We are currently recruiting a highly competent candidate based in HQ (Rome, Italy) to provide strategic and operational leadership to WFP’s global Capability Development function at P5 level. This global role reports directly to the Deputy Director, Human Resources Division.

As a member of the Global Talent Management Team, the selected candidate will be the subject matter expert in Capability Development providing best-practice expertise across the HR community. He/she will have a global responsibility to design and develop Global Capability Development strategy and solutions which ensure WFP’s global workforce is equipped with the required capabilities to achieve its strategic objectives.

Key responsibilities

• Gather and utilize insight from the Global Talent Management Team and business leaders to lead development of Global Capability Development strategy in line with the organization’s strategic and operating plans.

• Create a corporate learning culture in which every WFP employee drives and owns his/her learning and development, and in which every line manager actively supports this culture and contributes to building a learning organization.

• Build and sustain a WFP’s Capability Development Corporate Community to ensure a field-centric Capability Development Approach that champions knowledge management and sharing across the organization.

• Lead the global skills identification, development planning and prioritization processes with business leaders being fully engaged to ensure sustainable organizational performance.

• Coach and advice managers, HR business partners and other key stakeholders on capability development.

• Plan and manage the Corporate Capability Development budget, and partner with Procurement to source ‘best fit’ and ’best value’ learning and development solutions.

• Develop the team member’s capabilities to become Strategic Capability Development HR Partners through coaching, mentoring, role-modeling, etc.

• Lead Capability Development Team to deliver Capability Development activities in WFP including:

i. Perform skills and development needs assessment including Technical and Operational considerations;
ii. Design/Develop (global or area-specific) solutions/programs contributing to WFP’s people strategy (competency framework, global learning curriculum, global career model, global leadership development program, on-boarding process, executive coaching network, etc.);
iii. Lead facilitation of critical learning events;
iv. Deliver an appropriate blend of classroom training, experiential learning, e-learning, coaching and mentoring that are relevant to the learning styles of diverse groups;
v. Implement, share and optimize Capability Development related services, resources, tools (including the LMS) and best-practices;
vi. Build and implement metrics to demonstrate tangible values of the Capability Development strategies and initiatives.

• Contribute to the development of global people communication strategy to support the roll-out of new programmes or alterations to existing programmes.

• To stay relevant and up-to-date with leading edge practices and ensure they are incorporated into the design and delivery of key interventions. Use this knowledge to build capability in the Capability Development team to ensure policies, processes, systems and tools are employed consistently and effectively.
