Jamestown (CSi) Jamestown residents have the opportunity to sign a petition that if approved would create a special election this spring, to vote on an increase of one percent in the City Sales Tax to assist in funding the Two Rivers Activity Center.

Jamestown City Administrator Jeff Fuch says the city approved the petition’s language last week after he met with members of the Two Rivers Activity Center (TRAC) Committee and suggested revisions to the petition’s language.

Volunteers who circulate the petitions need to get 1,053 signatures of qualified electors, a person at least 18 years old who is a North Dakota resident who has lived in Jamestown for at least 30 days.

The vote would only need a simple majority to pass.

The petition is also available for signing at James River Family Fitness.

Jamestown Parks and Recreation Director, Doug Hogan says the goal is to get around 2,000 signatures, to be certain there are enough signatures.

TRAC Committee member Mindi Schmitz, says the signature campaign is hoped to be wrapped up by the end of this month.

Funds raised by the sales tax would be used to construct the Two Rivers Activity Center, a recreation center with a proposed final cost of between $30 million to $40 million.

The proposed facility would be constructed on land located near Jamestown High School, and would include an indoor water park, meeting rooms and community space, an indoor sports practice facility, an outdoor pool, basketball and tennis courts.

The Jamestown Parks and Recreation Commission has been working on the proposed TRAC for at least the last eight years along with Jamestown Public Schools, James River Family Fitness, Jamestown Tennis Association and Jamestown Gymnastics Club.

Jamestown (CSi) Cabin Fever Days set in Jamestown starting today through February-15th..

The Sport and Recreation Show, is one highlight of Cabin Fever Days in Jamestown.

The show opens today and runs through Sunday at the Civic Center, open from 4 to 8 p.m. today, 9 a.m. to 4 p.m. Saturday and noon to 4 p.m. Sunday.

Over 50 booths will be on the upper concourse area of the Civic Center, and six vendors — Grabinger’s Marine, Gun & Reel Sports Inc., Countryside RV, Outlet Recreation.com, Just Motorsports and Redlin Johnson Sidings & Windows —will be on the floor.

Jamestown Rural Fire Department and Jamestown Tourism are sponsoring three presentations that will be given by professional fisherman Tom Neustrom of Grand Rapids, Minnesota.

Neustrom has been a professional fisherman for more than 35 years and has been inducted into the Minnesota Fishing Hall of Fame and the National Freshwater Fishing Hall of Fame.

Neustrom will have three presentations —“Walleyes by the Numbers” at 7 p.m. Friday and 1:30 p.m. Saturday, “Shadow Boxing Walleyes” at 9:30 a.m. Saturday and “Crappies for Dessert” following the walleye presentations each day.

JakeStar will also sponsor an ATV safety class from noon to 4 p.m. Saturday.

Valley City (CSi) Barnes County is in the process of hiring dispatchers, and will hire a 9-1-1 Coordinator.

The estimated starting salary of the coordinator is around $68, 000 dollars annually.

The current 9-1-1 Coordinator Kim Franklin is slated take a 35-hundred dollar salary reduction from her base salary as the Barnes County Emergency Manager.

The commissioners unanimously approved giving all dispatchers a $1 per hour raise and an additional $1 per hour raise for two new dispatchers, plus another $1 per hour in differential pay for dispatchers who work nights and weekend shifts.

Jamestown (CSi) The 2nd Annual, “Purses for a Purpose,” will help raise vital funds for North Dakota Wounded Warriors, and benefiting North Dakota veterans with Post Traumatic Stress Disorder (PTSD) helping to provide service dogs.

Service Dogs for America spokesperson Shelley Nannenga on Thursday Wayne Byers Show on CSI Cable 2, said, the event is set for this Sunday February 8, 2015, from 4-p.m. to 7-p.m., at Sabir’s II, formerly the Buffalo City Rotisserie Grille on First Avenue South in Jamestown.

There will be designer purses, a silent and live auction, Stella Cidre (with complementary glass) and hors d’oeuvres.

The average cost of a service dog is $20,000 and none of the cost is covered by insurance, or the VA.

Valley City (CSi) The construction contract for building the new Faith Lutheran Church in Valley City has been awarded to TF Powers.

A spring ground breaking is being planned, with the location east of the former church.

The new structure will contain 12,700 square feet of space including the sanctuary’s 288 capacity.

The church will also have fellowship and educational areas.

The architect is YHR.

Jamestown (CSi) The Jamestown Area Chamber of Commerce’s latest E-Newsletter outlined the following sales tax changes in Jamestown effective April 1, 2015.

The City of Jamestown will decrease its city sales, use, and gross receipts tax by one percent (1%). The tax rate for Jamestown starting April 1, 2015 will be one percent (1%).

Maximum Tax (Refund Cap) will be $25/sale

Information will be mailed to permit holders located within the city and county where the change will occur.

WEST FARGO, N.D. (AP) – Officials say divers searching for a snowmobiler believed to have gone through the ice on the Sheyenne River near West Fargo have stopped until spring.

34-year-old Cole Schwindt, of Moorhead, Minnesota, has been missing since Dec. 2. Divers later found his snowmobile submerged in the river, and police say he is believed drowned.

Valley Water Rescue used a new piece of sonar equipment in its latest search, but found no trace of Schwindt. The search team focused on an area several hundred feet downstream from where Schwindt went in.

FARGO, N.D. (AP) – A Minnesota man has been sentenced to 7 years in prison for stabbing another man outside a downtown Fargo hotel last year.

20-old Samuel Ortley, Junior of Mahnomen, Minnesota had previously pleaded guilty to attempted murder.

Police say Ortley, his father and several other men got into an argument that quickly turned into a drunken fight in November. One victim was stabbed several times and another man was hit over the head in the parking lot of the Scandia Inn.

BISMARCK, N.D. (AP) – A man who pleaded guilty to under-reporting income from his Bismarck restaurant has been ordered to pay nearly $1 million to the Internal Revenue Service. Forty-two-year-old Youde Li pleaded guilty to four counts of tax evasion and was sentenced recently to time served, three years of supervised release and restitution.

BISMARCK, N.D. (AP) – Closing arguments have been made in the trial for a former U.S. Marine Corps recruiter charged with setting several small fires at his workplace in Bismarck.

Anthony Degroot was charged in federal court with arson in connection with a fire at the armed forces recruiting station in late December 2013. He pleaded not guilty in October.

A prosecutor said Thursday that evidence shows Degroot didn’t suffer from any injuries despite saying he was hit in the head and left inside the station after the fires were started. But his defense attorney said the first officer on the scene wasn’t able to find Degroot’s pulse.

Degroot claims he crawled out of the building while his mouth and wrists were duct taped.

VALLEY CITY, N.D. (AP) – Potato farmer, businessman and philanthropist Ron Offutt of Fargo is being inducted into the North Dakota Agriculture Hall of Fame.

Offutt will join the hall along with John Bollingberg of Bremen, who has worked in the state’s agriculture industry for more than six decades.

Offutt is the founder of R.D. Offutt Co., the nation’s largest producer of potatoes, and RDO Equipment Co., the largest network of John Deere construction and agricultural equipment dealerships in the U.S.

Bollingberg founded Northland Seed Co. and was a longtime member of the North Dakota Ag Coalition. In 1986, he was part of a group that met with President Ronald Reagan on trade issues.

The induction ceremony will take place during the 78th annual North Dakota Winter Show March 3-8.

GARRISON, N.D. (AP) – Preliminary results show Garrison residents have voted down a school bond proposal for the fourth time in less than two years.

Superintendent Steve Brannan says about 63 percent of the 823 people who voted Thursday opposed the $5.9 million bond.

The money would have funded expansion projects at the town’s elementary school and high school.

Voters in the central North Dakota community of about 1,450 people also rejected school bond proposals in November 2012, October 2013 and November 2014.

BISMARCK, N.D. (AP) – North Dakota’s House is considering a bill that would require performance audits of the state Health Department and the agency that oversees oil and gas development.

Parshall Democratic Rep. Kenton Onstad is sponsoring the measure that would require the audits at the agencies within the next two years.

Onstad told the House Political Subdivision Committee on Thursday that the audits would ensure that the agencies are enforcing rules related to oil and gas development.

The committee took no action on the measure. The full House will debate it later.

BISMARCK, N.D. (AP) – North Dakota’s Senate has confirmed Fargo optometrist Kevin Melicher as a member of the state Board of Higher Education.

The Senate voted 27-18 to confirm Melicher on Thursday.

A five-member Senate committee voted 3-2 earlier this month to deny Melicher a four-year term on the board. The full Senate confirmed him anyway.

Melicher has served on the board in a temporary status since June.

The board has eight voting members.

Nicholas Hacker of Bismarck and Greg Stemen of Fort Ransom also have been nominated to serve on the board. Their Senate confirmation votes are pending.

BISMARCK, N.D. (AP) – Bipartisan legislation that would require additional monitoring and safeguards for North Dakota pipelines that carry briny oilfield wastewater has been amended to allow regulators to make the decision on an individual basis.

No one spoke against the changes to the proposed legislation Thursday.

The measure was filed in the wake of a recent 3-million gallon leak near Williston in western North Dakota. It’s been called the largest saltwater spill of North Dakota’s current oil boom.

BISMARCK, N.D. (AP) – North Dakota Democratic lawmakers want the state’s energy regulators to quit promoting oil development and focus solely on oversight.

North Dakota law says the state regulators also are charged with encouraging oil development in the state.

Grand Forks Democratic Senator Connie Triplett is sponsoring a bill that would that separate the roles.

Triplett told the Senate Energy and Natural Resources Committee Thursday that allowing regulators to promote oil development is a conflict of interest.

North Dakota beats Southern Utah in overtime 89-85

CEDAR CITY, Utah (AP) – Jarron Nash and Carson Shanks both posted double-doubles and North Dakota beat Southern Utah 89-85 in overtime Thursday night.

A 3-pointer by Southern Utah’s A.J. Hess in the final second of regulation sent the game into overtime tied at 75. UND (8-13, 4-6 Big Sky) scored the first six points of overtime and led to the end, making 10 free throws.

Nash had 21 points and 11 rebounds for his fourth double-double this season. Shanks notched his first-ever with 14 points and 12 boards. Estan Tyler, 13 of 14 from the line, scored 18 points. Terrel de Rouen added a career-tying 17.

UND led 41-28 at halftime, but the Thunderbirds came out on a 19-5 run for a one-point lead.  Nash made two free throws with eight seconds left before Hess’ 3-pointer tied it.

Hess scored 18 points to lead five Thunderbirds (5-15, 2-7 Big Sky) in double figures.

NEBRASKA-OMAHA-N DAKOTA ST

North Dakota State runs past Nebraska-Omaha, 64-57

FARGO, N.D. (AP) – Lawrence Alexander scored 18 points to help lead North Dakota State to a 64-57 win over Nebraska-Omaha Thursday night.

Alexander now stands in 10th place on the school career scoring list with 1,546 points, passing Brian Sand (1,540). Also, his 83 career wins passed Mike Felt for most in school history.

A.J. Jacobson finished with 15 points and Dexter Werner added nine off the bench for North Dakota State (16-7, 8-2 Summit League), which extended its home winning streak to 22 games.

Nebraska-Omaha (8-14, 2-8) led 42-41 with 12:31 remaining, but 3-pointers from Jacobson and Paul Miller bookended a 14-6 scoring spurt over the next 5:54 which gave the Bison the lead for good.

Marcus Tyus scored 21 for the Mavericks.

North Dakota State holds a commanding 45-28 lead in the series all-time, and is 7-0 against the Mavericks since they moved to Division I in 2012.

MINNEAPOLIS (AP) – Attorneys for the NFL Players Association are scheduled to argue Friday for running back Adrian Peterson’s reinstatement from a suspension levied by the league under its controversial personal conduct policy. The union sued after Peterson’s appeal was denied Dec. 12 by an arbitrator appointed by the league, keeping him suspended through April 15. He was suspended by Commissioner Roger Goodell (guh-DEHL’) last fall following a child abuse case involving Peterson and one of his young sons.

ORLANDO, Fla. (AP) – James Borrego has been promoted from assistant to interim head coach of the Orlando Magic following Jacque Vaughn’s dismissal yesterday. Borrego takes over a team that is 15-37 this season and riding a 10-game losing streak. Vaughn was 58-158 in 2 1/2 seasons at the helm.

NEW YORK (AP) – The NBA has announced the participants for the Three-Point Contest before the NBA All-Star game, and they include three players from the league’s conference leaders. Golden State guards Stephen Curry and Klay Thompson will join Atlanta’s Kyle Korver in the Feb. 14 event at the Barclays Center in Brooklyn. Houston’s James Harden and Cleveland’s Kyrie Irving also will compete along with defending champion Marco Belinelli of San Antonio, Portland’s Wesley Matthews and the Los Angeles Clippers’ J.J. SAN DIEGO (AP) – Tiger Woods withdrew from the Farmers Insurance Open after 11 holes today because of tightness in his lower back that he attributed to a fog delay. It’s the latest setback for Woods, who has missed the cut three times, withdrawn twice and finished 69th in his last six tournaments. He was playing for the first time since firing a career-high 82 at the Phoenix Open.

SAN DIEGO (AP) – Nicholas Thompson had an 8-under 64 on the North Course and had a one-shot lead over Michael Thompson when the first round of the Farmers Insurance Open was suspended by darkness. Brooks Koepka (KEHP’-kah) had a 66 on the North, four days after winning the Phoenix Open. Cameron Tringale also carded a 66 on the North.

In world and national news…

WASHINGTON (AP) – The Labor Department is about to release official employment data for January and it’s expected to remain upbeat. Economists surveyed by FactSet predict January was the 12th straight month of job creation above 200,000. They forecast that the economy gained 230,000 jobs last month while the unemployment rate remains 5.6 percent.

TAIPEI, Taiwan (AP) – Engine power has emerged as point of discussion in the crash of a TransAsia flight on takeoff from Taiwan’s capital, Taipei. Officials say preliminary flight recorder data shows one engine went idle 37 seconds after takeoff and the other was apparently shut down before a vain attempt to restart both. The crash killed at least 35 people.

BRUSSELS (AP) – The European Union says it’s aiming new money at what appear to be the root causes behind the rise of the Islamic State group. An extra 1 billion euros ($1.14 billion) for Iraq and Syria over two years will be backed by measures like anti-radicalization programs, fresh aid, and steps to tackle terror financing and counter the flow of foreign fighters. Education and job training for young people will be a priority.

LONDON (AP) – Britain’s Investigatory Powers Tribunal, which deals with complaints against the intelligence services, has partially sided with civil liberties groups who complain about the government’s electronic snooping on citizens. The tribunal says British spies acted illegally when they scooped up data gathered by the U.S. National Security Agency. But it says the practices are now legal, because the lawsuit had made the details public.

BERLIN (AP) – German Chancellor Angela Merkel (AHN’-geh-lah MEHR’-kuhl) says she and French President Francois Hollande (frahn-SWAH’ oh-LAWND’) will “use all our power” as they carry a Ukraine peace proposal to Moscow. Meanwhile, the European Union is targeting 19 people in a new list of sanctions set for approval barring a major breakthrough. Top world leaders, diplomats and defense officials are converging on Munich for a security conference amid violence in Ukraine.
