**12791: SME Systems Engineer Defensive Systems**

**Description:**

Specific:

+ Provide engineering expertise for Electronic Warfare \(EW\) Receivers, Jammers, IR Countermeasures, High Power EA, threat warning, threat analysis and assessment, expendables, digital and analog components, computer processing and software algorithms, Radio Frequency \(RF\), Infrared \(IR\) and Ultra\-violet \(UV\) technologies, electromagnetic concepts for microwave and millimeter wave applications, antenna and aperture design and subsystem integration with avionics systems for aircraft platforms across the Air Force\.
+ Develop, coordinate, and update criteria, standards and compliance methods associated with EW systems design, development, and testing\. Assess impacts of EW systems design and implementation on Air Force infrastructure\. Review program verification activities and product designs for EW systems criteria compliance and assesses airworthiness certification and system safety\.
+ Provide expertise for defensive systems and sensors to support systems and subsystems engineering, technical guidance, and support to the program offices to design, develop, manufacture, integrate, test, and deploy electronic sensors, and defensive avionics for airborne weapon systems to ensure total weapon system compatibility with the electromagnetic environment and to ensure aircraft survivability\. Define and maintain technical processes; identifies technical requirements; and support air system and avionics development to meet user needs in the areas of electronic combat systems, and threat assessments, navigation, airborne fire control, radar, and electro\-optical systems including required antennas, apertures, and materials\. Support reviews and studies; defines systems requirements, performance capabilities, and interfaces with other system acquisition elements\. This support shall have special expertise in electronic warfare\.

General:

+ Perform systems engineering to include expertise in systems design and integration; manufacturing, quality and industrial engineering; airworthiness; and configuration, and data management\. The contractor will help develop, deploy, and maintain processes to assure weapon systems are fully integrated, manufactured, sustained, configuration managed and operationally safe, suitable and effective throughout their life cycle\. Understand and execute AFPD 62\-6, _USAF Airworthiness_ , through standardized processes, and issuance of flight authorizations\. The contractor shall apply OSS&E and Airworthiness processes, as well as provide risk assessments, safety analysis and recommendations, and address high priority safety issues\.
+ Have knowledge of systems engineering in support of system definition, development, integration, verification methods, sustainment, risk modeling/simulation, test and evaluation, human system integration \(HSI\), crew stations engineering, OSS&E efforts, interoperability requirements, and airworthiness certification across a wide range of hardware and software systems, including ground based systems\. Review/develop/update applicable program documentation for systems engineering relevant requirements/issues\. The Contractor shall participate in and assist in the planning of systems engineering risk assessments by establishing a risk management review, coordinating action item status, and updating risk management metrics\. Support the program office Airworthiness Certification Working Group \(ACWG\) by supporting, developing and maintaining a comprehensive Airworthiness Criteria Certification \(Tailored Airworthiness Certification Criteria and/or Modification Airworthiness Certification Criteria\) compliance package, and preparing an airworthiness risk assessment\. Support the planning and execution of the Airworthiness Review Board Meeting in support of obtaining military flight releases/Military Type Certificates\. Produce draft documentation as requested or necessitated by programmatic limits based on cost, schedule and performance to support the airworthiness process\.
+ Provide system integration guidance to aircraft program offices for the program system installation and system maintenance\. Review and analyze technical proposals or modifications for design feasibility and system capability\. Support performance effectiveness, cost effectiveness, cost performance, lifecycle cost, producibility, maintainability, supportability, reliability, technical and schedule risk assessments, and scheduling trade\-off studies\. Support systems analyses to include, but not be limited to, system design/design feasibility and state\-of\-the\-art assessments\.

**Requirements:**

+ Masters degree in engineering from an Accreditation Board for Engineering and Technology \(ABET\) accredited program\.
+ Minimum of 20 years of relevant engineering experience\.
+ Must possess a Final Secret Security Clearance\.
+ CONUS travel may be required\.

**Preferred Qualifications:**

+ Support the designing, leading and execution of engineering management\. The SME shall possess expertise in avionics modernization specific to respective program aircraft, aircraft certification \(including FAA certification\), industry insight in international Air Traffic mandates, and both commercial and military airworthiness\.

Have at a minimum:

+ Experience as Director of Engineering or Chief Engineer for an ACAT level acquisition program or industry equivalent\.
+ Demonstrated technical leadership experience in relevant engineering discipline\.
+ Experience in DoD and FAA airworthiness process and requirements\.
+ Experience as team lead supporting complex acquisition studies and analysis\.
+ Demonstrated experience supporting ACAT I acquisition milestones\.
+ Ability to mentor other A&AS contractors in subject matter expertise\.
