WILLISTON, N.D. (AP) – Unseasonably warm weather is blanketing North Dakota.

National Weather Service data show temperatures Tuesday in the 60s, 70s and even 80s. Williston on Monday hit 78 degrees, tying the city record for the date that was set more than a century ago, in 1901.

Weather service meteorologist Bill Abeling tells KXMB-TV that warm days will keep coming. He says above-normal temperatures are even in the long-range forecast stretching into November.

Jamestown (CSi) The planned CHS fertilizer plant is nearing completion of the important final plan for a water supply.

CHS senior vice president of North American grain marketing and crop nutrients,. On Tuesday, Brian Schouvieller, gave a presentation to community leaders at the North Dakota Farmers Union building Tuesday.

The treatment plant would process waste water from Cargill Malt, Dakota Spirit AgEnergy and the treated waste water from Jamestown into water that has the potential to be used in the nitrogen plant.

The plant will use about 2,700 gallons of water per minute.

It’s possible to tap existing aquifers if the treated greywater is not sufficient.

Adecision on utilizing greywater and constructing a treatment plant could be made in the next two to three weeks.

Meanwhile the Stutsman County Commission and the Jamestown/Stutsman Development Corp. have approved a site in Spiritwood Township for a possible crew camp.

The City Council’s Legal and Finance Committee recommended approval of the JSDC’s request for the property of the man camp.

The item is on the Jamestown City Council November 3rd agenda.

A rent of $600 per acre per year has been established for the property.

The plant is still on schedule for completion in the first half of 2018. The plant will employ about 180 people when operating.

Jamestown (CSi) Jamestown City Council committees met Tuesday evening at City Hall. Council Member Gumke was not present.

FINANCE & LEGAL COMMITTEE:

The committee recommended approving the request from JSDC for $43,000 from the Economic Development Fund to fund a Flex PACE interest buy down for D & B Portables LLC, owned by Bonnie & Donald Larson, with the City Share to be $34,400 and paid from the City Sales Tax Fund.

Considered the request from JSDC to set aside 30-40 acres in the SE ¼ of Section 28-140-62 (Spiritwood Property) for a potential crew camp with an annual lease rate of $600 per acre. JSDC CEO Connie Ova said the plans are preliminary at this time.

Mayor Andersen said she feels the dollar per acre amount should remain at the original $125 per acre.

The committee unanimously recommends approving the request.

Considered the request from JSDC to sell Lot 8, Block 1, I-94 Business Park Addition, to Tim & Kathy Nill in the amount of $68,171.

The committee recommends approval pending review of the purchase agreement by the city attorney.

The committee considered information presented and to take such action deemed appropriate relative to the City Forester, Doug Wiles, compensation. The committee recommends a salary increase of a three-step adjustment, eventually reaching 42,650 annually, with the steps starting November 1, 2014.

The committee considered the HVAC Maintenance Contract for the Jamestown Civic Center and other City Buildings.

The committee recommends the Civic Center remains with Precision Mechanical, and other city buildings contracts be cancelled with other companies, and be considered individually, with solicitation, effective January 1, 2014.

CIVIC CENTER AND PROMOTION COMMITTEE

The committee recommends approving a Resolution of Support for the North Dakota State Historical Society plans for restoration and repurposing of the 1883 Stutsman County Courthouse. Gwinn Hinman said $500,000 is being solicited from the community. She said the building is planned to be used as a state historic site, an educational facility, and community event center.

Considered acceptance of the revised version of the Jamestown Tourism Bylaws.

Jamestown Tourism, Director, Searle Swedlund appeared at the meeting to answer and questions. The committee recommends accepting.

Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall. Commissioner Magnuson was not present.

The City Commission approved the 2014 Forestry Report. It noted an increase in Dutch Elm Disease. It was reported that a Jamestown individual has a product to put on elms to help prevent the disease.

The City Commission approved a height extension request for Grand Stay hotel on Winter Show Road to exceed 35’ per the Zoning Ordinance to 48’. Commissioner Pedersen abstained from voting.

CITY ADMINISTRATORS REPORT

David Schelkoph said anyone wanting a new AMI meter, may call City Hall.

A section of water main replacement project will be finished later this week.

The city will meet with KLJ and contractors on when to complete the project.

He said city officials had a meeting with employees on cyber security.

With city boulevard signs, Schelkoph will be establishing a committee to look at a city Ordinance, to provide direction.

City Attorney Myhre said he has met with the Economic Develop attorney regarding future dealings between the city and economic development.

He said the infraction previously discussed concerning My Bar, is still under review.

He added an animal Ordinance for Valley City is in final draft.

CITY UPDATE & COMMISSION REPORTS

City Auditor Richter said the November City Commission meeting will be on Monday November 3, 2014, as Tuesday the 4th is election day.

Commissioner Nielson said for the first time the Rosebud Visitors Center recorded more visitors from Minnesota, than North Dakota. She noted a number of international visitors.

Jamestown (CSi) The Jamestown City Engineer’s Office informs residents that beginning Tuesday, (October 21, 2014,) portions of the sidewalk at the SE corner of 2nd Ave SW and 1st St West is closed/restricted to pedestrians during the daytime for approximately the next six weeks due to building renovation work.

Pedestrians and motorists’ should use alternative routes & use EXTREME caution in and around this area.

Jamestown (CSi) The Jamestown Arts Center will host author Nancy Kuykendall for a signing of copies of her book, Mornings on the Porch, on Saturday November 1, 2014,at 2-p.m.

Ms. Kuykendall, of Jamestown, announces that her first book was released nationally on October 15, 2014.

Ms. Kuykendall studied music and taught for thirty years and has played piano for churches and a variety of events.

Bismarck (CSi) USDA Rural Development Acting State Director Bill Davis has announced more than $300,000 in business grants to four North Dakota recipients. The grants will provide support to small and emerging rural businesses.

· South Central Dakota Regional Council received a$24,000 grant. The funding will be used to provide individual technical assistance for private business development.

The funding is from USDA’s Rural Business Enterprise Grant (RBEG) program, which promotes private business development.

FESSENDEN, N.D. (AP) – The North Dakota Highway Patrol says a southeast bound Canadian Pacific Railway train that collided with a semi-truck near Fessenden did not derail and no cargo was lost.

Patrol Sgt. Tom Herzig says the driver of the truck didn’t see the train coming and his truck was struck in the right rear as it crossed the tracks. The truck came to rest upright in the ditch. No one was injured.

Breanne Feigel is a spokeswoman with Canadian Pacific. She says the train involved in the collision was a “mixed freight” train.

Damages to the semi-truck are estimated at $20,000.

Herzig said as of Tuesday evening the train had been released and was moving again.

The crash remains under investigation.

WATFORD CITY, S.D. (AP) – A McKenzie County woman who was reported missing has shown up safely at the sheriff’s office in Watford City.

The McKenzie County sheriff’s office asked the public Tuesday morning for information on 48-year-old Sandra Leist. Leist’s family said they had not heard from the woman since Sunday morning.

Leist showed up at sheriff’s office in Watford City on Tuesday afternoon.

SIDNEY, Mont. (AP) – A Colorado man plans to plead guilty to killing a Montana teacher in a case that drew attention to the darker side of the Northern Plains’ oil boom. A plea agreement calls for a 100-year sentence for 25-year-old Michael Spell on a charge of deliberate homicide. Spell is charged with the 2012 murder of Sherry Arnold, a 43-year-old Sidney high school teacher who disappeared while jogging. Her body was found buried in a North Dakota field. Spell is due in court Wednesday.

DEVILS LAKE, N.D. (AP) – Devils Lake police say a report of a dead baby turned out to be a case of a lifelike doll.

An exterminator called authorities Monday afternoon after coming across what he thought was a dead baby in an apartment.

Police say the exterminator described what he thought was a body as being cold to the touch.

Emergency crews sent to the scene quickly discovered it was a doll.

BISMARCK, N.D. (AP) – A Bismarck border collie who wound up severely hurt after fending off two loose dogs has been euthanized by his owners.

Jane and Ron Veitz’s dog, Chance, wound up in surgery in September after the two dogs bit off one of his ears and severed the other ear. Chance had multiple bite wounds on his torso and head.

The Bismarck Tribune reports the 10-year-old dog had a successful surgery but was still having issues walking. The family told the paper Chance would’ve also had to have another surgery on his hip.

The Veitz are still waiting to see if the Bismarck city attorney will bring charges against the owner of the two dogs.

Jane Veitz says they have more than $2,000 in bills because of the incident.

BISMARCK, N.D. (AP) – Dakota the duckbilled dinosaur might have found permanent digs in Bismarck.

State Historical Society Director Merl Paaverud (PAH’-vur-ood) says officials have reached a $3 million deal to keep the rare mummified fossil on display at the North Dakota Heritage Center.

Paaverud says the deal means that the state can begin to pursue fundraising.  He says the money must be raised within four years “or the deal is off.”

Paaverud says he’s optimistic the money can be raised from private donations.

Tyler Lyson (LEE’-suhn) discovered the dinosaur on his uncle’s ranch in southwestern North Dakota in 1999.

Researchers say Dakota is one of the most important dinosaur discoveries in recent times. The petrified beast has been the subject of a children’s book and an adult book, and National Geographic television programs.

BISMARCK, N.D. (AP) – An industry expert says gas prices in North Dakota may drop below an average of $3 a gallon before the end of the year.

AAA North Dakota spokesman Gene LaDoucer says Tuesday’s average of $3.22 per gallon is down 23 cents since Labor Day and the lowest average since February. The national average is $3.10, down 34 cents since Labor Day and the lowest price since Jan. 12, 2011.

The average price in Fargo was $2.98. Other averages are $3.06 in Grand Forks, $3.29 in Minot, $3.32 in Bismarck, $3.33 in Dickinson, and $3.42 in Williston.

LaDoucer says the last time the state or national average fell below $3 a gallon was in December 2010.

BISMARCK, N.D. (AP) – North Dakota first lady Betsy Dalrymple has written a book on the history of the North Dakota Governor’s Residence.

Dalrymple scheduled an unveiling of the book Wednesday at the home for North Dakota’s first family.

The book is titled, “Building a House, Making a Home: A History of the North Dakota Governor’s Residence.”

The current Governor’s Residence has stood since 1960. The prairie-style home is the second official residence that has been built for North Dakota’s governors.

The original Governor’s Mansion, built in 1884, is a few blocks south of the Capitol.

(AP) – The Giants have taken Game 1 of the World Series as Madison Bumgarner went seven innings and Hunter Pence hit a two-run homer in San Francisco’s 7-1 rout of the Royals in Kansas City. Bumgarner had a two-hit shutout and a 7-0 lead until Salvador Perez homered with two out in the seventh. Pablo Sandoval drove in the Giants’ first and last runs with a double and a single.

KANSAS CITY, Mo. (AP) – Royals ace James Shields had a rough outing in Game 1 of the World Series, allowing five runs and seven hits in three-plus innings. His performance was in stark contrast to his previous World Series start, when he tossed shutout ball over 5 2/3 innings for Tampa Bay to beat the Phillies in Game 2 of the 2008 Fall Classic. Shields is 3-5 with a 5.74 ERA over 53 1/3 innings over 10 career postseason starts.

COLLEGE FOOTBALL…

OKLAHOMA CITY (AP) – An inquiry by the NCAA and an independent investigator have concluded that a Sports Illustrated expose alleging misconduct in the Oklahoma State football program to be “fundamentally unfounded.”

The NCAA and the university said the joint investigation included nearly 100 interviews and a review of some 50,000 documents and emails. It found three instances that may lead to NCAA infractions.

WRIGHT-PATTERSON AIR FORCE BASE, Ohio (AP) – An Ohio man imprisoned for months in North Korea is home. Jeffrey Fowle (FOWL) was unexpectedly released by North Korea, and the U.S. plane carrying him landed today at Wright-Patterson Air Force Base, near Dayton. He had been detained after leaving a Bible at a nightclub. Christian evangelism is considered a crime in North Korea.

BERLIN (AP) – The U.S. top diplomat says any possible deal with Iran over its nuclear program will include Congress. That’s the word today from Secretary of State John Kerry in response to rising concerns from lawmakers in both parties over recent reports of possible attempts to bypass Congress.

DAMASCUS, Syria (AP) – Syria’s information minister says two of three jets seized by Islamic State group militants have been destroyed and the search is on for the third plane. The minister tells Syrian TV that Syrian aircraft bombed the jets as they were landing at an air base in the eastern countryside of Aleppo province. U.S. officials say they had no reports of the militants flying jets.

OMAHA, Neb. (AP) – An American video journalist is scheduled to get out of the hospital in Nebraska today after surviving Ebola. The Nebraska Medical Center says Ashoka Mukpo’s (ah-SHOH’-kuh MUK’-pohz) blood tested negative for the virus. Medical staff involved in his care plan to speak about his recovery at a news conference. Mukpo, of Providence, Rhode Island, contracted the virus while working in Liberia as a freelance cameraman.

BANGKOK (AP) – Two Myanmar migrant workers now say their confessions to rape and murder in the deaths of two British travelers were coerced by torture and they didn’t do it. A lawyer for the pair says they have sent a formal retraction to prosecutors. Although Thai police have said they have DNA evidence linking the two men to the crime, the investigation has attracted concern the men might be scapegoats.
