Recently the RAND Corporation announced a new for-profit
partnership with Risk Management Solutions (RMS)
called PRAEDICAT. The new spin-off company “…will use new
approaches to extend a field of analytics called
catastrophe risk modeling. These models are used extensively by
theinsurance industry and other financial markets to manage the
property and casualty risk posed by natural disasters such as
hurricanes,earthquakes and terrorist attacks. Liability catastrophes
are catastrophes with a human cause for which businesses or people may
be held liable….”
One question that arises is : have RAND and RMS (now PRAEDICAT)
worked in conjunction with the insurance industry to deny Mary
Catherine’s 9/11 medical reimbursements since 2001 while (1) providing
other RAND employees with free 9/11 medical treatment; (2) performing
studies since 2001 regarding the toll of both man-made and natural
disasters on survivors around the world including the United States;
and (3) recommending special medical and community interventions to
take care of injured survivors?
RAND has yet to identify and publicize the precise “… multi-year
research and development projects conducted by RAND and RMS on the
identification and prioritization of emerging risks using modeling and
cutting-edge computer science…” Was Mary Catherine’s 9/11 experience
used as part of RAND’s multi-year research?
Does RAND’s upper management continue to use Mary Catherine’s case
as part of its research over the years to develop "insider"
information so that an an insurance company can more easliy deny or
lower benefits of victims of catastrophic events?
RAND has yet to identify and publicize the precise “… multi-year
research and development projects conducted by RAND and RMS on the
identification and prioritization of emerging risks using modeling and
cutting-edge computer science…” Was Mary Catherine’s 9/11 experience
used as part of RAND’s multi-year research?
James Thomson, the former president and CEO of RAND, will serve as
chairman of the PRAEDICAT’s board of directors. While Mr. Michael
D.Rich who replace Thomson as President and Chief Executive Officer
of RAND will serve as a key executive officer of PRAEDICAT according
to news sources.
RMS is “... the world leader in catastrophic risk modeling. From
earthquakes and hurricanes to terrorism and infectious diseases
(whose) models provide critical risk management solutions to hundreds
of financial institutions around the world.”
PRAEDICAT’s “…multidisciplinary team leverages cutting-edge
technology to solve problems for clients...(and) analyze the risk
with a structured approach incorporating applied legal reasoning and
economics. The new company's analysis is focused to directly inform
core business functions of liability insurers and re-insurers.
RAND has yet to acknowledge its own 9/11 experience. Has the
non-profit think tank and Federally Funded Research and
Development Center (FFRDC) ever divulged its own 9/11 experiences?
Should : (1) a FFRDC like RAND use government, NGO and otherresearch
funds in performing studies and recommending solutions to establish a
for-profit company; and (2) RAND be permitted to use confidential
information obtained from investigations for its own for profit
company?
Will PRAEDICAT provide the identical information to federal, state and
local governments and non-profit institutions assisting survivors of
man-made and natural disasters?
While Mary Catherine has been responsible for her own medical 9/11
treatment for the last 11 years leaving her in monumental debt, isn’t
it ironic that RAND under PREADICAT will provide consulting services
and software to the property/casualty insurance industries and not
survivors.
Why would RAND treat one 9/11 person with such contempt? Is it for
financial gain or another example of historic mistreatment of the
most trusting and vulnerable populations of the world?
Reading between the lines and the undisputed facts, has RAND’s upper
management planned to use Mary Catherine’s case as an experiment which
still continues in 2012. Why hasn’t RAND acknowledged internally and
publically how it continues to treat Mary Catherine? She lives in
poverty with the RAND’s insurers’ owing her monies for
out-of-pocket 9/11 medical expenses pursuant to a 2003 Order and
interrupting her 9/11 medical treatment so that she may heal and move
on with her life.
According to RAND, PRAEDICAT “builds off a multi-year research and
development…” and will gauge when the businesses and individuals might
be held liable.

whilehelping their clients avoid them."
