Carrington (CSi) — The Foster County Commission has authorized States Attorney Paul Murphy to research if the county can hold a special election to fill the County Commission seat of former commissioner, Les Greger, who vacated the seat in Decmeber.

In his resignation letter dated December 16, 2014  Greger said he was resigning “due to the present situation in Foster County.”

Appointed to fill the seat is Leo Gauderman a farmer who also raises cattle and is from the east side of Foster County.

The Foster County Commission approved offering the open county sheriff’s position to LaMoure Police Chief Alan Ian Mattice,

Mattice had served with the Jamestown Police Department before joining the LaMoure Police Department.

Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall. Commissioner Luke was not present.

ORDINANCES

The first reading of an Ordinance was held increasing the commission salaries by $1,000 annually, a 12 percent annual increase, effective January 1, 2015. Commissioners now receive $8,000 per year, which includes a vehicle allowance.

From the audience, Lloyd Nelson said the increase was not in line with what he said the population in Valley City is receiving for salary increases. Commissioner Nielson voted in opposition.

RESOLUTIONS

Approved a Resolution determining the Sufficiency of Protests of Paving Improvement District No. 108.

Approved a Resolution determining the Sufficiency of Protests of Paving Improvement District No. 109.

Approved a Resolution declaring license fees for dogs and cats, of $15 for a two year license, inclusive of dogs and cats. There is also a new leash law in effect in Valley City requiring the animal be on a leash unless under the control of the owner. Bob Drake asked why the city cares what his cats does? The Resolution was put together under advice of Sheyenne Valley Friends of Animals. Mayor Werkhoven said the Ordinance also protects animals. He pointed out an instance where a cat had bitten a child.

NEW BUSINESS

The City Commission approved a bid from Great Plains Fire for new fire pump truck in the amount of $417,236.00, with an up-front payment of $75,000.

Approved the transfer of Renaissance Zone exemptions from Legacy Developments to Duane and Linda Hesch, VC-76 and from Legacy Developments to Gerald and Mary Ann Gamrath, VC-78.

From the audience Lloyd Nelson felt RZ exemptions that have been granted in Valley City are not in line with the intent of the program. Commissioner Nielson said the Zone has contiguous blocks, and the program is under compliance with the law.

Approved a Cost Participation, Construction, and Maintenance Agreement to access funds under the Urban Federal Aid Project (TAU-2-094(136)928 for the Main Street Shared Use Path.

There will also be state and local matching dollars. The city will provide maintenance.

City Commissioners considered economic development request to renegotiate the contract for the Elks parking lot.

Barnes County/Valley City Economic Development Director, Jennifer Feist explained that economic development is looking to swap the I-94 corridor lighting project for the municipal swimming pool.

Commissioner Nielson moved to approve action to clean up contracts between the city and economic development concerning a swap of. the I-94 corridor lighting project for the municipal swimming pool. The motion was approved.

The City Commission approved a Gaming Site Authorization for the ND Chapters of Delta Waterfowl Inc at the Eagles Club on February 7, 2015.

CITY ADMINISTRATORS REPORT

Dave Schelkoph updated AMI meter installations, and noted the electrical load control is in force. Anyone still wanting the meters should contact City Hall.

He added that a developer is looking at construction a 40unit apartment complex in Valley City. He said there will be state funds available.

He noted the North Dakota Homeless Coalition is asking Valley City for its support.

CITY UPDATE & COMMISSION REPORTS

City Building Inspector Dave Andersen said Valley City had $18,253,300 dollars in total building permits issued in 2014, a 13.6% increase over 2013.

He said residential permits were $5.6 million, and commercial permits were $6.59 million.

Commissioner Nielson said the State Legislature will hearing Senate Bill 2020 dealing with permanent flood control, on January 15, adding that she will testify at the hearing.

Jamestown (CSi) Jamestown city crews will begin snow removal in the residential areas beginning approximately at 9:00 a.m., Wednesday, January 7, 2015 during regular daytime hours.

Jamestown (CSi) The North Dakota Fraternal Order of Police, James Valley Regional Lodge #4 has announced that Nellie Degen of Jamestown has been named the organization’s officials liason.

In a letter, presented to the Jamestown City Council by Ms. Degen, Lodge #4 President, Thomas Nagel said, “Nellie has been an advocate for health education and law enforcement. She has assited in policy changes at local government as well as at the state level. She has over 25 years experience in those areas.”

The letter goes on to say, “The Fraternal Order of Police is the largest organization of sworn law enforcement, with more than 325,000 members, in more than 2,100 lodges.

They’re the voice of those who dedicate their lives to protecting and serving our community.

Our goal and objectives are to have a positive communication with government and our communities.”

Jamestown (CSi) Polar Pig, Walk the Plank, for 2015 is set for Saturday January 31st at Stutsman Harley Davidson in Jamestown.

The event will raise dollars for the JRMC hospice program.

As usual, participants in the Polar Pig Splash, “walk the plank,” wear self-styled costumes plunging into a small pool of frigid water outdoors.

On the January edition of City Matters on CSi Cable 10 THE REPLAY CHANNEL, Don Wegner said the event is sponsored by the Harley Owners Group (HOGS) and District 3, ABATE.

In addition to the live auction,provided by Roger Nenow, a silent auction will be held this year, running from 9-a.m., to 1-p.m. Several local businesses and individuals have donated items for the auction.

Jamestown (CSi) Cyndi Wish is the new Jamestown Arts Center, Director.

On the January City Matters program on CSi 10 THE REPLAY CHANNEL,

she said she moved to Jamestown just before Thanksgiving to accept the position. She pointed out adapting to Jamestown’s cold winter temperatures.

She grew up in New Jersey and received a Bachelor of Fine Arts from Corcoran College of Art and Design in Washington, D.C., and later earned a Master’s in Printmaking from the University of Sydney in Sydney, Australia.

Before coming to Jamestown she oversaw the Prior Fine Arts Work Center, educational program, in Provincetown, Mass.

Wish is also an artist who works in printmaking and has worked as the interim executive director for ArtWorks!, a community-based museum in New Bedford, Mass.

She applied for the Arts Center position almost on a whim, browsing jobs on Americans for the Arts website, and the Arts Center job caught her eye.

She saw the Jamestown Fine Arts Association’s financial information was good, and then applied.

She said it was also unusual for a smaller organization like the Arts Center to be doing a national search for a new director.

Wish added that the Arts Center in Jamestown is much more community minded than most art centers, such as the artists in the schools program, the after-school programs, working we with the Anne Carlsen Center, and the gallery space.

She added that she’s pleased that there is a downtown in Jamestown, and that there is a focus on developing the downtown area.

She succeeds Taylor Barnes in the position, as Ms. Barnes retired in 2014.

DES LACS, N.D. (AP) – A Des Lacs teenager is dead after a traffic crash about five miles south of the northern North Dakota town.

The Ward County Sheriff’s Office says 17-year-old Matthew Samson failed to yield to a semitrailer at the intersection of two rural roads about 9 a.m. Monday. He was taken to a Minot hospital, where he died later in the day.

The 39-year-old Minot man driving the semi was treated at the scene for unspecified injuries.

LARIMORE, N.D. (AP) – A couple who live near the scene of a crash involving a school bus and an empty freight train just outside Larimore helped care for injured students until emergency crews arrived.

Richard and Susan Lunski were among the first people to arrive on the scene Monday afternoon. They kept some of the injured students warm inside their vehicle and home, and Richard Lunski pulled one girl from beneath the engine compartment of the bus.

He says the scene was chaotic, with people crying and screaming. He says, “you just deal with it.”

The Highway Patrol says seven girls between the ages of 5 and 15 and five boys between 6 and 16 were injured.

Ten of the students were taken to Altru Hospital in Grand Forks. Officials say four people remain in the hospital. Three of them have been transferred to other facilities and three of them have been released.

The crash killed the 62-year-old bus driver, Max Danner, and 17-year-old student Cassidy Sandstrom. Twelve more students were injured.

Authorities say driver error on the part of Danner is the likely cause of the crash.

Public records show Danner had Arizona citations for speeding and running a red light dismissed.

The scene of a fatal collision involving a school bus and train near Larimore was the same rail crossing where a man was killed six years ago.

Sixty-three-year-old Darvin Friederich (FRED’-rik) was killed at the crossing in October 2009 when his SUV was struck by a freight train. His wife, Gayle, says that crossing arms are needed to make the crossing safer.

The intersection is marked with a crossbuck, which is a white “X” with the words “railroad” on one half and “crossing” on the other. The post with the crossbuck also has a stop sign, which Gayle Friederich says was put up two weeks after her husband was killed.

BISMARCK, N.D. (AP) – The North Dakota Legislature is off and running.

The 2015 session kicked off Tuesday with Gov. Jack Dalrymple’s State of the State address.

Dalrymple told lawmakers that the state is “stronger than ever.” He says low oil prices may slow the state’s unprecedented growth but it won’t stop it.

The session is expected to last until May. The North Dakota Constitution limits the Legislature to 80 days of meetings every two years.

The 2013 Legislature took the entire 80 days to finish its work. It was the first time in state history that lawmakers used the entire time allotted.

Many around the Capitol say this year’s session could rival the length of the previous session.

FARGO, N.D. (AP) – The pickup truck that authorities say was stolen by a bank robbery suspect in Moorhead, Minnesota, has been recovered in Fargo.

The vehicle was found in a parking lot over the weekend. Police earlier arrested the 52-year-old male suspect in the bank robbery, carjacking and kidnapping case. Formal charges are pending.

Authorities say the man with a gun demanded cash from a Wells Fargo branch in a Moorhead grocery store on Dec. 29. The suspect then went to a liquor store across the street, stole the pickup truck with the driver still inside and fled back to Fargo.

Authorities say the man concealed the gun when he took a city bus to the bank.

BERTHOLD, N.D. (AP) – City leaders in Berthold have decided to ticket trains that block both crossings in town for more than 20 minutes.

Mayor Alan Lee says the blocked crossings put school buses behind schedule and present a potential problem for fire and ambulance crews. He says the town is trying to send a message to BNSF Railway.

Railroad spokeswoman Amy McBeth says communities have grown around the railroad, setting up a conflict between train and vehicle traffic. She says that since it’s too expensive for towns to build overpasses or underpasses, the railroad tries to improve communication between train crews and dispatchers to limit times at crossings.

Enderlin has taken a similar tack against Canadian Pacific. That railroad has sued, citing an alleged violation of interstate commerce laws.

FARGO, N.D. (AP) – The state has approved a five-year time extensio

n for a program that provides property and income tax breaks for downtown Fargo development.

The renaissance zone was established in North Dakota’s largest city in 1999 and was set to expire at the end of 2014. The program has been extended until December of 2019.

Fargo officials say the renaissance zone projects have included the renovation of 67 buildings and the construction of eight new buildings. That construction has increased property values in the downtown area by $125 million and provided $2 million a year in increased property taxes.

FARGO, N.D. (AP) – Sunflower growers are getting some advice during an annual conference in Fargo.

The National Sunflower Association is hosting the two-day forum Wednesday and Thursday at the Ramada Plaza Suites and Convention Center. Farmers who signed up will get information on how to fight diseases and insects and make the 2015 crop profitable.

Researchers from the U.S. Department of Agriculture, North Dakota State University, South Dakota State, Kansas State, Colorado State and Iowa State will present their findings on sunflower studies they have conducted. Federal researcher Brent Hulke at the Northern Crops Science Lab in Fargo will speak about 2014 spring planting survey highlights and results.

It’s the 37th year for the annual Sunflower Research Forum.

Jamestown (CSi) University of Jamestown head men’s football coach Shawn Frank has announced the signing of Aidan Yellin of Cloquet Senior High School who will join the Jimmies in the 2015-2016 season.

Yellin (Cloquet, MN) was All Conference and All Section during his senior year. His team was 2013 Section 7AAAA Champions, 2014 Sea Range Conference Champions, and 2014 Section 7AAAA Champions.

Frank has also announced the signing of Nicholas Helfrich of Berthold, ND who will join the Jimmies in the 2015-2016 season.

Helfrich, 5’11″ and 180 pounds, achieved 44 PAT’s during the 2014 season and 61 in his career. In addition, he kicked 2 field goals this season and 3 in his career.

University of Jamestown head men’s soccer coach Tommy Nienhaus has announced the signing of Ben Prochniak of West Fargo High School who will join the Jimmies in the 2015-2016 season.

Prochniak (West Fargo, ND) was received awards of Hardest Worker, Varsity Captain, and All-Tournament Team at the State Tournament in 2014 for West Fargo High. He was a varsity soccer player during his 10th, 11th, and 12th grade years. His team received 1st place in the state tournament for 2014, 3rd place in 2013, and 4th place in 2012.

MINNEAPOLIS (AP) – The NFL Players Association’s petition to have Adrian Peterson’s suspension overturned will be heard in federal court next month. The NFL suspended Peterson without pay for the last six games of the 2014 season through at least April 15th for the child-abuse case he was involved in. Peterson’s appeal was denied by a league-appointed arbitrator.

UNDATED (AP) – Pitchers Randy Johnson, Pedro Martinez and John Smoltz and infielder Craig Biggio (BEE’-zhee-oh), who missed election last year by two votes, will be enshrined in the Baseball Hall of Fame this summer. Once again, failing to receive the necessary 75 percent of the vote to make the Hall of Fame were steroid-era standouts Roger Clemens, Barry Bonds, Mark McGwire and Sammy Sosa.

Free agent pitcher Tom Gorzelanny (gohr-zuh-LAH’-nee) has agreed to a one-year, $1 million contract with the Detroit Tigers. The 32-year-old had a 0.86 ERA with 23 strikeouts in 23 appearances for Milwaukee last year. He began the season on the disabled list after offseason left-shoulder surgery.

PARIS (AP) – France has reinforced security at houses of worship, stores, media offices and transportation after what the government calls a terrorist attack that killed 12 people at the offices of a French satirical newspaper. The publication has previously drawn condemnation from Muslims for publishing caricatures of the Prophet Muhammad. France has also raised its alert to the highest level. Police and a witness say masked gunmen with automatic weapons stormed the offices and escaped in two cars.

BERLIN (AP) – A pro-Russian organization has claimed responsibility for what appears to be a cyberattack on German Chancellor Angela Merkel’s website and several other German government sites ahead of a visit by Ukraine’s prime minister. A pro-Russian organization calling itself CyberBerkut claimed on its website today to have blocked the official sites of Merkel and the German Parliament. Merkel has been a leading figure in attempts to calm the Ukraine crisis.

SANAA, Yemen (AP) – Officials in Yemen say an attack on cadets in line to enroll in a police academy has killed at least 33 people. Authorities say the bomber was driving an explosives-filled minibus. Security officials say dozens were wounded.

PANGKALAN BUN, Indonesia (AP) – The confirmation of the discovery of the tail of the AirAsia plane that crashed into the Java Sea is being called significant. It’s the first confirmed sighting of any wreckage 11 days after Flight 8501 disappeared with 162 people on board. The tail is where the black boxes are usually installed.

ORANGEBURG, S.C. (AP) – Opening statements are scheduled to begin today in the trial of a white former South Carolina police chief charged with murder in the shooting death of a black man. Former Eutawville Police Chief Richard Combs faces from 30 years to life in prison if convicted in the 2011 shooting death of Richard Bailey.
