CWS RSC Africa

The Resettlement Support Center (CWS RSC Africa) operates a US refugee resettlement program in sub-Saharan Africa through a Cooperative Agreement with the Department of State/Bureau of Population, Refugees and Migration.  CWS RSC Africa is responsible for the preparation of refugee case files for adjudication by US Citizenship and Immigration Services (USCIS) officers, as well as the out-processing and cultural orientation of all approved cases. CWS RSC Africa is administered by the Church World Service Immigration Refugee Program (CWS/IRP) and is based in Nairobi, Kenya, with a sub-office in Pretoria, South Africa.

Primary Purpose

The position is primarily responsible for day to day management of the Case Processing units (In-Processing and Out-Processing).  This position assists the Program Manager in running the unit by acting as a back-up for when the manager is out of the office, handling projects as assigned by the manager and helping in planning, reviewing and organizing the work load of the Case Processing Assistants within the unit.

Supervision

The position supervises the Case Processing Team Leaders and Case Processing Assistants.

Essential Duties

Achieve and maintain a high performance standard based on a thorough knowledge of and adherence to established RSC Africa, CWS/IRP, DOS/PRM, USCIS and UNHCR policies and procedures regarding current refugee processing eligibility criteria, database and file management guidelines.

Provide direct oversight and manage the daily workload of Case Processing Team Leaders and Case Processing Assistants and functions in Case Intake, Namechecks, Travel Processing and Medicals and Assurances, and as directed by the Program Manager.

Work closely with the Program Manager and staff from the Data Integrity Unit in Nairobi to ensure all work meets RSC Africa quality standards and adheres to USRAP processing guidelines.

Liaises with implementing partners such as UNHCR, IOM, USCIS and PRM as necessary.

Act as a back-up to Program Manager, including taking responsibility for planning, managing workload, and planning leave in absence of the manager.

Assist in conducting all new hire training and ensuring on-boarding targets and objectives are met.

Serve as the primary point of contact for the CWS/RSC Africa Unit mailboxes and work with other units in Case Processing and RSC Africa to ensure that case information received via these mailboxes is properly updated to the cases.

Work on high level expedite cases, as necessary, including case creation, requesting Namechecks, updating medical information, scanning case documents and attaching these into WRAPS and preparing travel packets.

Complete all tasks related to refugee case processing, ensuring adherence to RSC Standard Operating Procedures.

Conduct regular quality checks of the Case Processing staff work to ensure that cases are consistently and correctly updated, both electronically and in the physical file.

Consult with the Program Manager, Site Coordinator and relevant Nairobi refugee processing management on difficult cases in accordance with established policies and procedures.

Maintain a thorough knowledge of and ensure compliance with RSC Security and IT procedures at all times.

Maintain an advanced knowledge of WRAPS and stay up to date on any changes to the WRAPS system.

Assist in the development of Case Processing training procedures and modules as well as assist in their implementation as required.

Assist in the development of Standard Operating Procedures and TPPs for Case Processing Units in coordination with Case Processing Management.

Assess and provide feedback on staff performance following trainings.

Participate in meetings as may be needed or assigned by management.

Perform other duties or special assignments as may be needed or as assigned by management to ensure the efficient processing and Operation of RSC Africa.

Qualifications
Education:

Bachelor’s Degree or equivalent and 5 years of work experience is required.

Supervisory experience preferred.

Experience:

Six months of related Casework, Case Processing or resettlement experience is preferred.

Experience working with Reports Manager or Reports Builder is preferred.

Knowledge/Skills

Thorough knowledge of WRAPS.

Demonstrated computer skills, especially Microsoft Word, Excel and Outlook.

Strong organizational and time management skills.

Strong leadership and motivational skills.

Strong verbal and written English language skills.

Abilities:

Ability to lead and supervise Case Processing staff to ensure policies and procedures are implemented and executed in accordance with guidelines and standard operating procedures.

Accurately type 5100 KSPH with a 95% accuracy rating.

Ability to communicate effectively both verbally and in writing.

Ability to follow instructions from the Supervisor with a positive and receptive attitude.

Ability to deal effectively and courteously with a large number of associates, outside agencies, refugees and members of the general public.

Working Conditions

Physical:

This position requires bending, sitting, standing, walking, pushing/ pulling, handling objects (manual dexterity), reaching above shoulder level and using fine finger movements.

Environmental:

Incumbents in this position will work in an open plan office in close proximity to Case Processing Assistants.

Special Requirements

The candidate should be willing to work overtime on weekdays and weekends as required.
