Maritime Safety, Quality & Environmental Consulting and Training company SQE MARINE has issued new circular to provide latest updates on the security reporting requirements including ‘Piracy Reporting Flowchart’ for easy reference.

Since ISPS entry into force, significant changes have been occurred worldwide regarding Piracy. Most important is the piracy areas, as initial area of Somali Basin and Horn of Africa is no longer the only area with piracy activities. Gulf of Guinea and SE Asia are the areas with raising piracy activities. New reporting areas have been established and additional reporting requirements have been issued for these areas.

Area Specific Piracy Reporting Requirements

The three main areas of piracy activity concerning Maritime Industry are:

East Africa (Somali Basin and Horn of Africa)

West Africa (Gulf of Guinea)

SE Asia (Malacca Straight – Singapore straight and adjacent sea areas)

An additional area in Arabic & Persian Gulf is also considered to be potential risky for piracy activities.

East Africa

Voluntary reporting Area has been established as follows:

a. Suez to the North

b. 10°S

c. 78°E

Each vessel entering to East Africa Voluntary Reporting Area should submit relevant reporting Forms to Maritime Security Centre – Horn of Africa MSCHOA.

West Africa

Voluntary reporting Area has been established as follows:

a. Cape Blanc.

b. Point 20o 30’ 30’’ North – 29o West

c. Point 14o North – 29o West

d. Point 17o South – 8 o East

e. Parallel of 17o South

Each vessel entering West Africa Voluntary reporting Are should submit relevant Forms to Maritime Domain Awareness for Trade for the Gulf of Guinea (MDAT-GoG)

SE ASIA

Voluntary reporting Area has been established between parallels 13o S – 21o N and meridians 74o E – 141o E

Each vessel entering South East Asia Voluntary reporting Are should submit relevant Forms to Information Fusion Centre (IFC)

STRAIT of HORMUZ – ARABIAN & PERSIAN GULF

There is not a voluntary area established in this region. However vessels in case of incident are encouraged to report to United States Naval Forces Central Command (NAVCENT) / COMUSNAVCENT Battle watch Captain and Maritime Liaison Office (MARLO) in Bahrain.

Ship managers should comply with the requirements of ISPS and have an approved by Flag Administration Ship Security Plan on Board each managed vessel. Additionally special instructions should be provided for updating information regarding Piracy Activity in aforementioned areas and reporting requirements per region.
