Jamestown (CSi) Jamestown Police Chief Scott Edinger says 42 year old Mary Jo Baker of Jamestown the subject of a search was located, Wednesday morning about 11:30, seen in a vehicle by police officers in Southeast Jamestown.

Sgt. Brian Miller and officer Andrew Noreen spotted a vehicle that matched the description of Baker’s vehicle, a maroon Chevrolet Equinoix SUV, in the parking lot next to the Frontier Village’s amphitheater.

Edinger says Miller and Noreen arrested Baker after they searched the vehicle and found a substance later identified as methamphetamine and meth-related drug paraphernalia.

He says Baker offered no resistance.

She was taken into custody. Police charged her with methamphetamine and possession of methamphetamine each is a Class “C” Felony.

Formal charges are pending.

Baker remained in custody at the LEC jail, with her court appearance pending.

At that time a judge could set bond.

Authorities began the search for her about 9-a.m., Tuesday, as a welfare check.

Jamestown (Jamestown (CSi) The City of Jamestown has begun the 2015 city budget process.

The City Council meetting Wednesday morning from 8-a.m. to 11-a.m.

City Administrator Jeff Fuchs says, as of June 30 this year, the city has deficit spent $533,000 steming in large part from one time expenditures.

The 2015 city mill levy is put at 2.87 mills, and will levy in 2015 the same figure as 2014, at 84.97 mills.

The projected revenues for 2015 show a $30,000 deficit.

Revenues for 2015 are projected to be higher based on increased state aid.

He pointed out that the water and sewer utilities will increase by five percent for domestic use, and three percent for Cavendish use.

With the sewer utility, Fuchs says the operating revenue is $3.3million with expenditures of $1.6 million. Revenues are $1.7 million, with $327,000 in the replacement and depreciation fund.

With the lift station replacement and force main replacement projects, the debt service is $2 million per year.

The new operating loss of $619,000 requires a transfer of $664,00 from the city’s share of Special Assessments over a two year period.

Fuchs questioned with the debt service replacement, the ability to fund any upcoming projects.

That budget will be further adjusted in the budgeting process.

With the Sanitation budget a 5 percent rate increase in proposed, with a 2014 deficit at $25,000 and projected to be in the red at the end of 2015 with a five percent rate increase at $100,000.

With the Solid Waste fund at the end of 2014 the deficit is projected at $16,000, with the construction fund project to be in the red at a half million dollars by the end of 2015.

Mayor Andersen said with those funds, the city needs to look at more efficiencies for the utility rates to cover the expenses.

The Mayor said the next set of budget meetings will be next week or the week after, allowing time for officials with JSDC, Tourism, and Engineering to put together presentations.

The budget meetings are being shown live on CSi 67.

Jamestown (CSi) Friday is the deadline to contribute to the Jamestown Buffalo Mall’s annual Back to School “Stuff the Bus” program.

A bus is placed inside the main entrance of the mall and will remain there until August 15th.

Community Action Region VI will be receiving the school supplies and distributing them to children in need this fall.

Donations for the bus can also be delivered to Gate City Bank. School supplies are encouraged to be donated for area children in need. The mall’s goal is to fill the bus with backpacks, folders, notebooks and everything a child needs for going back to school.

Families do not have to qualify to receive the donations.

Interested parents in the nine-county region can call Community Action Region VI at 252-1821 to schedule an appointment to pick up the items their child will need for their grade level.

Appointments begin next week, and usually only last about 15 minutes.

The program, donates back-to-school supplies to students in need in Barnes, Dickey, Foster, Griggs, LaMoure, Logan, McIntosh, Stutsman and Wells counties.

Jamestown (CSi) Dairy Queen in Jamestown will be hosting their Miracle Treat Day today…August 14, 2014, to help raise funds for The Children’s Miracle Network, as it celebrates 30 years and over $100 million raised for local kids.

FARGO, N.D. (AP) – The last of four people charged with murder in the March stabbing death of a man in a Fargo parking lot has been sentenced.

Nineteen-year-old Alexander Clapper, of Moorhead, Minnesota, pleaded guilty on Wednesday to murder and a felony drug charge and was sentenced to serve nine years in prison, to be followed by a year of supervised probation.

Clapper’s father and sister were sentenced earlier to lengthy prison terms in the death of 26-year-old Rolandas House, who authorities say was killed in a dispute over drug money.

Wade Garrett, of Fargo, pleaded guilty earlier to stabbing House to death and was sentenced to 25 years in prison.

BISMARCK, N.D. (AP) – A Bismarck woman is accused of running into two vehicles and a fence while driving drunk with three children in her vehicle.

22-year-old Kayla McKenzie had a blood-alcohol content of 0.25, more than three times the legal limit. She is charged with four counts, including felony reckless endangerment and felony child neglect.

The incident happened Tuesday night. Authorities say she drove her SUV with her 1-year-old child sitting in her lap and her two other children, ages 2 and 4, who were unsecured in the vehicle. The children were unharmed.

Police say the hit-and-runs caused about $9,500 in damage.

McKenzie told a judge she drank “excessively” that night but could not recall driving.

Court documents do not list an attorney for McKenzie.

FARGO, N.D. (AP) – Authorities are investigating vandalism to the Cass County Courthouse in Fargo. The sheriff’s office says rocks were thrown through windows on the main entrance doors just after midnight Tuesday. The rocks were wrapped in paper with the words “Nazism” and “fascism” written on them, though misspelled.

BISMARCK, N.D. (AP) – Bismarck police are investigating a report that bleachers were stolen from the Missouri Valley Fairgrounds.

The Bismarck Tribune reports that the bleacher boards, handrails and steel rods were left stacked against a wall Monday afternoon after the seats had been disassembled. An employee noticed them missing Tuesday morning.

Police say the metal would be worth about $900 if sold for scrap.

BISMARCK, N.D. (AP) – Passengers at North Dakota airports set a record for the month of July.

The North Dakota Aeronautics Commission says there were 111,058 boardings in the month, an increase of 8,757 passengers from July 2013.

The July numbers included nearly 42,000 passengers in Fargo, nearly 22,000 in Bismarck, more than 19,000 in Minot, nearly 12,000 in Grand Forks, and more than 9,000 in Williston.

Fargo’s Hector International Airport has seen an increase of more than 30,000 passengers in the first seven months of the year. There have been nearly 269,000 boardings out of North Dakota’s largest city.

Jamestown Regional Airport Manager, Matt Leitner, last week said, in  Jamestown in July 2014 boardings were the highest since July of 1978, and second best number of boardings in the past 36 years. The July 2014 boardings were a 262-percent increase over July 2013 boardings, utilizing the smaller aircraft of Great Lakes Airlines.

United Express-SkyWest began Essential Air Service to Jamestown on June 5, 2014, with the 50 seat CRJ-200 50-passenger regional jet with service to the Denver hub.

BISMARCK, N.D. (AP) – About 300 North Dakota residents who bought insurance through the Affordable Care Act marketplace could lose their coverage if they don’t submit citizenship and immigration documents to confirm their eligibility.

The Centers for Medicare and Medicaid Services says consumers have until Sept. 5 to provide the paperwork or their coverage will be canceled at the end of September.

Letters were sent to more than 310,000 people nationwide whose citizenship or immigration details don’t match what the government has on file. Officials say most people haven’t responded to previous outreach efforts.

SIOUX FALLS, S.D. (AP) – North Dakota’s U.S. Attorney Timothy Purdon says authorities in that state are starting to build a network of resources to make available for victims of rape and human trafficking in the Bakken oil fields. Purdon on Wednesday spoke during the second day of a conference in Sioux Falls meant to raise awareness of human trafficking and sexual assault in the Dakotas.

FARGO, N.D. (AP) – Fargo is set to host the annual State of Technology conference on August 20.

The conference will feature discussions on digital and mobile imaging, health care operational intelligence, online marketing, mobile technology as well as an update on the Dakota Fiber Initiative. The Dakota Fiber Initiative is a project that aims to bring the fastest internet available to North Dakota.

Doug Burgum is the conference’s keynote speaker. Burgum is co-founder and general partner of Arthur Ventures, a Fargo-based venture capital firm.

The conference is being hosted by U.S. Sen. John Hoeven and the Fargo Moorehead West Fargo Chamber of Commerce.

The Fargo Moorehead West Fargo Chamber of Commerce is federation of 2,100 firms in North Dakota and Minnesota.

BISMARCK, N.D. (AP) – A group representing North Dakota’s various energy sectors is recommending the state spend almost $1 billion over the next two years on roads, bridges and other infrastructure.

The 16-member EmPower North Dakota Commission is slated to pitch its recommendations Thursday to the Legislature’s interim Energy Development and Transmission Committee.

The EmPower North Dakota Commission is comprised of representatives from a cross-section of the energy industry, including members representing coal, oil, refining, biofuels and electricity.

The panel also is suggesting that the Legislature speed spending for infrastructure needs in western North Dakota’s oil producing region.

The group says in a report that North Dakota lawmakers have made “substantial progress” funding needs for areas impacted by energy development but it hasn’t been enough.

BOTTINEAU, N.D. (AP) – Voters in Bottineau have narrowly rejected a $13 million bond measure to fund a proposed school expansion.

The measure garnered 58 percent support in Tuesday’s election, but 60 percent approval was needed.

The proposed expansion would have put all students in grades K-12 under one roof. Students in preschool through second grade currently attend classes in a separate building.

Bottineau voters last November rejected a $19 million bond issue that would have paid for a new elementary school.

WILLISTON, N.D. (AP) – The Williston city commission has filled an open seat created when Howard Klug was elected mayor.

The Williston Herald reports that Deanette Piesik was selected from a pool of 16 candidates. Her term will run until June 2016.

Piesik worked for 15 years at Williston State College for a work force training program known as TrainND. The program has served thousands of workers in the oil patch.

The board earlier voted to accept applications from residents to fill the position rather than hold a special election or appoint the commission candidate who finished third in in the June election.

BISMARCK, N.D. (AP) – The North Dakota National Guard’s Military Service Centers in Bismarck and Fargo are holding open houses for the public. Today’s events will give visitors a look at the programs and services available through the centers. The centers are staffed by military and civilian employees of the Guard.

Arianne Johnson most recently served as head varsity girls’ basketball coach at Hope Academy in Minneapolis. Johnson has also played two seasons at Concordia St. Paul.

WILLISTON, N.D. (AP) – Williston State College has hired a new head coach for its hockey program, which has won back-to-back national junior championships. John Bowkus has been working as hockey director and head coach at the Mid-Michigan Youth Hockey Association. He also owns Superior Skills Stickhandling Hockey Schools. Bowkus will start his new duties Monday.

MINNEAPOLIS (AP) – Minnesota Timberwolves fans will get their first up-close look at Kevin Love in a Cleveland Cavaliers jersey January 31st. The Timberwolves released their schedule yesterday. The biggest game of the season will come when Love, LeBron James and the Cavs make their only visit. The Wolves are expected to complete a deal that sends Love to Cleveland for Andrew Wiggins, Anthony Bennett and a 2015 first-round draft pick when Wiggins becomes eligible to be traded.

LeBron James and his not-so-new team, the Cleveland Cavaliers, will be featured in several national telecasts. He will play his first game since rejoining the Cavs at home Oct. 30 against New York, then return to Miami for the first time on Christmas.

The NBA regular season will open Oct. 28, with the NBA champion San Antonio Spurs hosting the Dallas Mavericks in one of the three games that night.

One of baseball’s top prospects was injured on Wednesday.  Twins farmhand, Byron Buxton was taken off the field in an ambulance after an outfield collision in his first game for Double-A New Britain, Minnesota’s No. 2 minor league club.

The 20-year-old Buxton was motionless for several minutes on the field before he was carted off on a stretcher to an ambulance and taken to a local hospital. Twins general manager Terry Ryan said Buxton was unconscious for 10 minutes before he awoke in the ambulance. Ryan added that Buxton was alert and a CT scan came back negative.

BALTIMORE (AP) – The Major League Baseball owners are meeting in Baltimore and they could a new commissioner. MLB Chief Operating Officer Rob Manfred, Boston Red Sox Chairman Tom Werner and MLB Executive Vice President of Business Tim Brosnan were picked by the seven-man succession committee as candidates to replace the retiring Bud Selig (SEE’-lig).

Selig has ruled baseball since September 1992, first as chairman of baseball’s executive council and since July 1998 as commissioner. He announced last fall that he plans to retire next January.

UNDATED (AP) – The Colorado Rockies say All-Star shortstop Troy Tulowitzki will have season-ending surgery on his left hip Friday.

Tulowitzki was hitting a major league-high .340 when he was placed on the 15-day disabled list on July 22, three days after he was hurt running out a grounder at Pittsburgh.

UNDATED (AP) – Tiger Woods has told U.S. Ryder Cup captain Tom Watson and the PGA of America that he has taken himself out of consideration to serve as a captain’s pick due to health reasons. He said he has been told by his doctors and trainer that his back muscles need to be rehabilitated and healed. Woods has played poorly since coming back from back surgery performed in March.

SYRACUSE, N.Y. (AP) – The father of the driver run over and killed by Tony Stewart told The Syracuse Post-Standard that “there’s no reason for” the crash that led to his son’s death. Kevin Ward Jr. was sent into the wall when his car was bumped by Stewart’s in a dirt-track race on Saturday night. Ward got out of the car and walked onto the track, where he was hit by Stewart.

Kevin Ward Sr. told the paper that, “apparently, Tony Stewart was the only one driving out there who didn’t see him.” He added, “the one person that knows what happened that night is possibly facing 10 years in prison. Is he going to say what he done?”

FERGUSON, Mo. (AP) – The police chief in Ferguson, Missouri says race relations are a top priority in the St. Louis suburb. But clashes are continuing between police and some people protesting the weekend police shooting of an unarmed black teen. Last night, police in riot gear used tear gas and smoke bombs on crowds that threw Molotov cocktails and other items. Two reporters say they were assaulted by police and detained for not clearing out quickly enough from a fast-food restaurant, where they were sitting down working. County Police Chief Jon Belmar says his officers have responded with “an incredible amount of restraint.”

CAIRO (AP) – Islamist supporters of ousted Egyptian President Mohammed Morsi tried marking the anniversary of the killing of hundreds of protesters today, but they were met with tear gas fired by Egyptian security forces. After the military overthrew Morsi last summer, authorities waged a sweeping crackdown on his Muslim Brotherhood movement. Hundreds of people were killed in street clashes and tens of thousands detained. Exactly one year ago, security forces tried to break up two sit-ins in Cairo, setting off clashes and killing hundreds of demonstrators.

VORONEZH, Russia (AP) – A Russian aid convoy is heading toward eastern Ukraine with what Russia says are 262 vehicles of baby food, canned meat, portable generators and other emergency items for the battered region. But the convoy appears to be heading for a border crossing controlled by pro-Russian rebels. Russia had agreed to deliver the aid at a checkpoint where it could be inspected by Ukraine and the Red Cross. Now Ukraine says it’s sending its own aid convoy to the region.

OSWEGATCHIE, N.Y. (AP) – Authorities in northern New York are looking for two Amish girls they say may have been abducted from their roadside stand yesterday evening. Officials in St. Lawrence County are looking for 6-year-old Delila and 12-year-old Fannie Miller, who were on their family’s property in the rural town of Oswegatchie (ah-swee-GAH’-chee), on the Canadian border. Police say a witness saw a passenger of a vehicle that stopped at the stand put something into the back seat. When the vehicle drove off, the children were gone.

PHILADELPHIA (AP) – Authorities in Philadelphia say there’ve been no arrests in the slaying of a man who was on his way to a peace concert in the city. Police say the 20-year-old was headed to the “Philly Support Philly: Peace on the Streets” concert at the Dell Music Center in the city’s Fairmount Park when he got into an argument with someone in the parking lot, who shot him twice. The man died at a local hospital.
