Jamestown (CSi) A Jamestown man was found safe early this (Wednesday) morning, after a search, including the James River.
Jamestown Police say the search ended about 2:25 a.m., for 47 year old Rory Rupp of Jamestown, described as a “vulnerable adult,” who resides at Bethel Four Acres in Jamestown at 1404 First Avenue North, near the James River.
Rupp was found safe walking on First Avenue early this morning.
Rupp was last been seen about noon on Tuesday.
Authorities called out the Stutsman County Dive Rescue Team late Tuesday night because Rupp’s whereabouts were totally unknown.
Jamestown (CSi) Jamestown Police is searching for 42 year old Mary Jo Baker, of Jamestown.
Police are looking to do a welfare check on her.
Assistant Chief John Johnson says Baker owns a maroon Chevrolet Equinox SUV with North Dakota license plate EVN 611.
She’s described as approximately 5 feet, 5 inches tall, weighing 160 pounds with shoulder length, dark brown hair.
Officers began the search for Baker at 9 a.m. Tuesday.
Johnson says her family and friends are concerned.
Anyone who has seen or been in contact with Baker is asked to call Stutsman County Communications at 252-1000.
Jamestown (CSi) The City of Jamestown has begun the 2015 city budget process.
The City Council is meeting this morning from 8-a.m. to noon, and Thursday 8-a.m. to noon.
City Administrator Jeff Fuchs says, as of June 30 this year, the city has deficit spent $533,000 steming in large part from one time expenditures.
The 2015 city mill levy is put at 2.87 mills, and will levy in 2015 the same figure as 2014, at 84.97 mills.
The projected revenues for 2015 show a $30,000 deficit.
Revenues for 2015 are projected to be higher based on increased state aid.
He pointed out that the water and sewer utilities will increase by five percent for domestic use, and three percent for Cavendish use.
The budget meetings are being shown live on CSi 67.
Jamestown (CSi) A send off to the Mrs. America Pageant for Mrs. North Dakota, America, 2014 and Mrs. Jamestown, Eliza Potratz, will be on Friday August 15, 2014 at the Gladstone Inn & Suites in Jamestown.
The community is invited wish her well and show support, as she will be leaving for Tucson, Arizona to participate in the Mrs. America pageant August 23-29.
Pageant Preliminaries are scheduled for August 27 with the finals on August 29.

A face photo contest is in progress at the website to cast votes for Eliza.

Valley City (CSi) The U.S. Army Corps of Engineers will increase the outflow from Baldhill Dam on Wednesday, to 1200 cfs.
The Sheyenne River level will rise again after August 13.
The release was cut back to as low as 50 cfs. to conduct a fresh water mussel survey in the river and perform gauge maintenance downstream.
DRAKE, N.D. (AP) – The Highway Patrol says it has identified the vehicle that struck and killed a Texas man on U.S. Highway 52 in North Dakota, along with the vehicle’s driver.
The hit-and-run incident near Drake on July 2 killed 51-year-old Carlos Price, of Houston.
Authorities say they have identified the vehicle as a semitrailer hauling fracking sand. They say the driver is a 54-year-old man from Cheyenne, Wyoming. The patrol has given the case to the McHenry County state’s attorney for possible charges.
The patrol says Price was walking along the highway about 2:30 a.m. on July 2 after the vehicle he and a woman were in went off the road and became submerged in water. The semi allegedly left the scene after hitting Price. The woman wasn’t hurt.
FARGO, N.D. (AP) – Authorities are investigating vandalism to the Cass County Courthouse in Fargo.
The sheriff’s office says rocks were thrown through windows on the main entrance doors just after midnight Tuesday. The rocks were wrapped in paper with the words “Nazism” and “fascism” written on them, though misspelled.
No suspects were immediately identified.
BISMARCK, N.D. (AP) – A Fargo man accused of violating probation in an animal mistreatment case has posted $700 bond.
Sixty-four-year-old William Kiefer appeared in court in Burleigh County on Tuesday, a day after appearing in Morton County. He’s accused of violating probation in both counties and his $700 bond covers both counties.
Kiefer could face up to a year in jail if he’s found to have violated terms of probation by buying a horse and also failing to follow through with court-ordered mental health services.
Kiefer pleaded guilty last year to misdemeanor animal cruelty and four counts of overworking, mistreating or abandoning animals. He was sentenced to six months in custody and two years of probation in the case that involved the deaths of more than 100 horses.
FARGO, N.D. (AP) – A road construction company says it will have to redo 50 feet of concrete on a Fargo street after a 78-year-old woman drove through fresh cement. The accident happened Tuesday morning in a construction zone near 25th Street and Interstate 94. Authorities say the woman became confused and drove her car through 12 inches of wet cement until she got stuck. Damage is estimated to be $10,000.
BISMARCK, N.D. (AP) – North Dakota Department of Mineral Resources officials say an oil spill at a well 15 miles south of Tioga has been contained.
The state says officials with RIM Operating, Inc. reported that all but 60 of the 270 barrels of oil released at the site had been recovered as of Tuesday afternoon. The company says it’s working to recover the additional oil.
An open valve is believed to have caused the incident.
State officials say an inspector is at the site and monitoring additional cleanup.
WILLISTON, N.D. (AP) – A school superintendent in one of North Dakota’s new and fastest growing districts has decided to quit a week before classes are slated to begin.
Fran Swensgard handed in her resignation letter Monday as superintendent of schools at the New Public School District No. 8, located in the heart of the oil patch.
Swensgard’s letter to the board did not give a reason for her departure or a resignation date, but the board said it was effective immediately.
Board president Dave Rockstad says it’s not a good time for the resignation, but there are qualified people who can handle it. The board will ask school principals to pick up the slack on day-to-day operations.
The school district serves the surrounding rural area around Williston.
WAHPETON, N.D. (AP) – The starting date for classes at Wahpeton High School has been delayed a week because of a renovation project.
The high school is slated to begin on Aug. 25, about a week behind the elementary and middle schools.
Superintendent Rick Jacobson says he had hoped to start all the schools on the same timeline, but the work at the high school is behind schedule.
The renovation project will upgrade the mechanical and electrical systems.
WILLISTON, N.D. (AP) – A busy bridge on U.S. Highway 85 that crosses the Missouri River south of Williston is set to be closed for repair work Wednesday.
The North Dakota Department of Transportation announced the closure in a statement Tuesday. The bridge will be closed at 9 a.m. Wednesday and is expected to remain closed through the day.
The Department of Transportation suggests motorists cross the river near the confluence of the Yellowstone and Missouri Rivers about 25 miles southwest of Williston.
The affected stretch of U.S. Highway 85 links the oil patch cities of Watford City and Williston. The road sees heavy oil field traffic and delays are common.
BISMARCK, N.D. (AP) – Corn production is down slightly in the Dakotas, but the soybean crops are at record levels and wheat production has rebounded.
The latest report from the Agriculture Department estimates South Dakota’s soybean crop up 7 percent from last year and North Dakota’s soybean crop up 37 percent. The increase comes at the expense of corn production, which is expected to drop 5 percent in South Dakota and 9 percent in North Dakota.
Both states’ winter wheat crops are forecast to be more than double the size of last year’s. Spring wheat production is expected to be up 14 percent in South Dakota and up 16 percent in North Dakota.
Good growing conditions are a reason. North Dakota’s spring wheat yield is projected to be a record 47 bushels per acre.
BISMARCK, N.D. (AP) – A new report says state employees in North Dakota have one of the richest health insurance plans in the nation.
The report released Tuesday from the Pew Charitable Trusts found that North Dakota state employees get 93 percent of their health care costs covered by insurance. The national average is 92 percent.
That’s much higher than workers in the private sector or those choosing health plans under the federal overhaul.
The report also found that North Dakota is the only state in the nation that does not require premium contributions for single employees or those with dependents.
North Dakota United President Nick Archuleta says the state’s generous health care plan is one of the few perks that help attract and retain quality public employee workers in the oil-boom state.
BISMARCK, N.D. (AP) – A $1 million makeover of the cafe at the North Dakota State Capitol is running weeks behind schedule.
Work began in February at the cafe to increase customer flow and seating. It was supposed to be completed in August.
State facilities management director John Boyle says completion is now set for early October. He says a problem with an uneven floor has delayed the project.
A temporary lunchroom has been established on the 18th floor of the Capitol while construction is underway.

Jamestown (CSi) Jamestown Football Boosters announce the signup for Jamestown Midget Full Contact Football, for all 5th and 6th grade boys.
Jerald Roemmich said the signup is planned for Monday August 18, 2014 at the Hillcrest Softball Complex, from 5-p.m., to 6:30-p.m.
He said that equipment will be handed out at the time of signup, and pointed out that parents or guardians must accompany the player to registration, needing permission and a signature to participate.
The cost is $60 per player, and includes a football jersey, and the use of equipment. Scholarships available, for families unable to pay the cost.
The date of the mandatory parents meeting will be announced.
Teams will be assigned after the players have been assessed by their skills.
Midget Full Contact Football will be on Monday, Tuesday and Thursday nights from 6:30-p.m., to 8-p.m. (Please be on time to pick up your player(s) after practice and games.) Game nights are on Thursdays.
There will not be football on Labor Day September 2, 2013.

FARGO, N.D. (AP) – The committee searching for North Dakota State University’s next athletic director has chosen seven candidates for consideration.
The committee expects to narrow the pool before inviting candidates for on-campus interviews.
Gene Taylor announced in June that he was leaving NDSU to take the No. 2 position in athletics at Iowa, with hopes of someday landing the top job at a Bowl Championship Subdivision school. NDSU competes in the lower-tier Football Championship Subdivision.
The current pool of candidates to replace Taylor are: NDSU senior associate athletic director Troy Goergen, Colorado State senior associate athletic director David Crum, former Northern Iowa athletic director Rick Hartzell, Stony Brook senior associate athletic director Matthew Larsen, Idaho associate athletic director Tim Mooney, Idaho State athletic director Jeff Tingey and St. Bonaventure athletic director Stephen Watson.

PITTSBURGH (AP) – Detroit Tigers pitcher Justin Verlander will likely miss at least one start after leaving Monday night’s game in Pittsburgh in the second inning due to a sore right shoulder. Tigers manager Brad Ausmus says an MRI on Verlander’s shoulder reveals inflammation in several areas but no major structural damage. Verlander gave up five runs in the first inning against the Pirates and came out of the game following a plate appearance the next inning.
BALTIMORE (AP) – The Baltimore Orioles are wondering if the left side of their infield will have to go on the disabled list. Third baseman Manny Machado was diagnosed with a strained right knee yesterday after suffering the injury during an at-bat against the Yankees on Monday. Shortstop J.J. Hardy may have to go on the DL because of a sprained thumb suffered in Saturday’s victory over the Cardinals, but manager Buck Showalter wasn’t sure either player would have to be shelved.
BALTIMORE (AP) – Major League Baseball could have a new commissioner as soon as tomorrow, when the 30 owners meet in Baltimore to vote on Bud Selig’s (SEE’-lihgz) replacement. LOS ANGELES (AP) – The sale of the Los Angeles Clippers to former Microsoft executive Steve Ballmer has been consummated. The transaction was completed after a California court confirmed the authority of Shelly Sterling, the estranged wife of Clippers owner Donald Sterling, to make the deal. Ballmer bought the team for $2 billion, a move that has already been approved by NBA owners.

UNDATED (AP) – In the wake of the accident Saturday night that took the life of dirt track racer Kevin Ward Jr., former NASCAR champ Tony Stewart hasn’t announced whether he’ll drive in this weekend’s Sprint Cup race at Michigan International Speedway. He has announced that he will not appear Saturday in a short track race in Warsaw, Indiana.
Ward was killed when he was hit by a dirt track car driven by Stewart during the race.

DONETSK, Ukraine (AP) – A spokesman for a group of radical nationalist Ukrainian militia says a dozen members have died and others were captured in an ambush in eastern Ukraine. The militiamen from the Right Sector volunteer battalion operate in support of government troops. The ambush was near the rebel-held city of Donetsk.
PARIS (AP) – A night of snow and wind on Europe’s tallest mountain may have contributed to the deaths of at least five French climbers on France’s Mont Blanc. A sixth climber is missing. August is the height of the climbing season on Mont Blanc, where fierce storms can strike quickly, even in the warmest months. Several other mountaineers have died this summer.
CAIRO (AP) – Egypt’s highest religious authority says the Islamic State group that has been on a rampage in Iraq and Syria is a “bloody extremist group” that has tarnished the image of Islam. In remarks carried by Egypt’s state news agency, Grand Mufti Shawki Allam describes Islamic State as a “terrorist” organization that’s paving the way for the destruction of Muslim nations.
CALEDONIA TOWNSHIP, Mich. (AP) – A memorial service is planned today for a 9-year-old boy who was fatally stabbed at a playground near Grand Rapids, Michigan. A 12-year-old boy is accused of repeatedly stabbing Michael Connor Verkerke. And he’s been designated as an adult in the juvenile court system, which would allow the boy to be sentenced as a juvenile if convicted and then as an adult once he turns 21.
TRAVERSE CITY, Mich. (AP) – Cereal maker Kellogg thinks greener is better and it’s taking more steps toward being environmentally friendly. In an effort to reduce carbon emissions in its supply chain, the Battle Creek, Michigan-based company says it will require key suppliers such as farms and mills to measure and publicly disclose their greenhouse gas emissions. It’s also strengthening requirements for its own plants.
