Jamestown (CSi) Word has been received on the passing of Colleen Conley of Jamestown.

Colleen Helen Conley (Bowen), 60, was welcomed into heaven on February 22, 2015. She passed away peacefully at home, surrounded by her family, after a brief, but valiant fight against cancer.
Colleen was born in Trenton, North Dakota on March 23, 1954, but was raised in Marion, ND where she graduated high school in 1972. She married Cole Conley on January 19, 1974, and they made their home in Jamestown, ND. She graduated from Valley City State University with a degree in Nursing in 2010.
Colleen loved God with all her heart. Her kindness and joyful nature reflected her close relationship to Him. She brought much happiness to her family, friends, and community. Her absence will be keenly felt by all who knew her.
There are so many wonderful things about Colleen, that there isn’t enough paper or ink in the world to record them all.
She is survived by her devoted husband of 41 years, Cole Conley, and their daughters Lacey (Justin) Enger, Piper (Josh) Larson, Calli (Kelly) Stoudt, and Hollie (Ernie) Halvorson, as well as five siblings Marilynn (Rick) Lebahn, West Fargo, ND, Bill Bowen, Sr., Marion, ND, Barbara (David) Brown, Longview, WA, Bev Kuska, Ellendale, and Charles, Jr. (Sheree) Bowen, Valley City, ND and many nephews and nieces. Also she leaves behind eight dearly loved grandchildren – Westyn, Charlie, Coltyn, Gracie, Noelle, Elijah, Delia, and Henry.
She is preceded in death by her parents, Charles and Inis Bowen, and an infant nephew, Cody Kuska.

Valley City (CSi) A public hearing was held Monday morning at the Barnes County Highway Department building, by the Barnes County Water Resource District and the Red River Joint Water Resource District, concerning a permit to build an outlet near Hobart Lake.
The purpose of the outlet is to remove high water as a result of natural overflowing west of Valley City, near or on the edge of both Old Highway 1 and Interstate 94 and to reduce the threat to township roads.
The proposal includes a plan to bury a pipe along three quarters of a mile and over a half mile of channel improvements to drain the water into the Sheyenne River.
At Monday’s meeting, those advocating the outlet said it would aid in mitigating flooding that can occur from heavy rainfall, that has happened in the past.
Landowner Ed Thom has farmland under water and a farm home close to the higher water and supports the project.
Those opposed to the project say other methods would work such as water retention, which should be looked at before building the estimated $820,000 project, which will come from taxpayers in the form of federal, state and local dollars.
The Barnes County Water Resource District will vote on the proposed permit at the end of the public comment period.
Jamestown (CSi) Local camping was highlighted at Monday’s Jamestown Tourism Board of Directors meeting.
Tourism is looking to promote camping and set up a grant to improve some of the county-owned campgrounds as well.
The board also reviewed five goals on its strategic plan and was looing to set priorities for Jamestown Tourism for the next year.
Board member, Tanea Clocksene, and Jamestown Tourism Executive Director Searle Swedlund will meet with Fort Seward Reconstruction Committee/Veterans Memorial Chairman Dale Marks, to discuss the feasibility of creating some camping sites at Fort Seward.
Swedlund says it’s possible for the tourism board to establish a campground fund, but the board would have to create rules and regulations for how the money would be used.
In other business, the tourism board learned that Office Manager Cassie Theurer, , has taken a new job in Bismarck and will be leaving Jamestown Tourism by end the of March.
Swedlund has posted the office manager position.
Still to be determined is how Theurer’s other duties as digital marketing specialist should be handled.
Jamestown (CSi) The Jamestown Regional Airport Authority has set long-range plans.
At its annual strategic planning session, goals discussed included more passenger capacity, better signage and airport support businesses.
Regional Airport Authority Chairman Jim Boyd will update the plan and present it to the authority at its March 18 meeting for approval or further revision.
Boyd says a goal he would like to see in the next two years is getting 10,000 passengers a year through Jamestown Regional Airport.
At that level the Federal Aviation Administration will give the airport an additional $1 million annually that can be used for any project the authority chooses.
Boyd adds that he would like the airport get a jetway boarding ramp providing an enclosed space for passengers to enter or exit a UnitedExpress/SkyWest flight into the terminal building, at an estimated cost of about, $500,000.
Jamestown Regional Airport Authority Vice Chairman, Jeff Wilhelm says the authority should also let SkyWest Airlines officials know that is a goal for the airport.
Wilhelm, says the authority and airport staff need to keep working with UnitedExpress/SkyWest officials to make certain that all parties involved with commercial air service to Jamestown are happy with the arrangement and getting the results they want.
Airport Manager, Sam Seafedt says on 13th Street Northeast a sign will be put up indicating the entrance to the airport.
Another summer project is to install signage pointing to where the airport’s long-term parking is, on the west side of the parking lot.
Other challenges this year, include locating individuals or businesses to lease the newly-built T-hangars, and, getting new fixed based operation services at the airport.

BISMARCK, N.D. (AP) – A Garrison man who left North Dakota before he could be sentenced for raping a girl under the age of 15 has been captured.
The McLean County Sheriff’s Department says 32-year-old Patrick Moore has been arrested in Arizona’s Maricopa County on drug charges.
Moore pleaded guilty in North Dakota in July 2014 to felony gross sexual imposition charges that could carry a sentence of life in prison without parole. He was to be sentenced Dec. 16 but missed the hearing. A warrant for his arrest was issued Dec. 22.
BISMARCK, N.D. (AP) – A murder trial has been postponed for a 26-year-old North Dakota man accused of stabbing his cousin during an attempted robbery on the Standing Rock Indian Reservation.
Ryan Ironroad of Cannon Ball is charged with felony murder and assault with a dangerous weapon. Authorities say he stabbed 29-year-old Clay Hagel of Fort Yates on Nov. 23. Hagel died from his injuries the next day.
A trial was scheduled to begin today, but it’s been moved to May. A hearing will be held in April to decide whether prosecutors can use statements Ironroad made during interviews with authorities.
Defense attorney Ryan Costello claims his client’s constitutional rights were violated, so the statements should be suppressed.
Ironroad faces life in prison if he is convicted of the murder charge.
BISMARCK, N.D. (AP) – A convicted felon from Williston has been sentenced to 15 years in prison after being convicted in federal court on weapons charges.
U.S. District Judge Daniel Hovland on Monday sentenced 54-year-old Gabriel Garcia-Hernandez. A federal jury in October convicted him of being a felon in possession of a firearm and ammunition, and possessing a firearm with an obliterated serial number.
Authorities who executed a search warrant at the home of Gabriel Garcia-Hernandez in January 2014 say they found drugs, drug paraphernalia, five guns and over 300 rounds of ammunition. They say the serial number on a gun had been scratched to the point of being illegible.
Garcia-Hernandez was prohibited from possessing guns because of multiple felony convictions in New Jersey and Florida for crimes including assault, armed robbery and kidnapping.
FARGO, N.D. (AP) – A woman accused of causing disturbances at Hector International Airport in Fargo has pleaded guilty to criminal trespass.
35-year-old Allison Johnson changed her plea to guilty Monday. She was sentenced to one year of probation.
Allison Johnson was accused in July of slapping flight attendants on an Allegiant Airlines flight and kicking a police officer at the airport. She pleaded guilty to disorderly conduct and was released from jail after serving a five-day sentence.
She was arrested at the airport again the day of her release and taken to detox. She was then charged with criminal trespass.
Johnson, formerly of Fargo and now of Arizona, has said in court that she is an alcoholic and doesn’t remember what happened in the plane incident on July 23.
BISMARCK, N.D. (AP) – Gov. Jack Dalrymple has slated a signing ceremony for a bill that will fast-track $1.1 billion for highways and communities affected by North Dakota’s exploding growth.
The governor’s staff says he will sign the bill Tuesday morning at the state Capitol.
The Senate voted 46-0 on Monday to approve the “surge funding” bill that is being rushed through the legislative process so projects can begin by summer. Most of the money is slated for the booming oil-producing region in the western part of the state.
BISMARCK, N.D. (AP) – A North Dakota lawmaker’s push to end the state income tax has failed.
Rep. Scott Louser, a Republican from Minot, introduced the legislation to set state income tax at 0 percent, rather than push for an outright repeal.
The House voted 70-23 to kill the bill on Monday.
North Dakota’s House approved a separate bill by a vote of 67-25 on Monday that would reduce individual and corporate income tax by 10 percent.
North Dakota collects roughly $500 million in state income tax every year.
The last state to eliminate its income tax was Alaska in 1980. Six other states have no income taxes.
BISMARCK, N.D. (AP) – North Dakota’s House unanimously approved legislation to strengthen oversight of oil and saltwater pipelines. The House voted 93-0 yesterday to send the measure to the state Senate. The bill approved Monday mandates additional monitoring and safeguards such as flow meters and leak detection systems on pipelines that carry oilfield wastewater. Companies also must submit design plans and post a bond before pipelines are built. Inspection of the pipelines would be done by a third party. The legislation also provides $10 million over the next two years to clean up old spill sites.
FARGO, N.D. (AP) – A report by a national group shows that college students who start at four-year schools in North Dakota and South Dakota are following similar paths to completion – including more than 10 percent who finish their studies at other schools.
The National Student Clearinghouse Research Center tracks the progress of students in a six-year time frame and includes those who swirl from one school to another or take time off.
The report shows that the completion rate for students who start at four-year schools is 64.65 percent in South Dakota and 64.61 percent in North Dakota. The overall rate in the U.S. is 62.85 percent.
Officials in the Dakotas say the report gives a more accurate picture of graduation rates than traditional figures that follow student progress within one school.
MINOT, N.D. (AP) – Residents of Ward County are deciding whether to approve an addition $37 million in borrowing to further expand the jail and renovate the courthouse.
If voters approve the measure in Tuesday’s special election, total bonding authority for the project would approach nearly $80 million.
County voters in 2012 approved about $40 million in bonding for a 50-cell jail expansion. But the number of inmates has grown along with the population in the region on the edge of the booming western oil patch.
State Corrections officials late last year ordered the county to address the crowding problems in the jail. If voters approve, the jail expansion will be increased to 100 new cells.

Jamestown (CSi) University of Jamestown head volleyball coach Jon Hegerle has announced the signing of Hope Slettebak of Perham MN who will join the Jimmies in the 2015-2016 season.
Hope played volleyball at Perham High School where she was awarded Most Blocks of 2013, All Conference Honorable Mention 2013 and 2014, Hardest Worker of 2011, the Jackets Award in 2014, and was team captain in 2014. In addition, her high school team was 2013 Heart of the Lakes Conference Champions, 2014 8AA Sub-Section Champions, and 2014 8AA Section Runner-Up. Hope stands 5’8″ tall and also participated in basketball and track during high school.
Coach Hegerle says of Slettebak, “It was evident when Hope visited that she is very excited about attending the University of Jamestown and joining the volleyball program. Hope seems to understand the ingredients necessary in a ‘team-first’ culture. Hope is a passionate competitor and teammate and I am looking forward to working with her as she continues her career at UJ.”
Hope plans to major in Exercise Science and will be a welcome addition to the University of Jamestown family. She said of her decision, “I chose the University of Jamestown because the campus makes me feel comfortable and everybody has always made me feel welcome. The university offers me a major in Exercise Science as a stepping stone to my desired career choice in Physical Therapy. After meeting with the coaches and team members, I am looking forward to becoming a part of the volleyball program.”
University of Jamestown head men’s soccer coach Tommy Nienhaus has announced the signing of Cody Kuehl of T.F. Riggs High School who will join the Jimmies in the 2015-2016 season.
Kuehl (Pierre, SD) played varsity soccer for three years in high school and junior varsity during his freshman year. During that time, he was awarded the title of All Eastern South Dakota and played on the All State 1st Team. He also made Academic All State and was part of the National Honor Society. Kuehl participated in the Dakota Alliance South Dakota United team as well where he was South Dakota ODP Player of the Year for 2012.
Coach Nienhaus says of Kuehl, “Cody plays at a very intense level and has a high motor which makes him a handful for defenders. He has some parts to his game that he needs to refine. That will comes with time. I expect Cody to be able to compete for minutes this fall.”
Kuehl plans to major in business. There were many factors that came into play which brought him to Jamestown and he said, “The thing that most caught my attention was how much chemistry the team had both on and off the pitch. Having seen a squad so close to one another almost made my choice a no-brainer.”
GRAND FORKS, N.D. (AP) – The University of North Dakota men’s hockey team has retained its top ranking in the two national polls after a weekend sweep of Western Michigan.
UND remains atop both the USA Today/USA Hockey Magazine poll and the USCHO.com poll. Minnesota State, Michigan Tech, Boston and Miami round out the top five in both polls.
UND hosts unranked St. Cloud State this weekend in its final home series of the regular season.

MINNEAPOLIS (AP) – Minnesota Timberwolves forward Shabazz Muhammad has undergone season-ending surgery on the middle finger of his left hand. Muhammad suffered a ruptured ligament when his finger was caught in Andrew Wiggins’ jersey during practice. Muhammad was becoming a key player in his second season.
MINNEAPOLIS (AP) – The Minnesota Timberwolves have released an additional 1,000 tickets for Kevin Garnett’s return. Garnett will put on a Timberwolves uniform again when Minnesota plays host to Washington tomorrow night. The Wolves say they have released all remaining ticket holds for the game.
MIAMI (AP) – The Miami Heat say All-Star forward Chris Bosh continues to improve and will leave a South Florida hospital soon. Bosh has been hospitalized since last week because blood clots were found on a lung. He will not return to play this season. Heat coach Erik Spoelstra (SPOHL’-strah) says he has not been told an exact date for Bosh’s discharge.

TAMPA, Fla. (AP) – New York Yankees designated hitter Alex Rodriguez worked out at the team’s minor league complex yesterday before speaking with the media for about 8 1/2 minutes. The three-time AL MVP is coming off a season-long suspension for violations of baseball’s drug agreement and labor contract. Rodriguez said he cringes when he looks at some of the things he did, but he never said why he resumed the use of performance-enhancing drugs, never explained what he did and avoided getting into any specifics.
New Twins manager Paul Molitor says Phil Hughes is penciled in to be the opening day starter against Detroit April 6. Hughes is coming off a 16-10 season with a 3.52 ERA in 32 starts.
– Ron Gardenhire has told the Twins he plans to take the year off after being offered a position within the organization. Gardenhire was dismissed after last season with a year left on his contract.
A group of investors headlined by Red Sox president Larry Lucchino has announced that it’s purchased the Pawtucket Red Sox and will relocate the team to Providence. The new owners say they decided to move the team to Providence because making improvements to 73-year-old McCoy Stadium in Pawtucket would be expensive.

KANNAPOLIS, N.C. (AP) – Stewart-Haas Racing says it is sticking with Regan (REE’-gahn) Smith in place of suspended driver Kurt Busch this weekend at Atlanta Motor Speedway. Smith subbed for Busch and drove the No. 41 Chevrolet to a 16th-place finish in the Daytona 500 Sunday. NASCAR suspended Busch last week after a Delaware judge said the 2004 champion almost surely choked and beat his former girlfriend last fall.

DUBAI, United Arab Emirates (AP) – After helping Switzerland win its first Davis Cup title last year, Roger Federer has announced he’s going to skip this year’s event. Federer played the entire Davis Cup season last year, with Switzerland beating France 3-1 in the final.

KHARTSYZK, Ukraine (AP) – Associated Press journalists have seen heavy weapons being moved further into territory controlled by Russia-backed rebels in eastern Ukraine. But a claim by the rebels of a broader weapons pullback in keeping with the latest peace deal still can’t be officially confirmed. About a dozen howitzers were seen moving out of Donetsk city but their final destination was unclear.
WASHINGTON (AP) – Keeping the Homeland Security Department funded is occupying the bulk of the attention on Capitol Hill. The agency’s budget is set to expire Friday at midnight if there’s no action by Congress, but a funding measure passed by the House also would block President Barack Obama’s immigration orders. Senate Majority Leader Mitch McConnell says he wants to split the immigration language from the funding bill.
UNDATED (AP) – Wind chills and wintry precipitation are expected to affect a wide swath of the country again today. A mix of snow, sleet, rain and freezing rain is expected in parts of the southern Plains and South, leading to dangerous road conditions. School districts in more than a half-dozen states have canceled or delayed classes. Parts of the east could get dangerous wind chills.
CHICAGO (AP) – A government report finds that birth control pills are still the most popular contraceptive while longer-term methods are gaining wider acceptance. The Centers for Disease Control and Prevention says there’s growth in the use of IUDs, redesigned after safety scares, and under-the-skin hormone implants. They are used by about 7 percent of reproductive age women, compared to 2 percent in 2002. Those methods are more effective at preventing pregnancy.
ALBANY, N.Y. (AP) – New York’s attorney general is demanding more information from manufacturers of popular store-brand herbal supplements after DNA testing showed they didn’t contain much in the way of advertised ingredients. Four major retailers were ordered to pull the supplements. Industry groups and consumer organizations focused on exposing supplement fraud criticized the DNA testing saying it would not reveal extracts of a plant’s active ingredients.
