Jamestown (CSi) The North Dakota Highway Patrol this morning was investigating a cattle truck rollover near Jamestown Regional Medical Center.
Traffic was being slowed on I-94 eastbound, to allow access with wreckers on the scene, along with the North Dakota Highway Patrol.
Reports indicate that cattle that escaped were being herded from as far away as the Menard’s construction site.
The North Dakota Highway Patrol, Stutsman County Sheriff’s Office and Jamestown Police were on scene to assist

BISMARCK, N.D. (AP) – A new report shows that a North Dakota college student who was found dead in a river last year was working for a regional drug task force as a confidential informant in the months before he died.
The independent state review also concluded that the drug task force handled its dealings with 20-year-old Andrew Sadek properly.
Sadek went missing from the State College of Science in Wahpeton in early May 2014. His body was found in the Red River in late June. An autopsy concluded he died of a gunshot wound to the head. His death is still being investigated.
Mother Tammy Sadek believes her son was pressured into working for the task force, and was murdered. A call to her home was not answered early Friday.
Jamestown (CSi) The Jamestown Area Chamber of Commerce announced the winners of awards at Thursday evening’s Annual Banquet, at the Jamestown Civic Center.
The Outstanding Citizen of the Year Award was presented to Casey Stoudt.
Tim Burchill nominated Stoudt for the award.
It outlines Stoudt’s participation on the board and as a fundraiser for the University of Jamestown, serving as treasurer for Jamestown Dollars for Scholars, serving on the board and as a fundraiser for the Jamestown Community Foundation and supporting the Jamestown Arts Center. He is also noted for originating an idea for Running of the Pink, which R.M. Stoudt still funds.
The winner of the Young Professional of the Year was Samantha Beckman in marketing with Jamestown Regional Medical Center.
The winner of the Business of the Year was Lifestyle Appliance and Entertainment Center.
The Above and Beyond Award for volunteerism was given to Joan Morris.
Morris is active in the Daily Bread – Jamestown program.
She was a leader in the drive to raise funds and create a fast-pitch softball diamond in the community.
Morris is also on the FACE committee the Foundation for the Advancement of Christian Education, with St. John’s Academy in Jamestown, along with promotiing recycling in Jamestown.
Jamestown (CSi) As of January 29, 2015, visitation restrictions at Jamestown Regional Medical Center have been removed. According to the North Dakota Department of Health, North Dakota has seen a steady decline in Influenza cases over the past three weeks.
This season, Stutsman County reported a total of 109 cases of Influenza, of which 107 were Influenza A and two were confirmed as Type B.
JRMC encourages the public to use the hand hygiene stations and masks located throughout the hospital. As always, only visit patients in the hospital if you are in good health.

BISMARCK, N.D. (AP) – The Highway Patrol has identified two Alexander teenagers who died when their car collided with a semitrailer in the western North Dakota oil patch.
Authorities say 18-year-old Brady Armour was driving the car and 16-year-old Nathan Sims was a passenger.
The crash happened on state Highway 23 north of Keane about 8:30 p.m. Wednesday, after the car spun out of control on a curve. The driver of the semi was not hurt.
WAHPETON, N.D. (AP) – The Highway Patrol has identified a truck driver who died when his semitrailer veered off Interstate 29 south of Wahpeton. Authorities say 71-year-old William Lyman of Ayr was driving a semi that went through a ditch, into a field and then vaulted over a drainage ditch about 12:45 p.m. Tuesday.
BISMARCK, N.D. (AP) – The North Dakota State Hospital has refused to voluntarily take in a woman accused of leaving her 2- and 4-year-old daughters to die in an unheated car during a frigid winter day.
The attorney for 24-year-old Michelle Wounded Face withdrew a motion that would have sent the mother of two to the State Hospital in Jamestown for a psychiatric evaluation.
Court documents show that the hospital refused to take her for voluntary commitment and gave away her bed to another patient this week.
Attorney Ryan Costello is now requesting that Wounded Face be moved to a Federal Bureau of Prisons Facility for treatment. His request also says that Wounded Face is improving under medication but needs a full evaluation before proceeding to trial.
BISMARCK, N.D. (AP) – North Dakota’s U.S. Senate delegation has voted to approve a bipartisan bill to construct the Keystone XL oil pipeline.
Republican Sen. John Hoeven and Democratic Senator Heidi Heitkamp (HYT’-kamp) were two of the 62 senators who voted in favor of sending the bill to President Barack Obama’s desk. The president has said he will veto any Keystone legislation that comes to him.
The pipeline proposed by TransCanada Corp. would transport Canadian oil through Montana and South Dakota to Nebraska, where it would connect with existing pipelines to carry the oil to refineries along the Gulf Coast.
Heitkamp said Thursday that Congress needs to support projects that are in the “best interest of our energy, economic and national security.”
Hoeven said the president needs to work with Congress to build a comprehensive energy plan.
BILLINGS, Mont. (AP) – As Congress presses the Obama administration to approve the Keystone XL pipeline, government records show oil pipeline accidents have become increasingly frequent in the U.S.
An Associated Press review shows accident numbers growing steadily since 2009, reversing a decade-long decline.
Keystone would go from Canada to the Gulf, passing near where 30,000 gallons of crude spilled into Montana’s Yellowstone River earlier this month.
The recent breach became the latest in a string of spills to highlight ongoing problems with maintenance of the nation’s crude pipeline network.
After the U.S. Senate voted Thursday in favor of Keystone, Senator Maria Cantwell of Washington state cited the increase in spills in calling for Obama to veto the measure.
Keystone supporter North Dakota Democrat Senator Heidi Heitkamp (HYT’-kamp) said building it was preferable to using older pipelines.
BISMARCK, N.D. (AP) – North Dakota lawmakers have adopted a revised revenue forecast that reflects a more than $4 billion shortfall in oil revenue due to the slumping price of crude.
Appropriations committees from the House and Senate voted Thursday to accept the revised figures for the next two-year budget cycle. The final revenue forecast is slated to be presented in mid-March.
House Majority Leader Al Carlson calls the revision “responsible and realistic.” He says the state’s top priorities will still be funded but most everything else “is open for discussion.”
Carlson and Senate Majority Leader Rich Wardner say the state’s economy remains healthy. They say oil production is forecast to remain steady in the state despite sagging oil prices.
North Dakota crude was fetching below $40 in some markets on Thursday.
BISMARCK, N.D. (AP) – North Dakota’s Senate has approved $1.1 billion in special funding so that infrastructure projects can begin by this summer.
Senators voted 44-2 Thursday to approve the “surge funding” bill that would fast-track funding to cities, school districts and communities affected by North Dakota’s exploding growth.
The legislation sponsored by Dickinson Republican Senator Kelly Armstrong now goes to the House.
A similar so-called “jump start” measure pushed by Governor Jack Dalrymple (DAHL’-rimp-ul) failed in Senate on Thursday.
The key difference in the fast-track funding bills was the amount of money that would be spent on state highways and funding for counties.
FARGO, N.D. (AP) – A North Dakota man has been sentenced to eight years in prison on an illegal weapons charge.
Darrell Boggs, of Fargo, pleaded guilty in November to possession of firearms and ammunition by a convicted felon. Two other charges were dropped in exchange for the plea.
Authorities say Boggs had previous felony convictions in California for assault with a deadly weapon, burglary and possession with intent to sell a controlled substance.
Boggs was arrested in August after authorities discovered him to be in possession of a shotgun and pistol.
WATFORD CITY, N.D. (AP) – A Montana man accused of kidnapping a mentally impaired 84-year-old uncle from North Dakota has pleaded not guilty.
Thomas Potter faces charges including kidnapping and endangering. His trial is to begin June 8. He could face 31 years in prison if convicted.
Authorities have dropped charges against Sandra Potter, the niece of 84-year-old Robert Gross. Prosecutors say the investigation is ongoing and she might still face charges in the future.
The Potters were accused last fall of keeping Gross in deplorable living conditions and getting him to sign over oil well rights. Gross’ family members described him as having the mental capacity of a 12-year-old.
Sandra Potter was arrested in her Worden, Montana, home. Thomas Potter was arrested near Yuma, Arizona, and Gross was with him.
BISMARCK, N.D. (AP) – Gov. Jack Dalrymple says he will sign legislation that would require North Dakota high school students to take the same test that immigrants must pass to become a U.S. citizen.
The measure sailed through North Dakota’s Senate and House this month.
First lady Betsy Dalrymple has promoted the legislation and co-chaired a committee to make it state law.
The legislation requires students to correctly answer 60 percent of the 100 questions on the U.S. citizenship test to graduate high school or earn a GED diploma starting in the 2016-2017 school year. Students must achieve a 70-percent passing grade in subsequent years.
BISMARCK, N.D. (AP) – Terry Hjelmstad has been selected to take over as chair of the North Dakota Board of Higher Education.
Hjelmstad, of Minot, takes over for Kirsten Diederich, who decided to step down rather than face a contentious confirmation hearing for a second term. Hjelmstad will lead the group until the end of June, when his term runs out.
Hjelmstad told board members at Thursday’s meeting in Bismarck that it became apparent to Diederich she would not be confirmed. Hjelmstad said it was a decision that board members “deeply respect” because Diederich put students ahead of her own welfare.
Hjelmstad is a retired school teacher and administrator appointed to the board by Gov. Jack Dalrymple in January 2011. Hjelmstad has been vice president of the board for more than a year.
BISMARCK, N.D. (AP) – The value of siting permits approved by North Dakota regulators last year for energy-related projects was nearly triple the amount in 2013.
The Public Service Commission says it approved more than $2.7 billion worth of siting permits, up from just over $1 billion in 2013.
Commission Chairwoman Julie Fedorchak says projects that were reviewed and approved will result in more pipelines, energy generation, transmission lines and gas processing facilities in the state.
Commissioner Randy Christmann says the PSC works to ensure projects are built as safe as possible and have a minimal amount of disruption. He says public input is a valuable part of the process.

FARGO, N.D. (AP) – Lawrence Alexander scored 21 points and Paul Miller sank the go-ahead 3-pointer to lead North Dakota State to a 61-54 comeback win over Denver in overtime on Thursday night.
Trailing by 10 at the break, North Dakota State (14-7, 6-2 Summit League) forced overtime when Dexter Werner went 1 of 2 from the line to tie the game at 47 with 56 seconds left. Both teams missed shots in the final seconds.
Paul Miller hit the go-ahead 3-pointer to make it 52-49 with 3:53 left in OT, then Alexander and Kory Brown both went 2 of 2 at the free throw line to extend the lead as the Bison held Denver (9-12, 3-5) scoreless for over three minutes in the extra period.
Brown finished with 11 points and 13 rebounds and Werner had 10 points.
Nate Engesser led Denver with 15 points and Brett Olson added 11.
GRAND FORKS, N.D. (AP) – Jeremy Senglin scored 21 points on 7-of-11 shooting and added five rebounds to lead Weber State to a 67-60 victory over North Dakota Thursday night.
Richaud Gittens finished with 14 points, and Joel Bolomboy added 10 points and nine boards for the Wildcats (9-11, 4-5 Big Sky).
After North Dakota’s Carson Shanks made a layup to cut Weber State’s lead to one with 3:22 left, the Wildcats reeled off six straight points, five from Senglin, to put the game away.
Neither team shot the ball well with North Dakota holding a slim 41 to 40.4 percent advantage. But the Wildcats got to the line 21 times overall and hit 19. It was just the third time this season Weber State won when trailing in shooting percentage.
Estan Tyler’s 12 points led North Dakota (6-13, 2-6). Shanks added 11 points and eight boards.

Reserves announced
NEW YORK (AP) – The Atlanta Hawks’ trio of Al Horford, Paul Millsap and Jeff Teague (teeg) has been selected as reserves for the Eastern Conference All-Star team.
Kevin Durant and Russell Westbrook were selected in the West, despite early season injuries for the Oklahoma City stars. The Miami Heat also had two reserves in Chris Bosh and Dwyane Wade.
But Portland surprisingly only had one in LaMarcus Aldridge, after point guard Damian Lillard was not selected.
Cleveland’s Kyrie Irving and first-timer Jimmy Butler of Chicago were the other players announced to the East roster.
The rest of the West reserves for the Feb. 15 game at Madison Square Garden are Houston’s James Harden, Golden State’s Klay Thompson, Tim Duncan of San Antonio and Chris Paul of the Clippers.

MELBOURNE, Australia (AP) – Novak Djokovic was stretched to five sets again against Stan Wawrinka before beating the defending champion 7-6 (1), 3-6, 6-4, 4-6, 6-0 Friday night to reach his fifth Australian Open final.
The top-ranked Djokovic equaled the record shared by Roger Federer and Stefan Edberg for most Australian finals in the Open era. He has won all four of his previous finals here, including two against Andy Murray. Djokovic and Murray will meet Sunday for the championship.
The previous three Grand Slam meetings between Djokovic and Wawrinka had gone five sets, including two at the Australian Open that lasted a combined nine hours.
Djokovic won 12-10 in the fifth in the fourth round in 2013 and Wawrinka won 9-7 in the fifth in the quarterfinals last year.

SCOTTSDALE, Ariz. (AP) – Tiger Woods has opened his 2015 PGA schedule with a 2-over 73 in the first round of the Phoenix Open. Woods was plus-5 following four bogeys, a double-bogey and a birdie, but he rallied with an eagle on the par-5 13th hole.
Ryan Palmer was the clubhouse leader after carding five birdies and an eagle for a 7-under 64, one shot ahead of Bubba Watson and Keegan Bradley. Daniel Berger was on the course at minus-6 when play was suspended by darkness.
DUBAI, United Arab Emirates (AP) – Marc Warren of Scotland did his chances of making a first-ever appearance at the Masters no harm by taking the clubhouse lead in the second round of the Dubai Desert Classic on Friday.
Warren, who finished second in Doha last week and improved his world ranking to 56th, added a fine 7-under-par 65 to his 66 on the opening day to be one stroke ahead of Graeme McDowell (65) and England’s Seve Benson (67). They were at 13 under overall.
A win this week should take Warren’s ranking well inside the top 50, which would earn him an invite to Augusta National in April.
OCALA, Fla. (AP) – Ha Na Jang was the clubhouse leader when the second round of the LPGA’s Coates Golf Championship was suspended.
Jang fired a 7-under 65 for a 12-under total, putting her four shots ahead of Stacy Lewis. Jang’s best LPGA finish was third in the 2014 Evian Championship last year.
Fifty players were still on the course when play was halted by darkness.

PHOENIX (AP) – NFL officiating chief Dean Blandino says the inspection of the footballs by referee Walt Anderson before the AFC championship game was handled properly.
But Blandino also said the process of checking the footballs and security surrounding the inspections will be enhanced for Sunday’s Super Bowl.
As the league’s investigation into the Patriots’ use of under-inflated footballs moves along, Blandino made it clear the officiating crew for New England’s win over Indianapolis did its job.
As Blandino put it, “Officiating is not part of the investigation.”
Seahawks’ coach Pete Carroll says the referees will use hand signals to indicate clearly when normally eligible receivers check in the Super Bowl as ineligible, a technique the Patriots have used in the postseason. Carroll spoke about conversations he had with league officials after Seattle and New England reached the Super Bowl to get an understanding how those players would be identified.

COMPTON, Calif. (AP) – Death Row Records founder Marion “Suge (shoog)” Knight is now in police custody after surrendering following what his lawyer calls and accident that killed one person. Attorney James Blatt says Knight was fleeing some would-be attackers when he ran over and killed a friend and injured another man. The Los Angeles County Sheriff’s Department says the incident is being investigated as a homicide.
BAGHDAD (AP) – Bombings and clashes with Islamic State militants have killed at least 36 people in Iraq today. A battle in northern Iraq killed a senior Kurdish military commander and eight of his fighters just outside the disputed city of Kirkuk. Two bombings at a crowded market in Baghdad and a blast targeting Shiite militiamen north of the city killed 19 people. And there were other deadly attacks.
KIEV, Ukraine (AP) – War-ravaged eastern Ukraine has seen a deadly 24 hours. At least 12 civilians and 5 Ukrainian troops have been killed. Full-blown fighting between Russian-backed separatists and government forces erupted anew at the start of January following a month of relative tranquility.
JERUSALEM (AP) – Israel’s settlement watchdog group says the government has issued hundreds of tenders for housing units in the West Bank, an area the Palestinians demand for their future state. The move comes ahead of Israel’s national elections in March 17. The group Peace Now accuses the Israeli government of “trying to create facts on the ground ahead of the election.” The elections are widely seen as a vote of confidence in Prime Minister Benjamin Netanyahu and his hawkish government.
BRUSSELS (AP) – Russia’s actions in Ukraine are drawing further response from NATO. The alliance is deploying small units in six eastern European nations to help coordinate a spearhead force in Estonia, Latvia, Lithuania, Poland, Bulgaria and Romania.
