The College of Staten Island (CSI or the College) is a City University of New York (CUNY) senior College organized around two academic divisions and three professional schools, with over 14,000 students. CSI offers a broad range of academic programs in the liberal arts and sciences, and in several professional areas. The College awards associate's, bachelor's, master's and professional doctorate degrees, and in collaboration with The CUNY Graduate Center, numerous PhD degrees. CSI's internationally recognized faculty passionately engage in scholarly and artistic activities, and together with a strong professional staff, lead students through transformational learning experiences both inside and outside of the classroom. The College is situated on a 204-acre site, has recently incorporated a residential component, and is currently engaging in capital expansion. It is a hub of intellectual and artistic activity and a community partner and source of economic impact and job creation for the greater Staten Island area.

Reporting to the President's Office and under the direction of the Director of Human Resources, the Human Resources (HR) Manager will serve as a senior member of the Human Resources Department. As part of the leadership team the HR Manager contributes to the mission and development of the Human Resources Department as a model for professional competency, efficiency and innovation. S/he will work closely with the Legal Counsel/Labor Designee and the Chief Diversity Officer.

The HR Manager will manage the development and implementation of on-campus professional development initiatives for all levels of staff. In addition the HR Manager is responsible for investigating grievance and discipline issues as they relate to classified civil service employees.

Specifically but not limited to the following duties:

Employee relations; and grievance and disciplinary procedures related to classified employees:

Manages employee relations to enhance productivity, performance and morale. In this function, provides guidance to all levels of management (Deans, Chairs, and Directors) on human resources issues affecting the classified employees of the campus community.
Manages the classified staff employee performance evaluations process, including consultation with supervisors related to performance evaluation components.
Conducts investigations on allegations of misconduct and assists in the preparation of disciplinary charges and specifications for classified employees in the White Collar, Blue Collar and 220 Skilled Trade titles. Serves as presenter of charges at Step 1 and Step 2 hearings. Assists in the negotiation of settlement agreements.

Professional Development:

Partners with Management to identify training needs and determines appropriate methodologies.
Designs, delivers, or acquires employee training and instructional programs.
Manages course administration activities such as maintaining documentation and materials.
Prepares and distributes electronic employee communications; such as professional development opportunities and follow up announcements to campus community.
Evaluates feedback and conducts post-training analyses.

Compliance:

Works in collaboration with management as well as local and central staff in Human Resources, Legal, Labor Relations and Diversity and Compliance.
Delivers compliance related training and instructional programs designed to educate employees on policies and procedures related to CUNY Workplace Violence, Sexual Harassment Prevention and Title IX.

Perform other duties as assigned.

QUALIFICATIONS

Bachelor's Degree and six years' related experience required.

* An advanced degree in labor relations or related field

* Experience in a unionized environment preferred

* Strong customer service orientation, excellent interpersonal, oral and written communication skills, and attention to detail.

* Ability to take direction, initiative and work proactively in a team environment

* Ability to interact with all levels of staff diplomatically with professional discretion and confidentiality and high ethical standards.

* Proficiency in Microsoft Office (Excel, PowerPoint, Word, Access), Outlook and PeopleSoft or other HRIS strongly desired.

CUNY TITLE OVERVIEW

Manages a portfolio of Human Resources programs and operations at the College level.

* Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and/or human resources technology

* Manages staff responsible for carrying out operations in the Human Resources office

* Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees

* Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements

* Provides outreach to employees and provides communications such as meetings, newsletters, and web sites

* Compiles accurate and well-organized reports

* Assists management with developing policies, procedures, and programs to support Human Resources' objectives

* Performs related duties as assigned.
