Dedication

DeafDigest dedicates this edition to Dr. Marcus

Delk that departed us. He worked on deaf-related

research projects on behalf of NYU and then

with the National Association of the Deaf

(Deaf Community Analysts) during the early

eighties. The book – The Deaf Population of the

United States was his biggest accomplishment.

DeafDigest dedicates this edition to Bernice

Hoeper that departed us. A Baltimore area resident

all her life, she was deaf and founded the

A. Eugene Hoeper Foundation during the late

seventies. It was an outreach organization

to educate the hearing on what the deaf could do.

a lawsuit, citing lack of interpreters

for his court appearances.

No one wants to teach the deaf? Well, there

have been reports that enrollment at deaf

teacher training programs have been declining

over the years. The latest university to scrap

the deaf program and to fold these into regular

teaching programs is Eastern Michigan University.

A deaf-run grocery store in London? It is the dream of

Michael Hale, not deaf, a business development

consultant. He feels this project will give employment

to the deaf.

35th anniversary is a charm for the New York Deaf Theatre.

One Family People, an agency in Sierra Leone has

STRANGE DEAF GROUPS IN SYRACUSE

The Syracuse Deaf Community, years ago, had several

deaf groups.

They did not socialize nor talk much with each other.

Reason is that they came from four deaf schools –

Rochester SD, St Mary’s SD, New York State SD and

also Northern New York SD (which closed during 1940’s).

They had different cultures, different sign

languages and different interests.

WHAT DO INTERPRETERS HATE?

English-speaking hearing people suddenly switching to a

foreign language. No one runs to the rescue with the

translation of that foreign language

COMMENTS FROM A CART OPERATOR – continuing series

Using the steno keyboard of STKPWHRAO*EUFRPBLGTSDZ, as you can see,

only four of the vowels actually appear on the keyboard.  Captioners

use the letters “EU” to make an “i.”

The same principle applies with the rest of the keys.  If a captioner

hits “TK” with his/her left hand, that is a “d.”  “TP” is “f.”  “PW”

is “b.”  “PH” is “m.”  “TPH” is “n.”

Every sound that is made as an initial consonant must be made with

the letters “STKPWHR.”  Therefore, when you see a captioning mistake

and you cannot possibly imagine how a captioner could be so far off

in the spelling of a word, it might be because he/she missed hitting

the correct sound by one letter.

For instance, if the captioner was trying to write “dad,” he/she

would write “TKAD.”  If “TPAD” were written instead, you would end up

with “fad.”

All sounds using final consonants in words must be written with the

right hand on the steno machine.  The only letters available for

final consonants are FRPBLGTSDZ.  Once again, we must use

combinations of letters to make other letters.

Since different letters are present on the right side of the keyboard

than the left, these combinations will be different than the ones we

use with the left hand.  For final consonants, “PB” would be “n.”

“PL” would be “m.”  “BG” is “k.”

A PET PEEVE OF BEING DEAF

hearing people, seeing your CI, asking you why you are still

not able to engage in a normal voiced conversation!

News of the Week – Looking Back 10 Years Ago:

Is there such a thing as soundless sound?

Inventor Elwood “Woody” Norris, not deaf, thinks so.

He just won $500,000 Lemelson-MIT Prize for his Norris’

HyperSonic Sound system.

Is soundless sound going to benefit the deaf, and

more importantly, leave the deaf on a level playing

field with the hearing people?

Good question. He claims that a focused beam of

sound, above the hearing range, will enter persons’

head.

What we need to know – would hearing and

deaf people communicate with each other via

soundless sound?

News of the Week – Looking Back 5 Years Ago:

What happens when a host organization invites a

distinguished individual to a big event only to

realize the person’s deafness? Should the

invitation be withdrawn?

It happened to Susan Elliott, the deaf educator who

was the Colorado’s 2009 Teacher of the Year.

The Singapore Ministry of Education invited her

to its Teachers’ Conference only to back out upon

learning of her deafness.

After much uproar, the withdrawn invitation became

a re-invite.

Two BSW Tenure-Track Faculty Positions, Department of Social Work

Gallaudet University serves deaf, hard-of-hearing, and hearing students

from many different backgrounds and seeks to develop a workforce that

reflects the diversity of its student body. Gallaudet is an equal

General Information:  The Department of Social Work has graduate (MSW) and

undergraduate (BSW) programs, both accredited by the Council on Social

Work Education (CSWE).  The BSW program has approximately 50 majors

enrolled annually who represent diverse backgrounds, cultures, learning

styles, and educational experiences.  The overwhelming majority of the

undergraduates are deaf or hard of hearing.  The position is contingent

upon funding.

Responsibilities:  There are two available positions.  Both are full time,

nine-month, tenure track BA Social Work faculty positions.  Under our

current department model, incumbents will be responsible for oversight and

instruction of the micro and macro practice sequences in the curriculum.

Incumbents will be responsible for infusing research-based content and

multicultural content into practice courses at all levels to reflect

evidenced based practice.  Incumbents are responsible for ongoing course

development for both on campus and distance education, for assessment

purposes for the Office of Academic Quality and CSWE reaffirmation and

other compliance-related activities, advising students, service to the

department, university, and community; and, involvement in scholarly and

professional activities. The instructor rank requires an MSW and the

assistant professor rank requires a Ph.D.

Minimum Qualifications:

1.      Candidates must have an MSW degree from a CSWE-accredited program

with three (3) years post-MSW social work practice experience.  If an

incumbent does not have a completed Ph.D., (s)he will be expected to

complete a doctoral program prior to all tenure and promotion actions; a

plan for obtaining a Ph.D. should be addressed in the application.

2.      Candidates must provide evidence of teaching ability (e.g., higher

education courses, professional workshops, presentations, online

teaching).

3.      Candidates must have experience working with linguistic and

culturally diverse Deaf communities.

4.      Proficiency in American Sign Language (ASL) is highly desirable;

if not already proficient a new faculty member must develop proficiency in

ASL in accordance with Gallaudet University guidelines.

Preferred Qualifications:

.       Current, valid Master-level social work licensure or

license-eligible (for the micro-practice position, a license is required

within 1 year of appointment).

.       Expertise in teaching a diverse student population, including Deaf

and hard of hearing students with various learning styles and learning

needs.

.       Experience in active social work research and record of scholarly

activities (e.g., publications, presentations, program assessments and

evaluations, grant-writing activities).

Position Purpose

Supervises the Vocational, Deafblind and Special Services, and Tutoring

programs which provide the following services to New Mexicans who are

deaf, hard of hearing, or deafblind including those with significant

disabilities:  case management/service coordination, advocacy, emergency

support, tutoring, job development and placement, skills training, 1:1

support services, access technology, etc.  Assures that programs comply

with contractual requirements of funding sources.  Plans, develops, and

conducts professional development trainings to ensure high quality service

delivery and compliance with established Agency policies and procedures.

Conducts community outreach and training activities which promote

awareness of services as well as local capacity.  Assists in program

budget development. Position may from time to time be stressful and

require a high demand of performance. May perform other duties as

Essential Functions

.       Oversees the daily operations of the Vocational, the Deafblind and

Special Services, Tutoring programs which provides case management/service

coordination, advocacy, job development/placement, tutoring, vocational

.       Supervises the programs. staff (e.g., Program Coordinators,

Vocational Personnel, Schedules, Support Service Providers/Community

Interveners, Tutors/Learning Specialists, etc.) to assure that the

quantity (i.e., billable unit counts) and quality  of work meets

contractual requirements as well as SCS standards of service delivery

.       Monitors and manages work/caseloads of the staff in all programs

to ensure quality of services and the meeting of any contractual

requirements

.       Plans, coordinates, and/or conducts personnel development

trainings so that direct service staff in all programs are knowledgeable

of effective practices in deafness, hearing loss, deafblindness,

vocational programming, driving vehicles, as well as CCS./SCS. policies

and procedures, and other content areas to ensure high quality services as

well as compliance with Federal, New Mexico, and local laws and agency

policies and procedures.

.       Has responsibility for recruiting, hiring, training, evaluating,

providing constructive performance feedback and separating for the staffs

in those programs

.       Recommends adjustments in staffing patterns for the programs in

response to clients and contractual needs.

.       Develops and implements, with staff assistance, a single, central

system that manages referrals to CODP-NM as well as the coordination of

client services for all three programs (which includes intake and

assessment (which should include both ecological assessments and true

person centered planning) development and implementation of service plans

(which includes staffing, regular/periodic review of plan implementation,

etc) for clients receiving services from the Vocational, Deafblind and

Special Services, and/or Tutoring/Learning Specialist programs.

.       Oversees the management of the client services process.

.       Conducts intakes, assessments, and other components of the client

services process.

.       Collaborates with other agencies and organizations to identify

individuals who are deaf, hard of hearing, or deafblind . including those

with significant disabilities . who would be eligible for services from

COPD

.       Collaborates with other agencies and organizations to develop

supports as well as social and educational opportunities in the community

for individuals who are deaf, hard of hearing, or deafblind . including

those with significant disabilities

.       Provides advocacy for clients for services and supports provided

by federal, state, and local agencies and organizations as needed

.       Assists Agency Director in the developing of budgets for the

programs

.       Assists Agency Director in the planning of agency wide staff

development trainings

.       Participates in the Agency’s Administrative team

.       Provides supervision to interns/practicum students in bachelor and

graduate programs

.       Attends meetings of stakeholder groups and agencies (e.g., the New

Mexico Commission for the Deaf and Hard of Hearing and various consumer

Advisory Board, and funding sources to foster the enhancement and growth

of the Vocational, Deafblind and Special Services, and Tutoring programs

to meet the needs of New Mexicans who are deaf, hard of hearing, or

.       Assists the Agency Director in securing funding for direct

services to New Mexicans who are deaf, hard of hearing, or/deafblind

.       Plans and conducts outreach activities, as required by contractual

obligations, to promote services and supports for New Mexican who are

deaf, hard of hearing, or deafblind

.       Plans and conducts trainings and workshops in the community to

increase awareness of services and to increase local capacity to identify

and serve New Mexicans who are deaf, hard of hearing, and deafblind

.       Conducts site visits and perform qualify and safety reviews for

compliance

.       May drive agency or personal vehicle on company business
