Accounting Technician

Duties:The Accounting Technician position is located in Fiscal Service within the Accounting Section at the Dayton VA Medical Center. The incumbent is responsible for the auditing and accounting procedures to support medical center activities and the daily financial transactions of the facility. The incumbent will independently determine the appropriate processing of all actions involving complex situations in a double entry accounting system. Technician performs complicated work in support of budget management, accounting, auditing, cash processing, personal funds of patients, employee travel, agent cashier, payroll, accounts receivable, and accounts payable. Duties include but are not limited to:
(A) The incumbent examines, verifies, and maintains accurate financial accounts and accounting data. Summarizes transaction and prepares control documents or other posting documents reflecting the entries to be made. Correctly classifies, records, and reconciles transactions for accounting purposes. Maintains accounts that make up an identifiable segment of an integrated double entry accounting systems, such as a group of related accounts for a number of different activities,or all types of accounts for major organizations or projects. Incumbent understands the accounting relationships within the segment of the accounting system assigned and has general understanding of the relationships and other accounts in the integrated system. Researches, interprets, and verifies which appropriation and general ledger accounts a document and subsequent accounting transactions will affect; establishes routine for input of these transactions. Reviews pending items and ensures that timely follow-up action is taken.

(B) Incumbent performs general clerical or assistant support of a fiscal nature, such as acting as a liaison with vendors and contracting regarding the status of payments, initiating internal fiscal controls for processing of receiving and disbursing documents, or inputting and maintaining financial data into an automated financial system. Reviews all transaction entries and documents to ensure posted correctly in the financial management systems and in compliance with regulations. Verifies cost data and availability of funds for transaction processing. Incumbent reviews purchase order requests based upon appropriateness and availability of funds. Ensures procurements are processed in accordance with financial and budgetary constraints and VA Financial policies and procedures.

(C) Incumbent examines vouchers, invoices, claims, and other requests for accuracy, adequacy of documentation, compliance with regulations, and justification, including but not limited to obligations and payments for good and services provided to or by the Government, reimbursements of expenditures for travel and transportation, and employee and patient reimbursements. Determines if items contain sufficient documentation for processing which typically consists of an itemized invoice and proper approval. Reviews files and online systems of paid bills to verify accuracy of supplemental charges as necessary. Incumbent examines and resolves a variety of types of vouchers for supplies, equipment, and correctness of invoices and supporting documents and obtains required missing information, signatures, correction of mistakes, and approvals needed to process payment. Responsible for levels within the agency. Maintains files of various contracts, letters, receiving reports, statements, and other source documents as they are received for use in examining subsequent bills. Maintains documentation of vouchers by appropriation, type, and origination in accordance with records control schedules.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You must meet both Time-in grade requirements AND Specialized Experience.
Specialized Experience:

Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the GS-7 occupation in the organization. Examples of specialized experience would typically include, but are not limited to:  knowledge of various accounting and budgeting activities; verifying, inputting, and maintaining accounts and accounting data in the financial system; preparing recurring and special financial reports; performing accounting procedures and techniques to research and resolve rejects and problems timely; using regulations and guides to interpret and apply to a variety of accounting situations; serving as a financial liaison between services and vendors to resolve payment issues; analyzing and interpreting complex information.

There is no educational substitution for the GS-07 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Competency 3- Knowledge of automated finance systems to analyze and classify transactions to determine the appropriate general ledger postings

Competency 6- Extensive knowledge of computer applications (ex:  Microsoft office, travel management, etc.)
