POSITION OVERVIEW:
At the direction of MENA Technology Director and in coordination with Client and Enterprise Applications Directors, develops and maintains a strategic vision for the present and future use of companywide business and professional systems. Ensures that available IT resources in the MENA Applications Services organization align with Parsons overall business objectives.
Identifies and recommends Client and Enterprise applications, products and services that will best support Parsons strategic direction in the MENA Region as well as its long and short-term business goals.
Manages the day-to-day functions of Parsons IT MENA Applications projects and services. May work with internal and external clients to identify, recommend and implement major systems and applications that support Parsons business operations, design and engineering initiatives.
SPECIFIC RESPONSIBILITIES:
• Works with Parsons Senior Managers, Client and Enterprise Applications Directors to identify, plan and define IT MENA Applications goals and objectives. Determines the internal or external (third party) resources required to achieve them; creates budgets, resource plans and implementation plans; directs the effort to acquire, retain and manage those financial, technical and staff resources.
• Creates and maintains a strategic vision for Parsons IT MENA Applications and systems, including its business and professional IT applications and services. Maintains regular communication with MENA Technology Director and Client and Enterprise Applications Directors, presenting Project Status Reports as well as budget and schedule reports.
• Determines the internal or external (third party) resources required to achieve goals and objectives; creates budgets, resource plans and implementation plans; directs the effort to acquire, retain and manage those financial, technical and staff resources as required to complete specific projects and other activities, within time and budget constraints..
• Liaisons, provides oversight and approval for scope, requirements, budget, schedule, risks and assumptions for new Client Applications and PAR-LINK™ joint development opportunities.
• Provide oversight and approval as needed, with negotiation and approval of statement of work for new contracts with clients, vendors and contractors and for renewing contracts with existing clients, vendors and for upgrades or modifications to existing client application and vendor-provided products and services.
• Provide oversight and financial management for the installation, testing, implementation and ongoing maintenance of Parsons business applications, Client applications and PAR-LINK™ systems for internal and external clients.
• Works with Client and Enterprise Applications Directors to establish joint development, SLA, support and escalation processes for applications used in the MENA region
• Manages all financial and budgetary aspects of the MENA and PAR-LINK™ Joint Development Applications organization, including regular review and reconciliation of budgets and forecasts. Reports financial performance to MENA Technology Director.
• Works with Client and Enterprise Applications Directors to establish and assure conformance to standards, priorities, policies and procedures for the overall IT MENA Application organization, including finance, project controls, data warehousing and other support applications and services.
• Designs and/or oversees team members who design system architecture for new and existing Parsons-developed or third-party Client and Enterprise Applications. Monitors and directs the requirments gathering, analysis, design, development, installation, testing and implementation of new applications or modifications to existing applications, assuring technical quality as well as end user satisfaction.
