Jamestown (CSi) Thursday evening, Century Link reported a failure in a main transmission line from Fargo to Jamestown, near Valley City. Their main fiber cable was cut west of Valley City, near the Berea elevator.
This caused disruption in phone services for Century Link & Daktel phone customers in the Jamestown area.
Phone service to Jamestown was restored overnight and was working normally Friday morning. Crews are in process of doing permanent repairs.
This morning phone lines are reportedly back up to all customers.
Jamestown (CSi) Authorities are investigating an incident that occurred starting at about 11:41 Thursday morning.
Jamestown Police officer Justin Blinsky says 9-1-1 received a call of a stolen vehicle from 703 7th Avenue Southwest.
The vehicle was spotted traveling on Highway 281 southbound when Stutsman County Sheriff Chad Kaiser was traveling in the area and spotted the vehicle.
The car was then reported parked at the Infinity Building Services lot.
Authorities set up a perimeter there, and the suspect was subsequently located near the New Star plant and arrested.
The man identified as 31 year old Michael Odermann of Fargo, was detained, and was found with items allegedly taken from the home broken into, from where the vehicle was stolen.
He was arrested and was charged by police with: Burglary to a Residence, Theft of a Motor Vehicle, and Theft of Property.
He remained without bond at the Stutsman County LEC jail, pending formal charges.
Agencies involved included: Jamestown Police, the Stutsman County Sheriff’s Office,
Stutsman County Drug Task Force, the North Dakota Bureau of Criminal Investigation and the North Dakota Highway Patrol
The patrol had additional staff available of need, as it was conducting a practice drill in Jamestown on Thursday during the time of the incident.
FARGO, N.D. (AP) – An administrator from a university in Kansas is the new president at Valley City State University.
The North Dakota Board of Higher Education on Thursday named Tisa Mason to take over the job. She has spent the last six years as vice president of student affairs at Fort Hays State University in Hays, Kansas.
Mason succeeds Steven Shirley, who left to become president of Minot State University.
Mason has previously served as dean of student life at the University of Wisconsin-Whitewater, executive director of the Sigma Kappa Sorority and Foundation, adjunct professor at Indiana University-Purdue University Indianapolis, and director of student life and assistant professor at Christopher Newport University.
The board interviewed Mason Thursday morning in Valley City, then went behind closed doors to discuss its decision and her contract.
Spiritwood (CSi) Dignitaries and local economic development officials gathered Thursday morning at the Spiritwood Energy Park Association’s (SEPA) railroad spur loop, for a “Spike Drving,” marking completion of the rail loop.
The $10 million project will provide rail access to the Dakota Spirit AgEnergy ethanol plant and future businesses that might locate in the SEPA property.
The event followed the SEPA Board of Directors meeting, and was part of the JSDC Board of Directors Meeting.
On hand were Jamestown/Stutsman Development Corporation, Counsel Joe Larson, Eric Larson from Great River Energy, bookeeper Tracey Pringle, along JSDC Board Member and the JSDC’s Vice President of Economic Development Holly Miller, and CEO Connie Ova.
A program was held before the spike driving ceremony.
Connie Ova Welcomed those in attendance and passed along a “Thank You.” on behalf of SEPA
Jamestown Mayor Katie spoke on behalf of the City and Stutsman County Commission Chariman Mark Klose spoke on behalf of County.
Mayor Andersen thanked the taxpayers of Jamestown and Stutsman County who made the project possible.
Mark Klose,who is also a member of the JSDC Board of Directors along with the Stutsman County Commission chairman, said businesses in the SEPA park would create wealth from the earth by converting coal into electricity, corn into fuel ethanol and barley into malt used to make beer at the adjacent Cargill Malt plant.
Following the ceremony the Special JSDC Board of Directors Meeting was continued, to further discuss SEPA.
A full rail loop with east and west access and daily service from Jamestown was built directly off the Burlington Northern Santa Fe (BNSF) mainline which crosses the northern edge of the real estate section.
A rail loop will offer service flexibility and transportation cost savings in comparison to a smaller ladder track or spur that most new businesses would be limited to.
Jamestown (CSi) Prairie Paws Rescue Paw-sta Paw-Looza will be held on Saturday November 1, 2014, from 5-p.m., to 8-p.m., at the Knight’s of Columbus Hall in Jamestown.

Steele (CSi) The Kidder County Auditor, has been charged in Kidder County with allegedly stealing money from the city.
KFGO Radio reports, that Carrie Monroe is charged with misapplication of entrusted property, a felony. Investigators say Monroe admitted that she made purchases on a city credit card of at least 20-thousand dollars.
She said she began using the credit card for her own use last December.
FORBES, N.D. (AP) – The mayor of the small southeastern North Dakota town of Forbes is accused of removing a campaign sign from private property.
Dennis Schrum is charged with criminal trespass, criminal mischief, theft and disorderly conduct. All of the charges are misdemeanors that carry a maximum punishment of about a month in jail.
Dickey County Sheriff Jim Bohannon tells the American News of Aberdeen that Schrum allegedly removed a campaign sign for one of two deputies seeking to succeed Bohannon, who isn’t running for re-election.
Schrum is scheduled to make his initial court appearance on Nov. 18. Court documents don’t list an attorney for him. He did not immediately respond to an Associated Press request for comment.
BISMARCK, N.D. (AP) – Bismarck police are investigating the death of a person whose body was found in a cold-storage unit following a fire.
The Bismarck Police Department said an insurance investigator discovered the body Thursday afternoon among the debris from the fire that broke out Tuesday evening. They haven’t identified the body.
Police say officers and firefighters responded to the fire Tuesday evening at the storage unit on the city’s east side. They say the building was engulfed in flames when responders arrived.
Police say the Bismarck Fire Department determined the fire’s area of origin after containing the flames. Officials secured the scene for further investigation.
DEVILS LAKE, N.D. (AP) – The North Dakota Highway Patrol has identified the two men found dead in a submerged vehicle that apparently vaulted from Highway 20 into Devils Lake.
The Patrol has identified the men as 19-year-old Damien Greywater from Devils Lake and 20-year-old Jordan Iceman from Saint Michael.
The men were found Wednesday inside a Ford Escape SUV in about 15 feet of water on the west side of the lake.
The patrol says that based on damage to the vehicle and items at the scene, the incident is being investigated as a one-vehicle accident that happened sometime before Wednesday.
BISMARCK, N.D. (AP) – Police in Bismarck say a man has robbed a Kirkwood Mall bank.
Police say the man left Kirkwood Bank and Trust through the mall with an undisclosed amount of money.
Police say officers initially set up a perimeter to search for the man, but were unable to locate him.
The suspect is described as a white man, approximately 50 years old, clean shaven with short hair. Police say the man was wearing a blue jacket with white sleeves, blue jeans and a black stocking cap.
Authorities say the case remains under investigation.
FARGO, N.D. (AP) – A North Dakota man has been sentenced to 4 1/2 years in prison on illegal weapons charges.
Brandon Zelmer, of Bismarck, was charged in federal court with two counts of possession of firearms by a convicted felon and two counts possession of stolen firearms. He pleaded guilty in August.
The 28-year-old Zelmer has previous felony convictions for forgery, burglary, theft of property and criminal trespass.
Defense attorneys had asked for a sentence of 66 months in prison to run at the same time as his sentence in state court on a burglary charge. Prosecutors said the time should be added on to the state sentence, and U.S. District Judge Ralph Erickson agreed.
FARGO, N.D. (AP) – The state Board of Higher Education has added a permanent agenda item at the end of its meetings that will allow members to talk about the pros and cons of each meeting and recommend future agenda items.
The question is whether the board will have another monthly meeting.
Voters will decide next week whether to replace the current eight-member, part-time board with the proposed three-member, full-time commission. Backers of the measure say the change is needed to manage a billion-dollar system that includes 11 colleges and universities.
Board president Kirsten Diederich, of Fargo, says it hasn’t been easy to listen to complaints about the board but believes the group can learn from the criticism.
The board has scheduled a special meeting two days after the election to plot its future.
BISMARCK, N.D. (AP) – The State Historical Society is inviting the public to attend the grand opening of the North Dakota Heritage Center & State Museum expansion.
North Dakota governors and other officials will hold a ribbon cutting ceremony Sunday for the revamped center, which includes a new theater, cafe and outdoor space. Free entertainment, artist demonstrations and activities for kids are scheduled from 10 a.m. to 7 p.m.
State lawmakers approved about $40 million for the 97,000-square-foot expansion in 2009. The historical society raised an additional $12 million.
The society’s director says the expansion will provide much need space for collections, exhibits and public services. Two museum galleries will open to the public Sunday and feature exhibits on topics such as rural electric cooperatives.
The opening is being held on the state’s 125th anniversary.
BISMARCK, N.D. (AP) – Four groups in the Dakotas are getting grants through the federal Agriculture Department’s Rural Cooperative Development Grant Program.
The program aims to help develop or expand rural businesses, especially co-ops and mutually owned businesses.
In North Dakota, the Mandan-based Common Enterprise Development Corp. is getting $200,000 to provide technical assistance to American Indian co-ops and businesses in the Dakotas and Minnesota. The North Dakota Association of Rural Electric Co-ops is getting the same amount to help co-ops and mutually owned businesses in the state.
In South Dakota, the Value Added Agriculture Development Center in Pierre is getting about $72,000 for the same purpose. The Sturgis-based West River Foundation is getting $750,000 to provide for low-interest loans for community development.
BISMARCK, N.D. (AP) – North Dakota’s Land Board has awarded $5 million in grants to schools and airports in the state’s oil-producing region.
Officials say the grants are part of a program aimed at helping communities deal with the effects of rapid energy development.
The Land Board this week approved funding about $2 million schools and another $3 million to airports in western North Dakota.
Minot International Airport got the bulk of the money. The airport is received just more than $2 million for the construction of a new passenger terminal and other improvement projects.
The Land Board is headed by Gov. Jack Dalrymple.
WILLISTON, N.D. (AP) – Williston’s Building Authority has sharply increased fines for developers who violate city ordinances.
Building Director Bill Tracy says many contractors, builders and developers have found it easier to pay fines as a cost of business than go through the hassle of obtaining the necessary permits in the rapidly growing oil patch hub.
Fines that were in the hundreds of dollars now reach as high as $1,500, and more serious violations also carry the possibility of a misdemeanor charge and jail time.
Commissioner Tate Cymbaluk says the heightened penalties should create a strong financial incentive to follow city ordinances. He says if the city doesn’t hit developers in the pocketbook, they’ll continue to blow off city requirements.
MINOT, N.D. (AP) – Dozens of flood nuisance homes in Minot have been cleaned up to the point of no longer being considered an emergency.
Now officials want to inspect the interiors. City Engineer Lance Meyer says officials will be contacting property owners for permission and will seek warrants if needed.
The Souris River in 2011 swamped more than 4,000 Minot homes, businesses and other structures. Many of what are considered nuisance or dangerous properties remain.
The city’s latest report shows that as of Oct. 24, 135 of the so-called “zombie homes” had been cleaned up either by owners or by the city to the point where they no longer present emergency public safety concerns. Inspectors now want to look for health code violations, structural issues or other problems.

VALLEY CITY, N.D. (VCSU) – Head women’s basketball coach Jill DeVries has announced that Willmar (Minn.) native Courtney Magnuson has signed a letter of intent to attend Valley City State University (N.D.) and play basketball for the Vikings in 2015-16.
A 5-foot-6 guard from Willmar High School, Magnuson signed her letter of intent with VCSU on Thursday. She is entering her senior season at Willmar.
DeVries says, “We are excited to have Courtney join our Viking women’s basketball program Her toughness and versatility as a combo guard is what makes her a special player. We anticipate that she will be able to score multiple ways, finishing with contact as well as hitting 3′s.”
Magnuson is a 3-year starter for Willmar and was named All-Central Lakes Conference and Team MVP last year in her junior season. Magnuson averaged 12.5 points, 5 rebounds, 2 steals and 2 assists per game last year. She shot 34 percent from the 3-point line and 41 percent overall from the field.
Outside of high school, Magnuson played AAU basketball with the Minnesota Comets.
She plans to major in math while at VCSU.
DeVries adds, “Courtney is a fantastic student, and fits the culture of VCSU women’s basketball. She really understands what it takes to be her best on and off the court. Her basketball IQ makes her a tremendous passer and defender as well.”
Courtney is the daughter of Ross and Kelli Magnuson. She is the first signed member of the VCSU women’s basketball 2015-16 recruiting class.
Valley City State University is a member of the National Association of
Intercollegiate Athletics (NAIA) and a conference member of the North Star Athletic Association. The Vikings finished last season 13-12 and took third in the conference. With DeVries as head coach, VCSU qualified for three straight NAIA national tournaments from 2011-2013.
FARGO, N.D. (AP) – North Dakota State University is making 400 additional tickets available for Saturday’s football game against South Dakota State.
The unclaimed student tickets are available at 8 a.m. Central time today. Any additional standing room tickets and visiting team returns also will become available at that time.

PIERRE, S.D. (AP) – The governors of South Dakota and North Dakota are betting $125 in a charitable contribution over this weekend’s Dakota Marker game.
The South Dakota State University Jackrabbits are taking on the North Dakota State University Bison at the Fargodome in Fargo at 2:30 p.m. Saturday.
Should SDSU win, North Dakota Gov. Jack Dalrymple will make the donation to South Dakota Cribs for Kids.
If the Jackrabbits lose, South Dakota Gov. Dennis Daugaard will make a contribution to Habitat for Humanity-Northern Lights Chapter.
The governors agreed on the bet amount in recognition of North Dakota’s and South Dakota’s 125th statehood anniversary, which is Sunday.
NDSU defeated SDSU 20-0 last year in Brookings, South Dakota. The Bison finished with a 15-0 record and currently have a 32-game winning streak.

COOPERSTOWN, N.Y. (AP) – Gil Hodges, Luis (LOO’-ee) Tiant and Maury Wills are among 10 candidates on the Hall of Fame ballot for its Golden Era committee. Dick Allen, Ken Boyer, Jim Kaat (kaht), Minnie Minoso, Tony Oliva and Billy Pierce also are on the ballot. The only non-player is Bob Howsam, the late Cincinnati Reds general manager.
A 16-member committee will convene Dec. 7-8 at the winter meetings in San Diego to consider the candidates, whose most significant impact was from 1947-72.
In another Hall of Fame note, Madison Bumgarner’s World Series performance earned him a spot in the Hall of Fame – well, at least for his caps. The San Francisco Giants ace donated caps he wore during his Game 1 and 5 wins against Kansas City plus his hat from his Game 7 save Wednesday night.
SAN FRANCISCO (AP) – Today’s a day of celebration for San Francisco, where up to 2 million Giants fans could turn out to cheer the World Series champions. There’ll be double-decker buses for the players and there will be floats. One float will be of a panda, in honor of third-baseman Pablo Sandoval, who teammates call “Kung Fu Panda.” The Giants beat the Kansas City Royals 3-2 on Wednesday.

SCOTTSDALE, Ariz. (AP) – Tom Pernice (pur-NEES’) Jr. shot a 5-under 65 to take a one-stroke lead over Bernhard Langer and three others in the Champions Tour’s Charles Schwab Cup Championship. Jay Haas, Kenny Perry and Joe Durant matched Langer at 66.
Langer won the Charles Schwab Cup points title last week in San Antonio, taking a lot of the drama out of the season-ending event. The 57-year-old German star has a tour-high five victories – two of them majors – and also has wrapped up the season money title with over $2.9 million.
TAIPEI, Taiwan (AP) – Top-ranked Inbee Park birdied five of the last seven holes for an 8-under 64 and a share of the first-round lead in the LPGA Taiwan Championship. The top-ranked South Korean star is tied with China’s Shanshan Feng.
Second-ranked Stacy Lewis had a 67, and Michelle Wie (wee) topped the group at 68.

WICHITA, Kan. (AP) – Work begins today to recover the remains of four people killed when a small plane crashed into a flight training facility in Wichita, Kansas. Jet fuel from the plane burned so hot after yesterday’s crash that heavy equipment is being brought in to remove portions of the building so firefighters can reach the victims. Killed were the pilot and three people inside the building.
GENEVA (AP) – The U.N. health agency is updating its guidelines for health workers dealing with the deadly Ebola virus. The World Health Organization is recommending doubling up on gloves and making sure the mouth, nose and eyes are better protected from contaminated droplets and fluids. But the WHO also says the choice of equipment is much less important than the way it’s used. Doctors Without Borders already recommends that its high-risk staff wear two or three pairs of gloves.
SOUTHBRIDGE, Mass. (AP) – A child rape suspect who police say cut off a GPS monitoring device and went on a cross-country crime spree is being returned to Massachusetts. Police will be picking up Gregory Lewis from the Washington County Jail in New York today, and he’s likely to be arraigned Monday in Massachusetts. New York is where Lewis drove into the Hudson River while fleeing police. Authorities believe he was headed back to Massachusetts to kill the 13-year-old girl he’s accused of sexually assaulting.
NEW YORK (AP) – People in some parts of the U.S. already are seeing gasoline below $3 a gallon. AAA says $3 is what the average price is right now, and it should soon drop below that for the first time since December 2010. Drivers in South Carolina and Tennessee are paying an average of $2.75 a gallon.
