*BASIC FUNCTIONS:*

The Program Manager's primary role is to provide effective management, leadership, and vision to teams on the Release Train within a fast-paced Agile at Scale development environment. This individual will be part of a cross-functional portfolio team focused on the successful delivery of a strategic digital innovation program. This individual is an empathetic leader who is capable of interacting with both the business and technology organizations, ensuring the Program Management team is aligned with the strategic direction of the organization to deliver holistic products that drive value to the bottom line. He or she will be responsible for managing the day-to-day operations and building, leading, managing, mentoring and coaching other team members; establishing best practices; and managing and delivering complex Agile programs. The ideal candidate will demonstrate a sense of urgency, commitment to quality, and a high level of emotional intelligence and personal and team accountability for all deliverables, communications, and overall performance.

*Accountabilities:*

• Manages the day-to-day functions of the Value Stream and Program backlogs

• Provides leadership to cross-functional teams, including on-going refinement and alignment of best practices, compliance, and inflight program health checks

• Reviews and oversees strategic delivery plans in terms of schedule, cost, scope and quality and maintains the organization's Release Management Program roadmap, and oversees the reporting

• Sets priorities and milestones to meet strategic objectives around the program, as well as the formulation and management of all program-level metrics and KPIs

• Guides the supporting processes of the program, collaborating effectively across multiple cross-functional teams to skilfully execute on milestones and deliverables in a timely manner

• Partners with stakeholders to identify both strategic and tactical initiatives and is able to assist with prioritizing and grooming of both the portfolio and program backlogs

• Establishes and clearly communicates the program strategies and progress to key stakeholders

• Anticipates any impediments that may arise during the delivery of the program and ensures that appropriate mitigation actions are undertaken

• Leverages experience to ensure strong program planning as a servant leader

• Discovers and proactively helps the team to manage issues, dependencies, and risks to program plans, and acts as the primary point of escalation within Technology to resolve issues as necessary

• Builds collaborative relationships at all levels

• Participates in the engagement of delivery and/or support teams, negotiating where necessary to resolve resourcing conflicts that may arise due to availability or skill

• Designs, develops, and deploys appropriate Agile Program Management best practices; PMO standards and frameworks; Project Management and Scrum Master Services for the Product Development Lifecycle; and governance and quality of all product development activities

• Leads continuous improvement efforts around Agile Program Management best practices to support and improve on delivery strategies and solutions that can be scaled to an enterprise level

• Establishes and grows a rigorous Agile Program Management Community of Practice:

• Grows Scaled Agile Framework based portfolio program/ Product management capabilities

• Ensures the sharing of best practices and lessons learned

• Assists with recruiting to develop exceptional Program/Product Management talent

• Establishes and executes a communications plan for PMO activities

• Develops and implements Agile Project Management tools best practices (MS Project with VSTS, Rally, VersionOne, and Jira Agile)

*Qualifications:*

• Minimum of 15 years of experience:demonstrating established leadership across the project/ program/ portfolio management discipline and software/ IT function

• Strong professional appearance and possess a high level of emotional intelligence and demonstrated seasoned acumen when interacting with both senior business and technical personnel, as well as the delivery teams

• Scaled Agile Framework (SAFe) Program Consultant (SPC) Certification with a minimum of 1 year SAFe experience in leading a large scale waterfall to Agile Transformations is a plus, as well as experience with training in Leading SAFe (SA), and ScrumXP (SP) classes

• Knowledge of Lean principles in Continuous Improvement, product development flow, and Kanban Portfolio Management techniques

• Agile Project/Program Management skills, as well as Certified Scrum Master (CSM) and PMI PMP and ACP certifications a plus

• Proven ability to perform as a servant leader with excellent communication (verbal and written) and social skills, resolve conflicts with professionalism and a win-win attitude, and a proven ability to lead teams to self-organize and work independently with limited supervision

• Demonstrated people management skills, and ability to lead up, down, horizontal, and diagonal

• Excellent consulting skills and the ability to lead as well as follow; a self-starter that will jump in and work well both independently and in a team setting

• Experience and a proven understanding of iterative development, incremental software delivery, and the ‘why’ behind it along with demonstrated knowledge with the principles behind emergent design

• Wide-ranging experience, knowledge, and belief in agile principles

• Experience in Agile Project Management tools such as MS Project with VSTS, Rally, VersionOne, and Jira Agile, as well as Portfolio Management tools, such as CA PPM, HP PPMC, and Innotas

• Enthusiastic and fun individual with an attitude of team empowerment and being a servant leader

• Strong analytical and problem solving skills with excellent understanding of agile metrics, such as interpreting burn-down charts, tracking velocity, grooming roadmaps and backlogs, relative estimating, and story creation

• Ability to work under pressure and meet deadlines

• Ability to travel as required
