POSITION SUMMARY:
Responsible for the technical aspects of the Information Technology portfolio to include oversight of the day-to-day availability of all applications, daily data loads, proper interfaces with other systems outside the LCMI portfolio; management of data tables and other aspects of the Master Data Repository; on-site.

MAJOR JOB ACTIVITIES:
Reporting directly to the Program Manager, the Technical projects Leader assures the successful execution of the discrete high level IT tasks 24/7. Examples:
• Provide technical support that is available 24 hours per day and 7 days per week for customers throughout the Marine Corps.
• Conduct troubleshooting and root cause analysis for application and system failures and coordinate with Government C4 personnel to ensure software enhancements/fixes are implemented.
• Conduct Oracle data base management and restructuring.
• Migrate current data repository structure into a data warehouse structure.
• Conduct data cleansing and data validation.
• Execute daily data imports and exports and data load monitoring. This task is required 7 days a week, 365 days per year.
• Provide the full realm of post deployment software support (PDSS) as well as Capability Maturity Model Integration (CMMI) compliant software for the sustainment of the application.
• Conduct risk analysis for retiring or adding new data sources and provide a comprehensive recommendation to the Government on whether to accept or deny associated risks.
• Provide documentation to support information assurance (IA) and accreditation and coordinate with Government IA personnel to ensure applications are accredited and have gone through the required IA steps that meet DoD and DoN requirements.
The Technical Project must:
1. Have the following IT skills: ˗

o Engineering Design and Support Services ˗
Enterprise Transport Services (includes IM/IT Administration and Management; ITSM)
o WAN/MAN/LAN Services
o Network Cryptography
o Telecommunications Expense Management
o Radio Systems Services
2. Provide subject matter expertise for IT operations
3. Assist IT teams in daily operations
4. Respond to high-tempo, short-notice requests under tight time constraints
5. May be required to travel
6. Performs other duties and assignments as required
MATERIAL & EQUIPMENT DIRECTLY USED:
Personal computer and other general office equipment. Must have reliable internet connectivity access.
WORKING ENVIRONMENT:
Work is generally conducted in an office environment, at project work areas, or via telecommuting.
PHYSICAL ACTIVITIES:
Work may require prolonged sitting or standing, critical reading/proofing, and travel up to 20%.
MINIMUM QUALIFICATIONS:
Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
A bachelor’s degree from an accredited university in a Information Management/Technology or Systems Management; plus 10 years additional relevant experience in positions of increasing responsibility. Master’s degree in Information Technology Management highly preferred
Experience:
Minimum 10 years’ experience in positions of increasing responsibility and complexity relevant to technical position. Must have experience working with the U.S. Marine Corps in an IT or IM capacity.:
a. Understanding of documentation as related to the development of any form, letter, technical instruction, pamphlet, instructional guide or any other document required as a product or deliverable or as a performed service..
b. Understanding of integrating applications with legacy and current systems, e.g., Supported Activities Supply System (SASSY), Mechanization of Warehousing and Shipping Program, (e.g., MOWASP, Marine Corps Integrated Maintenance Management System(MIMMS), Marine Corps Automated Readiness Evaluation System (MARES), Global Combat Support System – Marine Corps (GCSS-MC), Total Force Structure Management System (TFSMS); migrating functionality from legacy systems to current systems with necessary technical and business process changes; and leveraging IT tools and data into actionable logistics intelligence for a range of stakeholders from operational users through Headquarters-level decision makers.
c. Understanding of current data quality issues within the Marine Corps and have experience mitigating those issues to provide accurate equipment data to the USMC.
d. Understanding of the Extract, Transform, Load (ETL) process; Cognos, logistics business processes within the Marine Corps and how data transacts across the Marine Corps.
e. Understanding of the daily operations required in an IT environment to include quality assurance of daily load monitoring, troubleshooting to determine root cause of unsuccessful loads, writing scripts for software deployments, testing and monitoring deployment executions from contractor development and test environments through government deployment, test and production environments; software testing methods, transfer validation of data from legacy systems to the File Transfer Protocol site.
f. Understanding of the DoD Information Assurance process, i.e., DoD Information Assurance Certification and Accreditation Process (DIACAP) and DoD Information Technology Portfolio Repository – Department of the Navy (DITPR-DON), procedures, automated tools and documentation in support of IT systems.
g. Understanding of quality assurance as related to the evaluation and determination of system or process reliability, maintainability, specification and quality plan compliance and as described in the PWS.
. Experience must include management of human resources, contracts/sub-contracts, finance, security, environmental and safety operations. Previous Information Technology support management in a military environment greatly preferred.
Skills:
Must possess excellent computer, interpersonal, time management, and oral and written communication skills. Must be able to work with limited supervision while adhering to stringent timelines. ITIL V3 Foundations certification or greater highly preferred.
