1. India and Vietnam sign 12 agreements to boost bilateral ties
India and Vietnam have signed 12 agreements for cooperation in areas like defence, IT, space, double taxation and sharing white shipping information, signaling a strong upward push in their strategic ties.
The agreements were signed by the two sides officials in presence of PM Narendra Modi and his Vietnamese counterpart Nguyen Xuan Phuc.
India will provide $500 million credit line for Vietnam for defence cooperation. India also offered a grant of $5 million to set up a software park in Vietnam.
Modi is the fourth Indian Prime Minister to visit Vietnam during the past about 50 years.

2. Dr. K K Aggarwal elected National President of IMA
Cardiologist Dr.K K Aggarwal has been elected as the National President of the Indian Medical Association (IMA) for the year 2016-17.
Now, he is the Secretary General of the doctors association.
The Indian Medical Association (IMA) is a national voluntary organization of Doctors of Modern Scientific System of Medicine in India(29 state/UT branches).
IMA has over 2,53,000 doctors as its members through more than 1,650 active local branches spread across the country.
3.Kerala appoints Sachin as brand ambassador for anti-liquor campaign
Legendary Cricketer Sachin Tendulkar has been appointed as the brand ambassador for anti- liquor and anti-drug campaign in the state.
This was part of the government’s move to create awareness among people against alcoholism and drug in the state.
Kerala will open up more de-addiction centers for the benefit of the addicted.
4. Maha Governor C V Rao sworn in as acting Governor of Tamil Nadu
Maharashtra Governor Chennamaneni Vidyasagar Rao has sworn in as the acting Governor of Tamil Nadu at a ceremony held in Raj Bhavan as the tenure of K. Rosaiah ended on 31 August.
Rao has been administered oath of office by the Madras High Court’s Chief Justice Sanjay Kishan Kaul at the Raj Bhavan, Chennai.
National Affairs
5. Odisha govt launches Biju Kanya Ratna Yojana
Chief Minister of Odisha Naveen Patnaik has launched the Biju Kanya Ratna Yojana for the development of girls in three districts (Ganjam, Dhenkanal and Angul) of the state.
The Objective of the Yojana to improve sex ratio at birth and child sex ratio.
The scheme will ensure enrollment of girls in elementary education, tracking dropout girls from schools and creating a better environment for them.
6. TVSN Prasad Committee submitted its report on use of Pallet Guns
TVSN Prasad committee has submitted its report to Home Secretary Rajiv Mehrishi.
The committee was not in favor of completely removal of the pellet guns in the Kashmir Valley but suggests that it should be replaced with the polymer, rubber and paper bullets.
Earlier, the Joint Secretary of the Ministry of Home Affairs (MHA) has constituted a seven-member expert committee on the use of pallet guns.

7. Assamese poet Nalini Dhar Bhattacharyya passes away
Eminent, Assamese poet and author Nalinidhar Bhattacharyya (95-year) passed away in Guwahati.
He was the winner of the Sahitya Akademi award.
The Assam Sahitya Sabha had honored him with the title of ‘Sahityacharya’ in 2010.
Bhattacharyya was a former principal of Arya Vidyapeeth College, Guwahati.
8. President of Uzbekistan Islam Karimov passes away
Uzbekistan’s President Islam Karimov (78-year) passed away at Tashkent, Uzbekistan.
Karimov had dominated Uzbekistan for more than 25 years.
He was the first President of Uzbekistan from 1990 to 2016.

DCB Bank has announced to launched of mobile-based payment solution mVisa for easier retail payment.

mVisa is a card less mobile payment solution that offers customers the convenience of doing digital payments at retail outlets.
DCB Bank has partnered with M2P Solutions and GI Technology to implement mVisa.

10. All India Police Athletics Championship begins in Hyderabad
Telangana Governor E S L Narasimhan has declared to open the 65th All India Police Athletics Championship (AIPAC) at the GMC Balayogi stadium in Hyderabad.
Over thousand sportspersons including 300 women from various state police departments and paramilitary force are taking part in the annual event being organized by the Central Industrial Security Force(CISF).
The championship will continue till 7th of this month.

Such questions are asked to test your ability to judge a problem correctly, to determine the root cause of the problem and then to prescribe a suitable course of action.
What is Courses of Action?
A courses of Action is a step or administrative decision to be taken up for improvement or follow – up for further action in regard to the problem, policy etc. on the basis of the information given in statement.
Normally there will be two broad types of pattern in such questions:
1. Problem and Solution based: When the presented situation talks of a problem and the suggested course of action talk of a solution.
It solves / reduces of minimize the problem
the solution or course of action is practically Possible.
A suggested course of actions can be said to solve/reduce/minimize, the problem.
When; (a) It is an established fact. ie, It is acknowledged universally as a fact.
Note: A suggested course of action may indeed solve a problem but in practical life it may not be advisable or possible. If it is so, then the course of action is rejected.
For e.g. –
Statement: A large number of people in ward X of the city are diagnosed to be suffering from a fatal malaria type.
Courses of Action: I. The city municipal authority should take immediate steps to carry out extensive fumigation in ward X.
1. The people in the area should be advised to take steps to avoid mosquito bites.
(1). Only I follows
(2). Only II follows
(3). Either I or II follows
(4). Neither I nor II follows
(5). Both I and II follow
Answer is (5) – Clearly, prevention from mosquitoes and elimination of mosquitoes are two ways to prevent malaria. The action will reduce the problem. So, both the courses follow.
2. Fact and Improvement based: When the presented situations talks of a simple fact (not a problem, just a situation) and the suggested courses of action suggest ways of improvement.
Format of the Problem: These types of questions contain two or more statement and these statements are followed by the number of Courses of Action. You have to find which Course of Action will logically follow from the given statement.
For e.g.-
Statement: Exporters in the capital are alleging that commercial banks are violating a Reserve Bank of India directive to operate a post shipment export credit denominated in foreign currency at international rates from January this year.
Courses of Action: I. The officers concerned in the commercial banks are to be suspended.
II. The RBI should be asked to stop giving such directives to commercial banks.
(1) Only I follows
(2) Only II follows
(3) Either I or II follows
(4) Neither I nor II follows
(5) Both I and II follow
Answers (4) – The statement mentions that the commercial banks violate a directive issued by the RBI. The remedy is only to make the banks implement the Act. So, none of the courses follows.
Steps to Solve
What is the approach to solve the questions of this section?
1. Don’t make your individual perception.
2. Act according to the rules of any organization.
3. Go for impartial and personal thinking.
4. Existing practices are not effective Course of Action.
5. Whenever problem arises, it is always sensible course of action to find out the cause.
Important Points to proceed step by step to reach final courses of action:
1. Extreme or strict action is not valid course of action.
2. The actions should be a positive step towards the solution of the problem, rather harsh and undemocratic.
3. Analyses course of action whether it will solve the problem or lessen it. For proper analysis check with
(i) Universal truth
(ii) Experience
(iii) Logic
4. Check out practical course of action. Simple problem must have simple course of action, not a complex one which might create more problem than to solve or reduce.
5. In most of the cases, a situation has more than one course of action. But they are never exclusive to each other. So our answer should be always “both follow” and not “either of them follows”.
6. If course of action and problems are properly balanced and if the course of action is also feasible than that action can be followed.
Sample Questions
1. Statement : Youngsters are often found staring at obscene posters.
Courses of Action :
I) Children should be punished and penalized if they are found doing so.
II) Any display of such materials should be banned.
(1) Only I follows
(2) Only II follows
(3) Either I or II follows
(4) Neither I nor II follows
(5) Both I and II follow
Ans (2) only II follows.
Explanation: Bad things attract more and punishment after the act has been committed is no remedy. The act should be prevented so only II follows.
2. Statement: Footpaths of a busy road are crowded with vendors selling cheap items.
Courses of Action :
I) The help of police should be sought to drive them away.
II) Some space should be provided to them where they can earn their bread without blocking footpaths.
(1) Only I follows
(2) Only II follows
(3) Either I or II follows
(4) Neither I nor II follows
(5) Both I and II follow
Ans (5) Both I and II follow
Explanation: The best solution for the problem is to give an alternative to it. II suggests an alternative and hence follows. But how can we be sure that the vendors would leave the footpaths if they are given alternative means of livelihood? For that we have to use force and hence I also follows.
3. Statement: Rapid growth of urban population has led to a severe shortage of living space resulting in a drop in living conditions .
Courses of Action:
I) The Government should draw plans for urban re planning and development.
II) All village to town migrations should be stopped .
II) The Government should demolish the five-star hotels and build peoples cottages there.
(1) Only I follows
(2) Only III follows
(3) I & III follow
(4) I & II follow
(5) All follow
Ans (1) Only I follows.
Explanation: I is a positive step towards the solution of the problem. III is rather harsh and undemocratic. II too is an extreme action. Both II & III would violate the Fundamental Rights of the Indian Constitution.
4. Statement : Although advancement medical science has raised life expectancy, the rate of child mortality remains high in India.
Courses of Action :
I) Efforts should be made to lower life expectancy.
II) Medical scientists should be asked to give up their jobs.

RBI Grade B 2016 Exam: Last Minute Tips
The first thing that you need to keep in mind about the exam structure. The exam is of 2 hours and of 200 questions. You have to attempt 200 questions in 120 minutes. This is an Online exam where – Time Management & right selection of the questions becomes the deciding factor during the exam.
Pattern of the exam –
How to attempt paper during the exam? – It is advisable to divide the section according to your strength and attempt the same in the exam. Divide the time for each section. Time management is a key to success in the exam. Manage your time wisely in the exam.
Start the section with the easiest section – So, you can start with English Section, as this can be attempted in 15 or 20 minutes. This will boost your confidence and will bring down the anxiety. You can attempt 20 – 22 questions in this section.
After completing the English section, you can move to the General Awareness section. Give 35 minutes to this section and attempt maximum questions as much as you can. Read the questions carefully because this section also carries Economics & Financial questions which require some time to understand the question. Try to attempt 50+ questions with 100% accuracy in this section.
After completing General Awareness section, you can move to Quant section. The section comprises of 30 questions and can be attempted in 20 – 25 minutes. Try to attempt the questions with 100% accuracy. Skip those questions which seem difficult to you. Attempt DI first and then move to next questions. You can attempt 20 – 22 question in this section.
After completing Quant section, move to Reasoning section. The section comprises of 60 questions and can be attempted in 40 – 45 minutes. Try to attempt maximum questions in this section. Avoid attempting Puzzle, Logical Reasoning questions first. Attempt easier questions and then move towards the tough question. Try to attempt 40+ questions in this section.
Time Management
Section Wise Tips
Since there is a minimum cutoff for each section which means that along with the overall cutoff you have to clear cutoff of each and every section in order to clear it and thus qualify the written test.
I. English Language
This section has 30 questions. The paper generally includes questions on Reading Comprehension, Cloze test, Fill in the blanks, Sentence correction, Spotting the errors and Sentence rearrangement.
In the reading comprehension section, there are also questions on synonyms and antonyms. Since this is a bit confusing section, a careful approach is required while attempting the question.
Expected Difficulty Level: Moderate
Scoring topics in this section are:
1. Fill in the blanks
2. Spotting the error
3. Sentence improvement
4. Sentence correction
II. General Awareness
This section has 80 questions including questions from Current Affairs, Banking and Economy and Static GK. This section requires the least time and can score more marks with accuracy. The expected difficulty level will be moderate.
For the current affairs try to cover the last 4-5 months news i.e. Appointments, RBI in news, Awards and Honours, Sports, New Schemes, National and International News, Latest Developments in Science and Technology.
Note: Attempt those questions in which you are 100% confidence, in order to increase your attempts in this section don’t do guesswork
III. Quantitative Aptitude
It has 30 questions from diverse topics like Data Interpretation, Caselets DI (expected), Number Series, Data Sufficiency and Some Miscellaneous questions. The miscellaneous questions have questions from profit and loss, age, average, simple and compound interest, boat and stream, time and work, area.
Expected Difficulty Level: Moderate to tough
This section requires a lot of practice. And while performing this section one has to be very attentive and present-minded. A good practice at this section can make one score good with accuracy.
IV. Reasoning
This section consist of 60 questions from various topics like puzzles (seating arrangement, linear seating arrangement, floor based), syllogism, data sufficiency, statement based questions, Inequality, Coding – Decoding, logical reasoning. If the concepts in this section are clear then one can very easily score good marks with accuracy.
Expected Difficulty Level: Moderate
Scoring topics in Reasoning Sections are –
