Valley City (CSi) The operating cost of running the proposed Valley City Health, Wellness, and Physical Education Center is estimated at $812,729, with the first year operating revenue estimated at $836,389.

At the final meeting before the November 4, 2014 vote on whether to approve the facility, the consulting firm of ORB Management Corporation said the projected annual cost associated for personal expenses with the proposed facility is estimated at $462,229.

Valley City Barnes County Economic Development Director Jennifer Feist added that the estimates are conservative and she believes incoming revenues for operating the facility will be higher once it is up and running.

Valley City Park and Recreation board president Dick Gulmon says the Wellness Center would have a positive impact on the community.

Supporters of the project say the city can support both permanent flood protection another issue on the ballot, and the proposed Wellness Center. Gulmon added that it’s important for the city to support permanent flood protection to make both projects possible.

The proposed 62,000 square foot Wellness Center would be located east of the W.E. Osmon Fieldhouse across 8th Avenue southwest.

The facility would be owned and operated with the Valley City Parks and Recreation Department with VCSU renting or leasing space from the park district for classroom space.

More money would be committed to the project from investors who are waiting to see if Valley City residents support the plan following a vote on two city measures in the November 4th election.

It expected that another $4 million dollars needs be raised through a community wide fund drive.

Measure Number 3 on the ballot….an Advisory Vote on the Wellness Center Sales Tax asks Valley City residents whether to use up to 17% of the existing 1/2 cent city sales tax used for economic development to support the proposed Wellness Center

BISMARCK, N.D. (AP) – Catholic Health Initiatives is donating $10 million to the University of Mary – the largest gift the private Bismarck school has received.

The money will fund endowed scholarships supporting students enrolled in nursing and other health care-focused academic programs at Mary.

CHI is based in Colorado and has a division in Fargo. Bismarck-based St. Alexius Medical Center in September became an affiliate of the national nonprofit health system. CHI and St. Alexius are forming a regional health system of hospitals and clinics in western and central North Dakota.

University President James Shea says CHI’s gift will strengthen the existing relationship between Mary and St. Alexius.

FARGO, N.D. (AP) – Harvesting of most late-season crops is wrapping up in North Dakota after a week of unseasonably warm weather and little rain.

The Agriculture Department says in its weekly crop report that the flaxseed, dry bean, potato and soybean harvests all are more than 90 percent done.

The harvests of corn and sunflowers remain behind the long-term average pace.

About 85 percent of the state’s winter wheat crop has emerged, on pace with last year.

The report says North Dakota ranchers are busy weaning and marketing calves.

Pasture and range conditions statewide are rated 72 percent good to excellent. Stockwater supplies are 96 percent adequate to surplus.

MINOT, N.D. (AP) – Inmates at the Ward County jail are being moved to lockups in Bismarck, Rugby and potentially Grand Forks because of a lack of space at the Minot facility.

The state Corrections Department has told the jail to address the overcrowding problem. The jail has 104 beds, but last week the number of inmates surpassed 150.

Deputies this week are moving about 10 prisoners each day to other facilities. The jail also has been releasing inmates accused of misdemeanors on their promise to appear in court.

Ward County voters in 2012 approved about $40 million in bonding for a 50-cell jail expansion. They’ll decide in a special election early next year whether to approve another $38 million in borrowing to increase the project to 100 new cells.

Christie told NBC’s “Today” show that it’s the responsibility of governors to “protect the public health of people within their borders.” For the first time yesterday, federal health officials recommended isolation and travel restrictions for people at highest risk for Ebola, even if they have no symptoms.
