MINNEAPOLIS (AP) – A man who played college football in North Dakota has been convicted of killing one man and wounding another outside a Minneapolis club last fall.

A Hennepin County jury convicted Cedric Chappell Junior on Thursday of murder and attempted murder. He’s scheduled to be sentenced September 11th.

The 22-year-old played football at Valley City State University in Valley City, North Dakota.

He was charged in connection with an October gunfight outside the Blue Nile restaurant and bar in Minneapolis. Prosecutors say an argument broke out between two gangs, and 35 shots were fired.

Twenty-two-year-old Willie Smith of St. Paul died, and another man was shot in the leg. Chappell acknowledged to investigators that he shot both men.

Prosecutors say they’ll seek a sentence of 30 to 45 years.

Jamestown (CSi) The Frontier Village Association on Thursday approved requests.

Included was a bid of $22,256 from ProBuild, Jamestown, to construct a 12-foot by 68-foot building with a cement floor to house the Carlascio Parade Train.

FVA President, Charlie Tanata said he received two bids to build a 32-foot by 50-foot storage building with 12-foot high side walls to hold donated antique farm implements. The association is considering having the storage building placed next to Eldridge Hall. ProBuild bid $32,486 for the building, while Infinity Building Services bid $41,600, according to Tanata.

Karen George reported that since May 25, 2,148 people have riden on the Village’s stagecoach at the most ever, adding that the ride is popular with families.

She said 698 people have taken pony rides so far this summer, another potential record breaker.

Jamestown (CSi) South Central Dakota Regional Council, in Jamestown, has announced the awarding of a Bush Foundation Community Innovation Grant, in the amount of $121,500.

It will be used to bring community leaders together to create a process that assures safe, quality buildings in the region, with an inspection program that can be utilized in the region.

Executive Director Deb Kantrud says, one of their top concerns was the need for building inspector services.

The Bush Foundation has awarded nearly $5 million to 34 organizations in Minnesota, North Dakota, and South Dakota.

SCDRC serves Barnes, Dickey, Foster, Griggs, LaMoure, Logan, McIntosh, Stutsman and Wells counties.

WILLISTON, N.D. (AP) – The Williston airport has been reopened after being shut for several hours while authorities investigated an unidentified device in the terminal, and frustrated passengers waited to hear whether their flights would be rescheduled.

Williston police Lt. David Belisle said a “suspicious” device was found at Sloulin Field International Airport about 3:15 p.m. Thursday. The airport was evacuated, and a bomb squad from Minot was called in. Williston police said later Thursday that the situation was cleared without incident and authorities left the scene around 7.30 p.m. An airport employee said it reopened about 8 p.m.

Sloulin Field has a single small terminal, which handles about a dozen daily commercial arrivals and departures. It has seen its number of departing passengers grow from 8,500 in 2007 to 186,000 in 2013.

BISMARCK, N.D. (AP) – A federal judge has ruled that a state lawsuit filed by upstream opponents of a Red River flood control project duplicates a federal complaint.

U.S. District Judge John Tunheim on Thursday issued a preliminary injunction that prohibits the lawsuit from moving forward in Minnesota state court.

The Richland-Wilkin Joint Powers Authority is made up of representatives from about 20 cities and townships in North Dakota and Minnesota. The group filed the lawsuit in Minnesota in June. It came just days after President Barack Obama signed a water project bill that authorizes construction of the nearly $2 billion channel that would move floodwaters around the metropolitan area.

The Fargo-Moorhead Diversion Authority has claimed the lawsuit filed in Minnesota was meant to delay the project.

FARGO, N.D. (AP) – Some National Guard soldiers who have been serving in Afghanistan since January are back home in North Dakota, a bit early. Three soldiers with the 814th Medical Company flew into Fargo on Wednesday and one flew into Bismarck. A fifth soldier was flying to Piedmont, South Carolina, where she lives.

BISMARCK, N.D. (AP) – The North Dakota National Guard says it’s sending a helicopter and four soldiers to Washington state to help battle wildfires.

The military says two pilots, two crewmembers and a Black Hawk helicopter from the Bismarck-based 112th Aviation Regiment will be in Washington state for about 20 days.

The military says officials in Washington state sent a request for additional resources to fight wildfires after their own state resources were exhausted.

The Guard says several other states have responded with help.

BISMARCK, N.D. (AP) – Small, nonfarm businesses in 46 North Dakota counties have only a couple of days left to apply for disaster loans through the U.S. Small Business Administration.

The SBA says the deadline is Monday for the North Dakota counties and a few neighboring counties in South Dakota, Minnesota and Montana.

The loans are to offset economic losses the businesses suffered because of farmers and ranchers losing money due to various weather events since Jan. 1, 2013.

The loans are for up to $2 million.

BILLINGS, Mont. (AP) -An energy company says the Billings, Montana area is under consideration for a proposed $500 million oil refinery.  Quantum Energy Incorporated says  the plant would convert crude from the Bakken oilfield into diesel, propane and butane and also capture carbon dioxide for oilfield use.

BISMARCK, N.D. (AP) – A bash is set at the state Capitol to celebrate North Dakota’s 125th year of statehood.

The daylong celebration Saturday will include entertainment, food, crafts and children’s activities.

It’s the first of two “signature” events to celebrate North Dakota’s quasquicentennial (kwahs-kwih-sehn-TEHN’-ee-uhl). The second is planned Nov. 2 – the state’s official birthday – to coincide with the grand opening of the expanded state Heritage Center.

North Dakota and South Dakota were both granted statehood on Nov. 2, 1889. President Benjamin Harrison signed the admission papers for the two states on that day. North Dakota became the 39th state, and South Dakota the 40th.

South Dakota Gov. Dennis Daugaard is scheduled to attend the Saturday celebration in Bismarck. He’s bringing with him the pen that Harrison used.

BISMARCK, N.D. (AP) – U.S. House Speaker John Boehner is campaigning for Kevin Cramer, a freshman congressman who holds North Dakota’s lone U.S. House seat.

Cramer says the fundraiser is slated Friday night in Lincoln, southeast of Bismarck.

Cramer says the stop in North Dakota is one of several the Ohio Republican plans to make by bus while stumping for GOP House candidates across the country.

Cramer faces a challenge in November by Fargo banker and Democratic state Sen. George B. Sinner, the son of former North Dakota Democratic Gov. George A. Sinner.

WILLISTON, N.D. (AP) – The growing oil patch hub of Williston is planning a second fire station and a new high school.

Fire Chief Jason Catrambone says the city’s annexation of more land and the growing number of residents has prompted the need for a second station.

Catrambone has received city approval to seek proposals to begin design work on the $5.5 million project.

Meanwhile, the City Commission this week approved the annexation of 35 acres of land for the new high school. Voters in June approved a $34 million bond issue to help fund the $56.5 million facility.

Bismarck CSi The North Dakota Game and Fish Department reports, the boat ramp at Twin Lakes near LaMoure is closed until further notice due to a prop wash hole at the bottom of the ramp.

The hole is causing damage to trailers when launching and loading boats.

BISMARCK, N.D. (AP) – One-fourth of all documented record fish in North Dakota history have been caught in the past five years, and more might be in jeopardy in the near future.

A record goldeye caught in Lake Audubon last month was the seventh state-record fish caught since 2010. State Fisheries Chief Greg Power says more fishing lakes and a lot more anglers are reasons for the sudden windfall of whoppers.

But when it comes to walleye and northern pike, no one has landed a record since man stepped on the moon.

Power says he thinks the northern record might fall in the next five years.

Devils Lake resort owner Kyle Blanchfield thinks the perch record might also fall soon. That record has stood for 32 years.

MINNEAPOLIS (AP) – A court has struck down an NFL policy preventing off-duty Minnesota police officers from bringing their guns to Vikings games.

Two police organizations challenged the rule, arguing that NFL policy cannot trump state law.

A Hennepin County court ruled Thursday in favor of the organizations: the Minnesota Police and Peace Officers Association and the Police Officers Federation of Minneapolis.

The ruling applies only in Minnesota.

The groups argued that even off-duty officers need to be armed at Vikings games. They say that allows officers to protect themselves and the public at a moment’s notice.

NFL spokesman Greg Aiello says the policy is designed to keep fans safe. He says the NFL will continue to enforce it at TCF Bank Stadium, as the court order allows, until the matter is resolved.

MINNEAPOLIS (AP) – The Minnesota Twins are relieved that prized center field prospect Byron Buxton only has a concussion following a violent outfield collision with a teammate. Buxton suffered a head injury bad enough to knock him unconscious for about 10 minutes on Wednesday. He ran into right fielder Mike Kvasnicka after both of them ran full speed for a fly ball in the fifth inning.

BALTIMORE (AP) – Rob Manfred has been elected Major League Baseball’s 10th commissioner and will succeed Bud Selig (SEE’-lihg) in January. Manfred is a labor lawyer who has worked for Major League Baseball since 1998. He beat out Boston Red Sox Chairman Tom Werner in the first contested vote for a new commissioner in 46 years.

CHARLOTTE, N.C. (AP) – Tony Stewart says he will not race in Sunday’s Sprint Cup race at Michigan International Speedway, skipping a second straight NASCAR race since striking and killing a driver in a dirt-track race. His plans for the rest of the season have not been determined. Jeff Burton will drive Stewart’s No. 14 Chevrolet in Michigan.

In the U.S. bracket, Chicago beat Lynnwood, Wash., 12-5 in five innings before Las Vegas clobbered Rapid City, South Dakota, 12-2 in five innings.

In the International bracket, Humacao, Puerto Rico, crushed Perth, Australia 16-3 in four innings and Seoul, South Korea, beat Brno of the Czech Republic 10-3.

GREENSBORO, N.C. (AP) – Camilo Villegas (vih-ZHAY’-guhs) is the leader heading into the second round of the PGA’s Wyndham Championship in Greensboro, North Carolina. Villegas fired a 7-under-par 63, putting him one stroke ahead of Webb Simpson and William McGirt. Scott Langley, Martin Laird, Andrew Loupe, Paul Casey and Heath Slocum completed 5-under 65s.

PITTSFORD, N.Y. (AP) – Lexi Thompson and Meena Lee were co-leaders after one round of the LPGA Championship in Pittsford, New York. Each carded eight birdies in a 6-under-64, one shot better than Lisa McCloskey, Jennifer Kirby and Brittany Lincicome (LIHN’-sih-kuhm). Thompson is seeking her second major of the year, four months after winning the Kraft Nabisco Championship.

KAMENSK-SHAKHTINSKY, Russia (AP) – Russia is trying to dispel Ukrainian worries that an aid convoy was a ruse intended to funnel military aid to separatist rebels in eastern Ukraine. Moscow allowed Ukrainian officials to inspect the aid convoy today and agreed to let the Red Cross distribute the supplies around the rebel-held city of Luhansk.

FERGUSON, Mo. (AP) – The arrival of Missouri state troopers to keep an eye on demonstrations in a suburban St. Louis town has eased the tension in Ferguson after clashes with police who are already under fire for the shooting death of an unarmed black teen by a white officer. The dramatic shift came after Missouri Gov. Jay Nixon assigned oversight of the protests in the town to the state Highway Patrol, stripping local police of their authority.

NIAMEY, Niger (AP) – The landlocked West African country of Niger (nee-ZHEHR’) has been hit by heavy rains and flooding that killed 12 people and left thousands without food or shelter. Niger has been hit by an alternating series of droughts and floods in recent years, causing hunger. Officials say food has been distributed to more than 2,000 families but almost as many still need help.

EDEN PRAIRIE, Minn. (AP) – The Supervalu grocery company says account numbers, expiration dates, cardholders’ names and other information may have been stolen in a data breach at a number of stores, as well as at some of its stand-alone liquor shops. Officials say stores in Minnesota, Virginia, Illinois, Maryland and Missouri may have been affected. Supervalu says that it hasn’t determined if any such cardholder data was actually stolen.

CAPE CANAVERAL, Fla. (AP) – Astronauts aboard the International Space Station took out the trash today, releasing an unmanned commercial cargo ship after a monthlong visit. The trash-filled Cygnus supply ship will now be maneuvered to safely burn up in Earth’s atmosphere.
