DoDEA employs more than 12,500 individuals responsible for the education of more than 86,000 students in

schools located in 12 foreign countries, seven states, Guam and Puerto Rico. DoDEA is responsible for the

oversight of two distinct educational systems, the Department of Defense Dependents' Schools (DoDDS),

DoDEA's overseas schools and the DoD Domestic Dependent Elementary and Secondary Schools (DDESS),

DoDEA's domestic school system. DoDEA is responsible for providing a quality education from prekindergarten

through grade twelve for the eligible minor family members of DoD military and civilian

personnel on official assignments.

DUTIES:

As an Instructional Systems Specialist (World Languages) you will be responsible for the following duties:

Assess system wide effectiveness in defined teaching areas.

Subject matter expert over directing systematic reviews of programs.

Provide methodology for system programs.

Direct the systematic review of curriculum, performance, program standards, content and methodology

in educational program areas.

Integrate data from system wide testing programs.

Develop system wide action plans to implement K-12 World Language curriculum and program

standards.

Monitor the quality of program services to ensure compliance with professional quality assurance

standards.

Monitor implementation of curriculum and performance standards.

Develop goals and standards in specific teaching areas.

Support school community strategic plans.

Identify training needs.

Provide senior level leadership with information pertaining to instructional materials.

Design training programs in the subject area of responsibility, including both initial training and extended

programs for mastering skills.

You must have one year Specialized Experience equivalent to the GS-12 level in the Federal service

(experience may have been gained in the private/military sector) giving the particular knowledge, skills and

abilities to perform successfully the duties of the position, and that is typically in or related to the work of the

position. Experience must be reflected in your resume.

Specialized experience required for this position is:

Developing system wide action plans to implement K-12 World Language curriculum and program

standards.

Serving as a subject matter expert directing systematic reviews of world language programs.

Specifically you will be evaluated on the following competencies:

Knowledge of Instructional Systems designed to facilitate developing proficiency in a second language.

Experience with the application of K-12 World Language programs for schools in stateside and/or overseas

environment.

Knowledge of staff development design, training, and facilitation.

In addition, candidates must also possess the following Selective Placement Factors to receive consideration

for this position.

Selective Placement Factor 1: This position specifically requires extensive above teaching level experience

designing, managing, and refining world language programs and instructional practices within the K-12

environment.

*NOTE: Experience with ELL and/or programs will not qualify for this position.

Selective Placement Factor 2: This position specifically requires the incumbent to be proficient in one or more

of the following languages: French, German, Spanish, Italian, Chinese, Japanese, or Korean.

Candidates who do not meet the selective placement factor will not receive further consideration for this

position.

Time-in-Grade Requirements: Federal employees must meet time-in-grade requirements for merit promotion

consideration. Time-in-grade is the 52-week requirement Federal employees in competitive service, General

Schedule (GS) positions at GS-5 and above must serve before they are eligible for promotion (advancement)

to the next grade level. Applicants must meet eligibility requirements including time-in-grade, time-after-competitive

appointment, minimum qualifications, and any other regulatory requirements by the closing date

Substitution of education may not be used in lieu of specialized experience for this grade level.

This position has a Basic Education Requirement for the 1750 series:

Successful completion of a full 4-year course of study in an accredited college or university leading to a

bachelor's or higher degree that was supplemented by at least 24 semester hours appropriate to the work of

the position to be filled. The course work must have included study in at least four of following five areas:

Learning theory, psychology of learning, educational psychology: study of learning theories as they related

to systematic design, development, and validation of instructional material.

Instructional design practices: study of the principles and improvement of instructional effectiveness.

Educational evaluation: study of the techniques for evaluating the effectiveness of

instructional/educational programs, including developing written and performance tests and survey

instruments.

Instructional product development: study of techniques appropriate for developing training materials,

including

learner characteristics, specifying objectives, applying training strategy, validating training materials, and

evaluating training.

Computers in educating and training. Study of the application of computers in education and training,

including selecting appropriate software.
