum students in bachelor and

graduate programs

.       Attends meetings of stakeholder groups and agencies (e.g., the New

Mexico Commission for the Deaf and Hard of Hearing and various consumer

organizations) as needed/required

.       Collaborates with the Agency’s Administrative Team, the Agency’s

Advisory Board, and funding sources to foster the enhancement and growth

of the Vocational, Deafblind and Special Services, and Tutoring programs

to meet the needs of New Mexicans who are deaf, hard of hearing, or

.       Assists the Agency Director in securing funding for direct

services to New Mexicans who are deaf, hard of hearing, or/deafblind

.       Plans and conducts outreach activities, as required by contractual

obligations, to promote services and supports for New Mexican who are

deaf, hard of hearing, or deafblind

.       Plans and conducts trainings and workshops in the community to

increase awareness of services and to increase local capacity to identify

and serve New Mexicans who are deaf, hard of hearing, and deafblind

.       Conducts site visits and perform qualify and safety reviews for

compliance

.       May drive agency or personal vehicle on company business

Minimum Qualifications

.       Master’s in Social Work, Counseling, Psychology, Rehabilitation or

related field

.       American Sign Language Fluency

.       3 years of supervisory experience

.       5 years. experience in providing vocational services to

individuals who are deaf, hard of hearing, and/or deafblind; OR 5 years.

experience in providing education and/or rehabilitation services to

individuals who are deafblind or deaf with significant disabilities; OR 5

years. experience in working with individuals who are deaf, hard of

hearing, and/or deafblind in a counseling capacity

.       Ability to plan and conduct outcome oriented trainings and

presentations

.       Ability to produce clearly written reports and other written

communication in English (emails, training materials, promotional

materials, memos, employee performance evaluations, etc.)

.       Pass drug screening

.       Pass FBI Fingerprint Criminal History Summary

.       Obtain a New Mexico Driver License, proof of insurance and Motor

Vehicle Division 39 month Motor Vehicle Report

The National Technical Institute of the Deaf at Rochester Institute

of Technology invites applications for a tenure-track appointment at

the Assistant Professor rank in Criminal Justice to start August

2015. Responsibilities include teaching introductory courses in the

Criminal Justice major, as well as relevant interdisciplinary courses

in the General Education core as needed.

Successful applicants are expected to contribute to the Department of

Liberal Studies, the college of NTID, and RIT through research and

through mentoring of pre baccalaureate and baccalaureate Deaf and
