Duties
The Supervisory Recreation Therapist, GS-0638-11 position is located within the Rehabilitation Care Line located at the Dayton, Ohio VA Medical Center. The incumbent provides leadership and supervision to all staff aligned under the Recreation/Creative Arts section of the Rehabilitation Service. The incumbent answers to the Chief, Rehabilitation Service. Incumbent is responsible for the clinical guidance of the recreation/creative arts program as it relates to the areas of Community Living Center, Domiciliary, and other inpatient areas of the Medical Center. Duties include the completion of assessments, consults, care plans, progress notes as well as attendance at interdisciplinary team meetings, patient groups and performance improvement programs. Additional duties and responsibilities include but are not limited to the following:
+ Supervisory - Reviewing subordinates work for quality, quantity and timeliness.
+ Supervisory - Advise, counsel and instruct subordinates on administrative matters.
+ Supervisory - Interviews, recommends appointments, promotions reassignments for candidates.
+ Supervisory - Hears and resolves complaints and handles minor disciplinary matters.
+ Supervisory - Responsible for training and development of staff and students.
+ Supervisory - Responsible for leave requests and reviewing performance of subordinates.
+ Supervisory - Responsible for all resources (equipment, funds, furniture, supplies, etc.) assigned to the section.
+ Administrative - Oversight for planning with community organizations the use of facilities within the community for patients.
+ Administrative - Responsible for maintaining, compiling and submitting of periodic and special reports concerning Rec. Therapy section.
+ Administrative - Perform periodic reviews by staff and students on patients as part of the peer review process to include quarterly peer review sessions with outcome measurements.
+ Administrative - Responsible for submitting budget requirements to Administrative Officer or Service Chief on regular basis.
+ Administrative - Responsible for oversight in acquiring outside talent to Medical Center for exhibitions and performances for the interest of patients.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled..
(GS-11) - Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
(1) Provides treatment that will enable the patient to improve function, decrease pain or acquire the skills to improve daily living activities
(2) Evaluating and recommending patient's discharge from treatment and placement in home or community setting.
(3) Development and maintenance of professional standards of therapeutic recreation services and maintains close working relationship with health care staff to assess patient condition/progress and coordinate patient treatment to effect maximum rehabilitation potential.
NOTE: Evaluation of Experience: Experience in activities or programs that did not require application of a knowledge of the concepts, principles, and practices of recreational therapy or one of the creative arts therapy specializations covered by this standard, and that did not involve the use of therapeutic approaches to maintain the physical and/or mental health or to achieve the physical and/or mental rehabilitation of persons, (e.g., Outdoor Recreation Specialist, Commercial Recreation Leader, Vocational Counselor, or other diversionary-type recreation specialist positions) IS NOT QUALIFYING.

Applicants may substitute education for the experience required for the GS-11 level. Education - 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (transcript required)
Degree: Recreation therapy or in a creative arts therapy field (art therapy, dance therapy, music therapy, or psychodrama); or a major in an appropriate subject-matter field with therapeutic emphasis or concentration.

Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

Physical Requirements: The work involves regular and recurring physical exertion such as prolonged walking, bending, standing, moderately heavy lifting, moving of supplies and/or equipment, pushing, pulling and manual physical labor in indoor and outdoor settings and a variety of weather conditions. The incumbent is required to be proficient in van/bus patient tie down locking systems and it is recommended the incumbent receive approval for the driving of patients in a van or mini-bus. The clinical side requires manual pushing of patient occupied wheelchairs, from the slim to overly obese patient, assistance in ambulation, and transfer of the patient from sit to stand or reverse in many settings, including bus transfers. The work requires specific common physical characteristics and abilities such as identified above, average or above agility and dexterity.
Time-in-grade: Applicants who are
current Federal employees and have held a GS grade any time in the past
52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level.
