Jamestown (CSi) Authorities are investigating an accident that occurred in the 8-a.m., hour on Monday on I-94 westbound on an overpass near Exit 260, that took the life of a 61 year old Garfield, Minnesota man.

The North Dakota Highway Patrol reports, the crash occurred when the driver of an eastbound 2004 Chevy Tahoe, an 18 year old female, from Killdeer, North Dakota, fell asleep, lost control, crossed the median, and struck an oncoming westbound white 2012 Ford pickup, driven by a 61 year old Garfield, Minnesota man, who died of his injuries at the scene. The female driver of the Tahoe, and the passenger in the Ford, a 35 year old male from Dalton, Minnesota, were both injured and transported to the Jamestown Regional Medical Center via ambulance with non-life threatening injuries.

The drivers of both vehicles and the passenger in the pickup truck wore seat belts and airbags also deployed.

The roadway was partially blocked for several hours due to the crash, which is still under investigation by the North Dakota Highway Patrol.

The North Dakota Highway Patrol, Jamestown Police, and the Stutsman County Sheriff’s Office reponded, along with the Jamestown Rescue Squad.

Jamestown (CSi) At Monday’s Jamestown Public School Board meeting teachers Dan Vainonen and Ken Aune reviewed the benefits of a new teacher evaluation system the school district will be using in the next school..

In March last year the school board approved adoption of the Marzano Evaluation System for conducting teacher evaluations.

Superintendent Rob Lech said a committee of teachers and administrators had reviewed four evaluation systems and decided on the Marzano system.

Vainonen and Aune are part of a committee of teachers and administrators that is looking at how best to use the evaluation system.

The school board also heard a report from board President Roger Haut concerning the January 20th community input workshop, taking public input about future school district needs.

Haut said he thinks there needs to be more public participation in any future workshop.

Jamestown (CSi) The Jamestown/Stutsman Development Corportation (JSDC) CEO Connie Ova told the board of dirctors, Monday that

BNSF has reduced its cost for the automated rail switch at the Spiritwood Energy Park Association.

She said the reduction is about $200,000, now standing at $783,000, and down from the original $970,000 cost which was over the original cost of $500,00 for already out laid for a manual switch.

The switches will connect the SEPA rail loop to the BNSF main line.

The JSDC Board agreed to request a $500,000 loan from the intergovernmental revolving loan fund operated by Stutsman County to cover part of the expense.

Jamestown (CSi) The Jamestown City Council met in Regular Session Monday evening at City Hall. Council Member Brubakken was not present.

The City Council voted to excuse Gumke as City Council Member in the vote. The Council vote to approve was 2-1 with Council Member Buchanan voting no.

Tabled entering into a CORS Host Agreement with Butler Machinery Company d/b/a MidStates VRS to attach a CORS Station at the Water Treatment Plant.

Approved the proposed revised agreements and fee structures for the Civic Center:

1) Catering Agreement for Alcohol Beverage Sales to include a revision of the fees

The City Council tabled the request to vacate 11th Avenue NE/1400 Block, adjacent to Lot 6, Block 4, Leapaldt Addition, Replat of Block 4; Part of Lots 7 & 8 Less N.102.5’ of W.233’ & S.72.75’ of N.175.25’ of W.200’, Replat of Lots 7 & 8, Block 4, Leapaldt Addition, Replat of Block 4; and Lot 1, Block 1, Leapaldt 2nd Addition, to the City of Jamestown, Stutsman County, North Dakota. Jamestown Police and Jamestown Fire Department have approved the access as the plans that were presented.

Mayor Andersen stated that the city wants to clarify enforcement of the vacation.

The City Council approved Alicia Harstad to serve as the NDSU member on the Shade Tree Committee to fill the unexpired term of Lindsay Novak, to expire April 2017. (a member of the NDSU Extension Service is required to serve.)

Approved re-appointing John Gletne (City employee member) and Ramone Gumke (City Council member) to serve on the Pension Committee for one year terms to expire March 2016.

Approved appointing Leo Ryan as City Attorney and Ken Dalsted as Assistant City Attorney. Dalsed has indicated that he wants to slow his workload after serving 20 years as City Attorney. The position of City Prosecutor currently held by Ryan is being covered by other individuals.

Washington (CSi) – Senator John Hoeven has announced that the U.S. Department of Health and Human Services (HHS) has awarded two grants totaling nearly $2 million for early childhood education in eastern and northeastern North Dakota.

Included is Community Action Region VI in Jamestown at $872,714.

The award supports the agency’s Head Start and Early Head Start programs, which serve Barnes, Dickey, Foster, Griggs, LaMoure, Logan, McIntosh, Stutsman and Wells counties. The funds are made available through HHS’ Head Start program, which seeks to promote school readiness for low-income children through comprehensive health, educational, nutritional, social and other services.

Hoeven says, “These grants support programs that help build a strong foundation for our children to succeed. This is an investment in the health and education of our youngest residents and their future success.”

BISMARCK, N.D. (AP) – The Morton County Sheriff’s Office has announced foul play wasn’t a factor in the death of a 51-year-old man.

According to Morton County Sheriff Kyle Kirchmeier, an autopsy determined Victor Newberry died of hypothermia due to prolonged exposure to cold outdoor weather. He was found dead in his vehicle on Dec. 27 near Glen Ullin.

Kirchmeier says the incident has been classified as an unattended death and is now closed. He says alcohol contributed to the man’s death.

The sheriff says Newberry lived in Glen Ullin but was new to North Dakota.

COLORADO SPRINGS, Colo. (AP) – Authorities say a Dickinson bicyclist was killed when he was hit by a car at an intersection in Colorado Springs. The Colorado State Patrol says the North Dakota man was wearing dark clothing and had no reflective items on his bike when he was hit early yesterday. The man was not wearing a helmet.

LEITH, N.D. (AP) – Authorities in southwestern North Dakota are accusing the mayor of Leith of not reporting a fire last year.

Mayor Ryan Schock is facing a charge of failure to control or report a dangerous fire.

A criminal complaint filed in Grant County states Schock started a fire in Leith in May and did not contact a fire department or other government agency to help with the “out-of-control” blaze. The complaint shows the fire was eventually controlled.

Court records don’t list an attorney for Schock. He is scheduled to appear in court Feb. 17.

Schock recently traveled to Utah to attend the screening during the Sundance Film Festival of the documentary “Welcome to Leith,” which chronicles the saga of the tiny town at odds with a white supremacist.

MINOT, N.D. (AP) – Thirteen men have been arrested on charges of soliciting sex in North Dakota as part of a 17-state sting operation that lasted more than two weeks.

Nearly 600 men were arrested across the country in the operation.

The Minot Police Department was the only agency in North Dakota participating in the effort.

Tom Dart is the sheriff of Cook County in Illinois. Dart launched the operation in 2011 and since then there have been more than 2,900 alleged sex solicitors who have been arrested.

During this latest operation another 23 suspects were arrested and charged with pimping, sex trafficking or promoting prostitution. Many suspects were arrested after answering online classified ads.

Dart says part of the reason for the program is to highlight the role that websites play in prostitution.

BISMARCK, N.D. (AP) – Education leaders are opposed to a bill that would require North Dakota to repeal Common Core education standards for students in kindergarten through 12th grade.

Fargo Republican Rep. Jim Kasper is the prime sponsor of the measure.  Kasper and other critics say the standards represent a federal takeover of education.

But educators told the House Education Committee on Monday that the standards were done with public input. And they say the standards are effective.

Common Core outlines what skills students should learn to be ready for college and careers upon graduation. Common Core replaces standards that varied state-to-state.

North Dakota adopted the standards in 2011, and began to fully implement them during the current school year. Assessments based on the new standards will start for all students this spring.

BISMARCK, N.D. (AP) – North Dakota’s Senate has killed a bill to have state lawmakers meet annually instead of every two years.

The Senate voted 28-19 Monday to reject the measure.

Legislation in both the Senate and the House was presented last week that would bring lawmakers back to the Capitol annually to deal with more issues spurred by the state’s explosive growth.

The full House has not debated its bill.

Rep. Keith Kempenich is the primary sponsor of the measure that would hold a 20-day session in even-numbered years and 60-day session in odd-numbered years.

North Dakota is one only four states – along with Montana, Nevada and Texas – where the Legislature doesn’t meet every year.

DEVILS LAKE, N.D. (AP) – Town leaders in Devils Lake have agreed to expand the city’s boundaries by 356 acres for a new oil refinery.

City commissioners voted 4-0 Monday evening during a packed meeting to annex the land on the northwest part of the city.

A subsidiary of Eagles Ledge Energy Ltd. wants to build the $200 million project that would process 20-thousand barrels of diesel fuel a day.

The annexation is contingent on the company getting all the needed permits and going ahead with the project.

WATFORD CITY, N.D. (AP) – High crude prices catapulted North Dakota into the top tier of the global oil market and doubled or tripled the size of small towns that had to accommodate a small army of petroleum workers.

But now those prices have tumbled. And farming and ranching communities that committed to building homes, roads and schools for the swelling population are worried about how they will pay for those improvements as oil-related tax revenue evaporates.

Dean Bangsund is an economist at North Dakota State University who has tried to help oil-rich McKenzie County gauge its needs. But none of his economic models were pessimistic enough to match how low oil prices dropped.

He says everyone is asking the same question: Where do we go from here?

WILLISTON, N.D. (AP) – North Dakota Lottery officials say a Powerball ticket worth $1 million has been sold in Williston.

Officials say the ticket purchased for Saturday’s draw matched all five white ball numbers. The winning numbers are 5, 11, 16, 26, and 50, and the Powerball is 34.

The winner has yet to come forward. The lucky ticket was sold at the Cenex convenience store on Washington Avenue.

Officials say the winner should sign the back of the ticket and contact the state’s lottery office.

Powerball is played in 44 states and the District of Columbia, Puerto Rico and the U.S. Virgin Islands. The jackpot currently sits at $317 million for the next drawing on Wednesday.

The last million dollar North Dakota Powerball prize was won on September 2013 in West Fargo.

BILLINGS, Mont. (AP) – Wildlife advocates say an endangered, dinosaur-like fish is at risk of being eliminated from key habitat in two rivers in Montana and North Dakota because of dams that disrupt spawning. Defenders of Wildlife and the Natural Resources Defense Council filed a lawsuit asking a federal judge in Montana to order new steps to protect pallid sturgeon. Pallid sturgeon can live up to 50 years and reach up to 6 feet in length.

UNDATED (AP) – Kentucky is the unanimous choice as No. 1 in The Associated Press men’s Top-25 poll. The Wildcats improved to 21-0 on the season last week and were given all 65 first place votes.

Gonzaga is second after previous No. 2 Virginia suffered its first loss of the season at the hands of Duke. The Bulldogs are undefeated in West Coast Conference play.

The Cavaliers are third, followed by the Blue Devils and Wisconsin. Arizona, Villanova, Kansas, Louisville and Notre Dame round out the top 10.

There is no change among the top nine schools in the women’s poll. South Carolina continues to lead the way with 26 first place votes, while second-ranked Connecticut was given the remaining eight votes. Rounding out the top 10 are Baylor, Notre Dame, Maryland, Tennessee, Oregon State, Louisville, Florida and Arizona State.

ATLANTA (AP) – The Atlanta Falcons’ search for a new head coach is over following the hiring of Seattle defensive coordinator Dan Quinn. He replaces Mike Smith, who was fired last month following a 6-10 season. A person familiar with the negotiations told The Associated Press earlier Monday that Quinn agreed to a five-year contract.

PHOENIX (AP) – Phoenix police say Hall of Fame defensive lineman Warren Sapp has been arrested on suspicion of soliciting a prostitute and allegedly assaulting two women. The NFL Network has since terminated its contract with Sapp, who had worked as an analyst for the network since 2008 and was in Arizona for the Super Bowl.

The Nielsen company says an estimated 114.4 million people watched the Patriots’ 28-24 win over the Seahawks, topping the record of 112.2 million set when Seattle beat Denver last year. It’s the fifth time in six years that a Super Bowl game has set a record as the most-watched event in U.S. television history. The Nielsen company said the game had a 49.7 rating in the nation’s largest media markets, up 4 percent over last year’s game.

BOSTON (AP) – Parts of Pennsylvania, New York and New England are shivering today as frigid temperatures have followed a snowstorm into the Northeast. Wind chills hit minus 35 in pockets near the Canadian border and minus 20 elsewhere. The winter storm warning for Maine has been lifted. The bitter cold has prompted warnings of “flash freezing” and black ice from Philadelphia to Portland, Maine.

WASHINGTON (AP) – President Barack Obama’s proposed $4 trillion budget is the main topic in Washington today with Congressional hearings getting under way and the chief executive meeting with his cabinet. Treasury Secretary Jack Lew and White House budget office director Shaun Donovan plan testimony before Congressional committees.

PARIS (AP) – There have been more terror-related arrests in France. Authorities say seven men and a woman are suspected of involvement in a network to send fighters to join Islamic extremists in Syria, the latest roundup after France’s deadliest terrorist attacks in decades. Officials say those arrested today in the Paris and Lyon areas are not suspected of links to the Jan. 7-9 attacks. Police are trying to thwart new violence and find possible accomplices to the January attackers.

PESHAWAR, Pakistan (AP) – The Taliban is claiming responsibility today for attacks that killed six Pakistani police officers in the country’s northwest. Officials say police in two areas were targeted by roadside bombs. The Pakistani Taliban and other militant groups have been waging war against the state for over a decade and often target police or soldiers in a bid to undermine security.

ARTEMIVSK, Ukraine (AP) – The U.N. Human Rights office is condemning the high number of civilians killed in the indiscriminate shelling in eastern Ukraine. The United Nations has raised the death toll to more than 5,350 people. Hostilities between Russian-backed separatists and Ukrainian troops resumed with a vengeance in January after a month of relative calm. Rebels in the separatist stronghold of Donetsk say at least eight have been killed by shelling in the past day.
