The Dayton VA Medical Center is a part of VA Healthcare System of Ohio, Network 10, which includes VA Medical Centers in Chillicothe, Cincinnati, and Cleveland, as well as an Ambulatory Care Center in Columbus. The Dayton VA Medical Center supports four Community Based Outpatient Clinics (CBOCs). CBOC Lima serves the Veterans in Allen, Auglaize, Defiance, Hancock, Logan, Mercer, Paulding, Putnam, Shelby, Van Wert, and Wyandot Counties. CBOC Middletown serves the Veterans in Butler (in addition to the Hamilton VA Healthcare Associates) and Warren Counties; CBOC Richmond, Indiana serves the Veterans in Wayne County; CBOC Springfield serves the Veterans in Clark, Champaign and Greene counties.
The Dayton VA Medical Center has active affiliations with the Wright State University Boonshoft School of Medicine and the School of Professional Psychology. There are also nursing student affiliations with the Wright State University, University of Cincinnati, Miami University, Kettering College of Medical Arts, Sinclair Community College, Indiana University, Indiana Wesleyan, and Miami Valley Career Technology Center, as well as affiliations with some 50 other academic programs.

The Dayton VAMC is a state of the art teaching facility that has been serving Veterans for 148 years, having accepted its first patient in 1867. The Dayton VA Medical Center provides a full range of health care through medical, surgical, mental health (inpatient and outpatient), home and community health programs, geriatric (nursing home), physical medicine and therapy services, neurology, oncology, dentistry, and hospice. The Medical Center has 467 hospital beds and contracts with Wright Patterson Air Force Base and eleven (11) area hospitals.

A vacancy exists for a Deputy Associate Director for Patient Care Services assigned to **Nursing Service** and is a **Nurse IV** grade level at the Dayton VA Medical Center. The scope of this role is comprised of complex managerial and administrative components. The Deputy Associate Director for Patient Care Services (DAD/PCS) demonstrates leadership characterized by substantial and continuous responsibility for Veteran populations or integrated programs that cross services and or disciplines and influence organizational mission and Veteran healthcare. The scope of practice is defined in the four (4) dimensions outlined in the Nurse Qualification Standards and is specific to the grade.
The Deputy Associate Director for Patient Care Services executes leadership that is comprised of complex managerial and administrative components, associated with critical healthcare issues and activities that influence the organizational mission, healthcare and policy. The incumbent is responsible for providing leadership in the delivery and improvement of Veteran Care through collaboration with others.
The role of the incumbent is directed toward assisting and advising the Associate Director for PCS (ADPCS) in achieving a balanced operation of Nursing Services with maximal utilization of manpower, space and funds. The Deputy Associate Director for Patient Care Services is responsible for the development, implementation, and evaluation of an organizational plan for the provision of nursing care, and treatment and services to patients. Such a plan should create a professional practice environment that fosters excellence in nursing services, evidence based practice, staff recruitment and retention, nursing research and scholarly inquiry as well as customer satisfaction.
The Deputy Associate Director for Patient Care Services provides organizational leadership skills to develop and mentor a highly effective diverse workforce, to improve overall healthcare system operations to achieve performance measures and to support strategic planning initiatives. He/she is responsible for initiating and participating in interdisciplinary projects and committees with the aim of improving outcomes in the management of complex patient care or the systems and process of the organization/service. The Deputy Associate Director for Patient Care Services demonstrates exceptional communication skills and role models transformational leadership skills. He/she is responsible for implementing a staffing model that meets standards and is cost effective.

This is a Supervisory position.**Work Schedule:******1st Shift 7:30 am to 4:00 pm, Monday - Friday, with some flexibility required.

**BASIC REQUIREMENTS:**

* U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

* Full unrestricted Licensure, Certification, or Registration required

* Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)

* Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

* English Language Proficiency. RNs appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).

With regard to the "dimension" requirements, the requirements for all "dimensions" at a particular grade/level must be met in order for a RN to be qualified at that particular grade/level. Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows:

* Practice: practice, ethics and resource utilization;

* Professional Development: performance, education/career development;

* Collaboration: collaboration, collegiality;

* Scientific Inquiry: quality of care, research.

**NURSE IV**

Nurse IV (Waivers of degree requirements are not authorized)
Master’s degree in nursing or related field with BSN. [If MSN obtained in a Bridge Program, no BSN required.] (4-5 years of experience).

Doctoral degree in nursing or related field and Appropriate basic or advanced certification desired (3-4 years of experience).

**PREFERRED QUALIFICATIONS:**

1. Minimum of five (5) years of experience in progressively responsible leadership assignments, with previous experience in coordinating and managing a wide range of programs.
2. Ability to collaborate with others to direct the integration of nursing, or patient care activities, to the organizational mission and goals.
3. Evidence of leadership competency in directing change and effectively managing human resources.
4. Ability to develop strategies to improve organizational performance.
5. Experience at the Assistant/Associate Chief Nurse level or comparable position in a large, complex, organization.
