RSC Africa

The Resettlement Support Center (RSC) Africa operates a US refugee resettlement program in sub-Saharan Africa through a Cooperative Agreement with the Department of State/Bureau of Population, Refugees and Migration. RSC Africa is responsible for the preparation of refugee case files for adjudication by US Citizenship and Immigration Services (USCIS) officers, as well as the out-processing and cultural orientation of all approved cases. RSC Africa is administered by the Church World Service Immigration Refugee Program (CWS/IRP) and is based in Nairobi, Kenya.

Primary Purpose

This position is responsible for the development and updating of the U.S cultural orientation curricula, related resource materials and the training materials necessary to support those curricula. The Curriculum Development Specialist provides technical expertise and oversight to the effective implementation of this curricula in the cultural orientation program through lesson planning oversight, trainer observations and other activities. The position is also responsible for monitoring and evaluation activities for the division.

Supervision

This position reports to the Cultural Orientation Coordinator.

Essential Duties

Maintains a thorough operational knowledge of RSC Africa.

Maintains a current knowledge of the US Refugee Admissions Program.

Collects data on refugee populations so as to ensure the relevance of established curricula in coordination with operations and cultural orientation staff, as well as with the Public Information Manager.

Develops curricula that addresses the unique needs of populations trained in Sub-Saharan Africa and supports established objectives and indicators.

Develops training materials, including visual aids and student workbooks, as well as resource center activities, visual aids, realia models, etc. that support established curricula. Recommends for purchase those materials that cannot be developed in-house.

Supervises Program Assistant whose portfolio includes training materials development, organization and auditing.

Coordinates with the CO Field Team Supervisors and CO Coordinator.

Leads departmental lesson planning approaches; Reviews and approves trainer lesson plans submitted by CO Field Team Supervisors.

Observes Trainers in the field to monitor adherence to established curricula and provides feedback to trainers on content and delivery.

Develops tools that evaluate the effectiveness of the cultural orientation program according to established criteria; Trains staff in the administration of those tools.

Collects and analyzes monitoring and evaluation data. Provides regular quantitative and qualitative updates to internal management regarding this data informally and through formal reports. Recommends changes to curricula and training techniques in response to the data collected, and implements changes as appropriate.

Assists with the development and coordination of training and other professional development opportunities for CO Field Team Leaders and Trainers.

Oversees the RSC Africa Refugee CO group email box and provides timely responses.

In the absence of the CO Coordinator, oversees the RSC Africa Cultural Orientation group email box and provides timely responses.

Travels to field locations periodically to observe CO trainers and assess curriculum delivery.

Maintains a current knowledge of the United States Refugee Admissions Program and other issues related to cultural orientation.

Performs other duties that may be assigned by the CO Coordinator to enhance the efficiency and efficacy of the CO division.

Qualifications

Education:

Bachelor’s Degree in a related field of study required.

Experience:

2 years experience in a related field which includes curriculum development experience is required. Supervisory experience required.

Previous training and/or experience in monitoring and evaluation preferred. Previous experience working in US domestic resettlement or an overseas USRAP cultural orientation program preferred. Previous experience working overseas preferred.

Knowledge/Skills:

Excellent computer skills, particularly in Microsoft Word and Graphics software.

Excellent writing skills.

Excellent organizational and time management skills.

Abilities:

The CO Curriculum Development Specialist must have the ability to:

travel in Sub Saharan Africa;

communicate effectively both verbally and in writing.

follow instructions from the Supervisor with a positive and receptive attitude;

Working Conditions

Physical: This position requires sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), using fine finger movements and lifting/carrying light loads.

Environmental: Normal office working conditions.

Special Requirements

Background check which includes references and an educational criminal check is required before the start of employment. A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to travel occasionally in often difficult conditions, and have a high degree of flexibility. Must be legally eligible to work and obtain a work permit in Kenya. Must have proof of Yellow Fever vaccination before traveling for RSC Africa. Employee will be entrusted with the receipt, custody and payment of money.
