Duties:
The primary purpose of the Ambulatory Care Operations Director-Group Practice Manager (ACOD-GPM) is to provide  oversight and administrative management of all ambulatory care services in the VAMC and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable.  The ACOD-GPM is responsible for primary care, mental health, specialty care, ambulatory surgery and all other ambulatory clinics oversight and integration into an efficient Clinic Practice Management model.  The ACOD-GPM is responsible for supporting high quality, accessible, cost effective health care services.  The ACOD-GPM is also responsible for ensuring a high quality patient experience for the Veteran, by acting on feedback from the Veteran, his or her family and/or significant others, VAMC, employees, and expert clinical staff.  In addition, the ACOD-GPM works with VAMC executive leadership to develop strategic plans for the facility as it relates to access of care.  The ACOD-GPM measures assesses clinical business activities with an emphasis on improving clinical product line performance.  Central to the ACOD-GPM's purpose of ensuring an exceptional Veteran patient experience is the development, standardization, implementation, and sustainment of key operational/business processes, including scheduling practices, to ensure efficient and effective management of the clinic.  The ACOD-GPM will identify and implement improvements to optimize clinic management processes, access strategies, and "make-buy" decisions through an in-depth analysis of in-house and non-VA provided care. Other duties include but are not limited to the following:

* Provides access related consultative services to the VAMC, Veterans Integrated Service Network (VISN) and National leadership.  Work with the National Program Office, in collaboration with VAMC Service Lines, to review and develop national guidance and policies that will facilitate standardized processes.  Coordinates and align system performance measures and goals with system needs and specific requirements of national or VISN cooperative efforts;
* Review and evaluate local processes and procedures to determine areas of effectiveness, efficiency and improvement for proposal through GPM Community of Practice and the national Steering Committee at the national level;
* Review and evaluate system-wide training plans to optimize local use such as implementing a local clinic management system based on national requirements;
* Work with Veteran Experience Advocates at the local VAMC to evaluate patient and family concerns regarding the access to services needed;
* Oversee the evaluation of outpatient care patient feedback for access and quality measures at the VAMC;
* Serve as the supervisor for a unit engaged in clinic access and data analytics;
* Works with local personnel to integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies to meet and sustain ambulatory care goals and objectives;
* Collect and analyze trended data sets to assist in the allocation of resources;
* Identify causal interrelationships between the various aspects of ambulatory care and its impact on clinical operations in order to achieve and sustain quality, safe, efficient and effective ambulatory care;
* Present continuous improvement plans to leadership, noting resource implications of recommendations;
* Analyze and interpret complex data.  Research and prepare comprehensive reports;
* Work with Logistics and Resource Management offices to oversee contracting services as they relate to clinic activities;
* Develop and maintain annual budget plan and staffing plans for outpatient care;
* Provide administrative management for ambulatory care clinical support services;
* Coordinate with the Veterans Experience, clinic management clinic, scheduling and analytic groups;
* Interface with national leadership to ensure local policies and procedures are consistent with national policy;
* Recommend national improvement strategies, policy and process changes to executive leadership at the VAMC, VISN and VACO levels as appropriate;
* Identify, define and prioritize customer service tools, process improvement and training opportunities that will support frontline employees in providing predictable, consistent and easy customer service experiences for Veterans, their caregivers and survivors;
* Develop both long-and-short-term policies and plans for the VAMC.

Work Schedule:Monday through Friday, 8:00 a.m. to 4:30 p.m.

Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

·         Missions, organizations, programs, and requirements of health care delivery systems;

·         Regulations and standards of various regulatory and credentialing groups; and

·         Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Must have 1 year specialized experience equivalent to at least next lower grade level (GS-12).  Examples of specialized experience would typically include, but are not limited to:

1.  Ability to direct and assist medical center staff in administrative research, management analysis and development of reports pertaining to program plans, development operations and assessment of any planning phase of the medical center's activities;

2.  Provide expert analysis and mastery of application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems;

3.  Ability to make decisions and plans for organizing and conducting studies that are complicated by conflicting program goals and objectives which may derive from changes in legislative or regulatory guidelines;

4.  Ability to develop and maintain sound working relations with a wide variety of people, including headquarters, medical personnel, patients, visitors and community members;

5.  Ability to prepare annual and cyclic budget documents as well as monitor execution making necessary adjustments as required.
