GRAND FORKS — A bill introduced in the North Dakota Legislature would provide incentives to construct new fertilizer or chemical processing plants in the state.
The proposal, Senate Bill 2035, would exempt sales and use taxes for materials used to construct or expand a fertilizer or chemical processing facility.
State economic development officials and a state senator said the bill aims to encourage the use of natural gas that has become abundant thanks to oil development in the western part of the state.
The Northern Plains Nitrogen plant is projected to cost more than $2 billion, according to its website, but the sales tax exemption won’t apply to all of that cost. The similar CHS Inc. facility planned for Spiritwood, carries a $3 billion price tag.
CHS spokeswoman Annette Degnan says CHS is grateful for all the time and effort invested by local and state government staff and agencies in support of its proposed nitrogen fertilizer manufacturing facility at Spiritwood, N.D.,”
Jamestown (CSi) At their annual meeting, Jamestown Tourism Board of Directors discussed adding to the Jamestown campsites.
The Executive Committee has discussed the possibility of having tourism lead an effort to develop another campground or assist a business or concessionaire in building a new campground in the area.
Jamestown Tourism Executive Director Searle Swedlund said this winter and spring he will take a new camping informational booklet, including Jamestown Tourism’s new promotional materials to various trade shows around the country to promote Jamestown as an outdoors destination.
At the meeting the board also reviewed 2014 accomplishments and reviewed possible goals for 2015.
The board unanimously appointed its 2015 officers, who as the board’s executive committee.

TOWER CITY, N.D. (AP) – Voters in the Maple Valley School District in eastern North Dakota appear to have narrowly defeated a $10 million bond issue.
The money would have been used to build a new high school in Tower City and renovate the existing one into an elementary school. Schools in Oriska and Buffalo would have been closed.
The measure required 60 percent approval, but preliminary results of Tuesday’s election show that only 58 percent of the 572 voters favored the plan.
WEST FARGO, N.D. (AP) – A West Fargo woman was killed and her husband injured in a three-vehicle crash on the city’s Main Avenue.
Police Chief Mike Reitan says the 50-year-old woman was a passenger in a sport utility vehicle driven by her 53-year-old husband that went out of control shortly after 7:30 a.m. Wednesday and crossed the median into oncoming traffic.
The SUV was hit by two cars and flipped onto its roof. No one in the cars was hurt.
The man driving the SUV was taken to a hospital with unspecified injuries. He and his wife were not immediately identified.
FARGO, N.D. (AP) – A Fargo man suffered a burned hand in a cooking fire in his apartment kitchen.
Fire officials say the Tuesday evening blaze caused fire damage to the kitchen and light smoke damage throughout the rest of the apartment building. A damage estimate was not provided.
The man who was burned was treated at the scene and then drove himself to the hospital for further treatment. Authorities did not identify him.
BISMARCK, N.D. (AP) – A Williston man has been sentenced to more than seven years in prison on illegal weapons charges.
Twenty-eight-year-old Ronald Gibbons pleaded guilty in federal court on two counts of possession of firearm and ammunition by a convicted felon.
Authorities say Gibbons was found with a loaded handgun in his vehicle after he was stopped for a traffic violation in April 2014. He was charged in state court and released on bond.
Two months later, Gibbons was pulled over for operating a motorcycle with an expired registration. He was found to have loaded gun magazine on him, and a witness saw him throw a gun that was recovered by police.
Gibbons had three previous felony convictions in the state of Washington.
A federal public defender could not be reached for comment.
DEVILS LAKE, N.D. (AP) – Significant cracks have been found on the currently frozen Devils Lake raising concerns among some winter enthusiasts.
Jeff Katzer a long-time fishing guide with Woodland Resort says the cracks are a few feet long in some places where typically only small cracks would show up. There are about 24 inches of ice on the lake in most places.
Katzer says the resort has built ramps over the cracks in order to allow anglers and staff to move to and from ice houses safely. He says the problem is of such magnitude that the winter season’s “roads” on the lake have been temporarily shut down.
Katzer says the warmer temperatures in the forecast for later this week will only make matters worse.
ST. LOUIS (AP) – North Dakota and Arkansas have asked a federal appeals court in St. Louis to reinstate two of the nation’s most stringent abortion bans.
The 8th U.S. Circuit Court of Appeals heard oral arguments in the cases Tuesday. The states want to reinstate abortion restrictions approved by lawmakers in 2013 but overturned by lower federal courts in separate decisions.
The North Dakota law banned abortions when a fetal heartbeat can be detected, which can be as early as six weeks into pregnancy and before many women know they’re pregnant. A U.S. District Court judge in Bismarck ruled the law unconstitutional in April 2014.
The Arkansas law banned abortions after 12 weeks. Lawmakers in the Republican-controlled Legislature overrode former Democratic Gov. Mike Beebe’s veto.
The appeals court didn’t immediately rule.
BISMARCK, N.D. (AP) – A North Dakota lawmaker is pushing a measure that would grant immunity for someone who calls authorities to report a drug overdose.
Republican Sen. Howard Anderson says the bill is aimed at saving lives. The retired Turtle Lake pharmacist says there are cases in North Dakota in which drug overdoses have gone unreported for fear of criminal prosecution.
The Senate Judiciary Committee took testimony on the bill Tuesday.
Tyler Auck of Bismarck said he’s a recovering drug user and urged lawmakers to pass the measure. Auck said he once overdosed on drugs and was left to die because his acquaintances were afraid to call authorities, fearing they would go to jail.
The National Conference of State Legislatures says more than 20 states have some form of a drug immunity law.
WASHINGTON (AP) – Democratic U.S. senators from Minnesota and North Dakota are reintroducing bipartisan legislation in an effort to crack down on sex trafficking across the country.
The Stop Exploitation Through Trafficking Act is modeled after Minnesota’s “Safe Harbor” law, which protects sex trafficking victims from being prosecuted as defendants. Sens. Amy Klobuchar (KLOH’-buh-shar) of Minnesota and Heidi Heitkamp (HYT’-kamp) of North Dakota say the bill would allow prosecutors to better handle minor sex trafficking cases and provide support to victims.
The bill seeks to establish a national strategy to combat human trafficking.
The legislation also was introduced by Republican Sens. John Cornyn of Texas and Mark Kirk of Illinois.
It’s supported by at least six national organizations, including the National Center for Missing and Exploited Children and the Fraternal Order of Police.
BISMARCK, N.D. (AP) – North Dakota lawmakers are considering a bill that would require high school students to take the same test that immigrants must pass to become a U.S. citizen.
Testimony on the measure will be taken by a House education committee on Wednesday.
The proposed legislation that would require high school students to pass a 100-question civics test starting in 2016 to graduate.
North Dakota’s first lady Betsy Dalrymple, educators and lawmakers unveiled the proposed bipartisan legislation last month.
BISMARCK, N.D. (AP) – North Dakota’s Transportation Department is taking comments from the public on its draft State Management Transit Plan.
The plan describes state policies and procedures for administering various funds from the state and federal governments. It also disseminates transit information to the general public.
Comments are being accepted until Jan. 23. More information can be found at www.dot.nd.gov .

VALLEY CITY (VCSU) – Valley City State University head coach
Jill DeVries announced today that Mackenzie Huber, a 6-foot-1 center, has signed a letter of intent to play women’s basketball for the Vikings next fall.
Huber is currently a standout post player for the Clark/Willow Lake Cyclones (Clark, S.D.) averaging 14.8 points, 7.5 rebounds and 1.8 blocks during her junior season last year. She signed her letter of intent Tuesday night at Clark High School.
“Mackenzie is a true back-to-the-basket post player with good hands and even better feet,” said DeVries. “We are very excited she will be a Viking. Her physical presence in the paint and ability to finish around the rim is a game changer and will only improve during her collegiate career.”
Huber has been contributing to the Clark/Willow Lake varsity since her 8th grade season, during which she was named Rookie of the Year. Since then, Clark/Willow Lake has posted a 80-18 record the last four years, won four straight NEC conference championships, and made three appearances at the South Dakota state tournament – finishing 3rd, 7th and 6th during Huber’s career.
“Mackenzie comes from a great high school program and knows how to win,” said DeVries.
Huber was named All-Conference in the NEC and LCC as both a sophomore and junior, and was named the team’s Offensive Player of the Year in her junior season. She scored her 1000th career point last Saturday.
Outside of basketball, Huber has also placed high at the South Dakota state track and field meet in shot put and discus, and has been named All-Conference in volleyball. She is also a member of the National Honor Society.
Huber is the daughter of Joel and Jill Huber. She plans to major in secondary education while at VCSU.
She joins Courtney Magnuson (Guard, Willmar, Minn.), Alli Vandal (Forward, Rolla, N.D.) and Kaitlin Connor (Center, Madison, Minn.) as signed recruits for the 2015-16 VCSU women’s basketball season.
Valley City State University is a member of the National Association of Intercollegiate Athletics (NAIA) and plays its conference games in the North Star Athletic Association. The Vikings are currently 12-6 this season entering conference play. Under coach
Jill DeVries, the Vikings qualified for the NAIA National Tournament three straight seasons from 2011-2013.
FARGO, N.D. (AP) – North Dakota State University backup quarterback Derek McGinnis is leaving the team.
The sophomore from Crete, Nebraska, was third on the depth chart, behind junior Carson Wentz and freshman Cole Davis. Wentz last weekend led the Bison to their fourth straight Football Championship Subdivision title.
McGinnis was a two-time all-state high school player in Nebraska but did not attempt a pass in his two years at NDSU.

NEW YORK (AP) – A person with knowledge of the situation says the New York Jets are close to an agreement with Arizona Cardinals defensive coordinator Todd Bowles to make him their head coach. Bowles told ESPN that he was taking the job, but the person told The Associated Press that no agreement had been completed as of late Tuesday night. News of the possible hiring came after the Jets hired Houston Texans executive Mike Maccagnan (mak-CAG’-nan) as their general manager, replacing the fired John Idzik.
ORCHARD PARK, N.Y. (AP) – Newly-hired Buffalo Bills head coach Rex Ryan has begun to shape his staff of assistants by hiring Greg Roman as offensive coordinator and terminating the contract of defensive coordinator Jim Schwartz. Roman spent the previous four seasons serving as the San Francisco 49ers offensive coordinator. Schwartz utilizes a 4-3 defense that doesn’t rely on much blitzing, whereas Ryan prefers a blitz-happy 3-4 package.

NEW YORK (AP) – The NBA has suspended Brooklyn Nets’ big man Kevin Garnett for one game and fined Houston’s Dwight Howard for their part in an altercation in a game played Monday night. The league says that Garnett initiated the altercation and head-butted Howard, who was fined $15,000. Garnett will miss the Nets’ game tonight against Memphis.
DENVER (AP) – The Denver Nuggets traded backup point guard Nate Robinson to the Boston Celtics on Tuesday for guard Jameer Nelson.
Robinson is averaging 5.8 points this season, one year after tearing his ACL. Nelson has averaged 12.3 points and 5.3 assists with Orlando, Dallas and Boston.

KANSAS CITY, Mo. (AP) – The American League champion Royals have come to terms on a one-year contract extension with manager Ned Yost. The deal will keep him in the dugout of the Central Division team through the 2016 season. Yost became the Royals’ manager in May 2010 and presided over a massive rebuilding effort that culminated with the end of a 29-year playoff drought.

MELBOURNE, Australia (AP) – The seedings are out for the Australian Open, which begins next week in Melbourne.

PARIS (AP) – A broad crackdown since the terror attacks by Islamic radicals in France has so for netted 54 people — detained for defending or glorifying terrorism. The crackdown also includes a government push for tougher anti-terrorism measures. An official says some people have already been convicted. Meanwhile, the first issue of the satirical French magazine Charlie Hebdo since the attacks sold out before dawn around Paris, despite a massive print run of 3 million.
JAKARTA, Indonesia (AP) – Another important find in the Java Sea search for the wreckage of AirAsia Flight 8501. Officials say a Singaporean navy ship has located the fuselage. Singapore’s defense minister says images taken by a remote controlled vehicle show parts of the plane’s wing and words on the fuselage. Only 48 of 162 bodies have been recovered.
GENEVA (AP) – Iran’s foreign minister says the meeting with Secretary of State John Kerry is an important one on the road to a possible nuclear agreement. Mohammed Javad Zarif says he hopes the discussion will accelerate talks and allow negotiators to meet a March target for a framework accord. The U.S. and its partners are hoping for a deal to set long-term limits on Iran’s enrichment of uranium.
FREETOWN, Sierra Leone (AP) – Sierra Leone’s president is predicting a positive outcome soon, even though his is one of the countries hardest hit by West Africa’s Ebola outbreak. Despite 19 new cases over a 24-hour period, President Ernest Bai Koroma says the number of new confirmed cases will be zero by March. And he says May will see his country meeting international standards for being Ebola free.
LONDON (AP) – London’s big black cabs scored a win today in a European Union court, which ruled drivers can keep driving in the bus lanes. The iconic – but expensive – black cabs face increasing competition from cheaper private firms and ride-sharing apps such as Uber. One advantage is a rule allowing the black cabs, but no one else, to move around quickly by using bus lanes.
