Ad-Serving Latency: Ad-serving ‘latency’ refers to a latent time that can be perceived by a webpage or app visitor before a banner or video ad becomes visible or functional. It’s usually caused by the use of one or several redirects from the ad servers managing the ad campaigns.

Net neutrality is likely dead, and sooner than we thought. FCC Chairman Tom Wheeler says he’ll be leaving the agency on January 20, the day of Donald Trump’s inauguration. Many observers had expected Wheeler to stay on until 2018, when his term was slated to end. As Chair, Wheeler spearheaded a number of regulations, such as comprehensive net neutrality rules, that fell along partisan 3-2 voting lines. Come January 20, the FCC will have a 2-1 Republican majority – and with a Republican White House and congress, that majority isn’t going anywhere. Bottom line: The most closely-contested Obama-era FCC regulations aren’t long for this world.

This again? Back in September, Yahoo confirmed a 2014 data breach in which “state-sponsored” hackers stole information on around half a billion user accounts. Now the company has confirmed another, earlier hack, and this one was twice as big. Yahoo now says that an unknown party stole info on over a billion user accounts back in 2013. It’s the biggest known data breach against a single company in online history, and the revelation comes at a particularly bad time for Yahoo. The September revelations had already rankled Verizon, which cut a deal to buy Yahoo back in July. The telco is being publicly tight-lipped about what the new announcement means for the acquisition, valued at $4.83 billion. But according to Bloomberg, Verizon may well demand a lower price tag, or even torpedo the deal altogether. We’ll know soon enough.

Facebook came under a torrent of criticism for the proliferation of false news stories on its platform during this year’s presidential election; now the company says it’s doing something about it. Most notably, Facebook will begin sending stories to third party fact-checkers. “If the fact checking organizations identify a story as fake, it will get flagged as disputed and there will be a link to the corresponding article explaining why,” explained Facebook exec Adam Mosseri in a new blog post. The company also says it’s taking steps to disrupt the financial incentives for posting fake articles. You can check out Mosseri’s blog post here.

AD TECH

The ad-tech firm AppNexus has launched a new video “header bidding” solution for publishers. (Header bidding is a form of programmatic buying that lets publishers choose which tech partners they want to work with, enabling a huge group of marketers to bit on website inventory at once; it exploded in popularity over the course of this year.) Called PreBid Video, AppNexus says its mew tool is designed to reduce ad-serving latency by running multiple simultaneous auctions across numerous demand sources, so that a page will have loaded by the time a user tries to play a video. Latency has so far been a widely-expressed concern for advertisers otherwise interested in header bidding technology.

PLATFORMS, APPS + DEVICES

It’s the digital age, and some film festivals are adapting. The Tribeca Film Festival is partnering with Snapchat for the second straight year, once again inviting submissions for its Tribeca Snapchat Shorts contest. And short means short: Entries, which must be entirely created using Snapchat, can be two minutes long, max. Up to 10 winning entries will later be featured on Snapchat. Judges for the competition will include Eva Longoria, Serena Williams, and actor Jason Biggs, among others.

Amazon’s Twitch is still largely thought of as a hub for live-streamed gaming. Still, the platform has made plenty of moves to expand its mission statement, offering video content in fields like cooking and even painting. Now it looks like Twitch is pushing the door wide open, creating a new site category – called IRL, or “in real life” – to let its creators share both live and recorded video content about their lives. (A daunting obstacle for Twitch: The platform already has a major competitor in the lifestyle vlogging space; it’s called YouTube. Gulp.)  Twitch has already updated its community guidelines to allow non-gamers to live-stream content. Starting next year, Twitch will also make native live-streaming available to users of its mobile app.

Instagram just cleared 600 million monthly active users. The Facebook-owned photo- and video-sharing app made the announcement on its blog, pointing out that 100 million of those users came in the past six months.

And just like that, Vimeo is on your TV. The video-sharing service and content provider has debuted new apps for Apple TV and Android TV, while a new Samsung Smart TV app is slated to roll out in the coming weeks. “The apps now provide a cinematic experience that gets viewers immediately watching videos hand-curated by our in-house team, featuring the amazing ad-free content uploaded by the best filmmakers on Vimeo,” said Vimeo exec Will True. “We want people to know they can launch the app, lean back onto the couch, and have something incredible start playing right away without having to hunt for it.”

EXECUTIVE MOVES

Looks like he just wasn’t feelin’ it anymore. Samuel Notowitz has stepped away from Feeln, the Hallmark-owned SVOD service geared toward women 40 and over. (The service had a broader family-friendly focus before Notowitz spearheaded a branding shift.) Notowitz joined the company in 2014, most recently serving as VP of Distribution and Content Acquisitions. He’d been in charge of partner marketing and distribution strategy, and he seems to have performed his job effectively; the service has enjoyed significant subscriber growth on his watch. He’d previously held positions at Sony’s Crackle, Paramount Pictures Digital Entertainment, and Fox Broadcasting Co.

Apester has landed a new exec. The vendor, which helps online publishers create and embed interactive content such as surveys and quizzes, has named Charles Cabriel as President, a newly created role. Gabriel will oversee the expansion of Apester’s revenue and sales operations, and take the lead on the platform’s strategic development.  Gabriel joins the company from Qriously, where he served as Chief Revenue Officer. He’s also held top sales positions at Disney’s Maker Studios and AOL.
